I am pleased to present to you the SWOT report on the suitability and practicability in the formulation of a young farmers association within the existing structures of the biggest apex body of farmers, UNFFE (Uganda National Farmers Federation).

Youth are not a homogeneous group, therefore as we engage in the agriculture sector where we want them to get involved, we need to know them (who they are), have them involved and act or implement with them. Often times, we relax or even leave others who even don’t know our issues to speak or act on our behalf. But let me tell all the youth and even other stakeholders;

‘’If you don’t want people who have no clue about your business to make decisions for you; you need to get involved now and then, because if you take no action, someone else will do it for you’’

UNYFA (Uganda National Young Farmers Association) is taking root as the umbrella body for youth in all UNFFE structures. This SWOT report highlights how and why it is possible. We thank our lead facilitators; Dr. Andrea Teutenberg, Mr. Heinrich Lendebur from AHA International and Mr. Martin Baumgartner from the Young Farmers of Bavaria (Germany).

I hope this update (SWOT Report) will inform us all on how suitable it is to establish UNYFA for all the Ugandan Agro-based youth.

1.0. background

Uganda has a population of approximately 34.9 million. With every Ugandan woman on average producing 6 children throughout her reproductive period, the country presents a scenario of the youngest and most rapidly growing of today’s world (World Bank, 2011). Close to half (48.7 percent) of Uganda’s population constitutes majority of the dependent population (under 15 years). Compared to the region’s under 15 years population (43.2 percent) and the world’s under 15 years population (26.8 percent), Uganda’s young population is evidently higher. The high fertility rate, the young and youthful population and the elderly present a developmental challenge which is the dependency burden where few people have to provide for a huge population which is not employed. Uganda’s population continues to grow currently at rate of 3.2 percent and is way higher than the region’s average population growth1

If Uganda is to realize development, the youths need to be involved in development programs so as to

reduce the dependency syndrome and to transform the youth groups into a productive force. In many of our farmer groups or farmers based organizations, it has been realized that youth are sometimes integrated in their activities but have peculiar interests that may need particular attention in their development processes. With that in mind there is need to provide a platform for these youth where they can express their particular interests and forge a way forward. The advantage of this is that youth have the propensity to move with the changing dynamics of the world and are capable of formulating or becoming strong leaders of farmer based organization’s in the near future.

In its project, AHA / DBV focus on strengthening of Farmer Organizations in developing countries. AHA, with the financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ) has only recently started their activity in Uganda. The Akademie supports its partners by offering an exchange with German association experts, holding workshops and training courses and supporting targeted organisational development. Dialogue is held with potential partner organisations to establish concrete requirements. Development measures are chosen to suit individual needs. The focus is always on empowering the organisation to develop and implement targeted solutions on its own.

UNFFE has already a strong presence and history in Uganda as the leading apex farmer organization and also represents the interests of young farmers in Uganda. To particularly improve service for agro-based youth from the age of 12 to 39 it is intended to form a specific farmer organization for youth, UNYFA, under the umbrella of UNFFE.The Uganda National Young Farmers Association (UNYFA) is an entity being started with intentions of improving the livelihoods of youth initially in Uganda and progresively build a vibrant team of young farmers to fit into the national farmers’ federation.

2.0. purpoSe for the SWot WorkShop:

With that background about the project, UNYFA through UNFFE organized the SWOT analysis workshop being one of the preliminary activities for the

partnership. The purpose of this Workshop was to identify positive and negative factors within UNYFA/ UNFFE, the Ugandan youth communities, and the broader society that will promote or inhibit successful formulation and organization of this youth platform. The SWOT analysis contained was to establish the existing organizational and institutional capacity of UNYFA/UNFFE. It also assesses the external environment that will impact on the formulated youth association in its interventions.

2.1. Objectives of this Workshop

1. To establish benchmarks of UNYFA/UNFFE project that will be used in the Monitoring and evaluation of UNYFA as an organization.

2. To share experiences from various stakeholders on their successes, challenges and concerns with Ugandan youth in the agriculture sector.

3. To initiate the process of social change by providing recommendations that will help in strategic planning for UNYFA.

4. To jointly forge a way forward on how we can synergize as different stakeholders involved in youth livelihood initiatives.

3.0. participantS/ StakeholderS for the SWot analySiS

The workshop had the following participants; UNYFA core team, UNFFE executives, youth leader representatives from agriculture groups in District farmers

associations(DFAs), MAAIF2, Development partners involved in youth livelihoods projects, and international Agri-agencies like CURAD, AGRITERRA, CARITAS, young farmers coalition (YOFACO), TRIAS, WE-EFFECT, agency for transformation(AFT),a representative from Germany young farmers association (BDL) and was facilitated by AHA International of Germany.

4.0 SWot analySiS exerciSe

The UNYFA coordinator shared with the participants the background of UNYFA in a power point presentation where he informed all the participants how this idea of forming a national young farmers body evolved, the vision, mission and its objectives, the partners and funding wing. He stressed that, The organization is to target youth from the age of 12-39 years (as defined by the world farmers’ organization constitution and Ugandan constitution as amended 2005). These are in three categories namely; Agro-based youth, those out of school and in tertiary institutions.

