Outsourcing the Book Store:

A Barnes & Noble SuperstoreWith last week’s announcement* that

Penn’s Book Store will be replaced by aBarnes & Noble superstore, the PennReengineering Project’s concept of“outsourcing” University services be-came a reality. Under an agreement thattrustees approved on April 19, Barnes& Noble, the nation’s largest bookseller,will take over management of the presentbookstore July 1 and operate it at thepresent location while constructing a50,000-square-foot store on the 3600Walnut site. The estimated constructiontime is two years.

Penn and Barnes & Noble will sharethe costs of construction and the build-ing will belong to Penn, Dr. Judith Rodinsaid in announcing the plan. Roughlydouble the size of the present store, the new one will carry some 130,000book titles, 2000 periodicals, and an academic technology center plusa music department and a cafe. (See other goods and services, page 17.)

It is to be open late in the evening, a move that Public Safety’s TomSeamon applauded at Council Wednesday as part of a larger plan forincreasing safety by increasing activity on Walnut.

Also at Council, questions were raised about the future of presentbookstore staff (see page 5). The response was that three have alreadybeen hired, and Barnes & Noble is to give first consideration to Pennstaff, as Executive Vice President John Fry said in the news release.Three have already been hired, Dr. Judith Rodin noted at Council.

Later Marie Witt of Business Services said that information packetswere sent out Friday to the staff, giving pay scales and benefitsinformation in preparation for meetings of staff members with Barnes& Noble representatives on May 6 and 7. Staff who move to Barnes &Noble positions are to receive their current salaries plus any July 1increase; current vacation or Barnes & Noble vacation packages,whichever is greater; and health plans in which pre-existing conditionsare waived. Retirement plans are to vest the staff’s present years ofservice as well. Information is not yet available on tuition benefits forstaff or for their children, Ms. Witt said.

Tuition benefits was one of two points raised by the CouncilCommittee on the BookStore at a preliminary discussion of outsourcing,said Dr. Carl Aronson, the committee chair. The other was to preservethe academic tradition, “to ensure that it meets the intellectual needs ofthe community.”

Dr. Lynn Lees of Penn Faculty and Staff for Neighborhood issues(PFSNI) also asked that the University community’s needs be keptuppermost. “I hope this will not inadvertently have a detrimentalimpact,” she said, urging consideration of the variety in bookselling thatincludes the Pennsylvania Book Center on Walnut Street and A Houseof Our Own on Spruce. PFSNI has urged the University to consider theimpact of its real estate activities not only on the immediate campus butwestward as well, Dr. Lees said.

For more than 30 years, scientists have tried to learn the molecularstructure of a protein identified as the lac repressor. Knowing what theprotein looks like in three dimensions has long been considered an importantstep for future discoveries, because the lac repressor has been an extremelyuseful model of gene regulation. Now, a research team at the University ofPennsylvania has resolved the structure. Their findings were reported in theMarch 1 issue of Science, the publication of the American Association for theAdvancement of Science, and a full-color, computer-generated image of thestructure appears on the journal’s cover.

The research team is composed of scientists from the Department ofBiochemistry and Biophysics at Penn’s Medical Center, led by MitchellLewis, M.A., D. Phil., and from the Department of Chemistry in the Schoolof Arts and Sciences, led by Ponzy Lu, Ph.D. Two other researchers are fromOregon Health Sciences University.

The object of this long search is the protein responsible for regulating acluster of genes that control the metabolism of lactose in Escherichia coldbacteria. Now that they have a clear picture of the protein’s three-dimensionalstructure in hand, scientists can understand precisely how the lac repressorfunctions at the molecular level. One possible result is that researchers maynow be able to customize similar molecular switches to turn selected geneson or off on demand. Such a technology would have significant implicationsfor gene therapy and other molecular medicine.

“You can imagine taking the guts of this repressor and reengineering it torecognize molecules other than this particular sugar or DNA sequence,” saysDr. Lewis, associate professor of biochemistry and biophysics and leadauthor on the study. “You could redesign the repressor to respond to a specificdrug. You would then be able to turn a gene or set of genes on or off byadministering that drug. And I don’t think that’s far down the road. In fact,that’s what we’re hoping to do next.”

The research effort led by Drs. Lewis and Lu places the capstone on threedecades of illustrious molecular biology. In the late 1950s, two Frenchscientists, François Jacob and Jacques Monod, described the regulatory roleof the lac repressor. In 1965, they won the Nobel Prize for their work. AnotherNobel Prize-winner, Walter Gilbert, discovered in 1966 that the repressorwas a type of protein, and its 360 amino acids have subsequently beenidentified and fully sequenced.

In the years since then, however, scientists had tried in vain to determinethe lac repressor’s shape. As Dr. Lu has explained, before scientists candesign and synthesize drugs to fight diseases, they need detailed informationabout the surface shape and interior geometry of proteins: “Knowing theprotein’s chemical composition is not enough, because molecules withidentical composition can have a different structure, and this usually leads toa different behavior. Surface contours and interior geometry determinewhich molecules can activate a protein and what the protein can do after-ward.”

Because proteins are small in size, existing microscopes cannot pick upthe nuances of a protein’s shape. What scientists must do is “pack” togethermillions of the same proteins into an ordered solid, called a crystal, and thenuse X-ray diffraction to deduce its structure. In this procedure, the crystals arebombarded with X-rays; the patterns made by the X-rays as they bounce offthe atoms in the protein crystal are recorded on film. Next, these patterns areanalyzed by what The New York Times, in an article on Drs. Lewis and Lu’sachievement, called “complicated mathematical and computational meth-ods”; then the scientists reconstruct the shape of the crystal.

In the case of the lac repressor, this crucial information would allow themto understand the molecular mechanism of gene regulation in a typicalsystem. Yet this same protein presented unusual problems and would notcrystallize well. At one point, about three years ago, the team tried a novelapproach: they sent their crystals into space aboard a space shuttle. The hopewas that without the pull of gravity, the “seed” of the crystal would remainin the middle of its flask, allowing proteins to attach anywhere around it, thusforming larger crystals...To the dismay of the Penn researchers, however,even the crystals “grown” in space proved too small for use.

Finally, in what The New York Times characterized as “an arduous featthat involved luck as well as dogged persistence,” Drs. Lewis and Lu wereable to make the crystals. One of the steps involved adding a nickelcompound to the molecules that helped them analyze their data.

As a result, their laboratories were able to crystallize the lac repressor inthree conformations: bound to DNA, inactivating the lac genes; bound to thesugar, allowing transcription of the genes; and unbound to any other mol-ecules. “This is the first detailed picture of how gene regulation occurs at themolecular level,” Dr. Lewis says. “That’s why it’s exciting, both historicallyand scientifically.”

