a. Paula Knudson and Bob Hetzeli. We’re going to discuss a summary/recap of where we are at with our

seg fees, room and board rates as well as the parking rates for the academic school year 2011-2012. Governor Walker gave his state address last night. I do want to compliment the SUFAC committee as well as all the program directors, there has been a lot of work by staff members throughout the entire fall semester to get us where we’re going to be at with the seg fee budget. The total budget for seg fees for fiscal 2012 is estimated to be just under a million dollars. I have to compliment all the work from students, staff and program directors for all the work; it’s been very helpful.

ii. Our threshold is a 3% cap- that’s what Systems said for seg fee rates for fiscal year 2012. I’m going to ask Mr. Tip to stand up because he has all the information having worked with all of the program directors.

iii. Our commitment was to keep seg fees below 3%. We’re bringing in a proposed rate increase at 2.76%. Next year we want to increase the seg fees by about $25. Textbook rental this year is at about $133. Next year it’ll be about $173.

iv. We started this process back at the end of September. Each of the directors for all of these areas started looking at what their program

budgets would be. They then brought all of that into SUFAC for review. After that we got together and got a feel for the big picture. Some of the things we looked at were do departments need this higher or greater than another? The other thing we looked at was enrollment trends. This year we decided we were going to increase that number a little bit because our enrollment trends are looking good. We rolled out this big picture and asked if it made sense?

v. We are talking about that overall $25 increase. We asked each program director to look at the critical needs in their area. When programs advance, we made sure that they justified their priorities. The counseling center said they need more psychiatric care. Currently students only have 12 hours a month. Prices will go up but we’ll be able to double the hours for students from 12 hours to 24.

vi. A few things that do stand out are the university centers are going up by 16%. For the last three to four years, Dr. Larry has given priority to other units. You probably remember that the first day of classes we had a serious plumbing problem in CC. The union is starting to break apart bits and pieces. We need to make sure that the integrity of the union is maintained. Over by the Whitney Center, a retaining wall needs to be replaced or the bridge won’t work anymore. This building in particular has a lot of deferred maintenance. Organized activities- similar to the union we were drawing our reserve. Student Senate and SUFAC approved it but we didn’t have enough to back it up. We couldn’t continue to draw on that reserve anymore.

vii. Because of Growth, Quality and Access we have more students paying into seg fees. We are able to hold it at 2.76%.

viii. Questions: How many students actually utilize the psychiatric care?1. The number is actually fairly low but the psychiatric care is a

growing need in the college campus. More and more students are getting access to college through the K-12 systems. The numbers are growing because the psychiatric care goes between the physical wellbeing as well as the mental. It also gives us information about any concerning students we might have that we can feed in and make sure they are getting the help that they need or the medicine they need. I’m hesitant to give the number to you because it changes every year but it is under 50 students. We are in the lower quartile of other universities offering psychiatric care for our students. We have to make sure that we are providing care for our students that need it. There are some institutions that offer 35-50 hours a month. It is a changing need on college campuses. In the last ten years our need for that population has been changing dramatically and we are anticipating it to grow.

ix. Are we going to continue to make repairs to the CC until we get a new student union?

1. Anything related to life safety we will absolutely repair it. If the hot water system, heating system or air conditioning system breaks we will have to fix those. It is a big decision for students what to do with the new student union. Our intent this semester is to develop a campus wide committee to help guide us in that direction. As things break, if something happens that is related to the operation of the building we need to fix it. We have major infrastructure problems in the building. What we’re looking at is if we invest more money in this building or build a new student union. We will help students know what is behind each of those options. Practically we are still talking five years ahead. Many of you sitting in this room today will never see a new student center. I think that we have to reach some kind of balance in terms of how we treat this facility no matter what we do. We need to maintain seg fees for an environment conducive for student interaction.

x. Is there any information on how the health center, REC center and child care center will handle these changes?

