J. Fritz presented the list of bachelor degrees, noting that the list included graduands from partner programs in Trinidad and at Humber College. She announced that there were a total of 367 students graduating from the Fredericton campus - 154 bachelors, 186 Masters and 27 PhDs. Two hundred twenty-five students will graduate from the University’s partner programs. The President noted the following additions to the list:

He noted that this year’s Governor General’s Gold Medal would be awarded to Jason Hall, PhD, for his thesis entitled “River of Three Peoples: An Environmental and Cultural History of the Welastekw / rivière St. Jean / St. John River, c. 1550 - 1850” on the Fredericton Campus. The Lieutenant Governor’s Silver Medal in Education would be awarded to Adrian Ireland. MOTION 5, 3 Stacey/McEvoy “That Senate approve the Prize List, as

6. Question Period 6.1 Questions from Senator Nicole O’Byrne (posted with agenda) Senator O’Byrne asked about the development of a sexual assault policy. A written response was provided indicating that a policy is under development and that once a draft is complete, it will be circulated to the University community for feedback. 6. Question Period (cont’d) 6.1 Questions from Senator Nicole O’Byrne (cont’d) explained that there is no provision that prevents faculty members from consulting with or being accompanied by legal counsel.

6.2 List of Outstanding Questions (posted with agenda) The President noted that, as requested by Senators at the November 2013 meeting, a table of outstanding questions has been created. The outstanding question is from former Senator Lowry about grade conversion tables. This question has been referred to SS&P for response. Senator A. Reid asked about the status of the Vice-President Academic (Fredericton) Search process. The President noted at the membership is being finalized and the Committee was expected to begin regular meetings over the next few weeks.

7. Strategic Discussion

7.1 ‘Why UNB’ Initiative (posted with agenda) The President introduced R. Skillen, Vice-President (Advancement). R. Skillen thanked Senate for inviting him to speak and noted that, in addition to this presentation, he would be visiting each Faculty Council to discuss the ‘Why UNB’ initiative. The ‘Why UNB’ initiative began in 2012 and included two research phases, quantitative and qualitative. Over 10, 000 people within and beyond the University community participated in surveys and focus groups to inform the University about the public perception of UNB and the types of messaging that best captured the University’s brand. He spoke to the enrolment challenge and the need to increase the size of the student body in order to assist in building the faculty complement. He noted that since 2007, enrolment at UNB has declined by some 1,300 students, a loss of over $8M in tuition revenue. Future projections predict further decline. The ‘Why UNB’ initiative is part of the University’s response to this challenge to help increase the number of applications, enrolments and students attending UNB. He spoke to the importance of faculty involvement in the process and the need to promulgate UNB’s reputation outside the Maritimes. R. Skillen spoke to the ongoing fundraising campaign, noting that 50% of the funds raised would go toward scholarships and bursaries. R. Skillen spoke to the importance of building awareness and consideration of the University. He explained the importance of a unified brand and the benefits of brand recognition among potential students and their parents. He noted that part of the ‘Why UNB’ funding was devoted to increasing marketing staff capacity so that Faculties are able to access central marketing support for updating websites, social media and producing recruiting materials. A new recruiting campaign is currently underway with imaging based on proof points highlighting the University’s strong research activities and using #OnlyHere to trend on social media. R. Skillen spoke to the benefits of investing in digital media as it was flexible and could be quickly changed to respond to the market. He explained the University’s current investment and the projected funding requirements for the next two years. He displayed an updated proforma, noting that it had been changed to include more aggressive targets for the Saint John campus since it was shown at the Board’s May 2015 meeting. R. Skillen spoke to the

partnership between marketing and recruiting, explaining that the unified effort is more cost effective and allows the University to be more effective in a very competitive market. He highlighted the branding and recruitment strategy undertaken by Dalhousie University, noting the difference in spending rates on marketing and communications and Dalhousie’s success in increasing its undergraduate enrolment and attracting of students from outside its home province.