Good afternoon.I bring you greetings from South Korea a

Hong Kong, which I briefly visited in a whirlwind week away from campus at the endMarch on behalf of the University.

The objective of the trip was to strengthPenn’s ties with our great number of Asialumni, parents, and prospective students.

If I needed further evidence that Pennbecoming an international university, this trsupplied it.

I was taken aback by the number of alumfrom all of Penn’s schools and classes daback four decades. We have some 1,000 aluin Hong Kong and Korea alone and I had opportunity to meet with about a quarter them. I was pleased to learn that our alumgroups in Korea and Hong Kong are amongmost active anywhere in the world.

I was also struck by the many parentscurrent students—I met with about 30 familieI also met a number of applicants who liveSoutheast Asia, who, at the time of my viswere anxiously waiting to hear from our admsions office.

I hope my meetings with them helped achieone particularly significant purpose of my tripattracting the very best undergraduate, graduand professional students from Southeast A

I visited Asian universities where Penn ready has strong relationships. I was also fonate to have the opportunity to meet with gernment officials and business leaders, whhelped increase Penn’s visibilty in parts of world where our reputation is strong, but cobe stronger.

During my visit, I had the opportunity thighlight all of the good things about Penn ato discuss the role of Penn as a leader ininformation age. My gracious hosts receivedas an emissary from a university they knew toexceptional. And I hope that after our meetinthey came away with a real appreciation for excellence of education and research thatoffer at Penn.

Barnes & Noble Bookstore: Back on thehome front, we are very excited about the nBarnes & Noble “Superstore” to be built herePenn.

The addition of the superstore to our camwill dramatically enhance the quality of lifhere. As we move forward to implement oAgenda for Excellence, we are deeply aware thenhancing the quality of life for our studentsan integral part of our mission.

And in this venture, we all gain. We will havan exciting new bookstore with countless opptunities for an enriched intellectual and cultulife outside the classroom.

Progress on the Agenda for Excellence:Before the semester closes, I would like todate you on the progress of the Agenda foExcellence.

Executive Vice President John Fry, ProvChodorow, and I are currently reviewing strategic plan of each of our major administive units, and I will be meeting individuawith each of the administrative officers to dcuss them.

Then, a month from now, each of the schis due to submit its new or revised strategic pbuilding on the framework established in Agenda for Excellence published last fall.

Over the summer, these school plans wisynthesized with the original Agenda for Excelence to form a comprehensive University stegic plan.

The draft plan will then be reviewed by Academic Planning and Budget Committee ein the fall, published in Almanac, and presenteto the Trustees for final approval at their Octomeeting.

New Student, Staff, and Faculty SenateAppointments: In the past few weeks, a numof organizations on campus have been maimportant appointments for the 1996-97 ademic year. I congratulate all of the new apptees and welcome those who will be joiningon Council.

I would like to extend special congratutions to Tal Golomb, the new chair of the Undgraduate Assembly, and Alex Welte, the nchair of GAPSA.

My thanks to Lance Rogers, out-going chof the UA, and to Victor Prince, out-going chof GAPSA for their work and dedication to student body and to this Council.

Provost’s Report on ROTCAbout two months ago, Larry Gross raise

the ROTC issue and said that there comes a tiwhen you have to conclude that you’ve gone far as you can go and then you need to reportwhat you’ve done, and where you are. I believthat I have now arrived at that point. The presdent and I have discussed this at some lengMy last conversation with the Army was onMonday, and it confirmed my conclusion thawe are now at the end of any useful negotiation

First, let me take you back a little bit and givyou a history of where we’ve been on this, anwhat I have specifically been doing in my negotiations with the military.

The debate at Penn began in 1990 as a seriissue on the campus. There was a recognitthen, as we recognize now, that there is an incosistency between the University’s non-discrimination policy and the military’s policy,especially in its policies toward gays and lesbans. After much discussion, the Clinton Administration introduced the “don’t ask, don’t tell”policy in 1993. This new policy is no moreconsistent with our policy than the old one.

Going back to 1990—to the pre-Clinton era—and again, in 1991, the University Council (UCresolved that ROTC should be terminated nlater than the end of 1993, unless the militaaltered its policy. In the intervening years, thPenn administration actively lobbied the DODand Congress to alter that policy.

In July of 1993 just about the time theCouncil’s deadline was expiring, the University’administration changed, and an interim admiistration was appointed.

Simultaneously, of course, Clinton was exploring the possibility of changing the policyand as I said earlier everything was essentiaput in abeyance while the new policy was beinworked out.

Toward the middle of the 1993-1994 academic year, the interim administration appointea committee to look at ROTC. That report wamade in the spring of 1994. The president anreceived that report when we arrived at Penn adiscussed it at the first UC meeting we attendin the Fall of 1994.

The conclusion of this committee was thaROTC played an important role in diversifyingthe Penn student body. It also provided a way fPenn to participate in the diversification animprovement of the officer corps of the U.Smilitary. However, the committee also recommended that the University attempt to distanitself from the relationship with the militarypolicy since it was inconsistent with our ownnon-discrimination policy. It recommended threbasic options.

The first option was that we create an “armlength” arrangement eliminating the modest leels of University support but permitting ROTto remain on campus as an “association.” Tsecond was that we seek consortial arranments that would move ROTC off our campbut leave it available for Penn students, ensuthat Penn students continue to have the opponity for ROTC participation at other area instittions. The third was that we seek some kindregional consortium that would centralize ROToff campus at some central location. We thought at the beginning that the Delaware Vley is a very good place for that kind of centrization, and that was one of the options I psued.

The committee report recommended thanone of these options was possible, then should terminate our relationship with ROTAt the September 1994 UC meeting, all of theoptions and recommendations were discussand the UC voted to accept the recommentions of the committee excepting the one thatrelationship be terminated if we failed to negtiate a new arrangement with ROTC.

Since Fall of 1994, I have been working that framework—that is to say, first and fore-most, that I was seeking to change the relatioship between Penn and the ROTC units. Secothat I was doing so as a negotiation betwecontractual parties. We do, in fact, have vacontracts with both the Navy ROTC and tArmy ROTC. I operated as a negotiating paner. I knew that in the end, if I failed to negotiachanges, that the status quo would essentremain in place.