1. The percentage is going down because more students are paying and their rates are going down.

xi. Is it true that in previous years students that sought their services had unlimited service at the counseling center?

1. We have always tried to have some limitations on it. If they are long term mental health needs we have always recommended off campus providers. But if it is short term or someone who can’t get access to off campus providers we won’t turn them away. All college campuses look at the short term mental health needs. If we have someone in dire need we will never turn them away.

xii. Included in this, do students pay to have the coal plant cleaned even though there are a sizable amount of people that disagree with its existence?

1. Our emissions are actually pretty clean. The REC center uses steam and hot water. We don’t just use coal, we actually use natural gas. Four years ago we spent 3 million dollars on an environmental program. All of those areas contribute to that modification of the heating plant. The DNR said we had to clean up our emissions and we’ve done that. I’d be happy to bring that information back to senate. We are not actually decreasing the environmental sustainability. We just have more students now so the rate can go down. This is a choice point for us because we need to look at the best student interest here. On that issue, June 30th, 2010 we had $65,000 we hadn’t spent. We have to be balanced then in that approach. We don’t want a high reserve that isn’t being spent. If we continue to increase the environmental sustainability without the need or proposals

then we are just adding to the reserve and that catches the attention of the people at the state level.

2. For those of you who weren’t here two years ago, the state took money out of our auxillary funds. It was brutal, it was not fun. That is why we are moderating all of our reserve funds.

xiii. Where is this available online?1. The whole document is posted on our website.

xiv. If we decide to build a new student union what would be the transition arrangement?

1. That whole planning process is what we’ll be doing. We’ll be looking at how much space we need to student meeting areas and dining areas. How would we fill in CC? If we build a new union it will be in the Wimberly parking lot. CC would stay here and as Larry said earlier the new union would take 2 years to plan and 2 years to build. We don’t know what we’ll be doing. We could always renovate CC. There are three different distinct pieces to this student union.

xv. What was the reason for the budget increase for athletics?1. About $61,000, the reason is that it is related to our student

athletes to make sure we’re providing adequate coaching and administrative support. That was one of the proposals advanced to our SUFAC committee. It had overwhelming support from SUFAC and JPB, if you look at what we do at UW-L compared to our comparative schools- there are some areas where we don’t provide adequate support for our student athletes.

2. We actually have just under 600 student athletes- we’re providing a service to just about 7% of our student body. One of the things that became apparent was that we don’t have enough coaches in place to provide the level of service that students need to be successful. We had a football vacancy come up- our head coach retired. We wanted to make that position as desirable as possible but currently there are not as many assistant coaches. We need to increase that support and that required a 40% assistant coach position. If you look at athletics at this level, all have split appointments. All of them have various percentages. Most are 50% as well as being a teacher or admissions counselor. Our assistant coaches are at 20%. We also increased our head women’s tennis coach by 20% bringing him to a FTE. Our women’s track field and cross country program, which services over 100 student athletes. We took what we had there, which was only a 20% assistant coach and brought it up to 40%.

xvi. How many students are we expecting next year?1. About the same amount as this year which including summer

school is 10,009 students. I’m very pleased to tell you that as of

two weeks ago, the applications were a little soft but now we’re up to where we were a year ago. It’ll all add up to approximately 10,009 students.

xvii. Room Rates: If you live over in Hutch you’re currently paying $3240 which is a bargain, if you’re living in the new Eagle Hall you’ll be paying $4400. For the other halls it’ll be an 8% increase. That’ll cover the loan we had to take out to build the new residence hall. We expected this since we went to talk to the Board of Regents. Room rates went up a goose egg last year. To bring it up 8% on the 0% we had this year, we feel pretty good about that. In the dining area we made it to that 3% threshold. Great food! High quality! Parking will be at about 3%, $210-$218 it’ll go up a little bit, just $8. That is really driven by the fact that we’ll be starting the parking ramp project. We will be asking you in about a month for a rep to the Parking Ramp Planning committee. Cowley Hall is moving forward and the new hall will be even bigger than Centennial Hall which will be expanded into the parking lot. We need to compensate for the loss of parking spaces.

