UGC UPE- University with Potential for Excellence- Focus Area-II Media and Social Development –A Case Study of Karnataka

M.PHIL DEGREE PROGRAMME IN AREA STUDIES- KARNATAKA STUDIES 2013-2014

Preamble The Focus Area-II under the University with Potential for Excellence -UPE is required to

introduce academic course in Area Studies. The core committee has agreed to introduce MPhil

programme in Area Studies – Karnataka Studies. This course is the first of its kind in the State of

Karnataka which gives an opportunity for the study of social, economic, political, historical and

cultural and governance issues of Karnataka with emphasis on the role of media intervention in

social development. The project aims to address the current tension between media and

development. It intends to examine the role of media in development and the application of

communication as potential means of solving the problems of development. The study assumes

significance for the fact that it aims to study how media can play a role in performing the role of

a catalyst in the society where poverty and unequal political power influence the lives of the

common people.

The project has few premises. First important premise is that sensitized media would

make the State to respond to the larger problems afflicting society. Second premise is that social

development across the region is not uniform. Third premise is that the same indices cannot be

universally applied given the fact that cultural specificities about the social categories require

different indices. This is the reason why social development of dalits, minorities, and women

require different indices. Fourth premise is that there is need to create a new “Karnataka Model

of Social Development”. The proposed MPhil course will generate research studies that would

enrich the study of Development in Karnataka and create scholarship in the Area Studies. This

would go a long way in influencing policies and plans for development in Karnataka.

M.PHIL DEGREE PROGRAMME IN AREA STUDIES- KARNATAKA

STUDIES 2013-2014

REGULATIONS M.Phil Degree in Area Studies- Karnataka Studies is a Fully Self-Financial Programme M.Phil Degree Programme in Area Studies- Karnataka Studies is designed for those who would like to gain higher level of knowledge coupled with acquiring analytical and applied skills in research in Area Studies- Karnataka Studies Eligibility for Admission: Minimum Qualification for Admission to M.Phil Degree Programme in Area Studies- Karnataka Studies included one of the following Post-graduate degree or their equivalents from the University of Mysore or any other University recognized and considered as equivalent to by the University of Mysore.

M.A/M.Sc In Area Studies/Economics/Sociology/Political Science/Communication & Journalism/Social Work and Development Studies with at least 60% aggregate marks with a relaxation of 5% of marks for SC/ST, Cat-I or as per university regulations in admission to M Phil programme. Admission Process to M.Phil in Area Studies- Karnataka Studies Admission to the Programme will be through entrance test with 50% weightage for qualifying examination and 50% for entrance test. The Admission Committee shall consist of Core Committee of the UGC UPE Project.

The selection shall follow the orders received by the University from time to time in the matter of reservation of seats.

The Committee shall select the candidates and prepare a list. The Registrar of the University of Mysore shall approve the candidates Selected by the

Admission Committee. The selection committee shall consist of the following

Medium of Instruction and Examination: Medium of instruction is English and the student is expected write the examination and dissertation in English only. Intake of students: 10 Duration of the programme: The duration of the M.Phil programme is Two Semesters (1 year)

Structure of the Programme: M.Phil Programme in Area Studies is based on Course Work (Semester-1) and

Submission of Dissertation (Semester-II) Students are eligible to submit the Dissertation only after the successful completion of

Course Work Examination at the end of first semester Classes will be held in the Vignyan Bhavan, IOE-Bio-Diversity Building,

Manasagangothri, Mysore. Dissertation Work will have to be done under the Supervision of the recognized guides in

the Departments of Economics, Sociology, Political Science, Journalism, Social Work and Development Studies.

Each Faculty shall supervise the work of one student in an academic year. Topic of Dissertation shall be finalized in consultation with the supervisor.

Structure of the Course Work:

Students who intend to pursue M.Phil programme in Area Studies need to take the following courses: (Each paper will for 100 marks)

Pattern of Question Paper 2 Marks x 10 Questions = 20 Marks 5 Marks x 6 Questions = 30 Marks (To answer 6 questions out of eight questions) 10 Marks x 2 Questions = 20 Marks (To answer 2 questions out of three questions) The duration of examination shall be 2 ½ Hours for 70 marks. Dissertation

The candidate in consultation with the supervisor shall choose the Topic for Dissertation work.

Submission and Evaluation of Dissertation follow the regulations of the university. Valuation

The question papers shall be set by the examiners approved by the University. There shall be double valuation of the papers by the internal and external examiners approved by the University or valuation will be done as per the university regulations.

Fee Structure

Fee shall be fixed in consultation with the authorities of the University of Mysore and shall be notified by the same.

Classification of Successful Candidates

Minimum for a PASS in each paper shall be 40% (Exam. Proper and Internal Assessment put together) and 50% in aggregate of the courses put together.

There shall be no separate minima either for exam proper or for Internal Assessment. Note: Internal Assessment includes Test, Assignment and Seminar.

Declaration of the class

The declare I Class/Distinction/Rank the aggregate of the total marks secured by the candidate in all the semesters shall be considered. All other candidates shall be placed in Second Class as per the following table: Above 70% Distinction

Above 60% and Below 70% First Class Above 50% and Below 60% Second Class Provisions for Repeaters

Such of those students who failed/remained absent (in the I Semester/odd semester) /opt

to improve any one or more papers (theory) hence forth called as repeaters, shall appear/improve in such paper/s during the immediate successive examination(i.e. in the Second Semester/even semester). No further appearance is permitted.

A repeater (including a candidate who seeks improvement) shall not be eligible for rank.

Miscellaneous

These regulations are applicable to the candidates who will be seeking admission to the said course form the academic year 2013-2014.

Entrance Examination (if any), Declarations of Rank, Gracing, Make-up Courses etc., are as per the existing regulations of the University of Mysore.

Any other issue not envisaged above, shall be resolved by the Vice-Chancellor in consultation with the appropriate Bodies of the University, which shall be final and binding.

I Semester 1.1 Community Development

I. Community Development in Karnataka: programmes and schemes of community

Development. Urban community Development; The Existing urban development programmes in Karnataka, A critical review of urban development with reference to town planning, slum clearance and improvement, integrated Development of small and medium towns (IDSMT).

II. Problems and prospects of urban life: with reference to population density, noise, air, solid and liquid pollution. Policies and programmes for urban development with special reference to municipalities, corporations, metropolitan developmental authorities. Constitution 72rd amendment with reference to urban community development.

III. Rural development in Karnataka – Origin and background - early experiments. Approaches to rural development; Problems and prospects of rural life with reference to agriculture and allied actives like land and its use, animal husbandry housing, health and education. Rural backwardness- causes and the need for planned change. Rural poverty -causes, consequences, measurement .Five year plans and major rural development programs- Panchayat Raj Institutions Programs(MNERGP,SGSY). The role of NGO, CSR, co-operatives and rural banks, NABARD, District Rural Development Agency in rural karnataka development.

IV. Problems of the tribal Communities — land alienation, poverty, indebtedness, low literacy, poor educational facilities, unemployment, underemployment, health and nutrition. Tribal welfare Meaning, concept, characteristics, problems of tribal community, change in tribal community, tribal development and its approaches, various existing schemes and programmes for the tribal welfare, legislative and constitutional provisions for the tribal. Programme planning and development. Role of N.G.O.s and CSR in tribal development.

2.1 Dissertation A student has to take up a small research study and submit the research report. The