To give you an idea of what I have donestarted by discussing with all of the provostsour area what their situation was and how thfelt about consortial arrangements. We haveagreement already with St. Joseph’s for an Force ROTC. Our students can go to thROTC unit at St. Joe’s. They were interestedmaintaining the current arrangement; they wnot responsive to any further expansioVillanova has an NROTC unit of its own. It fully enrolled, and they were interested in mataining the status quo as well. Temple aDrexel, both of which have Army ROTC, wevery interested in partnering with us and, in fabeing the home of, Army ROTC on their campuses to which Penn students would be wcome.

By winter, I had a picture of what the locuniversities were interested in and willing to dAt the same time, I started to discuss with military the options they were willing to develop. Throughout this, I started with the loccommanders, and depending on the answmoved on to regional commanders and thenthe Department of Defense (DOD) seekingget the answers at the higher levels that I wasgetting at the lower levels.

With the Navy, I wrote to Vice AdmiraTimothy Wright, the Director of Naval Trainingand ultimately I met directly with the Secretaof the Navy, John Dalton. I got a letter fro

Principal Deputy Assistant Secretary of the NaKaren Heath in the course of these negotiatioOn the Naval side of the negotiations, we movery rapidly up the chain of command but thgot stuck until the Secretary of the Navy himsgot involved. He came to campus to givespeech, and I took that opportunity to meet whim. He made it crystal clear, both in privaand later in public, that the Navy is very pleaswith Penn and that the service has no interechanging that relationship.

With the Army, it has been a much mocomplicated and drawn-out affair. I spoke numerous occasions to the local commanderCol. Ted Majer, about the arrangement. I mcontact with Major General James Lyle at hequarters, U.S. Army Cadet Command. I ahad discussions with Lt. Gen. Theodore Stroin the Office of the Deputy Chief of Staff foPersonnel at headquarters of the Departmethe Army. Just at a time when I thought ththese conversations were getting to the stwhere we could actually negotiate somethithe entire command structure was changedis the Army—and we had to start over again

In the fall and winter of this year, I haconversations with the new regional commanof the Liberty Brigade who is located at Fort DCol. Lonnie Dale Vona. At one point in thoconversations, it appeared that Col. Vona Lt. Col. Majer were going to propose a consoragreement for the Army centered at DrexHowever, the Army is a hierarchical organiztion, and the proposal had to go to the next leand when it did the new regional commansaid that he did not want to close the Peprogram. This was a program that he regardea good program and a healthy program, andwanted to keep the program open at Penn. Tnegotiations came to a close at least at that le

In the meantime, I had been dealing with DOD directly in the Office of the Secretary Defense. That is not just within the services also pushing the discussion to the administraof the military. I wrote letters and spoke wiEdwin Dorn, who is Undersecretary of Defenfor Personnel and Readiness. David Morse, wI think all of you know, spoke with Bill Carrwho is in the Office of Accession Policy in thDOD. Those discussions and letters went where. I was able to spend time on the phtalking to these people trying to explain to thwhat the issues were from our point of viewhat it is that we wanted to accomplish in tend. Although they were willing to listen to and think about it, ultimately they came baand said “No go.”

The latest thing that has happened has bthe passage of the Pombo Amendment in Feary which basically says that an institution thtakes unilateral action and creates an anti-ROpolicy will lose its DOD funding in contractsWe studied that very carefully, talked to sevepeople in the Pentagon about how it was goinbe interpreted and applied, and we becametally convinced that it simply did not apply to uWe are not acting unilaterally. We have beeengaged in a negotiation. The amendmentnothing to do with a mutual agreement; it has

do with unilateral action, and we were not en-gaged in that. The passage of the amendment ishowever, a further sign of the government’sintractability on the issue.

Ultimately, neither the Army nor the Navyhas wanted to give up Penn as a “host” institu-tion for their programs. The Navy directlythrough the Secretary of the Navy and the Armythrough its regional commander made it quiteclear that they are not interested in pursuingthese negotiations any further.

There are a number of things that I think wecan conclude from this. The first is that we arenow at a point at which there is nothing to begained by pursuing these negotiations further.We have talked to everyone all the way up to thetop, and we have now gotten definitive answers.

In the meantime, we have continued to bevery active as we were—as the administrationwas back in 1991 and 1992 and, I presume,1993—in pursuing the matter of changing thepolicy itself through legal avenues. After dis-cussion with the president, I have joined with theprovost at Dartmouth to send a letter to the ACEurging them to file an amicus brief in one ormore of the many cases that are now goingthrough the courts dealing with the “don’t ask,don’t tell” policy. We are urging the ACE to takea position against the policy as inconsistent withthe nondiscrimination policies on most cam-puses in this country, certainly most members ofACE. We will pursue all other avenues thatappear to us to accomplish the same thing. Penis committed to doing what it can to change thepolicy. It is unjustified and unjustifiable.

In addition, we are very concerned about thefate of the individual students who find them-selves in the situation in which being membersof ROTC and declaring that they are gay orlesbian, find themselves ousted or removed fromthe program. Many of those students have schol-arships from ROTC, and we have undertaken toguarantee that such students will be able tocontinue at Penn. The actions of ROTC withrespect to its members for that reason and othereasons should not affect the ability of studentsin the program to continue in our program, andwe intend to make certain that is the case.

The only other issue that I might mention isthe matter of academic credit. There are a veryfew ROTC courses that receive credit in Wharton,Engineering, and Nursing. It is a faculty deci-sion to grant or not to grant credit, and I have notmyself been engaged in any discussion abouwhether that is appropriate or inappropriate inthese cases. That is the end of my report.

some comment on the ROTC report.I’d like to begin by thanking the Provost fo

I also have to say I’m not a bit surprised at toutcome, for two reasons.

One, I think it’s abundantly clear that thDepartment of Defense is not inclined to giany ground on this issue. If anything, the layear or two has shown that the post- “Don’t adon’t tell” performance of the Pentagon and tDepartment of Defense has been, if anythiworse than before. It’s as if they were provokby the whole issue. There are many accouincluding several published in the Army Times,of the degree to which their punitiveness has slackened at all after the policy—it’s anothway of showing the White House who’s thboss.

But, even more important, I think the negtiations took place in a framework that gave tmilitary no reason to give in. If the ground ruof the negotiation is, “If it doesn’t work outwe’ll leave the status quo,” then what woumove the Department of Defense to give aground? If they know you’re negotiating undan understanding which says if they don’t givethen we’ll leave things the way they are, thatof course fine with them; they never had aproblem with the way things were. I don’t sewhat would have motivated them other thsome sense that things would be worse if thdidn’t accommodate. I think that’s connectewith their saying they like this thing at Penwhy would they want to change it.