xviii. Questions: Is $4400 for the year or the semester?1. For the year- it’ll be $2200 for the semester. The applications

will be out in February. We already have 450 of our first year students that want to live in that hall. Eagle Hall will be maroon for part and gray for the other part. 150 rooms will be reserved for freshman.

xix. Why did Reuter Hall increase more than the other residence halls?1. We will step up to Eagle Hall; it’ll be $900 more than a

traditional hall. Reuter is more because it has quality amenities. It’s the way the pricing works out with the distributive process.

xx. With the dining services, will we have more options in terms of menu options, better quality food or hours?

1. I think the quality is grade A 1. I hope you’re been able to see the changes in Whitney Center, we have a lot of new great amenities. We have also made some changes to Cyber Café. A lot of the changes are happening right now. We can’t really change anything else until the contract is done. Our goal is to get most of that done before you leave. I can’t see a lot of big changes for next year but we’re starting to pay for the infrastructure stuff. The food stuff part will go up a little bit but the cost increases are going for infrastructure.

xxi. What is the deal with the contract?1. We are in our final year of contract with Chartwells. We will

soon be opening up a Request for Proposals. There will be a committee to look over the proposals to provide food service. That process will have RFP done by the end of the semester. We have to get that out at least by October. We have to work with Madison with this. We’ll be working with them making

sure that the information that we want to get is included in the RFP process.

xxii. Has UW-L ever considered going to self-operated food service?1. The comprehensives have a contract vendor besides Steven’s

Point. UW-L has talked about self-operations. The biggest thing is fringe benefits and employee pay; you have to really look at that because union labor within the university systems is a lot higher than what the university food services are actually paying. We would need to have union people if we would actually do that. Platteville and Stout are also self-op but they have academic programs that help support that. They can get some cost savings that way. It’s a business and the contract folks they have that expertise. We could not develop that overnight. Stout has a hospitality management academic program so that works.

xxiii. Is it still something that is on the table?1. Nothing is off the table.

xxiv. To compare an Eagle’s Suite, are we talking Reuter’s style rooms?1. Eagle Hall, each floor will have a 14 ft X 14ft room with two

beds and two desks. It’ll have shared bathrooms between two rooms. They are semi-suites not a full suite like Reuter. Four people will share one bathroom. There are five floors and 28 residents on each house. They will have their own R.A. and really their own community. Reuter Hall has this privacy factor. Students told us that something is valued by having the common community space. The wonderful part of this new hall is that there is a common space that will serve as kind of like a living room, study space and mini-kitchen. They’ll have this great area that’ll still build that community.

xxv. Earlier you said that in previous years we’ve spent less than $60,000 on sustainability?

1. The budget last year was $85,000 and we didn’t spend $65,000. What we’re trying to do is honor what this body has passed as far as the intentions of what we’re developing. Now if this body said we think we can go less, we would absolutely do that. But I read that this body wanted $85,000 to go towards environmental sustainability.

xxvi. What were they planning on using that for at the time?1. There would be a student in the environmental committee for

how that money would be spent. I don’t advise the committee, every year there are different proposals and different priorities. That group has had a lot of autonomy; maybe I should step in and help guide that. Maybe we could give them more guidance. Right now they are having troubles developing short term vs. long term projects.

a. Presidenti. Welcome back! I hope you all had a relaxing break and are excited for

a new semester! ii. Involvement Fest- Please sign-up! I really need help with this because

I will not be available the entire time. I have a sign-up sheet with half hour shifts, but if you volunteer for a full hour it will count as an office hour for that week. We will mainly be distributing water bottles at the Student Association table. If anyone joined Senate during the middle of the semester and did not get a water bottle, you can get one from me at the end of the meeting.

