Dr. K.R. Venugopal, Principal, UVCE welcomed all the members to the meeting and presented the agenda

to the members to discuss and approve. After a detailed deliberation on each item of the agenda, the

resolution of the BOG subcommittee of TEQIP-II is as follows:

1. Teaching and Research Assistantship to post Graduate students in UVCE Resolution: The BOG subcommittee approved the list of 84 ME students for teaching

assistantship. The provisional list will be displayed on the notice board

The BOG subcommittee decided to sanction an amount of Rs.4000/- per month (Rupees four

thousand only) to each eligible 84 II semester ME students for teaching assistantship with effect

from 01-06-2013 subject to clearance of results of I semester ME.

2. Annual Training Plan under Training need analysis for faculty and staff Resolution: The BOG subcommittee approved the Annual Training Plan of faculty and staff of all

the departments of UVCE for the year 2013-14.

3. Procurement under National Competitive Bidding and shopping Resolution: The BOG subcommittee approved the purchase of (1) Desktop Computers and Laptop

Computers under National Competitive bidding, (2) Air Conditioners, Printers, UPS, Computer

Tables and Chairs, Steel Book case/Slotted angle rack, and Multimedia Projectors under shopping

as per procedure of PMSS.

4. Workshops, seminars, FDP Programmes, etc., Resolution: The BOG subcommittee approved the list of FDP programmes, workshops, seminars

prepared by departments

5. MIS and TEQIP office – appointment of staff on temporary basis Resolution: The BOG subcommittee approved the same and has been decided to conduct

interviews on 19-06-2013 from 11:00 AM.

6. Payment of arrears to TEQIP staff Resolution: The BOG subcommittee approved to pay arrears of salary at the rate of Rs.10000/-

per month to Sri. S. Govindappa for the period from 13-05-2011 to 28-02-2013 and

Sri. G. R. Nagaraj for the period from 01-06- 2012 to 28-02-2013.

7. Scheme and Syllabus of five New PG courses under TEQIP-II Resolution: The BOG subcommittee suggested to speedup the process of preparation of scheme,

syllabus, infrastructure, faculty and staff requirement of the proposed following new five PG

programmes:

1. VLSI and Embedded System 2. Digital Electronics 3. Data Mining and ware housing 4. Nano Technology 5. Space Technology

8. Increase in intake of existing PG courses Resolution: The BOG subcommittee suggested to request again the concerned authorities to

increase the proposed intake of existing PG courses

2. Workshop on “Personality Development Communication Skill and Leadership Skills” on 21st May 2013 at Seminar Hall, UVCE, K R Circle, Bangalore by Mr. Arjun Devaiah under Equity Action Plan.

(v) Request by Dr. M L Sudheer to attend FDP on “Antenna Design and Applications” from 10-6-

2013 to 15-6-2013 (six days) at Mysore, organized by Silicon Micro Systems and FEKO.

Resolution: The BOG subcommittee approved the request of Dr. M.L. Sudheer to attend the

above programme

PROCEEDINGS OF THE BOARD OF GOVERNORS SUB COMMITTEE MEETING

UNDER TEQIP-II HELD ON 28.08.2013

A meeting of the subcommittee of Board of Governors (BOG) to implement the activities

under TEQIP – II was held on 28-08-2013 at 5:00 PM in the board room, UVCE, K. R. Circle,

Bangalore. The following issues were discussed in detail and the decision in each is as follows:

I. To procure the equipments for establishment of video conferencing

facility/Smart class rooms for ICT enabled academic activities to link IITs,

NITs and other institutions of higher learning.