We’re left where I expected. I think threcent amendment was the only last componto that piece, and I don’t think it was directenecessarily at Penn. It was directed at univeties around the country where this issue hcome up. I know there’s been a recent develment at MIT, at least by the faculty. I would bvery surprised if MIT felt like endangering itDepartment of Defense funding; I’ll wait ansee, but in much suspense.

I’m somewhat disappointed—“somewhamight be an understatement—by the conclusof a process that began, as you said, in 19Repeatedly, bodies of the University reportthat the ROTC was in violation of Universitpolicy. [In addition to those chronicled by thProvost, Dr. Gross mentioned the Senate Comittee on Conduct.—Ed.] The last of these boies was the one that rejected one of the recomendations of the second committee, appoinby the interim administration, in an effort not deal with the previous record of recommendtions. So, in a sense, there has been a consiset of responses of advisory bodies and commsions, and the one that gives the “out” [the staquo option] is the one where the process stoOnce that out was there, the outcome was fogone or foreclosed.

One is the question of harassment of studentin ROTC; this is not a small issue, it is anongoing issue—it is one that has not stopped anthe atmosphere as the University accepts thstatus quo is that this is seen as victory by ROTCIt is very important that the administration makeclear by whatever means available that it willactively respond to harassment to students iany way that is possible; because that has aready been going on and will only get worse.

I would also suggest some thought be givento the question—and this is the question beingraised at MIT—of what there is exactly thatprevents openly lesbian or gay students fromparticipating in ROTC; my understanding is thatROTC students are not commissioned memberof the United States military at the time they arestudents—or are they?

Provost Chodorow: I actually looked intothis, but why don’t you finish.

Dr. Gross: If it is the case that they arestudents, and not commissioned members of thmilitary at that time, then the military’s policy ofexclusion doesn’t apply to them. The “Don’task, don’t tell” policy strictly interpreted meansthat while they’re members of the military theymay not be asked nor may they tell anyone whatheir sexual orientation is. There is nothing in itthat precludes their being members of ROTCwhile students at Penn, where being asked otelling are permissible under University policy.So, it’s not entirely clear to me what there is toprevent them from that.

And third, there is the question of credit. Irecognize this is a faculty issue, but it seems tome that the administration is fully capable ofraising and discussing the issue with appropriatfaculties. In my experience, when the adminis-tration raises a question with faculties it is atleast considered very seriously—perhaps morseriously than if it is raised by a member of thefaculty...

[Dr. Gross cites the faculties’ willingness toconsider ROTC credit issues during the VietnamWar. Dr. Chodorow indicates he is willing totalk to the deans about approaching faculties.

[The Provost also notes that all but two ROTCcourses are open to enrollment by anyone, buonly those who are admitted to the cadet corpcan take those two: one called a leadership laboratory and another a field exercise; he adds thacadets also receive stipends.

[Dr. Gross asks whether this does not makethe students “civilian employees,” not subject tothe “Don’t ask, don’t tell” rule.

[The debate on that point is inconclusive, anddiscussion ends with the Provost’s saying:

“The real core issue, as I said earlier, is thepolicy itself, and I think Penn needs to do— andis in fact committed to doing—what it can tochange that policy. It is an unjustified, unjustifi-able policy and I think most of us agree abouthat.”]

On the basis of response to that publication and to a review by theProvost’s Council on Research, the mandated guidelines in that report were modified as appropriate. The modified mandated guidelineshave been approved by the Provost, the Faculty Senate Executive Committee, and the University Council Committee on Research, andare presented Of Record in the following policy which is now in effect.

This policy represents the University’s first comprehensive policy for postdoctoral associates. Efforts in drafting a section on griev-ance procedures will begin this year and will be published For Comment as a revision to the policy.

Letter of AppointmentWhen a faculty member makes a firm offer of appointment t

postdoctoral fellow, a letter should be written to the candidate priocommencement of duties. This letter should set forth at least the terms of appointment including the period of appointment (datesappointment), the stipend level, all included benefits and a statementhe fellow’s appointment is subject to all University policies, and accompanied by a copy of the Patent Policy and the corresponParticipation Agreement. If the appointment is renewed or extendedaction should be documented by a letter, which includes the foreginformation. The candidate should be required to return a countersicopy of each letter of appointment or renewal indicating acceptance oterms set forth, as well as a signed Patent Policy Participation AgreemThe letters (countersigned copies) and signed agreement should be in a permanent file kept in the office of the appropriate Department. (Ifaculty member is not affiliated with a specific department, the file makept in the office of the Institute or Center with which the faculty memis associated.) The letters of appointment and renewal should indwhether the mentor has funding in hand to fulfill the terms of appointment; if not, the letter should indicate the duration of assfunding. When the appointment is to be coterminous with external fuing, research grant, contract, training grant, etc., that fact shoulincluded in the letter of appointment, including the end date of the funeven when renewal is expected. A notice of termination should be gin writing at least three months prior to the end of appointment.Obligations of Postdoctoral Fellows

Postdoctoral fellows have certain obligations to their mentor, laboratory in which they are working, the Department with which theyassociated, the grantor whose funds support them, and the UniveThese obligations include but are not limited to: (i) the conscientdischarge of their research responsibilities; (ii) conformity with ethstandards in research; (iii) compliance with good laboratory pracincluding the maintenance of adequate research records, and due obtion of University standards regarding use of isotopes, chemicals, intious agents, animals, and the like; (iv) observation of appropriate gulines regarding human subjects if applicable; (v) open and timely dission with their mentor regarding possession or distribution of materreagents, or records belonging to their laboratory, and any propdisclosure of findings or techniques privately or in publications; (collegial conduct towards coworkers and members of the research g(vii) compliance with all applicable University policies. All data anresearch records generated in University laboratories remain the proof the University.Proof of Doctoral Degree

Eligibility for appointment as a postdoctoral fellow requires an vanced degree, PhD, MD, or equivalent. It is the intent of the Univeof Pennsylvania that international fellows have advanced degrees ware equivalent to those provided in domestic institutions in order to qufor appointment as postdoctoral fellows. It is the responsibility of fellow to provide transcripts which certify that she/he has received hedegree, and it is the responsibility of the mentor to be sure thatdocumentation is satisfactory and that it is included in the trainee’sattached to the letter of appointment. If the trainee has completedrequirements for the PhD but has not yet received her/his degree, thehe should supply documents certifying that the thesis has been appand indicating the date when the degree is expected to be conferrespecial exception applies only to trainees receiving their degrees frdomestic institutions.

