JOB MARKET PAPER “Physician Quality and Patient Race: Evidence from Primary Care”

Racial disparities in health outcomes in the US are large, persistent and for black Americans, largely due to chronic conditions that can be managed by primary care. One commonly referenced explanation for these disparities is that minority patients tend to be treated by lower quality providers. Additionally, a growing body of evidence shows that even holding a provider fixed, patients of different races are treated differently. I utilize administrative data for the universe of primary care patients in the Veterans Health Administration to test both hypotheses. First, I show that disparities in healthcare utilization are not explained by patients of different races being treated by different primary care providers. Second, I show using a two-way fixed effect model that a given PCP’s quality is not constant across their black and white patients. I do this by developing a novel measure of PCP quality, predicted one-year survival.

Most decisions are observed in isolation without direct measurement of correlation in beliefs across state spaces or complementarity in tastes across prize spaces. We introduce a novel model with two decision problems with distinct states and prizes, which we call small worlds, without observation of bets that are contingent on the realization of both worlds. We provide a characterization of subjective expected utility, where choices are made as if there is a joint distribution over the product of the state spaces and a joint utility index over pairs of prizes from both prize spaces. Turning to the identification problem, we show that the joint utility index over pairs of prizes and the marginal belief over each small world is identified, but the uniqueness of the joint distribution is more subtle. If the utility index is separable across prize spaces, then the correlation across state spaces is unidentified; but if there is any complementarity across prizes, then the joint distribution is exactly identified. We apply our analysis to provide behavioral foundations for independence of the distribution across state spaces. Finally, we generalize the model to allow for ambiguity about correlations.

PAPERS: Corporate Taxation and Evasion Responses: Evidence from a Minimum Tax in Honduras (with Felipe Lobel and Pedro Zúniga) (Job Market Paper)

We use administrative data on the universe of corporate taxpayers in Honduras to study the impact of a minimum tax implemente d between 2014 and 2017. While minimum taxes are widely used tools in lower income countries to ensure tax payment from large corporations, evidence on taxpayers' response and implications for tax collection and firms' profits are still scarce. We doc ument substantial tax evasion when costs are deductible: when incentives to over-report costs disappear, large corporations report significantly lower costs and larger associated profit margins, uncovering past tax evasion rates of up to 17% of profits. We then use taxpayers' reaction to the existence of a revenue-dependent exemption threshold to estimate the elasticity of reported revenue, a key behavioral parameter to assess the impact of taxing output. Our estimates suggest large elasticities in the range of [0.35,1] . Importantly, these responses are attenuated when revenue is independently observed by the tax authority, highlighting that taxpayers' behavior is endogenous to the enforcement environment.

Selecting Top Bureaucrats: Admission Exams and Performance in Brazil (with Laura Schiavon and Ricardo Dahis)

In the absence of strong incentive schemes, public service delivery crucially depends on bureaucrat selection. Despite being widely adopted by governments to screen candidates, it is unclear whether civil service examinations can predict job performance. This paper investigates this question by focusing on a highly prestigious and influential set of bureaucrats in Brazil: state judges. We first explore data on judges' monthly output and cross-court movement to separately identify what share of observed performance is explained by judges and courts. We estimate that judges account for at least 23% of the observed variation in the number of cases disposed . Using a novel data set on examinations, we then show that, within cohorts of candidates taking the same exam, those with higher grades perform better than their lower-ranked peers. Our results suggest that competitive examinations can be an effective way to screen candidates, even among highly qualified contenders.