(A) Video Conferencing Equipment/Smart Class Room

NPIU has requested to revise the procurement plan to establish smart class rooms to

effectively carryout ICT enabled academic activities. It has been proposed by NPIU to link all

TEQIP colleges with IITs, NITs, and other institutions for higher learning. It has been proposed

to have one digital podium to enhance the usage of smart class room. The following firms have

submitted the proposals to finalize the detailed specification that has to be entered into PMSS

software after the approval by BOG.

i) Intellicon Pvt Ltd, Bangalore (Life Size Video Conferencing System).

ii) Silver Track Systems and Services Pvt Ltd. (Digital Podium and Video Conferencing

System), . . . . . . . . .

iii) Elucido Media Networks Pvt. Ltd. (Smart class rooms/Video Conferencing )

Total estimated Budget:

i) Video Conferencing equipment for the following three locations and to

establish smart class rooms in these three locations: Rs. 30.0 Lakhs

(Locations: 1. Library, 2. Seminar Hall at K.R Circle, 3. Placement centre at Civil

Engineering department, at Jnanabharati Campus)

ii) Digital Podium : Rs. 3.0 Lakhs

BOG Sub Committee Decision: Approved the establishment of facility of Smart Class

Room/Video Conference/ Digital Podium using TEQIP-I funds by modifying the

procurement plan after finalizing the specification.

(B) Campus wide network through Wi-Fi connectivity

National Knowledge Commission has provided 100MBps of internet facility to UVCE and

the same has been installed in cyber center (MINCHU) at K.R. Circle. It is necessary to have Wi-

Fi connectivity and campus wide network to facilitate internet access to all the faculty, staff and

students at UVCE, K.R Circle campus of the college. It is required to purchase additional

equipments to provide internet access through Wi-Fi connectivity to Department of Mechanical

Engineering and boys hostel apart from the other departments of main building at K.R.Circle. The

following firms had submitted the proposals showing the specification supposed to be suitable for

institution.

Estimated Cost: Rs. 50Lakhs

BOG Sub Committee Decision: Approved the Campus wide network through Wi-Fi

Connectivity by using TEQIP-II funds by suitably revising the procurement plan including

detailed specification.

II. Study tour for Nodal Officers/BOG Members of UVCE under TEQIP

(Ref: Letter from SPFU, SMS dated 15.08.2013 and E – mail dated 23.08.2013)

The SPFU had proposed study tours to (i) University of British Columbia and Community

Colleges in Canada and (ii) Melbourne University, Melbourne, Australia to explore the

possibilities of Joint Research, Student Faculty Exchange Programmes and Twinning

Programmes. A meeting in this regard was held on 12.08.2013 by SPFU at DTE, Bangalore. There

will be two more such study tours abroad in future to visit Universities in Europe and UK.

In this regard the following Faculty members who are involved in TEQIP Activities Nodal

Officers/ BOG Members have been proposed for this tour. These faculty members have not

availed any funds for attending International Conference abroad till now.

Estimated Cost: Rs. 20Lakhs.

BOG Sub Committee Decision: Approved the Study tour to Canada and Australia by the

above faculty members. The BOG Sub Committee also suggested to visit a minimum of

three institutions in each country.

III. Additional Equipments for various Departments

(i) There is a possibility of UVCE getting additional funds under TEQIP –II in near future.

The equipments proposed in IDP and center of excellence will be considered on priority basis. The

proposal received from Electrical Engineering Department for Power Electronics Lab and research

Lab has been placed for approval (estimated cost = Rs. 15Lakhs including desktop computers for

Rs 10Lakhs). Further an amount of Rs. 5Crores will be requested with suitable justification to

NPIU to establish the Laboratories of all the 24 PG courses and take up Research and

Consultancy work.

(ii) The procurement of desktop computers under NCB is in the stage of evaluation of bids.

It is proposed to increase the quantity of Desktop computers from 105 to 120 subject approval by

NPIU through PMSS.

BOG Sub Committee Decision: Approved the above proposal.

IV. New Faculty Development Programmes, Industry – Institution

Programmes

(A) Memorandum of Understanding (MOU) is signed with following three companies

a. Kruthi Computer Services Pvt . Ltd., Bangalore done on 20.11.2012.

b. IAMPO (International Association of Plumbing and Mechanical Officials) in June

2013.

c. Pushkala Technologies Pvt Ltd., Bull Temple Road, Bangalore on 14th

August

2013.

d. KPT Technologies, J.P. Nagar, Bangalore on 26th

August 2013.