A standard compendium of information should be given to eapostdoctoral fellow upon arrival at the University. This compendiushould include a registration form to be completed by the postdoctfellow, a copy of these guidelines, the Faculty Handbook, the PaPolicy, the telephone directory, parking policies, a clear statement abenefits, the current City, Commonwealth, and Federal taxation policsources of information within the University, explanation of the mediatservices available. Preferably, periodic orientation sessions shoulprovided for all new postdoctoral fellows. The departments should arrange-mail accounts for their postdoctoral fellows and for orientation necessause the e-mail account.Mediation Services

It is recognized that from time to time disagreements may abetween postdoctoral fellow and mentor. Postdoctoral fellows shoulclearly informed about the options which they can exercise under scircumstances. Last fall the John Simon Guggenheim Foundation set out to gather together all of Fellows from the DelawareValley, for a reception hosted by President Judith Rodin in Eisenlohr Hall. PLN’s Holistic Approach to Literacy

Morton Botel’s idea was simple, yetlogical. It wasn’t enough to teach a studento read, write or speak properly. The threeskills had to be combined. Botel concludethat if students read about something, thewrote about it, then talked about it, theywould retain andapply what theylearned better.

Botel, a pro-fessor at Penn’sGraduate Schoolof Education(GSE), was sureof his holistictheory, but heneeded a suit-able approachfor implement-ing it. He knewof many at-tempts to im-prove studentlearning that hadfailed afterpromising starts,and he didn’twant his ap-proach to sufferthe same fate.

“What canwe do to makeit live?” Botelasked rhetori-cally. “Lots ofpeople construct frameworks [for curricu-la], then they die in college classrooms. Iwas determined to be more active, makinit happen.”

Botel achieved his objective in 1982when he founded the Penn Literacy Net-work (PLN). Originally its director, Botel isnow senior advisor. His daughter, BonnieBotel-Sheppard, replaced him as director.

Botel’s proud that the core of the PLN—energizing teachers and improvingschools—applies to strategic goals four anfive in President Judith Rodin’s “Agenda foExcellence.” Those goals encourage Penn“support strategic investment in programscontinuing education in the arts and scienes and in the professions when they areconsistent with Penn’s academic missionand capacities and needs of society” and “strengthen the links between [Penn’s]

academic programs and the public servperformed by its faculty, students, admitrators and staff.”

Botel and colleagues at GSE train in-structors through conferences, newsletterand summer workshops. These instructorare typically outstanding teachers and supvisors in the schools that initiated the locaPLN seminars.

After teachers from individual schoolsare trained in the holistic approach, theyshare their experience with fellow teacheThe results have been impressive.

“Within three years, the entire staffconverted, voluntarily, from a basic ap-proach to teaching reading to a holisticapproach,” said Gaeton Zorzi, principal othe William Cramp Elementary School inPhiladelphia. “I believe our involvement inPLN was the single most-important pro-grammatic factor in turning our schoolaround. I participated personally in threeyears of the seminars and found them verewarding. PLN is a powerful vehicle fortransformational change in schools.”

Prior to adopting the PLN program, William Cramp ranked 170 out of 175 schoolsin standardized tests on reading and mathThe school rose to 70th place within threeyears, then 34th place within five years. Thpercentage of students in grades twothrough four who are reading on or abovetheir grade levels rose from 24 percent in1988 to 48 percent in 1993.

The Delcroft School and Harris School the Southeast Delco School District in Delware County are hoping for similar succeses. The schools began using the approachthree years ago. Later this spring, PLN wimeasure students’ achievements based onew holistic assessment system developeby Botel.

“The superintendent of schools invitedme to come in and do an assessment approach and demonstrate the potential ofour program,” Botel said. “I agreed to do if I could do it on a bigger scale, totallyconnect it to teaching, learning and assesment. Many of the district’s teachers tookthe training. The actual data [on studentachievement] is very promising.”

Is the theater a good place to learnabout physics?

It has been this year for students inMartha Hodges-Gritter’s fifth-gradeclass at Wilson Elementary School.Through the Annenberg Center’s eduction department, physics professor Larry Gladney has used stage performancas a springboard for exploring basicprinciples of physics with the fifth-graders.

On April 11, the Wilson studentsattended a production of “The Number14,” a comedy about passengers on across-town bus. The actors in the playlurch, bump, and even somersault theiway across town in response to the bumotion. Afterwards, Gladney demon-strated the phys-ics behind themotion with aseries of experi-ments involvingthe students.

One of theconcepts coveredwas that of the“center of gravi-ty” of an ob-ject—the reasonpassengers stand-ing on a busoften lose theirbalance. Using

Renaud also noted that wine, particular-ly red wine, provides more benefits thanother alcoholic beverages. According toRenaud, a recent study has shown thatwine offers 30 percent to 40 percent moreprotection against CHD than beer or spir-its. This may come as bad news to Ameri-cans, who prefer beer. In Mediterraneancountries, wine is regularly served withmeals, and in France, the moderate con-sumption of wine is the highest in theworld on a population basis.

Undergrad Researcher Cares About CARE

involved in research. He never even had ainterest in it.

Funny how things turn out.“I’ve learned that research is an exciting

thing,” Friese said. “I really got the researcbug being here, being with these investigators, learning the things thatthey’ve been doing, andlearning how their researchhas huge implications forpractice.”

“Here” is the Center forHealth Services and PolicyResearch, a Penn organiza-tion that designs and imple-ments evaluations for clinicalpractices within the nursingschool. Friese, now a junior,joined the center his fresh-man year. Not because hewanted to try his hand atresearch. Because he wantedto work closely with thecenter’s director, nursing andsociology professor LindaAiken.

Friese became familiarwith Aiken’s work during hisfirst semester. Like all first-year nursing students, he wasrequired to take an introduc-tory course in nursing. Thesyllabus for this mandatoryclass included “ChartingNursing’s Future: Agenda forthe 1990s,” a book that Aikenco-edited.

Impressed by Aiken’s prominence in thenursing field, Friese was determined towork with her. He didn’t have to wait longfor his chance. While riding an elevator inthe Nursing Education Building, Friesenoticed an ad for the Center for HealthServices and Policy Research. Aiken needwork-study students.

It was a golden opportunity that Friesehad no intention of missing. Unfortunately,when he applied at the center, he receivedsome bad news. Other nursing students halso seen the ad—earlier. All of the work-study positions were filled.

Friese was undaunted. If the centercouldn’t hire him as a paid employee, thenhe would work for free. He volunteered his

services, gratis. Aiken accepted.At first, Friese spent his time at the cent

photocopying and filing—duties he per-formed diligently. However, Aiken quicklyrecognized the freshman’s potential. Realiing that Friese possessed strong intellectuand organizational skills, Aiken appointedhim to the position of research assistant.

