Sat. Night Plane Crash Claims Life Of Ohio Minister and Two Sons

A Hamilton, Ohio minister and his two sons were killed Saturday night when their single engine Beech Bonanza crashed in the Sand Hill section- of the county near the residence of Ted Mink.

Dead in the crash are Rev. Pearl Robinson. 41, and his sons. Terry . 19 and Richard, 16. The bodies were discovered by Dwight and Doug Mink, sons of Te Mink, about 10 a.m. Monday morning. The plane had come down beside a cliff into some t rees and was hidden from view by the air. The Civil Air Patrol had mounted a ground and air search for the missing craft and the Rockcastle County Resque Squad searched until 2 a.m. Monday morning in the Possum Kingdom section of the county a f te r residents there reported an "explosion" some time* Saturday night.

The Mink brothers began their search Sunday afternoon. Dwight Mink said that he and his family heard a plane about 10 p.m. Saturday night going over their "home and "it sounded like the engine just quit." The Mink family didn't think too much about it at that t imbe but later, upon hearing reports of t he missing aircraft, they decided to search the area. They searched for some time Sunday and resumed Monday morning when they spotted the craft about 10 a-m. Dwight said the plane was obscured from view very well in the heavily-wooded area and that he was only about 10 feet away before spotting

A spokesman for the London-Corbin Airport said the Robinson took off from the field at 9:45 p.m. and that was the last radio contact they had with the plane. When discovered, the plane was headed south, whether this was from the way the plane crashed or whether they had at tempted to get back to the airport is not known. However, Lt. Col. Robert Gray of the Civil Air Patrol at London, said the weather which bad been good for an hour before Robinson took off, was marginal when he took off and got worse immediately af terward.

Gray further said weather reports indicated a cold front and a rainstorm were moving through the area about that time. The flight from London to Hamilton. Ohio should have taken about one hor and fifteen minutes.

The>bodies were removed from the site by members of the Rockcastle County Resque Squad who were assisted by members of the Laurel County Resque Squad.

Rev. Robinson, a native of London who had been pastor of West Side Pentecostal Church in Hamilton for 12 years, had been in London for several days conducting a revival meeting at the East London Pentecostal Church officials said. The meeting ended Saturday evening.

Crime Rate in Kentucky is Down Crime in Kentucky was down 12.6

percent during the first six months of this year over the same period last year, according to the Uniform Crime Report released today by Justice Secretary John L. Smith and State Police Commissioner Ken Brandenburgh.

Violent crimes decreased 15.1 percent over the first six months of last year, while the report shows decreases in each reporting category. The largest decrease (26.9 percent) was reported in the robbery category.

The 49.278 serious crime reported during the first six months of 1977 were down from the 56,394 serious crime reported the first half of 1976.

Murders dropped 10.9 percent from 174 in the first half of 1976 to 155 in 1977. Forcible rapes went from 304 to 294, a

3.3 percent decrease. Robberies fell 26.9 percent from 1.066 to 1.218.

Reported aggravated assaults went from 2,179 last year to 2.004 this year, an eight percent decrease. Breaking and entering cases fell 9 . 6 * from 15.492 to

14.006. Total larceny-theft reports decreased 14.2 percent from 32.312 in 1976 to 27,712 in 1977. Auto thef ts were down 8.8% from 4.267 to 3.889, the report shows.

Winter brings frsoty air. lacework snowflakes, festive holidays-and hard-ships. For the poor and the elderly, the joys of winter can be buried under an avalanche of problems. Sometimes, survival itself is at stake.

The Kentucky Department for Human Resources (DHR) is working to ease the winter burdens of some of the state 's low-income citizens. The department 's Bureau for Social Services recently obtained more than S3 million for projects to make their homes easier, safer and cheaper to heat.

Most of the work is being done through the state 's 21 community action agencies (CAAs) which are regional, non-profit service organizations. The CAAs with a federal grant , are hiring unemployed or under-employed people to do the -"weatherizition," which includes home repairs and improve-ments designed to minimize heat loss.

Crews will be installing insulation and weatherstripping. caulking, replac-ing broken windows and sealing loose-fitting windows v>d doors with plastic, repairing rook leaks and, when necessary, repairing and adjusting heating systems. At this time.

Persons eligible for this service include individuals and families whose incomes fall within guidelines set by the federal government. A family of two whose income does not comfe from farming must make less than $4,912 annually. The income of a four-member "non-farm" family must not exceed $7,312. The limit for a family of six is $9,712. Maximums for farm families s re slightly lower.

A person or family who rents and pays utilities is eligible to apply for weatherization assistance if the landlord agrees to the improvements and agrees not to raise the rental fees or eject the tenant for a specified period after the improvements are made. There are similar requirements for landlords who pay the heating bills.

Mt. Vernon's City Council went into executive session Monday night to discuss applications from prospective police officers.

A committee appointed by Mayor Roland , MuRiits recommended in open session that a person be hired part time to replace Officer John Grider who resigned last week. In executive session for about one hour the council discussed those who had applied.

Only four men had completed applications for the position. A special meeting will be held Thursday night at 7:3010 further review applications which must be submitted by 5 p.m? Thursday.

Mt. Vernon received updated reports on three state and federal programs it applied for. The Department of Housing and Urban Development (HUD) has awarded the city $26,000 for an elderly housing

The city's park project near Lake Linville stalled at Monday's meeting., Representatives of civic groups that the" council hopes will maintain the park were not at the meeting. The project will be discussed with the Lions Club. Jaycees. and the Recreation Council. Thursday.

The city has 45 days to break ground ot»"l he project before funding is lost.. The park will consist of 18 acres of land'with various recreational facilities.

Planning Project for

Bridge Over

Long Branch Creek State Transportation Secretary

Calvin G. Grayson has announced a planning project for a bridge over Ixing Branch Creek in Rockcastle County, north of US |50 on Cupps Chapel Hrod head Road.

Grayson said that he expects the plans to be completed by October of next year. The project is bing funded 70:30 with federal and county road aid money.

The federal cost share of the project comes out of the Off-System Federal-Aid Highway Program established two years ago to assist state and local governments in improving roads and bridges that previously had not been eligible for federal aid highway money.

Matching dollar support for the project is . being drawn from onies previously allocated to Rockcastle County under the slate 's 1977-78 County Road Aid Program by the Kentucky Department of Transportation.

The 1977-78 allocation for Rock castle County, as announced earlier this year, was $113,444.

The County Road Aid Program was established in 1936 to help local government meet the costs of maintaining their county road systems. It is administered by the Division of Rural and Municipal Aid in KYDOT's Bureau of Highways.

Under that program, nine-tenths of every cent collected in tax on each gallon of motor fuel sold in Kentucky is set aside for allocation once annually, on a fiscal year basis, to Kentucky's 120 counties.

Program Being Initiated by Health Dept. The Rockcastle County Health

Department is initiating a supplemental food program for women, infants and chiMren (WIC).

The WIC. Program is funded by the United S ta tes Department of Agricul-ture through state health agencies, the WIC Program in Kentucky operates through local health clinics that serve a Jow income population and persons considered to be at nutritional risk.

Grocers interested in participating in WIC must sign a memorandum of agreement with the local project agency.

The agreements shall insure that: 1. The current market price is charged. 2. All categories of food are stocked. 3: Only approved foods are given upon presentation of an authorized voucher and identification card. 4. The completed redeemed voucher is submit-ted for payment within thirty days from redemption. 5. The voucher is redeemed during the valid period.
