The new Director of the University Learning Resource Center (ULRC) and concurrent Library and Information Science (LIS) coordinator, Dr. Febie G. Lanzuela, has been with the library for 15 years. Prior to her latest appointment as ULRC Director, she was a coordinator of the LIS program, Multi-Media and Technology Section Librarian, Community Extension Services Coordinator of the School of Education, and part-time faculty of the School of Education and School of Business.

Being passionate and dedicated in library and community work, she said that she is so excited to improve the culture in the library in order to have a smooth working relationship and to make services more visible to library users.

She also said that Mr. David A. Cabonero, the former

ULRC Director, has always believed in peer mentoring and cross

training. “He has really worked with me so that I can be familiarized

with the work and responsibility as head of office,” Dr. Lanzuela

The three-day activity provided book lovers and providers of information varied collection of printed materials, educational articles and multi-media resources. The said activity was participated by group of educators and librarians from different schools, colleges and universities in

NATIONAL COMPETENCY-BASED STANDARDS

FOR FILIPINO LIBRARIANS

Resolution No. 03, series of 2015, known as “Prescription,

Adoption and Promulgation of a National Competency-Based

Standards for Filipino Librarians (NCBSFL),” has undergone several undertaking by the Office of the Professional Regulatory Board for

Librarians, in collaboration with the Philippine Librarians’ Association,

Inc. (PLAI), as well as the CHED, prior to its date of effectivity on

October 14, 2015.

Excerpts of PRC- BFL Res. 03, s. 2015 state:

... Section 8, Art. II of RA No. 9246, the Philippine Librarianship Act of 2003, vests upon the Professional Regulatory

Board for Librarians power to promulgate and administer rules and

regulation necessary to carry out the provision of the law; and look into

the conditions affecting the practice of librarianship, and when necessary, adopt such measures as may be deemed proper for the

enhancement of high ethical, moral and professional standard of

librarianship;

... Section 8, (h) of supra law mandate the Board to prescribe

and adopt a code of ethical and a code of technical standards for librarians.

... The code of Technical Standards for Librarians shall

establish and prescribe the national competency-based standards that

shall be observed by Filipino librarians. The code is deemed to be an integral part or component of the Continuing Professional Development

(CPD) of all registered and licensed librarians;

... In view of the need to develop and formulate competency standards for the library professionals, the Board conducted

consultative workshops on July 05, 2012 and September 09, 2012

which were participated in by members of the different library

associations a well as forty (40) other librarians representing all types of libraries in the country;

... On November 20-22, 2013, during the National Congress and General Assembly of the Philippine Librarians Association, Inc.

(PLAI), the output of the July 05, 2012 and September 05, 2012

workshops entitled “National Competency-Based Standards for

Filipino Librarians” was presented and was favourably endorsed by the

three hundred sixty-seven (367) librarian participants for adoption and

promulgation by the Board”...

The PRC Board of librarians, in effect, resolves to prescribe, adopt and promulgate the NCBSFL and have it published in the

Official gazette or in any daily newspaper of national circulation,

copies of which will be furnished to the UP Law Center, PLAI,

schools/universities offering library and information science courses for

workplace. In most situations in life, the librarians’ effectiveness is

enhanced by clear communication, strong relationships, ethical behavior

and flexibility to be a leader, team player and lifelong learner. The NCBSFL includes both personal and professional competencies.

The competencies are the underpinning of all the other domains

of the NCBSFL. These qualities of librarians and library staff are

essential towards building vibrant and relevant libraries in the country.