As Friese sharpened his investigativeskills, Aiken told Lois Evans, associateprofessor and director of academic nursingpractices, about her researching prodigy. Athe time, Evans was establishing the Collaorative Assessment and Rehabilitation ofElders (CARE) Program, a multidisci-plinary project between the School of Nursing, the School of Medicine and somedepartments at HUP.

“Our program is aimed at a group of oldpeople who tend to fall through the cracksEvans explained. “They’re not sick enoughto get into a nursing home immediately, buthey start falling, or they have the flu, andthey get depressed and stop eating, and ththey get weaker.

“Once they getstarted, unless some-thing arrests that pro-cess, they are on thecourse for multiple hospital stays,and eventually a nursing home and death. Ifyou intervene early enough and stronglyenough, you can produce some sort of pla-teau and actually improve functions.”

Evans had confidence in CARE, believ-ing that the program could benefit a neglect-ed portion of the elderly population. Whatshe didn’t have was proof.

Aiken and Evans assembled a researchteam to evaluate the fledgling CARE Pro-gram. As a bright research assistant, Friesewas one of their first choices. “He showedgreat promise as a researcher and as a clinician, so we thought he would be an excel-lent person to take a leadership role in thisparticular project,” Aiken said.

They also believed that an undergraduatecould make a valuable contribution to theproject. And vice versa. “Our graduateprogram is only one year long in the nursingschool,” Evans explained. “So the master’sstudent may get involved in something, butit’s not very long-lived. And this was clearlysomething that would be a greater experi-ence for someone if they had a longer peri-od of time to be involved in it.”

Friese said that evaluating CARE hasbeen a unique experience. That’s becauseCARE, itself, is a unique program. Its clini-cians specialize in nursing, medicine, reha-bilitation, mental health and social services.Under the supervision of a nurse practitio-ner, they develop individual treatment plansfor each patient.

“A lot of these patients may be trying torecover from a stroke or a hip fracture, ormay just have been evaluated by a physiciawho seems to think that they are beingdeconditioned or increasing in frailty,”Friese said. “So they are referred to theprogram for a tune-up, to keep them at anoptimal level of function.”

Since CARE is so unique, the researchteam had difficulty finding a group compa-rable to the program. “Even though we arelisted as a CORF [Comprehensive Outpa-tient Rehabilitation Facility] under Medi-care,” Evans said, “I haven’t found any otherCORFs in the country that are only servingthe very frail elderly, and none of them are

managed by, and use the services of, advanced practice nurses in the way we do

With no matching group readily avail-able, the researchers turned to Medicaredata sets. Friese and the rest of the reseteam are now compiling a list of patientswho share certain criteria with CARE pa-tients—such as age, type of medical problems, number of hospital visits, and so on

“We want to look at this sample groupfrom the Medicare data segment, compathem to our group in terms of functions aoutcomes, and see if our patients are doibetter than this supposed control group,”Friese offered. “We are trying to identifythis other population right now and deter-mine if these kinds of data sets are usefupolicy analyses.”

Over the last two years, 278 patients hundergone therapy at the CARE facility aRalston House. Friese has helped keep tof them all. Through a telephone call andfew questions, he can determine how wethe program worked for each patient. So the patients have demonstrated definiteprogress.

that they are, in fact, improving in theirfunctional ability, meaning physical func-tion and activities of daily living,” Evanssaid. “We also know that many of them areimproving in their mood, because many ofthem are quite depressed when they firstcome in here.”

Thus far, Friese has put together twosmall pilot studies. The data he’s now col-lecting will be part of preliminary researchthat should be concluded next year. Ulti-mately, he and the other researchers hopeprove that the CARE Program is a cost-effective solution to nursing homes andhospitalization. If they succeed, the resultscould revolutionize the health-care system

“We are trying to demonstrate that inter-disciplinary programs, specifically with anursing focus, can do a great deal for thespatients,” Friese said. “And that has policyimplications when we are trying to decidewhere we go with our medical care. What’better—to have [elderly patients] in anoutpatient setting where they can go homeand live with their families or loved ones, oinstitutionalization or recurrent hospitaliza-tion? What’s a better quality of life for thespeople? These types of questions need em

pirical documentation for the research com-munity, the health managers, the peopledesigning new ways of servicing, the poli-cy-makers.”

Evans noted that Friese is only one of themany undergraduates who perform researchat the nursing school. And Friese noted thathe is only one of the many undergraduateswho perform research at Penn. He said thatmany of his friends are involved in research.And he believes that the 21st Century Un-dergraduate Project will allow even moreundergraduates to take advantage of re-search opportunities. He would encouragethem to do so.

“For me, the research component herehas been the most-amazing part of being atPenn,” Friese said. “Research has been agreat way for me to enhance what I’m learn-ing in the classroom and in the hospital. Iplan to remain active in it, and probablyplan a career in it.”

Aiken is happy to hear that. She will beeven happier if Friese plans his career atPenn.

“I keep telling Chris he needs to stay hereand go to graduate school,” she said with asmile.

The Greater PhiladelphiaHigh School Convocationwas held on April 23 at theZellerbach Theater at theAnnenberg Center as part ofNational Volunteer Week.The convocation was theculmination of a year-longeffort by Ted Hershberg,director of Penn’s Center forGreater Philadelphia. Lastfall, he challenged city andsuburban students to worktogether to improve the re-gion’s quality of life.

“We wanted to promote regional coopetion and build personal bridges of trust anfriendship across the barriers of race, clasand politics that characterize the metropotan area,” he said.

The students launched 13 projects undthe following themes: Arts and Culture,Children and Family, Health Care, Housin

Multimedia, Parks and Recreation, andIndependent Projects. Last Tuesday, displays filled the lobby of the AnnenbergCenter, highlighting the results.

Projects included murals painted forSEPTA train stations; various park cleanups; sessions at homeless shelters; hourenovation work; educational sessions foschoolchildren; and the creation of a videabout the differences and similarities be-tween city and suburban high schools.

hope to get out of a legal education? Askthem, and they’ll tell you. A good academic grounding. An opportunity to work witha collegial group of teachers and studentA new way of thinking.

But that’s not all they want. Althoughthey may not admit it, they secretly longfor something else: a law degree, debt-fre

No chance, you say? Visions of a six-figure debt stalking the graduate like adrooling brown bear after a honeypot?

Well, come on over to Heidi Hurd’soffice, because she has some good newsfor law students: a financially free Univer-sity of Pennsylvania law degree.

