cussed and in a manner and spiritwhich1-wil- l cbmmend itself to theunprejudiced. While we cannotagree with the conclusions reached,yet we must admit many of thefacts presented. There is no doubtthat many things in the law aredemoralizing: that there is briberyand corruption and that opium iseasily smuggled, but we believethat it is equally true that with theprohibition law opium is not sofreely used by others than Chineseand particularly is this true of theHuwaiians. It is a possible thingto control and check the use'bf thedrug with others than the Chineseand this is sumcient to justify aprohibition law. More than this,vith opium prohibited the sugar

eral use and so do not suffer suchloss as otherwise might occur.

Nowthe reply is true. There is a fair degreeof prosperity, but no great prosperity asthe continual mortgage Bales prove. Iam therefore in favor of the reply as itstands. I would not say that the pledging the Government credit is unwise,but I question its wisdom. I move thatthis committee rise and recommend theadoption of the reply as it stands.