The personal competencies specify the following domains:

Domain 1. Communication—this implies that the success of a library depends on the librarian’s ability to communicate

clearly and effectively. Communication competency leads to

fruitful relationships with library colleagues, management,

clients and stakeholders. The image of a library is boosted by effective communication;

Domain 2. Customer service—this requires a library, as a

recognized service enterprise, to accord top priority to customer

service. It is customer satisfaction that uplifts the image of a library and earns respect for the librarians. Although libraries

and business enterprises differ in goals and objectives, user

expectations and behaviors are universal;

Domain 3. Leadership—this emphasizes that it is not necessary to have a’ manager, director, chief’ in the librarian’s title or

position description in order to exercise leadership or

management;

Domain 4. Lifelong learning and Personal Growth—points that” no matter what position a librarian occupies or what

employment status or career path he or she looks forward to,

lifelong learning and continues improvement will always be part

and parcel in the enrichment of the professional life and personal growth of any librarian;

Domain 5. Ethics and values—this domain emphasizes the

Librarian’s Code of ethics as the embodiment of the principles governing the ethics and values the Filipino librarians should

adhere to as a guide for their professional practice; Domain 6. Interpersonal Competencies—these refer to skill use

in one’s social dealings and relationships, including the manner of communicating and interacting with others individually and

in groups;

Domain 7. Cultural Competencies—these give focus on the

cultural competencies that every librarian must possess to enable him/ her to engage dynamically, effectively and actively

in cultural program of the country (PRC, 2015).

Further, professional competencies refer to the knowledge and skills that librarians possess as a result of the pre-service education they

obtained in college. These are provided to them in order to perform their

tasks/ job efficiently and effectively. Professional Competencies consist

of four specific management areas namely: (1) Management of Information Resources, (2) Management of Information Services, (3)

Managing Information Tools and Techniques; and (4) Managing

Information Organizations. With each specific areas are domains.

Competencies in Managing Information Resources have the following domains: Selection and Acquisition, Cataloguing, Collection

Management, E-Resources Management, and Preservation. On the other

hand, competencies in Managing Information Services include the

following domains: Access Services. Reader’s Advisory, References/ information, Services,/ Outreach and Children’s Service. In addition,

Competencies in Managing information Tools and Technologies include

the following domains: E-mail, Core Hardware, Core Internet, Core

Operating Systems, Core Software Applications, Core Web Tools and Core Core Web Tools and Core Applications on Information Tools and

Technologies. Moreover, competencies in Managing Information

Organizations have the following domains: Strategic Planning/policy

Librarian) & Mrs. Sheryll D. Barut (SMULRC EL/IT Sections Head)

attended the 3 day Seminar-workshop on “Moving the Scale: Maintaining a Balanced Library Collection in the Digital Age”

sponsored by Philippine Normal University Library and Information

Science Association, Inc. (PNU-LISAA) participated by not less than

sixty (60) participants from Luzon, Visayas & Mindanao at Batis Ara-min Hotel & Resort, Lucban Quezon. Aside from the interesting beauty

of the venue, topics were also interesting which captured the interest of

the delegates.

The said seminar-workshop intended to provide intensive discussion on collection development, focusing on maintaining a bal-

anced collection in terms of print and non-print resources as well as

hands-on instruction on writing a collection development policy. It aims

to provide knowledge on the changing trends of library collection development , discuss the methods and processes in selecting resources,

provide techniques, strategies and current practices in collection

acquisition, discuss the procedures in data gathering and statistical

treatment for collection developers, emphasize the necessity of evaluating the collection through a carefully-designed collection

development policy and provide hands-on workshop on writing a

collection development policy to reinforce the knowledge, strategies and

techniques on selection, acquisition, evaluation and collection maintenance.

(Striking the balance: The changing landscape of collection

development), Ms. Marybel P. Caasi (Calibrating the needs: How do I select?, Ms. Melody M. Madrid (Weighing the odds: How do I Acquire),

Ms. Janice Peñaflor (Know your numbers: Statistics for collection

developers) & Ms. Joenabie E Arevalo (Measuring success: Collection

collection in the library, how to select/deselect print and non-print

materials, how statistics help the librarian in collection development and

how to maintain the collection in the library through collection development. The said seminar also aroused the interest of the delegates

on the collection development. The seminar-workshop was done

smoothly and met the objectives.#

The Physics Teacher is a peer-reviewed academic journal published by the American Association of Physics Teachers covering the history and philosophy of physics, applied physics, physics education (curriculum developments, pedagogy, instructional lab equipment, etc.), and book reviews and dedicated to the improvement of the teaching of introductory physics at all levels. The Physics Teacher published nine times a year, September through May and was established in 1963. Physics Today is the membership magazine of the American Institute of Physics that was established in 1948. It is the most influential and closely followed physics magazine in the world, with authoritative features, full news coverage and analysis, and fresh perspectives on technological advances and ground-breaking research.