1. Teachers and students will be trained on CAD, CFD, ANSYS, for soft skill development for

Mechanical Engineering and Civil Engineering students. The experienced Design Engineers

from industries will help the students in developing a product or a component.

2. The Texas Instruments will be supporting in hardware and software training to Electronics

and Communication, Electrical Engineering and Computer Science students.

3. The CFD training is given to students and staff members from Innovent Engineering

Solutions Pvt Ltd, Indiranagar, 2nd

stage, Bangalore.

5. By interacting with the industries in and around Bangalore, the entrepreneurial programme

will be conducted in future, so that the student can start their own companies.

BOG Sub Committee Decision: Approved the above activity/proposal.

B) R&D Programmes

Permission to grant expenditure under R&D for PG, Ph. D and Final year UG

projects having the potential for R&D.

1. A total of 32 R&D project proposals have been received so far from P.G, Doctoral and

final year U.G students and faculty members of all the departments, having a total project

budget of Rs. 41Lakhs.

The expenditure for each of these project proposals are ranging from Rs. 10,000 to Rs.

2,22,000 that includes expenditure towards consumables, testing, fabrication and report

writing.

It is now proposed to constitute an expert committee to select the merit of these projects

and to finalize the amount of funding that can be provided to each project, and the amount

of first installment. These selected projects will be considered and approved by the “sub-

committee of BOG”/BOG.

2. The expert committee will have the following functions:

(i) To select the projects to be funded.

(ii) The amount of funding to be sanctioned for each project.

(iii) The amount to be given in installments for each project on round robin

basis.

SEM was procured under TEQIP phase I in our institution. This equipment is being

utilized by research students and faculty members of UVCE for their research work. This machine

is also utilized by other University departments, TEQIP networking colleges and other private

institutions.

Maintenance cost and other consumables cost related to SEM are to be maintained by the

institution only. Since it is borne by the institution it is proposed to generate revenue using SEM

in order to maintain operation and maintenance cost of SEM. Hence it is proposed to collect a very

nominal charges as follows:

system of evaluation. It is required to get NBA accreditation as per Washington Accord.

NBA accreditation as per Washington Accord insists on Credit Based Education and

CGPA Grading System of evaluation.

organization under Karnataka Societies Registration. UVCE and CSD with the support from

Ministry of New and Renewable Energy (MNRE) has conducted a “Certified Five Day Advance

Training on Solar Photo Voltaic Technology” during 19th

to 23rd

August 2013. CSD has agreed to

accept 63 students with a concessional registration fee of Rs. 750 per student instead of Rs. 1000

per student and actual transportation cost for field visit to Bethamangala, Bangarpet Taluk, Kolar

where solar power plant is installed.

Estimated Expenditure :

(i) Total registration of 63 students at Rs. 750 per student = Rs 47,250/-

(ii) Transportation expenditure to Solar Power plant at Bethamangala, Kolar using BMTC Bus =

It was resolved to create space for establishing “Data Centre” and “Centre of Excellence”

under VGST grants obtained from Government of Karnataka in the existing Electrical Machines

Laboratory of Department of Electrical and Electronics Engineering, UVCE. Dr. M L Sudheer,

Principal investigator of the VGST Project and Dr. E G Shivakumar, Chairman of the Department

of Electrical and Electronics Engineering have been assigned the task of creating space for Data

Centre and Centre of Excellence.

H Interaction with Principal and Project Coordinator

UVCE is a constituent College of Bangalore University, which is considered to be an autonomous Institution. However, there are serious issues of lack of academic, administrative and financial autonomy, in as much as all approvals are to be received from the University. There is no decentralization of powers, especially to the Principal by the University. The Board of Governors, which is the authority for according approvals to TEQIP-related activities, has not been re-constituted after the expiry of the term of the earlier Board. The Board meets very infrequently. I have asked the Principal to address a Letter to the (Acting ) VC , requesting him to take steps for the reconstitution of the Board.

Since the project took some time for getting approved, in the Revised IDP, the timelines have been moved forward.