The initial target is for all those youth under the UNFFE structures of the 98 member associations including 78 district farmers associations and 20 agro-business organizations

and agro-based service providers. The importance of bringing rural youth together is therefore to:

↘ Bring out the voice of the youth and their interests

↘ Build young leaders ↘ Synergy and relationships. ↘ Keep traditions and

rural areas active.

Lastly, he brought out some of the roles a young farmer association can do for its members being;

↘ Education ↘ Networking ↘ Fun ↘ Bringing out culture and traditions ↘ Involving ↘ Networking and relationships ↘ Creativity and innovation.

4.1 Areas of development for UNYFA

The coordinator informed participants

that UNYFA is here to strengthen the

existing youth structures within UNFFE and broaden youth representation at every level i.e. national, region, and district, sub-county and parish level.

He highlighted the areas of development for UNYFA as follows;

↘ Professionalization ↘ Advocacy ↘ Services ↘ Education and training ↘ Networking

4.2 Professionalization.

Professionalization, also called credentialism, is the social process by which any trade or occupation transforms itself into a true “profession of the highest integrity and competence.3 In that sense therefore, as we build the non-existent apex body for youth under the UNFFE structures, we need to establish good structures across all levels. The session was chaired by AHA lead trainer, Dr. Andrea Teutenberg. In the workshop participants looked at professionalization of UNYFA in the following dimensions;

1. Creating formal organizational structures that have clear goals that are achievable.

2. Representing farmers’ interests with their mandates.3. Strong structures across all levels4. Competent leader with social skills that are representative of the rest.5. Clear structure of both management and board.6. Doing things effectively and rightly7. Adequate services/ personnel8. Quality9. Turning farming into a career through education and training.10. The major three areas coming out of the above are summarized into three major issues;

* Structure of the organization

* Skills of the employees and leaders of UNYFA

* Processes

The SWOT analysis under Professionalization of UNYFA is summarized as follows:

STRENGTH WEAKNESS

* Big Membership of Youth under UNFFE structures.

* Presence of youth leaders at the grass roots.

* Presence of established cooperatives and other farmer organizations.

* Experience within UNFFE

* Will from UNFFE leaders, and other organizations to have a youth structure in place.

* Existing weak youth structures, most cases fragmented.

* Poor flow of information along UNFFE structures.

* Senior leaders pre-dominate the leadership roles at the district level.

* Low competence levels among the youth.

OPPORTUNITIES THREATS

* Presence of youth leaders nationally.

* Collaboration with other agencies

* Big youth population in Uganda ( 77% below 30 years of Age)1

* Existing youth policies in livelihood and agriculture.

* Boom in ICT advancement(social media)

* Lack of sustainable funding mechanisms.

* Old UNFFE structures that may be a stumbling block for this ( competition in DFAs, NEC etc)

4.3. Advocacy

The group was led and facilitated by Mr. Heinrich Ledebur of AHA International; he opened up the discussion by allowing members to brainstorm on what is meant by advocacy. Members reiterated by giving the following response: Advocacy begins with an issue, then push for solving it through mapping out who are the right people, resource or organization to solve it. Speak out for issues, where is it coming from and what is the desired changes for instance influencing policy so that there is a desired change. One of the members shared her experience and informed

participants in the group that for easing advocacy in rural communities, they use Farmers Advocacy Consultation Tool. FACT. This approach is based on four pillars: (1) consultations; (2) participatory research (data gathering and analysis with advice of experts); (3) writing SMART proposals; and (4) lobby mapping & stakeholder analysis.4

Advocacy is an activity by an individual or group which aims to influence decisions within political, economic, and social systems and institutions. Advocacy in all its forms seeks to ensure that people, particularly those who are most vulnerable in society, are able to;5

• Have their voice heard on issues that are important to them.

• Defend and safeguard their rights.

• Have their views and wishes genuinely considered when decisions are being made about their lives.

Advocacy is a process of supporting and enabling people to;

• Express their views and concerns.

• Access information and services.

• Defend and promote their rights and responsibilities.

• Explore choices and options

Going into the SWOT analysis for this thematic area for UNYFA, the following were the issues sited by the members:

* Strong voice due to the fact that UNFFE is the biggest farmer organization in Uganda with over 2 million farmers.

* UNYFA is a new organization: gives it edge for liking from youth and other players.

* Semi-autonomous nature of UNYFA

* Experience of UNFFE in advocacy –FACT tool available. Can nurture UNYFA.

4.4 Networking

This group was facilitated by Mr. Kabiito Denis the UNYFA coordinator and members brainstormed about networking. They all understood networking as

a). Collaboration of UNYFA with mother organization (UNFFE), Donors/ international world, District famers associations (grass root structures) and one between farmers to farmers.

b). Spreading our (UNYFA) wings meaning that we should establish linkages

c). Synergy/ partnerships that help in either amplifying our voice or providing one voice.