iii. On April 15th, UW-L will hold its annual Celebration of Student Research and Creativity. One of the organizers of this event is aware that Student Senate is trying to reach a volunteer/civic engagement goal. This would be an excellent opportunity to volunteer for a small amount of time. Volunteers would likely be helping hand out fliers before the event and during the event. This would be an excellent opportunity to represent Student Senate and support fellow students. I would like to report back to the organizers if this is something we are interested in, it is not necessarily a commitment at this time.

iv. PR Director is open. Applications are due on Feb. 11th at 4pm. Submission is electronic and applications should be sent to [email protected]. So far the position has been emailed to MKT and CST professors and it will be advertised at Involvement Fest tomorrow!

v. I was asked to share the following event with our organization: UW-L Graduate Expo on Feb. 7th from 3pm-5pm in Port O Call. This is a great chance to learn about some of the graduate programs that UW-L has to offer.

vi. Last night was the Governing Organizations Roundtable where I met with the RHAC President and Presidents of all the Fraternities and Sororities. We discussed how we can all work together more and be supportive of each other’s events. One idea that came up would be a joint service trip between RHAC, Student Association, and the Fraternity and Sorority Community. The thought was to go to a Native American Reservation and learn about the culture in addition to volunteering. This would likely be an overnight trip. Dates have not been set, but I was asked to bring this to Student Senate and see if this is something we might like to participate in.

b. Vice-Presidenti. I will be sending around a sign up for office hours. One of those needs

to be served and set at the same time every week. The other hour could be served at other organizational meetings.

ii. The last meeting of the semester, we discussed the textbook rental oversight committee. We decided to double that student membership. The committee was too unwieldy so we reverted to the original numbers.

iii. Dr. Greg Reichert came in looking for students for the branding committee. Are there any other students looking in serving on that committee that will be around for a year or so? It’ll meet occasionally. I will forward all the names along.

iv. This past weekend I went to Green Bay along with our lovely Gender Issues Director. It was a great meeting. We met with the presidents and vice-presidents around the UW System. Some of the things that came up were student voting rights and the major thing was the restructuring of the United Council which is our state-wide governing body. I will be bringing up the final resolution.

v. My goal for the rest of the semester is to get student senate involved in legislative issues such as the budget issues. Next week Wednesday I will not be here because I will be attending a dinner in Madison eating dinner with some legislative representatives.

c. Chief Financial Officerd. Shared Governance Director

i. Board of Regents in December: Was a really great trip, one of the really cool things that is happening on the UW-Madison campus is that they are bringing in Olympic Athletes and World Champions from China to study and train at the university. The overlying theme of the whole meeting and trip from the Chancellor’s and university representatives was an increased need for flexibility at the university level to combat the decreases in

ii. Board of Regents meeting is Feb 11th; we already have a delegation set: Millie, David, Micah, Madisson, and myself. I’ve been contacting Senator Kapanke and Representative Shilling’s offices to meet with them while in Madison. I’m also trying to set a meeting with Madison’s SA.

iii. The next meeting is March 10th, please e-mail me if you’re thinking you would like to attend.

iv. If you’ve been reading the Clipsheet, Gov Scott Walker just recently gave his State of the State speech. We’re looking at a $258 million deficit this fiscal year

e. Legislative Issues Directori. While I’m bringing up USSA- LegCon applications are due THIS

Friday at 4:00 to my email. Karly, Missy and I will go over applications and select people. It’s really fun. It’ll be in D.C. We’ll be leaving on the 18th of March. We’ll be leaving right in the middle of spring break and returning two days into the first week back. We’ll leave a day early to sight-see. It’ll be $75 to be able to go. That covers everything. One thing you have to do yourself is pay for food. If you are interested in the conference and do everything you’re required to do, you’ll get reimbursed. We are planning LegCon as we speak right now. Legislatively, Missy, Cate and I wrote a letter to Governor Walker. That’ll be on the agenda tonight. Please add your input!