The IDP needs to have a revision in terms of the data presented about the Institutional Basic Information. I have made specific suggestions to the Principal.

H Interaction with Principal and Project Coordinator

UVCE is a constituent College of Bangalore University, which is considered to be an autonomous Institution. However, there are serious issues of lack of academic, administrative and financial autonomy, in as much as all approvals are to be received from the University. There is no decentralization of powers, especially to the Principal by the University. The Board of Governors, which is the authority for according approvals to TEQIP-related activities, has not been re-constituted after the expiry of the term of the earlier Board. The Board meets very infrequently. I have asked the Principal to address a Letter to the (Acting) VC, requesting him to take steps for the reconstitution of the Board.

Since the project took some time for getting approved, in the Revised IDP, the timelines have been moved forward.

The IDP needs to have a revision in terms of the data presented about the Institutional Basic Information. I have made specific suggestions to the Principal.

A Comprehensive self appraisal of the faculty members incorporating all the necessary details required for preparation of reports for

SPFU and NPIU is under progress. These self appraisal along with institutional details will be incorporated in the IDP

Item 6

The Expenditure pertaining to Procurement of Goods

(equipment, furniture, books LRs, Software).

1. The Institution has procured 19 items/furniture/LR‟s worth Rs 78.35 lakhs procured. The

procurement plan has been approved by NPIU and BOG held on 4th

April 2013

(Attachment 6-a)

2. The Institution has procured goods worth Rs. 86 lakhs and these items have been approved

by NPIU and BOG held on 4th

April 2013. The items have been received in the month of

October 2013. Payment for these items are still pending. Payment will be done as soon as

the second installment of TEQIP II fund is received from the government (Attachment 6-

b)

3. Items required for establishment of virtual class room under QEEE programme initiated by

SPFU and NPIU have been procured for Rs. 7.42 lakhs and the same has been placed

before BOG for approval. (Attachment 9).

4. Procurement process has been initiated for 6 packages (4 under NCB and 2 under

shopping). The purchase orders have not been issued as the institution is yet to receive the

2nd

installment. The approximate cost for procuring the above items is Rs. 75.17 lakhs.

Extension of bid validity has been sought by the vendors by obtaining the permission from

NPIU (6-c).

5. SPFU has raised objections with respect to procurement of 2 softwares (NI Lab View and

IBM SPSS Modeler). See item No. 18 of Agenda.

6. Items are procured under Incremental Operating Cost (IOC) for the programmes under

TEQIP-II. The expenses incurred for each these items is less than Rs.25000/- and this has

been spent under the head IOC. The FMR is submitted to SPFU.(Attachment 6-d)

Item 7

Teaching and Research Assistantship to PG and Ph.D. students and

reimbursement of Ph.D. registration fee to Faculty members of

UVCE

Teaching assistantship was approved for 50 PG students in the BOG meeting held on 4/4/2013.

The BOG subcommittee approved the list of 84 PG students for Teaching assistantship of Rs.

4000 per month per student. Out of 84 PG students 77 students were eligible for the Teaching

assistantship.

Teaching assistantship for PG students has been proposed for

1. 120 students for the academic year 2013-14

2. 80 students for the academic year 2014-15

at the rate of Rs.4000 per month per student to keep the average as 100 students per year.

Twelve full time Ph.D. students are awarded Research assistantship of Rs. 18,000 per month for

the year 2012-13 and 2013-14.Research assistantship will be given to all the full time research

scholars.

The actual annual fees and a contingency expenditure of Rs. 5000 per year will be granted to

encourage the faculty members of UVCE pursuing Ph.D.

The total expenditure of all the scholarships till December 2014 is around Rs. 2 Crores.

29.01.2014) has directed the colleges not to depute teachers for international travel until further

orders. However, these two teachers have travelled abroad to present papers at international

conferences. Their tickets and registration fees have been paid before 29.1.2014 amounting to Rs.

4,20,293.00. The matter is placed before BOG for deliberation and decision.

