This Unified Signage Plan for the University of Alaska Anchorage has been prepared to fulfill the requirements of the Municipality of Anchorage Title 21 Signage Code, as identified in Section 21.47.050, Paragraph H. The plan is based on the UAA Wayfinding plan, established in 2003, which includes both interior and exterior signage.

The Wayfinding Plan was developed and has been implemented to fulfill a long-standing need for better directional signage on the UAA Campus and for satel-lite facilities. This plan was prepared with the assistance of a community advisory group that consisted of University staff, a representative of the Municipal Planning Department, residential neighbors of the University and a student representative. With the assistance of this group, a com-plete wayfinding analysis was prepared for the UAA Campus.

The analysis established the criteria, upon which the program is based. A fundamen-tal tenet of the Wayfinding Plan is that it should be oriented to the first time user of the campus. This helped to establish a signage hierarchy that first orients users to gateways and landmarks and from those locations directs visitors to other campus destinations. All campus buildings are further identified by one or more types of signage to help users verify that they have arrived at their intended destination.

In addition to establishing a signage hier-archy, the wayfinding analysis suggested that any new signage on the campus should address the unique characteristics and physical qualities of our northern envi-ronment. Due to our long dark winters it is important that signage be illuminated. Im-portance was also placed on the ability to read signs in spite of deep snow and snow berms that accumulate along roadways.

Aesthetic concerns were also given a high priority. During long northern winters, the use of sculptural forms and bold colors would help enliven the campus.

A final consideration of the analysis is that UAA should take advantage of technical advances that would allow the wayfinding plan to disseminate important information to students and visitors at key locations. This is accomplished through digital reader boards, programmed from a central location. These reader boards can address such items as emergency information, changes in class location or schedule, or directing visitors to a special event venue.

While most visitors to the UAA Campus have found the new signage both benefi-cial and attractive, many important aspects of the Wayfinding Plan are in direct conflict with the Municipal Title 21 Signage Ordi-nance. As an example, Title 21 requires that all “instructional signs” are not located or designed to be legible or serve to attract

attention beyond the perimeter of the site. By contrast, the intent of a wayfinding plan is that instructional signs are clearly legible from beyond the perimeter of the site. This conflict is only one of many that exist between the Unified Exterior Signage Plan and the requirements of Title 21.

Upon approval, the UAA Exterior Signage Plan amends the provisions identified in Title 21, Section 21.47.050 for the Univer-sity of Alaska Anchorage (UAA) Campus as delineated on the aerial photograph found on page 5.

There are eighteen specific sign types included in this unified signage plan. Each of the sign types includes specific design characteristics, including materials, dimen-sions, color, illumination, and placement criteria. This plan may be amended to include additional signs by administrative approval of the Municipality of Anchorage Planning Department.

All text included within the attached sig-nage examples is for reference only. Be-cause the names of buildings may change and new buildings will be added to the University campus over time, the Unified Signage Plan is not message specific.

SIGN SIZESAll signage installed on the UAA campus shall conform to the size and material specifications identified within the Unified Exterior Signage Plan.

SIGN LOCATIONSThe Unified Exterior Sign Plan provides guidelines for sign placement on campus, as opposed to specific locations. This allows UAA flexibility for sign placement due to specific field conditions, such as underground utilities or the inclusion of a new University building. A guiding prin-cipal for the Sign Plan is that the fewest signs possible will be installed to fulfill the needs of the Wayfinding program.

PERMITTINGThe preparation and acceptance of this Unified Sign Plan does not exempt the University of Alaska from the need for obtaining sign permits for new installa-tions. The intent of this plan is to stream-line that process to a simple administrative review for signage that complies with the guidelines established herein and located on UAA property. Replacement of any sign panels due to name changes, building additions or other circumstances that does not alter sign dimensions does not require additional review. Any signs located in the public Right-of-Way must obtain a Right-of-Way Permit.

UNIFIED SIGN PLAN BOUNDARIES

The boundaries of the UAA Unified Sign Plan correspond to the University boundaries, currently zoned Public Lands Institutional (PLI). Current boundaries of the plan are shown on the aerial photograpn on the adjacent page.

In the event that additional lands contiguous to the campus are added or rezoned to PLI status, this plan will be amended to include those proper-ties within the Unified Sign Plan boundary. Prop-erty owned by UAA, but zoned other than PLI is subject to different signage requirements.

PROVIDENCE DRIVE COORDINATION

Both UAA and Providence Alaska Medical Center require wayfinding to direct visitors to the appro-priate locations of thier individual campuses. As a result, wayfinding signage for both organiza-tions is situated on Providence Drive. The map included at the back of this document show the locations of proposed signage on Providence Drive and images of what the signage looks like. For detailed information on each of these sign types, please consult the individual sign plans.

While the two signage systems have a different appearance, they are both quite contemporary in nature and not inconsistent on the same roadway. Additionally, the two types of signs provide clear differentiation between the two campuses. Gen-erally UAA signage is situated on the north side of Providence Drive and signage for Providence Alaska Medical Center is situated on the south side. Exceptions include two directional signs situated in the median of the public right-of-way.

There is one key location where coordination is required between Providence and UAA.

This location is at the entrance to Piper Drive on the south side of Providence Drive. The pro-posed location for the Providence sign near the entrance is situated on UAA Property. Providence has an agreement in place with UAA to place the sign at this location. UAA is currently planning for new development on the south side of Provi-dence Drive and will eventually require signage at the same location. Providence Alaska Medical Center has agreed that at such time that UAA develops the property on the south side of Provi-dence Drive, they will remove the sign and work with UAA to develop signage for this location that meets the needs of both facilities.

UAA prepares plan and elevation documents, identifying encroachment, with sign location dimensioned to property boundaries.

The graphic components section of the Unified Signage Plan identifies standard typography, logo styles, stan-dard colors, and symbology.

MENU OF SIGN TYPES

The Menu of Sign Types provides detailed information on sign dimensions, organization of sign messages, sign colors, and guidelines for sign placement.

The following index of sign types provides a complete listing of all of the signs included in the Uni-fied Exterior Sign Plan. The index provides a brief overview identifying the materials, general ap-pearance and whether the sign requres a variance from the provisions of Title 21. Note that not all of the signs included in the plan require variances. For informational purposes, they have all been included for the sake of demonstrating the unified nature of the plan. More detailed information, including dimensions, and placement criteria are included in the Menu of Sign Types.

This sign is identifies pay stations within campus parking areas. The sign consists of a metal pole with three narrow, equally spaced panels. It is intended to be easily visible to first-time users of the campus and it is internally illuminated.

No Variance Required.

Sign is fabricated of a painted metal panel with applied vinyl type. Sign is pedestrian oriented and placed at vari-ous locations on campus pathways.

The Campus Gateway Sign may be located at primary entrances to the campus on UAA Property. Signs shall be located on UAA property, adjacent to major access roadways. The Campus Gateway Sign may be located at primary entrances to the campus on UAA Property. Signs shall be located on UAA property, adjacent to major access roadways. Possible locations may include the intersection of Lake Otis Bragaw and Providence Boulevard, The Intersection of Northern Lights Bou-levard and Bragaw Street, and other key gateway locations that may be developed as the campus expands.