Young farmers association needs to build relationships in order to survive, thrive, gain allies in advocacy, and fundraise and also to seek for recognition. These relationships can be built with Line ministries (like MAAIF, gender and Labour ministry, finance etc.), Academia, International partners, Donors, Development partners.

STRENGTHS WEAKNESSES

* Relevancy of the issue (young farmer) to many people now.

* Advancement in ICT for youth/young farmers can facilitate process easily.

* Experienced management &board for mother organization.

* The fact that UNFFE is a non- political membership based organization.

* UNFFE structure is suitable in establishing networks.

* Volatile youth hence many fear association with them.

* No strategic plan for UNYFA in place

* Misconception of ideas (hesitant DFAs and other development partners.

* Provision of right info to members may be a challenge.

4.5. Education and training

Education or training is another important thematic area that UNYFA will be engaged in to benefit its members. The group to analyze this was moderated by Dr. Andrea Teutenburg who engaged the members into the discussion by asking them to brainstorm on what comes to their minds when we talk about UNYFA and education/ trainings services. These viewed Education / training meaning as follows:

1. Knowledge transformation

2. Enriching UNYFA team with Knowledge

3. Attitude change

4. Agricultural capacity building

5. New ways of doing things

6. Continuous learning

7. Imparting specific skills

8. Raising awareness

These were narrowed down to three key areas of focus under training and education namely:

* Knowledge building and evaluation

* Skills ( Technical & Social /Soft )

* Trainer’s competency

The SWOT analysis under this development area is summarized below in the table:

4.6. Services

Farmer organizations are judged by the nature and type of services they deliver to their members. For any membership organization to stay strong, members should accrue value from it through the services obtained. It’s therefore important for UNYFA to provide tailor made services to its members.

This group was facilitated by Mr. Heinrich Ledebur and members described services to be any kind of support, interventions addressing youth interests and issues, software e.g. mentorship, linkages, experience sharing or trainings and administrative support.

The SWOT analysis under this area of development was summarized in the table below.

5.0 SyntheSiS of findingS

Involved reflections on the various areas of development by UNYFA core team together with AHA facilitators and identified various areas which need to be worked on. Being the fact that the SWOT was diverse there was needed to narrow down the scope to sizable and meaningful issues to deal with. The different reflections are thus discussed below:

Key issues under professionalizing UNYFA.

These include:

a) Strengthening the youth structures in DFAs. These are the building blocks for the national Apex body. There is therefore need to

* Find out the issues that make these DFAs weak.

* Clarify the roles and activities of UNYFA within UNFFE structures.

* Streamline the roles in governance for all UNYFA/ UNFFE structures at all levels.

* Work and also make youth desks in DFAs more active. Key agents of change

b) High expectations – we have to be very clear on what we stand for/ set clear value prepositions. These have to be disseminated all over.

c) Personnel and leaders capacities at all levels. – The strength of UNYFA is to depend on the capacities of the secretariat and its leaders in all levels therefore all efforts should be geared towards enhancing their capacities.

5.2 adVocacy

STRENGTHS How UNYFA can benefit in terms of advocacy.

Strong voice due to the fact that UNFFE is the biggest farmer or-ganization in Uganda with over 2 million farmers.

Members discussed and come up with the keys issues to consider under advocacy namely:

* What issues do we have to advocate for and how to approach advocacy? This therefore requires mapping out key issues from the grassroots to national level.

* Staff competence. A capacity assessment is needed at all levels to ascertain the advocacy capacity gaps in staff. Also roles and responsibility sharing in organs of UNYFA . need for technical and political wings.

* Clarify UNYFA profile and position. Clarity of UNYFA profile by defining its scope and kind of services it provides and the milestones (where we want to go and what we stand for).

Strengths How UNYFA will benefit in terms of networking

Relevancy of the issue (young farmer) to many people now.

Fastens the spreading and uptake of the UNYFA information thus establishment of viable networks.

We considered looking at what unique brand can UNYFA provide (benefits to members), Training of trainers(TOT); mentorship of the members, fun – experience sharing; linkages and networks, event organization, farmer exchange visits, advocacy and lobby, legal services , events organization( Travelling etc) as some of the services UNYFA can offer .- But we should be mindful of not spreading too thin and become irrelevant.

6.0 recommendationS

At the end of the workshop all participants came up with the following recommendation as shown below:

* The role of partners and present agencies (in the SWOT analysis exercise) are very paramount and should be highly considered.

* Underscore the importance of DFAs and grass root structures.

* Come up with Procedures of getting structures at grassroots as we build UNYFA

* Communication platform should be opened up and shared to with every participant to enhance more interaction and bridge the communication gap.

* DFA representatives should be our Ambassadors country wide.

Therefore there is :

* Need to strengthen institutional capacity in terms of infrastructure, human resource, finance and management information system.

* Need to strengthen communities’ capacity to benefit from UNYFA services and development opportunities countrywide.

* Need to position a unique brand of UNYFA that will serve its purpose in Uganda for the youth in Agriculture.

These issues will form the foundation of UNYFA strategy over the next period.