Quality Enhancement in Engineering Education (QEEE) Report

For improvement in the academic quality of Technical Education in the country, the Ministry of

Human Resource Development is implementing Technical Education Quality Improvement

Programme-II (TEQIP-II), a World Bank assisted project. In this regard, MHRD has collaborated

with IITs and a program called „Quality Enhancement in Engineering Education‟ with a view to

bridge existing gaps in engineering education and bringing technical education has been

envisaged.

With the aim at making a concerted effort at all levels to enhance the quality of Indian engineering

education by making available top quality content and pedagogical resources to the students

through technology and by training teachers/educators to empower them with the skills/expertise

they need to have a deeper impact on the way education is imparted to students all over India.

As a first step towards QEEE, 100 TEQIP institutions are selected. Under that University

Visvesvaraya College of Engineering (UVCE) is selected for a Direct- to-Student program

coordinated by IITM, Chennai through MHRD.

National Knowledge Commission (NKN) through National Informatics Centre (NIC) has provided

100 Mbps internet connection extendable upto 1 Gbps. WiFi accessibility is available at Library

and Minchu.

Honorarium to Principal, Faculty Members working as Programme

Coordinator and Nodal Officers based on the TEQIP-II workload

and as per NPIU suggestion

The Honorarium to Principal, Programme Coordinator and Nodal

Officers has to be paid as per the suggestion of NPIU in its clarification

as published in its website under Frequently Asked Question (FAQ) in

the month of august 2013 (enclosed). Colleges under TEQIP-II have

implemented the payment of honorarium to faculty members working for

TEQIP-II programme. It has been proposed to sanction the payment of

honorarium to faculty members working for TEQIP-II as Programme

Coordinator and Nodal Officers. It has been proposed to meet the

expenditure in this regard under “Incremental Operating Cost” or from

the respective category of expenditure and the same has been placed

before BOG for approval.

(i) Basaveswar Engineering College, Bagalkot has approved the following

honorarium under TEQIP II with effect from August 2013:

(1) Principal - Rs 1.5 Lakh per annum.

(2) Programme coordinator – Rs 1.2 Lakh per annum.

(3) Nodal Officer (Academic) - Rs 1.0 Lakh per annum.

(4) Nodal Officer (Procurement) - Rs 1.0 Lakh per annum.

honorarium to be paid under the head of “Incremental Operation Cost” with

effect from August 2013:

Functioning, IRG and AMC of SEM Facility

SEM was procured under TEQIP phase I in our institution. This machine is utilized by research

students and faculty members of UVCE for their research work. This machine is also utilized by

other University departments, TEQIP networking college and other private institutions.

Maintenance cost (AMC) and other consumable cost related to SEM are to be maintained by the

institution only. Since it is borne by the institution, we are planning to generate revenue in order to

maintain the operation cost of SEM. Hence it is proposed to collect very nominal amount to

maintain the SEM.

Appointment of staff to TEQIP office and proposal to increase salary

It has been proposed to appoint staff as Project Assistants to work in

TEQIP office on temporary basis till the completion of TEQIP

programme. It has been also proposed to increase the salary of appointed

and approval by BOG.

The draft copy of the “Institutional Governance Review Assessment” as

per NPIU guidelines after circulating the document related to “Good

Practices of Governing Bodies” under TEQIP to all members of the BOG

had been submitted to NPIU, Noida. NPIU in its letter dated 5th

April

2014 had requested to submit the “Governance Development Plan”

against the comments made in the “Institutional Governance Review

Assessment”. The governance development plan in this regard is placed

before the BOG for deliberation and approval.

Vision, mission & Strategic plan for UVCE, had been evolved by extensive participation of Faculty Members, Supporting Technical staff and Ministerial staff in the form of extensive deliberation. This has been incorporated in the Institutional Developmental Proposal (IDP). The vision & mission of the college had been made available to the stakeholders in the college website.

The schemes of study, curriculum and regulations governing the study have been made available to the students.

The annual progress reports in the format submitted to the University prior to the convocation has been consolidated by the Principal & presented before the Board of Governors/Governing Council as a part of information agenda.

The deliberation on the annual budget in financial aspect of the institution is beyond the Scope of Board of Governors under the existing system. However the annual budget pertaining to various departments of this institution in the university prescribed format is made available to members of BOG

As a constituent college of Bangalore University, UVCE does not have financial autonomy.

In the university there is a separate section which ensures that the fund provided by funding agencies are in accordance with the terms and the conditions specified. The accounts are audited by the government auditors annually.

The budgets of various departments are approved by the statutory bodies of university annually after a detailed discussion.

Finance committee meetings of the university are held periodically to review & approve the expenditures. Proceedings of the finance committee are presented to statutory bodies of approval

This college is a constituent college of state run university. The admission to this college through Common Entrance Test (CET) only which is conducted by Govt. of Karnataka. Specifically there are no management seats or donation seats.

All the departments of this college had been accreditation by NAAC and the university has been award 5 stars rating few years back.

Being one of the oldest college in the Sough India (Est. 1917), the college has bench marked itself as one of the excellent institution at both National –International level.

It is envisaged to take up

University. Hence 100% transparency is maintained in all the

activities.

There is a good mix of experience, age, rank and competence among the members of BOG. However, is is proposed to have other faculty member as invitee depending upon agenda in the BOG meeting. One studetn of UG and PG has been invited for BOG meeting.

The nomination for the Board of Governors is purely based on merit and competencies in a transparent manner. The members are actively involved in furtherance of institutional objectives. Two members of board of Governors are former vice chancellors of state run universities. One member is a present Director of Technical Education, Govt. of Karnataka, another member is a president of Federation of Karnataka Chamber of Commerce and Industries. The present vice chancellor of the university is the chairman of board of governors. The notification issued by the university constituting the board of governors for the institution has been made suitable to B.O.G and stakeholders of the institution.

regularly depending upon the functional need. The full fledged Board of

twice on 05.06.2013 and 28.08.2013 since the commencement of TEQIP Phase

II. The second BOG meeting is scheduled on 24.04.2014.

It is proposed to hold full BOG

As already mentioned earlier the departments of this college are accreditated by National Accreditation Body namely “NAAC”. The fee structure compliance is as per the norms of Government of Karnataka. There are no donation or management seats. Admissions are as per the admission rules of Karnataka state through common entrance test and subsequent counseling. The institution is offering U.G courses for many decades even prior to the constitution of regulatory bodies like AICTE/U.G.C at the national level. The courses offered by this institution are approved by “AICTE”.

It is proposed to get accredition by NBA

for all the engineering departments as

per new format of Washington accrod.

NBA Accreditation as per Washington accord(TIER-1)/ Autonomous status by

UGC and Introduction of CGPA method of evaluation for UG/PG courses of

UVCE

UVCE had applied for NBA in the year 2007, for 23 courses, 6 UG courses

and 17 PG courses by paying Rs. 11.5 Lakhs (F.No.NBA/ACR/979/2007) under

TEQIP-I. The college could not go for NBA due to various reasons like shortage of

faculty members, supporting staff, technical staff and also severe crunch of

infrastructure. Further, NBA in its letter dated 23.08.2011 requested the college to

provide NBA status within 15 days. The college provided the details vide letter

dated 06.09.2011. However, the NBA consultant expressed his inability to proceed

with the NBA Accreditation process.

Under TEQIP-II, UVCE has to obtain NBA Accreditation as per Washington

accord under TIER-I colleges. The main constraint to obtain the accreditation is to

have autonomous status for the college for which CGPA method of evaluation has

to be introduced. The College has applied for grants under RUSA to fill up existing

teaching and technical staff vacancies immediately to become autonomous.

The CGPA evaluation document is under progress. Further grants under

TEQIP-II and TEQIP-III will be considered only if the college is autonomous.

The matter is placed before BOG for deliberation and decision.

Clarification regarding the report on verification of records by

SPFU, TEQIP-II, Government of Karnataka, Bangalore dated

19.03.2014

The officer on special duty, State project officers of Procurement,

Finance, Academic and Monitoring and Evaluation of SPFU, Karnataka

had visited UVCE on 17th

and 20th

March 2014 to verify the records of

TEQIP-II. SPFU had written a letter on the verification of records on 19th

March 2014 and the same has been enclosed herewith.

The clarification to the points raised in the report has been sent to

NPIU and SPFU on 15th

April 2014. The clarification sent to NPIU and

SPFU has been enclosed herewith for deliberation and approval by the

BOG.

under Technical Education Quality Improvement Programme – Phase II at UVCE, Bangalore held in the

Dr. Venugopal K R, Principal, UVCE, Member and Convenor of the Board of Governors, welcomed all

the members to the meeting. Dr. Venugopal K R presented the programmes proposed under TEQIP-II at

UVCE for approval from BOG (Ref.: Pages 1 to 337 of the circulated agenda). After a detailed deliberation,

the following resolutions were made:

1. Confirmation of the proceedings of the BOG meeting held on 04.04.2013.

Resolution: The proceedings of BOG meeting held on 04.04.2013 is confirmed (Pages 1 - 6 of

agenda).

2. Confirmation of the proceedings of the BOG subcommittee meetings held on

05.06.2013 and 28.08.2013.

Resolution: The proceedings of the BOG subcommittee meetings held on 05.06.2013 and 28.08.2013

is confirmed (Pages 7 - 21 of agenda).

3. Expenditure incurred under various head of accounts from 01.04.2013 to

31.03.2014 as per Financial Monthly Report (FMR). Resolution: After detailed deliberations and discussions, it was resolved to accept the expenditure

incurred and approve the FMR reports filed with SPFU, GoK Bangalore for the period upto 31st March

2014 (Pages 23 - 37 of agenda).

4. Report submitted by Mentor.

Resolutions: The BOG perused the report submitted by the mentor Prof. R Natarajan, Former

Chairman, AICTE.

(1) It was resolved to initiate the process of filling up the existing vacancies in all the Departments of

UVCE.

(2) To set up the process of creating and sanctioning of the new posts for new PG courses started

under TEQIP-I.

(3) To initiate for creation of new posts for proposed PG courses under TEQIP-II.

(4) To initiate the process for NBA as per Washington Accord Tier I document.

(5) To make the college Autonomous as per UGC norms.

(6) It was resolved to improve the infrastructure in terms of buildings and equipments in UVCE.

(7) It was resolved to decentralize the evaluation process for speeding up the announcement of

results.

(8) It was resolved to initiate the process of implementing the CAS for teachers (Pages 39 - 71 of

agenda).

5. Performance auditor report.

Resolution: The report of the performance auditor Prof. Nori Prakasa Rao who visited the college on

5th and 6th April 2013 was placed before BOG. The members of BOG took note of observations of the

performance auditor for further improvement in activities under TEQIP- II (Pages 73 - 105 of agenda).

6. Expenditure pertaining to procurement of goods (equipments, furniture, books LRs.

Software).

Resolutions: The BOG after detailed deliberations and discussions accepted the expenditure

pertaining to procurement of goods (equipment, furniture, books, LRs, software) including IOC listed

in pages 107 – 137 of agenda.

It was resolved to request the SPFU to immediately release the Second Installment of Rs. 2.00 Crores

to enable the long overdue payments to vendors and teaching and research assistantships to UG and

Research Scholars (Package Nos. 55, 84, 86 on page no. 113) (Pages 107 - 137 of agenda).

7. Teaching and Research Assistantships to PG and Ph.D. students and reimbursement

of Ph.D. registration fee to Faculty members of UVCE. Resolution: The BOG after detailed discussions approved the Research assistantships, Teaching

assistantships, annual fees and contingency expenditure for the PG and Research Scholars as

mentioned in pages 139 – 161 (Pages 139 - 161 of agenda).

8. Expenditure incurred under Faculty and Staff Development (FSD).

Resolutions: The BOG after detailed discussions decided to approve the expenditure incurred under

Faculty and Staff Development (FSD) programs as listed in page numbers 163 – 185 of agenda upto

31st March 2014.