Ah, yes, but there is a catch. You mustbe one of the best philosophy students inthe land and willing to spend six gruelingyears in Penn’s nascent joint Ph.D.-J.D.program in philosophy and law.

“This is a unique program,” said Hurd,the associate dean of academic affairs atthe Law School. “I’m sure it’s absolutelyunique in its financial relations. We guar-antee them six years of full financial assistance. The goal is for them to come out othe program to be well-trained academics

“When you come out of law school inAmerica, you come out with such tremendous debt you feel you have to go into abig law firm. This program was designedto be debt-free. It is designed to allowstudents to graduate with a first-class education in law and philosophy, so they canbecome first-class philosophers.”

Certainly, it is a bit flip to call the law-philosophy program merely a free ridethrough Penn’s Law School. It is, Hurdbelieves, a cutting-edge academic idea wa rigorous basis. Hurd came to Penn sevyears ago from the University of SouthernCalifornia with the idea of forming thistype of program. She herself has a J.D.degree and a doctorate in philosophy fromUSC, and a master’s degree in legal philoophy from Dalhousie University in Cana-da. She is jointly appointed in law andphilosophy. The first two students in the joint law-philosophy program—Joseph Farmer anNed Diver—are finishing up their secondyear. The first two years of the program aspent entirely in the Philosophy Depart-ment. Next year,Farmer and Diverwill becomefirst-year lawstudents. Thefollowing twoyears, they willtake courses inboth disciplines,so that bothdegrees will becompleted by theend of the fifth year. In the sixth year, thewill do their philosophy thesis work.

“We debated about designing an initialcouple of courses for the program, but inthe end we decided against that,” Hurdsaid. “We already have a number of coures that fit the program, and we wouldn’t badding anything by having more.”

Hurd said her biggest hurdle was con-vincing the Law School to treat the stu-dents in the program as academics and,thus, give them complete financial assis-tance. Now, she hopes the Law School wextend the program to other disciplines.

“We are looking for other things, maybelaw and sociology or law and history, so thpeople will be able to get advanced degrein those fields in order to become academics,” she said. “The Law School has becoman enormously successful theoretical lawschool. Its future fame lies in that directionand it has been going that way for about 1years now. To that end, it should go towarincreased multidisciplinary courses.”

Hurd noted that there are four LawSchool professors with advanced degreein philosophy, “plus a number of fellowtravelers interested in the philosophical.”

“This is the place to go for law andphilosophy,” she said. “And that is not justrue of the Law School. Penn is an aston

While the aim of thelaw-philosophy programis to produce professors, Hurdnotes that those completing the programshould remain attuned to the importantissues of the day.

“As a general matter, the kinds of sociaproblems we face are those that are immnently relative to philosophy and philoso-phers,” she said. “At a time when personaresponsibility is at issue, no one is more

attuned than amoral philoso-pher.” She addedthat the lawcomponent is abonus.

“Lawyers liketo say that law isphilosophy witha point,” Hurdcontinued. “Lawis the writing

down of political philosophy along witheconomics and sociology. You can’t be agood lawyer if you aren’t thoughtful onwhat the law is about. And nowhere else inthe academy do we teach about how tothink analytically as we do in the Philoso-phy Department.”

Hurd said that the inspiration of theprogram has several students in both discplines looking to get degrees in both lawand philosophy even without the free ver-sion of law school. And it has resulted inimpressive applicants. “Extraordinarypeople are applying for this program,” sheoffered. “We will be able to use these fel-lowships to attract the best and the bright-est from around the world.”

Hurd expects virtually all of those whogo through the program to become professors, but she said that you never know witphilosophers.

“I have a Ph.D. colleague of mine whois doing philosophy-of-mind work forBoeing,” she said. “Maybe one of thesefolks in the program will be able to put outa shingle and just philosophize.”

PHILADELPHIA, PA. — Barnes & Noble,the nation’s largest bookseller, will build its firsuniversity-based “superstore” on the campusthe University of Pennsylvania, Penn PresideJudith Rodin announced today. The 50,0square foot store—with almost twice as muspace as Penn’s current bookstore—will be cstructed at 36th and Walnut streets.

The Barnes & Noble store will become thUniversity’s official bookstore, replacing thcurrent facility at 38th and Locust Walk. It wicarry some 130,000 book titles; up to 2,0periodicals, magazines, foreign publications anewspapers; an academic technology and mumedia center; a comprehensive music depment with listening boards; a cafe; and comfoable seating areas. The store, which will openSeptember 1998, will combine the depth of academic bookstore with the broad range titles from a commercial seller. Groundbreakinwill begin in the fall.

Barnes & Noble, the nation’s oldest and larest retail bookseller, currently operates mothan 300 campus bookstores, and approxima370 superstores across the country. The Bar& Noble superstores are modeled after tcompany’s “Main Store” in New York City, theworld’s largest bookstore. Superstores are labookstores that offer at least 100,000 titles, muselections, a cafe and other amenities. This isfirst time Barnes & Noble has designed, creaand built a university superstore.

As part of the partnership with Penn, Barn& Noble College Bookstores will take ovmanagement of the University’s current boostore on July 1. The store, at 38th and LocWalk, will remain in operation until the nestore opens.

In staffing the new superstore, BarnesNoble College Bookstores has agreed to gfirst consideration to all current University boostore employees, Fry said.

Safety Alert: Caution & Common Sense at the ATMAlways try to be aware of persons near Automatic Teller Machines, especially at night. If a

person’s presence concerns you, pass up that particular location and use another machine.Try to have someone accompany you when you are going to an ATM. Try to park your car

close to the ATM. Walk briskly to and from the machine, avoiding conversation with strangers.ATM forms, such as deposit slips, should be collected at a prior visit so that they can be filled

out in advance.Money withdrawn from an ATM should be placed securely out of sight immediately after it

is taken from the machine. If you are followed by persons after you use the ATM, go to the nearestopen business or place where people are present.

If persons enter an ATM building or walk up to an ATM and stand very close to you while youare in the middle of a transaction, cancel the transaction immediately. Be sure to wait for themachine to return your card before safely putting it away and leaving the area as quickly aspossible.

Do not allow yourself to be rushed or crowded by people while you are using the machine asyou may leave your card behind in your haste to get out of the situation and, to make mattersworse, persons may observe your PIN as you enter it into the machine.

Avoid giving your PIN or ATM card or both to anyone—even if persons claim to work for thebank, state that they are law enforcement officials, or if they promise to share a large amount ofcash with you. Contact the bank that issued the ATM card immediately if you think that the cardhas been lost or stolen.

Crime Alert: Two Variations on the Flim-FlamThe Penn Police are currently investigating two separate types of fraud incidents reported in

the University City area. Both are considered cases of theft commonly known as a “Flim-Flam.”In the first incident, at 40th and Chestnut Streets, a student was approached by an actor who

stated that he was new to the United States and in need of assistance regarding lodgings. A womanentered the conversation posing as a sympathetic passer-by. Ultimately, the student was asked toplace her jewelry and cash into a handkerchief along with what was represented as $5,000 in cash.The student was asked to hold the handkerchief for the actor until he obtained secure lodgings.The handkerchief given to the student contained only a roll of paper.

In the second scenario, a female actor, described below, has approached individuals at 32ndand Market Streets during the evening hours requesting help with a dead car battery. The actorhas successfully obtained cash, supposedly to purchase a new car battery, and has prefaced herrequests by falsely stating that she is an employee of the Newman Center, 3720 Chestnut Street.

First Incident: Black male: 30 years of age, 5’10”, approximately 140 lbs., full lips, brownteeth; last seen wearing: brown and black-patterned shirt, dark baseball cap, blue and white“Fila” sneakers; walks with a distinct limp, has a South African accent; displayed“$5,000.” Black Female: 20-30 years of age, 5’5”, blonde hair; last seen wearing goldearrings.Second Incident: Black female: 30-35 years of age, 5’5”, black hair; last seen wearingpale purple sweatshirt and tan pants, nose stud with red stone; claims to be an employeeof the Newman Center.

Safety Tips:• Call the police to report the location and circumstances of persons claiming to be introuble. Refer persons to the police to obtain assistance if they claim to need help with apredicament.• Do not stop and give directions or other information to strangers.• If it sounds too good to be true, it usually is! You don’t get something for nothing.• As always, when there is a problem, use Penn’s Blue Light Emergency phones forimmediate contact with the Penn Police Department.

The term “children’s theatre” maybe a misnomer, for it encapsulata spectrum of Western and noWestern lively arts including theatre, music, dance, mime, mas

travaganzas aimed at adults. Perhaps childretheatre ought to be called “Spectacle for all ages,” since it exer

everyone’s imaginations, familiarizing us with foreign cultures, buing respect for people from all walks of life, relaxing us, relieving stress, and sending us back to the daily grind enriched and renewits very best, children’s theatre empowers and educates evenexhilarates and entertains.

In the last thirty years children’s theatre has grown up. Mercifuit has moved beyond the pie-in-the-face brand of humor that struceven as a child as such a desperate, cruel way of getting laAmerica’s entertainment industry has discovered the consumer ptial of Barney and Big Bird fans; thus, TV programs as well as animand feature films are now targeted directly to young audiences. Hever, mass marketing often panders to our worst instincts, desening children to violence and “difference” rather than opening their eand hearts, refining their emotions, enlightening them and transpothem beyond the known to new realms.

Because they are half the length of adult presentations, childshows have story lines and characterizations that are often sketcimpressionistically, yet with an incision that adds to their poignanWhen it comes to humor, the artists are schooled in New Vaudeslapstick and Three Stooges’ capers that are much funnier—anddeftly executed—than many of today’s animated cartoons.

In the non-profit theatre world, the quality of children’s entertament is uniformly high. Under all circumstances, it affirms life aattempts to promote community and harmony. Because theatrepanies must justify the funding they receive, the artists often crsongs, plays, and movement pieces that deliberately tackle isrelevant to childhood. Green Thumb Theatre from Canada has eined the difficulties of peer pressure and fear of the dark. ThéBouches Décousues has won awards for its play about child a“Bill’s New Frock” from Scotland is a light-hearted comedy abouboy who wakes up a girl and must suffer the travails of the femigender for a day. Despite the messages of such plays, theatre cnies are careful to blend educational elements into the diversionthe knowledge that the joy and wonder of live movement, melodydialogue must outweigh didacticism. Fun is still the bottom line.

Beyond Bozo the ClownToday’s clowns like Fred Garbo, Bob Berky, Weird Al Simmo

and Tom Kubinek are much more sophisticated, clever and funnyBozo. The humor is not dependent on the stupidity of red-nosedwigged klutzes falling down and getting hurt—it derives from vispuns, breathtaking physical agility, and the anachronistic use of strobjects. Anyone who has ever heard Robert Minden (a former psyogy professor from California turned children’s performer) play eerie siren song of the saw will be forever haunted by that otherwosound and will never regard a household tool in quite the same Trout Fishing in America satisfies adults who yearn for the folk muof the seventies at the same time as it delights youngsters by validtheir concerns, such as learning to share with siblings.

Consider the five gymnasts in Cirque Eloize from Montreal, CanOne young man turns bicycle riding into an art, manipulating a speed as if it were a “tauro.” Holding onto the handlebars of the cirbike, he effects a handstand. Another soloist climbs a ladder thatsecured, and makes it balance while he performs gravity-defyingin the air. Théâtre Dynamo, an acrobatic group from Quebec, givemeaning to the term “falling in love” when two young gymnasts themselves head over heel and hang upside down forever, dramamutual infatuation. This was one of the most beautiful moments I ever seen on stage.

The kind of theatre I am describing calls for a leap of imaginaon the part of both performer and audience member. Our commitof faith in the impossible makes possible the transformation oeveryday and ordinary into the unusual and extra-ordinary. Witbeing in any way pontifical or overtly educational, the performing teach us to take stock of our existence and to appreciate circumsthat we often take for granted. Troupes such as De-ba-jeh-mTheatre Company from Canada introduce us to pre-Columbian Incustoms, clothing, and myths while enchanting us with spellbindrama. Other companies like the African American Dance EnsemShikisha, or Tamakko-Za from Japan, make visible cultures history and time have rendered invisible. By watching these perfers drum, chant, and move together in ritual dance, we participaterecovery of the past, while widening and deepening our own unstanding of fellow inhabitants of the earth. When the musicianMadre Tierra inform us that the instruments they use—turtle shdonkey jaw bones, gourds—were first assembled by indigenous peof the Andes in order to duplicate the sounds of nature, we are hand reverential.

While the Philadelphia International Theatre Festival for Childoperates under the assumption that the educational values of theaembodied in the performances themselves—a given in all art—accompanying Children’s Symposium emphasizes the useful apption of the arts in academic disciplines. This year, professorphysics, electrical engineering, microbiology, biochemistry, and osubjects will join the visiting artists participating in workshops, hilighting channels through which the arts intersect with curricconcerns, and ways that our studies inform and depend on the arvice versa. If children’s theatre teaches us anything, it demonsthe interconnectedness of life and the need for playtime in everyschedule.
