The Dollarway Road was constructed in 1913-1914 by the Jefferson County Road Improvement District No. 4 under

· authority ·granted -the District by Arkansas Act 164 of 1913. The Dollarway Road had a total lensj:h of 23.6 miles and cost $158,000 to construct. It ran noitnwest from Pine Bluff and ended at -the- Pulaski County Line.

· _It ·-became known as "The . Dollar Way" because the con­struction costs approximated one dollar per square yard or

· per .. ·lineal:-·foot of the-nine-foot wide -pavement.

:_·.' .... --·The · desi~· _. f-~r.::.the· Dollarway Road called for nine · feet ·--of- s.:..inch ~ concrete.; - The concrete consisted of 1-2~-5 ·mixture. The edges of the concrete were constructed on a 450 ·slope·;::~giving · a top width of 8~ f~et and bottom width of 9~ feet. ·A very thin bituminous seal coat was applied to the coricrete surface. The only pieces of machinery used on this job · were two stationary concrete mixers, each of one-

. half yard. .capacity. . During construction, 18 inches of gravel and .. three feet of graded dirt were added on each side·, making a total roadbed 18 feet wide.

Although two-thirds -of the old road is now covered by . U • . s _. Highway 65, patches of the road still exist all along

. :the origfiial route~ · ··Crumbling concrete meanders through tall "'pine trees ·g·iving the appearance of a sidewalk in the woods.

rJ:.'he ·10iicjest - a~<l most acces·sib1e section of the road lies in the .Dollarway Road Park, approximately 250 feet west of U. S. Highway 65. Within the nine acre park is a 300 foot stretch of the original roadbed. A small portion of the con­crete extends beyond the fenced boundaries of the park and dis'appears ' into the heavily timbered woods. '

When this road was dedicated in 1914, there were only 5,643 motor vehic~es, mostly automobiles, licensed in Arkansas.. Fifty years later, motor vehicle registrations had increased. 14,432% to 876,000, while Arkansas' population had increased only . . 16%~. The sporting motorists of 1914 found the unique uninterrupted length of smooth pavement highly attractive. In. those-years prior to· World. War I, many motorists ·drove long. -distances over primitive dirt and. gravel roads or shipped their · automobiles on flatcars to Pine·. Bluff for. the thrill. of spending a day or two traveling back and forth over·7" ~4 miles of bump~free, rut-free, pothole-free:­rrsuperroad~t'. ~ at speeds ·up to · 45 miles. per hour. Outraged farmers along the route. :in :the first months of its us~ com­plained about the possible harmful .effects upon their livestock · of the roaring, rocket-like' .movements of· the automobiles - .

The Dollar Way was replaced, after 18 years of service, by the construction of u .. · s. No. 65 between Little Rock and Pine Bluff,. whiGh--utilized over 65% of the old Dollar Way, primarily by eliminating the faults in the horizontal alignment.. Most of it still serves, beneath a later and wider surface, in the facility which carries u. s .. Route No. 65 across Jefferson County today. .

======================================================================== We are requesting that the Dollarway Road Nomination be amended to include a 1.6 mile-long section of the original Road now named Reynolds Road. Currently, this is the best example of the Dollarway Road open for public use, featuring two original concrete bridges. This section may have been unknown when the first nomination was processed in 1974. The Reynolds Road section was surveyed in 1987, but not formally amended. Also, the section of Road originally nominated is no longer maintained and the park that surrounded it has been demolished.

Section 7, Description: The original concrete roadbed that was the Dollarway Road can still be seen peeking through the potholes of a dirt-covered local route named Reynolds Road. Located south of Redfield off Highway 365, this section stretches 1.6 miles, over two original concrete bridges, before rejoining Highway 365 further to the south.

The original design for the Dollarway Road called for nine feet of five-inch concrete consisting of a 1-2 1/2-5 mixture. The edges of the concrete were constructed on a forty-five degree slope, giving a top width of 8 1/2 feet and bottom width of 9 1/2 feet. Eig11teen inches of gravel and three feet of graded dirt were added on each side constructing a total roadbed eighteen feet wide, allowing vehicles to pass when they met.

The coming of the car to this rural state only helped to illustrate the poor quality of the roads. The first roads built to accommodate auto traffic were themselves experiments in road construction.

Dollarway Road Jefferson County, AR Name of the Property County, State

To help meet the needs of multiplying auto travelers throughout the state, road improvement districts were formed and charged with the task of creating good roads. A special tax was permitted on land along the route of the road to fund its construction. The Jefferson County Road Improvement District No. 4 constructed the Dollarway Road in 1913-1914. In its early years, the approximately 23-mile long stretch of concrete had the distinction of being the longest continuous 'length of concrete pavement in the nation.

The Dollarway Road was so named because construction costs approximated one dollar per square yard or per lineal foot of its nine-foot wide pavement. It was the first use in Arkansas of reinforced concrete for road and bridge construction. A very thin bituminous seal coat was applied to the concrete surface, marking its first use in the South. Two one-half-yard capacity stationary concrete mixers were the only pieces of machinery used during construction. Extending northwest from Pine Bluff to the Pulaski County Line, "the Dollar Way" connected with the Pulaski County section of the old Pine Bluff and Little Rock wagon road.

Farmers living along the route complained that the noisy autos disturbed their livestock. They observed that the concrete was too hard for their horses' hooves. Few were eager to pay the new property taxes that funded the road's construction.

Isaac Prather Shelby, of Little Rock contractors Shelby and Bateman, was distressed by the poor horizontal alignment of the finished road in many places. He urged the District Commissioners to permit him to correct the worst situations, such as right angle turns, even at his own expense. He was prohibited because state legislation specified that new pavement be laid only "on the road as now laid out."

Although modem U.S. Highway 65 and State Highway 365 cover most of the original Dollarway Road, sections are still visible today. A roadside park featuring a short section of the original road was located south of Redfield, Arkansas on Highway 365. Although the park closed some years ago, visitors can still see the path of road winding through the remaining trees. Jefferson County residents living near the park-site use another section of the remaining road to access their property. Further South on Highway 365 is the best remaining section of the Dollarway Road still in public use. A 1.6 mile-long stretch of the original roadbed can be seen peaking through the potholes of a dirt-covered local route. Now named Reynolds Road, this section features two original reinforced concrete bridges. This last and best example constitutes the amendment to the original nomination.

Boundary Justification:
