Welcome to the 18th Annual Deep Offshore Technology International Conference & Exhibition

The deepwater arena continues to provide attractive exploration opportunities and challenges for the offshore industry. For many companies and countries alike, the hydrocarbon resources of the deep and ultra-deep provide the growth engine for economic

development. However, climbing commodity prices also brought about signifi cant increases in the cost of fabricated components, tubulars, labor, drilling rig and installation vessel spreads. Probability of economic viability leaves little margin for unmanaged risk. Consequently each potential development is faced with the same question – Is the proper technology being applied to safely and quickly deliver these vital resources to the world’s consumers while returning value to the business partners?

Innovation in technology will continue to unlock deepwater assets. Whether a provider or purchaser, these innovations must be identifi ed to commercially develop smaller seismic imaged reservoirs in maturing basins. Successful partnering and balanced risk sharing will be required such as exhibited in the installation of the world’s deepest fi eld in the Gulf of Mexico this year.

The mission of DOT is to provide an annual forum dedicated to the advancement of the deep offshore industry that addresses these technical challenges to safely and cost effectively develop deepwater resources. The conference provides a unique networking opportunity for attendees to discuss issues with experts in their respective fi elds of expertise and to gain an understanding of the changes that are taking place within those technologies. DOT also encourages the development of young professionals as evidenced by 20% of papers authored by young petrotechs in DOT2005 and has proven to be effective for newcomers to quickly gain an overview and understanding of key related technologies.

The theme for DOT XVIII, “Unlocking Deepwater Assets Through Technology” will focus on lessons learned from recent fi eld developments, emerging technical solutions and areas where new challenges still remain. Again, another high quality selection of papers will anchor this conference and special emphasis has been on enhancing the area of well construction. An added feature this year will be closing thoughts on the adaptive challenge of attracting new talent to an ever-aging workforce.

Plenary Speakers Biographies

Mayor Bill WhiteMayor White’s leadership has brought the City together, as shown by the largest election margin in decades for a mayor of a

major American city. He uses business practices everyday at City Hall, aiming to bring Housto-nians from different backgrounds together to get things done. He aggressively attacked our community’s most diffi cult challenges, such as investment in neighborhood drainage, reform of municipal pensions, holding the line on property taxes with rate cuts, attacking crime hot spots and even faster removal of stalled vehicles causing wrecks and blocking traffi c on the freeways.

Americans witnessed Mayor White’s hands-on management style when he helped lead Houston’s competent, compassionate dealing with Hurricanes Katrina and Rita.

In his second term, Mayor White is accelerating work with the private sector and community organizations to revitalize our City’s most neglected neighborhoods enforce pollution laws, reducing the fl ooding impact of new developments, and raising high school graduation rates and encouraging more fl exible working hours.

Before serving as mayor, White built one of the region’s most successful businesses. Previously he served as Deputy Secretary of Energy of the United States, where he helped diversify national energy supplies saving taxpayers billions of dollars with management reforms. Earlier in his career, he helped build and manage one of the nation’s most successful law fi rms. For decades, Mayor White and his wife Andrea have helped lead numerous charitable and civic organizations. The Whites have three teenagers and attend St. Luke’s United Methodist Church.

Gary D. Mitch-ellGeneral Manager, Western Gulf of Mexico Operations, Anadarko E&P USA, Inc.Gary Mitchell is General Manager, Western Gulf of Mexico Operations for

Anadarko E&P USA, Inc., a wholly owned subsidiary of Anadarko Petroleum Corporation, one of the world’s largest independent exploration and production companies. He took on this role in June 2006.

Mr. Mitchell began his career with Sun Oil Company, predecessor of Oryx Energy Company, as an engineer in training in

1980, and was named Production Engineer a year later. He held positions of increasing responsibility including Project Manager for three international production and drilling projects in Ecuador, Kazakhstan and for various subsea and platform developments in the Gulf of Mexico including the Gunnison deepwater development.

When Kerr-McGee merged with Oryx in 1999, he became Project Manager of Deepwater Gulf of Mexico Projects. He was named to General Manager, Western Gulf of Mexico Operations when Anadarko acquired Kerr-McGee.

Mr. Mitchell currently serves as the Chairman of the Board of Directors of Deep Offshore Technology. He also is a member of the Society of Petroleum Engineers and the Marine Technology Society. Mr. Mitchell graduated from Texas A&M University in 1980 with a Bachelor of Science degree in mechanical engineering.

Charles A. MeloySenior Vice President, Deepwater and International Operations, Anadarko Petroleum CorporationCharles A. “Chuck” Meloy

is Senior Vice President, Deepwater and International Operations, for Anadarko Petroleum Corporation, one of the world’s largest independent oil and gas exploration and production companies. He joined the company in August 2006.

Mr. Meloy brings over 20 years of offshore technical and leadership experience to this position. He had served since July 2005 as Vice President of Exploration and Production at Kerr-McGee Corporation, prior to its acquisition by Anadarko. Meloy was Vice President of Gulf of Mexico exploration, production and development from 2004 to 2005, was Vice President and Managing Director of North Sea operations from 2002 to 2004, and held several other deepwater Gulf of Mexico management positions at Kerr-McGee beginning in 1999.

Earlier in his career, Mr. Meloy held various planning, operations, deepwater and reservoir engineering positions with Oryx Energy Company and its predecessor, Sun Oil Company.

He earned a bachelor’s degree in chemical engineering from Texas A&M University. Mr. Meloy is a member of the Society of Petroleum Engineers and Texas Professional Engineers.

Mark Burns Vice President – Division Manager Noble CorporationMark Burns is Vice President – Division Manager of Noble Drilling

(U.S.) Inc., responsible for the management of Noble’s 9 offshore units located in the U.S. Gulf of Mexico, which include 6 deepwater semisubmersibles and 3 submersible units. Mark joined Noble in 1983 and has held various corporate and division positions within the company. Prior to assuming his present position, Mark was responsible for managing Noble’s UK and Norway operations in the North Sea. Mark is a member of the International Association of Drilling Contractors (IADC), Society of Petroleum Engineers (SPE) and American Association of Drilling Engineers (AADE). Mark holds a Bachelor of Arts degree in business and political science from Sam Houston State University.

John B. ReedHeerema Marine Contractors

Mr. Reed has over 25 years experience in the offshore oil and gas industry. He has been employed by Heerema

Marine Contractors during that period, serving in various capacities. He was appointed CEO of HMC in January of 2006 and has relocated to the headquarters in Leiden, The Netherlands. Just prior to his appointment as CEO of Heerema he was CEO of INTEC Engineering, a division of the Heerema Group with headquarters in Houston, USA. In that capacity he was responsible for all activity for INTEC’s six worldwide locations. From 1990 until 2003 he served President and Business Acquisition Manager for North and South America at HMC’s Houston location. In that role his duties included, budgeting, marketing and the provision of project execution services for the US operation.

Prior to HMC Mr. Reed worked in several engineering capacities in the tire manufacturing and Pharmaceutical industries. He hold a bachelor’s degree in General Engineering from the University of Mississippi and an MBA from Delta State University. He also completed the Program for Executive Development at IMD in Lausanne, Switzerland.