Members discussed R. Skillen’s presentation at length. G. MacLean noted that first year enrolments in the Faculty of Arts for 2015 had increased by 33% (see clarification below). L. Henderson noted that the Faculties of Forestry and Environmental Management and Computer Science have also increased their enrolments. It was noted that the target of the initiative is undergraduate students but there likely will be spillover effects with graduate and international students. It was noted that increasing the number of students would need to align with the University’s current capacity. Some Faculties cannot accommodate additional students as they are at capacity. Members discussed incorporating information about capacity and demand for programs within academic planning reports. The President noted that income from increased enrolment would be reinvested to support the faculty complement and that different strategies are being considered to allow the University to meet the needs of these additional students in the meantime. Secretary’s Note: Senator MacLean submitted the following clarification regarding the

increased enrolment in the Faculty of Arts: Applications to Arts for 2015 increased by 5% from 2014; Accepted students in

Arts increased by 3%; New enrolled 1st year Art students increased by 9.5%; Arts 1000/1100 increased 14%.

The Arts 1000/1100 numbers are larger because they include transfer students who may not be first year university students. Our earlier calculation of a 33% increase for Arts 1000/1100 was not accurate because the 2014 and 2015 numbers from the Registrar’s Office were from different reporting periods. Our own internal statistics for Arts 1000/1100 in 2014 and 2015 shows an increase of 14%.

Members discussed the rates of conversion from application to enrolment. It was noted

that the University is employing a number of strategies at various levels to improve the conversion rate. It was also noted that the University may not wish to accept every student that applies and that some students offered admission may not choose to attend UNB. It was noted that, in Faculties like Computer Science, each faculty member committed to assisting in the conversion and recruitment processes and contacted prospective students on multiple occasions as well as visiting area high schools to give presentations. R. Skillen spoke to the importance of agreeing on desired outcomes and working together to deploy resources to meet those goals. L. Henderson noted that Faculties that were experiencing recruiting success would be consulted to share the strategies that these Faculties have been employing.

assumed the chair. J. Fritz suggested that in order to address the challenges facing the University with

regard to declining enrolment, the entire University community would need to engage in a variety of strategies with regard to recruitment, retention, conversion, scholarship funding, research support, endowments, and the like to be successful. Senator Mancke noted that it may have been helpful to engage faculty members in the marketing and recruiting plans as they were being developed. R. Skillen noted that there were plans to continue to involve the Senates in the “Why UNB” initiative and that extensive consultations had been carried out in the University community. Members discussed conversion targets and capacity in specific Faculties at length. It was noted that part of the University’s strategy was to attract better quality students to Faculties that are at or near capacity.

Members discussed the University’s financial investment. It was noted that, in

comparison to the University’s competitors, UNB was spending considerably less on marketing and communications, which may have been damaging its opportunity to recruit students and be considered by students outside New Brunswick. Members discussed the proforma at length. L. Henderson explained that it had been altered to increase targets for the Saint John campus, at the request of that campus. It was suggested that the proforma be renamed and clearly indicate that it had been revised. Members discussed metrics to assess the success of the initiative. R. Skillen noted that the Board would be monitoring the initiative closely and that the Board would consider funding it annually. It was suggested that it may be more helpful if some of the incremental costs, such as resources needed to support students, be included in the financial information.

Members discussed the recruiting success of the Faculty of Computer Science, noting

that it may be helpful to hear what methods and funds the Faculty used to increase its enrolment. Senator Davis asked about support for updating departmental websites. R. Skillen noted that the communications department has a website content renewal strategy and will be working with Faculties to update their sites beginning in January. J. Fritz noted that she and Senator Cleave were developing a Strategic Enrolment Committee to support the recruitment initiative. Senator Rendall noted that graduate student enrolments have not declined over last year and expressed excitement about growing the University’s research capacity. He noted that the School of Graduate Studies was working with the marketing department to target areas where there is existing capacity for additional graduate students. J. Fritz thanked Senators for their passion and commitment to improving the University. She thanked R. Skillen and L. Henderson for attending the meeting and sharing some of the advancement and recruiting strategies used by the University.

Report of the Academic Planning Committee 9.1 Report of 21 September 2015 (posted with agenda) 9.2 Report of 19 October 2015 (posted with agenda) D. Magee presenting the reports of the Academic Planning Committee, posted with the agenda. He noted that the Committee considered a proposal to modify programs from the Department of Culture and Language Studies and a proposal to suspend admission to the majors in the Bachelor of Computer Science degree program. Students will continue to be enrolled in the Bachelor of Computer Science, but will not select a specific major (or area of specialization). program modifications to the Major in Comparative Cultural Studies, as presented.”