f. Social Justice Directorg. Local Affairs

i. I am expecting to do a mass email hopefully by the end of the week about alternate side parking because we are getting more snow.

ii. I got emailed today about a man that wants to meet about a commuter bus route that runs through the neighboring counties.

iii. There is a city council meeting on the 10th of February and a county board meeting on the 17th of February. I didn’t get many people to come with me last semester. Remember that they count for hours of civic engagement. I will provide an incentive- a gift card from Best Buy and if more than one person comes there will be a raffle.

h. Gender Issues Directori. January was national stalking awareness month and I put together a

display on stalking and resources for New Horizons up at the court house.

i. Environmental Sustainability i. I still have some Green is Sexy calendars that we can still sell for half

price because it is February now. ii. Green Fund applications are due February 25th, if you have good ideas,

apply!iii. (Showed logo that JCES approved for the Green Fund)

j. OthersVIII. RHAC Report

IX. Advisor Reportsa. Bree- Baby pictures! Some of you have gotten to me that you’re going to drop

them off. Some of you have said you weren’t able to get one. Hours have been brought up a lot this meeting. I absolutely have to have your hours by the end of the meeting next week. You can just write them on a sheet of paper but you have to have them by the end of the meeting next week.

b. I am looking for any student that is a vegetarian on the meal block. A colleague of mine is looking for students to serve on a committee/study.

c. I will be passing around my calendar. Please sign up for a spot, if I’ve already met with you I’d love to do so again but it is not a requirement.

d. I want to welcome you all back. This will be a very busy semester if you haven’t figured that out already. To actually get the committee running, I would like to have some people interested in doing the sustainable food plan that would actually go with the dining services contract. We are doing an RFP right now on the card access system. We’re looking at replacing that system. All these are big issues for students and will end up coming back to you as we’re looking for more feedback. Even though fall semester was very busy and we got the budget done, there is a lot coming up. To the new people, the office is upstairs in 212 CC. If you want to stop in and get some chocolate please do so!

i. Last semester we talked about new services funded by the AIOC, we’ll be discussing that more. We might be purchasing some video services online as well as other cataloguing things. I’ll bring that up to you guys later.

b. CLS/SAC Search and Screen Committeei. We currently have three people coming to campus. We’ll have

sessions that students can attend and meet the potential new hires. c. Academic Affairs

i. Commencement speaker applications will be out soon. Please tap shoulders so we get lots of applications!

d. SUFACi. We are taking it every other week meeting approach. We worked

really hard last semester. We are waiting for the Green Fund requests. We heard from Bob and Paula at our first meeting. We got a detailed explanation of seg fees.

e. Adhoc Calendar Committeei. We talked about changing the class times. But students were not

interested in that.f. Undergrad Curriculum

i. We will be talking about the STEP program for education majors. g. Campus Smoking Committee

i. We will be sending out a campus wide survey, please check your email and remind your constituents to do so as well. I also wanted to tell you about how we’ll be having open forums. Tuesday February 15th 12-1 pl.m, 6-7 p.m., Thursday Feb 17 7:30-8:30 am (mainly focused to faculty and staff). All of them will be in Port O’Call. These times will also be listed in the email and survey that will be sent out.

XI. Organizational Reportsa. RASO

i. Every semester they do a new open house for RASO students. We have more diverse students attending! 10 students showed up.

b. BSUi. Reflections of Ebony will be February 27th.

ii. Author’s Intro: As you may recall we had Jason Meyer come in from USA Today to speak about the Collegiate Readership program that already exists within the residence halls. He asked if we would want to

do a pilot program to gauge students’ interest. If we commit to doing this we don’t have to follow through with it. By authoring this, I do not support it one way or another. I just need to share with him our thoughts.

iii. Discussion: My only concern is that if the pilot is successful my constituency already pays for it in the residence hall and we’re concerned about being double charged. That is something that we have to keep in mind for the future.