Reader's Digest is an American general interest family magazine, published monthly (except for between 2010 and 2012 when the American edition was published ten times a year).

Journal of Physical Education, Recreation & Dance (JOPERD) is SHAPE America's largest, most frequently published, and most wide-ranging periodical. It is SHAPE America's cornerstone journal, providing information on a variety of health, physical education, recreation and dance issues. JOPERD have included articles on teaching strategies, fitness, legal issues, assessment, dancing, teacher

education, adapted physical education, and leisure for older adults, the use of technology, and ethics and gender equity in sports and physical education.

Ateneo Law Journal (founded in 1951) began as a journal published bi-monthly representing the collaborative efforts of Ateneo student editors and staff members guided by faculty advisers. As time went by, the contents and issues evolved with the changing needs of the student body. During the early 1990s the Journal had to adapt to the most significant change in the Ateneo Law School curriculum – the introduction of the Juris Doctor degree. With this

landmark, the Journal improved upon the school’s policy to take a proactive role in legal scholasticism by enriching the studentry’s capacity to produce texts of high academic value. As affirmation of its excellence as a legal periodical, the Journal earned the recognition of being one of the best legal publications among different law schools in the Philippines. And, solidly behind every publication stood dedicated editors and staff members, who, armed with the discipline and training nurtured by the Journal, have since become legal luminaries of our time.

Journal of Pharmacy Practice (JPP) offers practicing pharmacists in-depth, useful reviews of new drugs, new therapies, pharmacokinetics, drug administration, and adverse drug reactions. Each informative issue focuses on a vital topic in current pharmacy practice and pharmaceutical care, and includes reviews, research articles, reports of adverse drug events, hands-on pharmacy education articles, and the New York State Council of Health-system Pharmacists Section. This journal is a member of the Committee on Publication

Ethics (COPE). Geriatric Nursing is a comprehensive source for clinical information and management advice relating to the care of older adults. The journal's peer-reviewed articles report the latest developments in the management of acute and chronic disorders and provide practical advice on care of older adults across the long term continuum. Geriatric Nursing addresses current issues related to drugs, advance directives, staff development and management, legal issues, client and caregiver education, infection control, and other topics.

The journal is written specifically for nurses and nurse practitioners who work with older adults in any care setting. Geriatric Nursing is the official journal of the American Assisted Living Nurses Association, National Gerontological Nursing Association and Gerontological Advanced Practice Nurses Association and is indexed in Medline, ISI and CINAHL.

Accounting and Business Research publishes papers containing a substantial and original contribution to knowledge. Papers may cover any area of accounting, broadly defined and including corporate governance, auditing and taxation. However the focus must be accounting, rather than (corporate) finance or general management. Authors may take a theoretical or an empirical approach, using either quantitative or qualitative methods. They may aim to contribute to developing and understanding the role of

accounting in business.

Papers should be rigorous but also written in a way that makes them intelligible to a wide range of academics and, where appropriate, practitioners.

Anatolia is a truly international tourism and hospitality research journal with considerable interest worldwide. It aims to provide an international platform for innovative studies that make a significant contribution to the understanding, practice, and education of tourism and hospitality operations. It does so through the publication of high-quality, up-to-date and timely research papers. The Journal also serves as a unique forum for the publication of case studies for instructional use in local, national and global settings. Critical Care Nurse is a bimonthly peer-reviewed journal which provides critical care and acute care nurses with accurate, relevant, and useful information concerning the bedside care of critically and acutely ill patients and to keep critical and acute care nurses informed on issues that affect their practice. By reading any issue of CRITICAL CARE NURSE, critical care and acute care nurses should benefit through increased knowledge concerning critical and acute care nursing practice and be able to use this knowledge to

care for patients and their families in a more effective manner.