Programs 8(a), 8(b), 8(c) and 8(d) listed on page 163 – 165 of agenda is approved.

It was resolved to approve the expenditure pertaining to International travel in case of Prof. Dilip

Kumar, Dept. of CSE and Prof. Sarala Upadhya, Dept. of Mechanical Engineering, UVCE. (Pages 163 -

185 of agenda).

9. Creation of facilities for QEEE (Quality Enhancement in Engineering Education)

programme recommended by SPFU and conducted by IIT Madras, Chennai.

Resolution: The BOG approved the expenditure pertaining to creation of facilities for QEEE activities

(Pages 187 - 195 of agenda).

10. Road Map of Research and Development of various departments of UVCE.

Resolution: The BOG after detailed discussions approved the Research and Development activities of

UVCE (Pages 197 - 235 of agenda).

11. Enhancement of intake for PG courses and starting of 5 new PG courses proposed

under TEQIP-II.

Resolution: It was resolved to request again the AICTE to increase the intake for existing PG courses.

It was resolved to initiate the process of creating faculty positions before start up of 5 new PG

courses (Pages 237 - 241 of agenda).

12. Honorarium to Principal, Faculty members working as Programme Coordinator and

Nodal Officers based on the TEQIP-II workload and as per NPIU suggestion. Resolutions: It was resolved to approve the Honorarium as listed in pages 243 – 247 of agenda to a

maximum totaling to Rs. 60,000 per month.

It was resolved to approve the Honorarium for teachers organizing seminars/workshops/conferences

and other continuing education programmes under TEQIP – II.(Pages 243 - 249 of agenda).

13. Filling up of existing sanctioned vacant post of teaching faculty / technical staff and

sanction of new posts: Teaching / Technical Staff.

Resolution: It was resolved to initiate the process of filling/creating of faculty and technical staff for

existing and new PG courses (Pages 251 - 255 of agenda).

14. Functioning, IRG and AMC of Scanning Electron Microscope (SEM) facility.

Resolution: The BOG approved the proposed consultation charges as in page 257.

BOG authorized the principal to negotiate with vendor to take up the AMC of SEM (Pages 257 - 269

of agenda).

15. Appointment of staff to TEQIP office and proposal to increase salary. Resolution: Resolved to appoint and enhance salary of TEQIP staff (Pages 271 – 273 of agenda). The

BOG requested the Chairman to depute a permanent staff from Bangalore University in the cadre of

Superintendent/FDA to look after the progress and documents of TEQIP-II (Pages 271 - 273 of

agenda).

16. Finalization and approval of “Self Review of Performance” and “Governance

Development Plan” by BOG members.

Resolution: The draft copy of the Self Review of Performance and Governance Development Plan was

approved by the BOG (Pages 275 - 287 of agenda).

17. NBA accreditation as per Washington accord (Tier-1)/Autonomous status by UGC

and Introduction of CGPA method of evaluation for UG/PG courses of UVCE.

Resolutions: It was resolved to immediately initiate the process for accreditation as per Washington

Accord.

The college should immediately adopt CGPA system of evaluation. Recruit faculty, improve

infrastructure and obtain Autonomous state from UGC.

The NBA accreditation process should be completed in next three months and the details have to be

placed before the next meeting of the BOG (Pages 289 - 301 of agenda).

18. Clarification regarding the report on verification of records by SPFU, TEQIP-II,

Government of Karnataka, Bangalore dated 19.03.2014.

Resolutions: The BOG after detailed discussions resolved to explain the process of procuring the two

software (Packages 64 and 101 of agenda).

It approved the clarification sent by the Principal to SPFU & NPIU in response of the verification of

documents and files related to expenditure under TEQIP-II as on 17th March 2014 (Pages 303 - 332 of

agenda).

19. Appointment of Nodal Officers. Resolution: The BOG approved the arrangement made by the Principal for carrying out activities of

TEQIP-II (Pages 333 - 335 of agenda).

20. Approval of International Conferences and Placement Training.

Resolution: The BOG resolved to approve the proposed programmes listed in page 337 (Pages 337 of

agenda).