b. UW-L Student Association Letter to Governor Scott Walkeri. Lauderdale/Pointer

ii. Author’s Intro: This is a letter introducing our group to the newly elected governor as well as other legislatives. Other student senates have already sent on letters introducing themselves as well as some other student issues. The third paragraph is about flexibility, with lessoning support from the state, we are put in a pinch. By allowing the state to trust us to handle our own affairs to a greater degree than is currently allowed, it would benefit students largely. The next paragraph is about the voter id. UW-L has a pretty high voter turn-out. There is a talk of an ordinance mandating that we have a form of state identification. This would assumedly turn into a disenfranchisement for students. If it does move forward, to be more student friendly by allowing passports or student ids. There is also talk of a proposal to end same day registration for voting. By ending the same day voting, a lot of students wouldn’t be able to get registered because you have to live in your current place of residence for 10 days. This would conflict with students in the residence hall during the time of the primaries. The second to last paragraph is about domestic partnership benefits, there is talk about ending those for state employees. The UW-L student senate passed a proposal supporting domestic partnership benefits. That greatly affects recruitment and retention for state employees. There is also a piece about concealed and carrying laws.

iii. Discussion: I think this is a really well thought out letter. I think you and Karly touched on some issues that are pretty delicate but we did it with grace. We touched on concealed carry, I think it’s really well written and a great representation of how involved our student representation is.

iv. I have a question about the id. Does it have to be a WI state ID? 1. As it is written now, yes.

v. I don’t really disagree with anything that was said in the letter with regards to the political issues that were mentioned. I was wondering if anyone does have an issue with that letter being that we do represent the entire student body. We are delving into political issues that a good percentage of the students would disagree with.

vi. With the concealed to carry, from what I have followed, they are trying one of two things, either that bill or a constitutional carry which either way would allow concealed weapons on college campuses. A former senator was taking that, there are probably are students on campus that would love to be able to conceal to carry because they feel safer. It’s just something to think about.

vii. Overall I really like this letter; I think it is a very proactive approach to working with leaders within our state. I would be opposed to taking out the conceal to carry section. I just feel that this a dense letter, there is a lot in it. It is kind of an overload. I wouldn’t be opposed to an amendment to take that part out.

viii. I motion to strike out the conceal to carry section.1. Lauderdale/Pointer2. Now we’re going to start getting into the issue of why we don’t

want this in our letter. Although this letter is dense and it has a lot of topics and material in it. I think it’s a positive thing. It shows how involved UW-L is. We have, in my opinion, the strongest student government in the UW-System. It may not always be the most politically correct thing to do- it really shows who we are as students and what we care of. Anyone could write a really fluffy letter but I think it takes some strong student leadership and strong student leadership and I think that is one of the most important things about this letter. I don’t personally think that we should be allowing weapons in our classrooms and cafeterias. I don’t think anyone would feel safe sitting next to anyone in class with a gun on their hip. I guess I feel we should keep this in there.

3. I’m not sure how I feel about putting political things in here. If we take this out, we almost have to take out everything else political. Do we want to take a congratulations stance or do we need to take a “these are the things that we stand for” stance? If we get rid of this I think that more things need to be taken out as well.

4. Okay so I guess I agree with taking this out because I think it is really politically strong, I think a lot of the letter is. I think the letter is a great thing to do and establish our presence as a group. I have a personal friend who was at Virginia Tech who was there during the shooting. Talking with actual people from where I live, my constituents they are in support of this.

5. I don’t feel that this document is over encumbered by political issues. I think that all the issues are for the benefit of UW-L as a whole particularly on the amendment at hand. I personally don’t feel that anyone should be carrying a weapon on campus. I can see why people would feel comfortable, if you were from areas with campus shootings. But you have to ask yourself-

would you feel comfortable with someone with a gun on campus?

