PART I July 7, 2016 Meeting No.: 3969
The heavy July marine layer (aka “fog”) welcomed Breakfast Clubbers
to another Thursday meeting at the Garden Center. Despite my best
efforts this morning, I missed the Greeters…but later Jeff Wong confirmed the presence of himself, Myrna Dean and Kent Alexander as this morning’s volunteer welcoming troop!
After procuring my green ticket from lively Bill Hardenstine, I traded it for fluffy pancakes and eggs, sausage, summer melon and, yes, hot coffee! What did you have this morning? Zach Griffin was at the soundboard; JL George was boogy-woogying at the piano…Ed Rorke started OWABM and somehow we caught up with him at the end.
OPENNING:
President John Notch commenced the meeting at 7:35 (speaker/power point set-up facilitated by Steve Hanson!) inviting us to stand while reciting the Ode… Billy Wilkes came up to lead us in the Pledge assuring us “I have this today.” Ed was back for “God Bless America” and the path was rocky, while the finish was strong. Kent Alexander shared some Irish proverbs for the Invocation and Ed gave a “thumbs up.”
GUESTS:
Internet LMBClub admirer Craig Isakow and son Issiah were back to visit us and this time they brought wife and mom, Victoria Isakow Salinas who was introduced by Myrna.
ANNOUNCEMENTS:
Holly Tigard was first up at the mic letting us know about the Summer Band Concert series…the attendance on the Fourth was said to be most excellent. Holly shared the upcoming dates for more “stars and stripes” reverie at the Band Shell on the Lake: Sundays July 10, 17, (NOT the 24th), 31 and August 7th will bring summers concert goers a special time for picnics and music Lakeside. This is a great time…and it’s free!!!
Exec Sec Rob Stewart gave the “Lame Duck” report: Inga Forline and Anne Woodell are still out and both are hoping for an August appearance. Aileen Frankel has hurt her foot. There will be cards to sign next week.
JL George got to play piano while riding in one of Liberace’s cars during the Piedmont Fourth of July Parade…he had photos and paid a fine to the duck!
REPORTS:
Judy Holiday was called upon for a fashionista report. It seems it’s time to pull out fashions from the 70’s, 80’s and 90’s for both men and women. Contrast is now in…don’t match anything and you’ll “be with it!”
Billy Wilkes returned to the mic with a Sports Report. When queried, it seemed that only women members allowed they followed at least one sport… Billy touched on basketball, golf, baseball, tennis and horse racing. His thoughts on la crosse will be saved for another meeting.

Early Evening
Tony, Barbara Leslie & John
Early Morning
Judge David Lee gave us a preview update on the Zoo’s construction projects as Dr. Joel Parrot will be back in August to give the real deal. Twenty bison are on their way to Oakland and the expansion project is currently ahead of schedule. The judge will see if it might be possible for us to have a private tour sooner than later.
Mike’s out of town, so please see the front of the “Q” for more speaker updates.
GIFTS:
Kent Alexander at the mic, Greg Novak pulled tickets, Ed R. ran the gifts to winners while Geoff is in Montana…
Judge David Lee’s puzzle (said to have 999 pieces!) will be re-pieced by Bob Rosen. Lee Douglas’ dvd on wine and the Prohibition will be viewed by Ric Curutto as he enjoys a glass! Ed Rorke donated a bottle of white wine, which will be enjoyed by Dr. Jon Sigurdson. Melissa Russo left us with 2 tickets to Chabot Science Center and Tony Moglia gets to go on that visit. Judge Lee also donated a brown ceramic duck that JL George adopted. Finally, Prez John’s home grown tomatoes will be savored by Judge John Sutter!
PARTING SHOT:
A final reminder for your calendar: Save the date…the last Saturday in July will welcome another Fairyland work party…it’s fun, good snacks, conversation, some thing gets done…and over early (8-10 am). It’s fun!!!!!!
Over and out…ZM

Part Two July 7th, 2016
COD Tony Moglia introduced Barbara Leslie, President and CEO of the Oakland Metropolitan Chamber of Commerce. An Oakland resident, Barbara previously served as Director of External Affairs for AT&T.
Established 111 years ago as a voice for business, the Chamber’s mission consists of securing Oakland’s economic future and quality of life for residents, civic commitment, community involvement, and influencing City Hall on those issues that are important to business.
Oakland’s economic landscape includes Oakland’s “Corporate Stewards” (Kaiser, Clorox), which helps us navigate the peaks and valleys intrinsic in the economy. Despite the media attention to the tech industry, tech is a relatively small fraction of the economy. Barbara predicts that we are in a 5-6 year period of expansion, which will be followed by a downturn.
Currently, the influx of workers and residents choosing to live here has led to a housing shortage. Development of market rate housing virtually stalled until the last few years, which has resulted in one of the tightest rental markets in the country. Oakland now has 1900 market rate units in the pipeline, which should be built before the next valley. The majority of the units are located in the downtown area.
There are several developments on the horizon. The Kaiser Center development is very exciting, and will hopefully result in a multi-use space. Uptown Station (a.k.a. the former Emporium-Capwell’s building), the future home of Uber, will be a pivotal project that is expected to transform a four block radius.
The recently-approved Lake Merritt Master Plan is looking to transform the area around the Lake Merritt BART Station, similar to the development around Fruitvale BART. The Downtown Master Plan seeks to create a vibrant community by encouraging people to live and work downtown.
The civic landscape consists of many individuals, groups, and stakeholders. In her second year in office, Mayor Libby Schaaf remains very popular, and is polling in the 60’s despite the recent police chief transitions. She successfully initiated the Oakland Promise project, a cradle-to-career initiative that aims to triple the number of college graduates from Oakland within the next decade, which recently funded hundreds of scholarships for Oakland students. Five seats are up for election on the city council side, which, while the incumbents have a distinct advantage, is expected to affect the discourse. Disruptors also play a role in Oakland, made evident by the affordable housing measure that will appear on the November ballot to address displacement. There will be several bonds on the ballot, including an Oakland infrastructure bond, an Oakland housing bond, a

BART bond, and a County infrastructure bond.
Public safety remains a serious concern for people who want to visit and live here, and a recurring challenge for those in leadership. Oakland’s police department remains understaffed compared to cities of its size. To address staffing levels, the City has added additional police academies to combat expected attrition and increase the number of sworn officers.
In short, Oakland is an exciting place to live and work, and there are many exciting developments and challenges on the horizon. To learn more, visit http://www.oaklandchamber.com

About our speaker
Councilmember Abel Guillén
Before his election to the Oakland City Council in November 2014, Abel Guillén served on the Board of Trustees of the Peralta Community College District Board for eight years. As Trustee, he secured over $20 million for career education and green-jobs training, and raised more than $50,000 for scholarships for students from underserved communities.
In partnership with AC Transit, Guillén created the Peralta Easy Pass that saves students over $1,000 a year and has provided more than 1.2 million bus rides for students since its inception.
While delivering eight consecutive balanced budgets, he reformed the Peralta Colleges’ fiscal management to eliminate bureaucratic waste and successfully implemented measures to increase public accountability and transparency.
An experienced finance professional, Guillén currently serves as vice president of a public-finance consulting firm, where he helped raise more than $3 billion for classroom and school safety upgrades, repairs and improvements for public schools and community colleges throughout California.
The son of a baker and a cook, Guillén grew up in a working-class Bay Area neighborhood. A product of local public schools, he went on to become the first person in his family to graduate from college. He earned his bachelor’s degree in sociology and a master’s degree in public policy from UC Berkeley.