6. I just want to second the statement of a previous senator that I wouldn’t feel comfortable being on campus with guns. I do think that if you were to alter this you would have to change other things. This is something we should keep in. I really like the way it was worded, I think we’d have to go back and change other things.

7. Clearly this is an issue that has very polarized issues and opinions. This letter is essentially speaking for the whole student body, I don’t know if I feel comfortable giving this opinion. Just don’t touch it now and maybe as this piece of legislation gets further on, we could write a letter specifically on this one issue.

8. Just adding on what was just said, I feel like violence on campus and especially in our state has increased, I was wondering if we could take out the word ban and put in the world to question the need of conceal to carry.

I would have to say that first off, we have talked about very polarized issues before and our right to speak on them, I think this is a very mildly worded paragraph, it’s not calling for really direct action. It is just stating what I think the majority of our constituents would call their concerns.

10. I would also like to say to the previous senator that this is a very good point. To express concerns is a very good way to say it.

11. I agree with the senators that said we need to leave the letter as it is. Political issue or not, we can argue that some students would feel safer if they can carry weapons on campus, more students would feel less safe. I think that guns have absolutely no place in an educational setting. Otherwise the letter does lose a lot of its power.

12. I guess I think we should with regards to this amendment; we should get rid of this part of the document. It’s just been talked about a little bit? Since it’s not proposed yet, we should drop this until it is actually proposed. If we choose to do so we can write a letter on just that issue. Even though it is very well worded and it says we just have concerns with the proposed conceal carry law. I just don’t think it’s the right time to do it right now given the friendly and introductory tone in this letter.

13. I think this governing body has the foresight to think of things pertinent to students and we shouldn’t follow the reactionary ways of the rest of this nation.

14. I agree with a lot of the previous statements that we are merely saying we have concern over this; we are not voicing a strong opinion.

ix. I guess I want to reiterate the sentiments of what another senator has said. I find it really difficult to vote for something like that knowing that there are many people that disagree with this. I feel uncomfortable sending this along when it doesn’t necessarily represent all views. About the voter identification- I think it’s a good idea especially when the government gives a free id to anyone who needs it.

x. My understanding of this bill is that your id would have to have your current address. I would have to go to the DMV to change my license to be able to vote. Students move constantly- 6 months, 1 year leases. That is just unnecessary to make the current address mandatory.

xi. Point of information: It doesn’t have to be your current address; it just has to be a Wisconsin id.

xii. I have to agree with a previous senator because I think there is a lot of fraud with voting. I just think a picture id would solve a lot of problems like people trying to re-enter the polling place.

xiii. I guess I don’t want to sound contradictory given the previous stance on the last amendment. I don’t know if I feel comfortable voting on this. It is still our responsibility to respect the rights of the minority. I also think its good we brought that up. To me that is not as much of a political issue and that directly concerns students. It is intended to disenfranchise students. I think that it’s a political ploy to disenfranchise students and that is wrong. Students move around a lot and they come from out of state and they wouldn’t be able to vote even though they live here 9 months of the year. Voter fraud is actually very minimal in Wisconsin if you look at the statistics.

a. SA1011-040: Resolution Urging the DOA and Governor Scott Walker to Explore Converting the UW-L Heating Plant to Biomass

i. Verhoeven/Herbstii. Author’s Note: This is basically a resolution that came up out of

environmental council. It is basically just saying we want the exploration of moving off of coal to happen. Basically it just has some facts and figures about our heating plant on campus. It is not clean in any sort of way and is very unhealthy to all of us breathing in the air. It is us saying that we would like to move beyond coal.

iii. Why are the latest stats 2007? I have a lot of problems with this; I think it should be statistics from 2010, more recent from 4 years ago. Unless we have a lot more up to date research on this, I would have a hard time passing this.

iv. As far as clauses go, I would like to see more numbers in there. I would like to know how many students showed up to the rally. I would like to see numbers on that if possible.

v. While I believe the stats need to be updated, I believe it is very mild-mannered.
