February has proven to be both eventful and dramatic for 14 Division. As most of you will be aware by now officers from 14 Division were involved in two separate Special Investigative Unit incidences. The first the result of a shooting in the vicinity of the Muzik Nightclub, and the second a few short days later the result of a pursuit initiated by on duty uniform officers. The first matter has already been reported on extensively by the media and is a matter of public record. In the early morning hours of Sunday, February 10th a serious altercation broke out in a nearby parking lot to the Muzik Nightclub situated on the CNE grounds. One of the parties involved produced a handgun and fired several shots striking two individuals. Nineteen-year-old Naveed Shahnawaz was struck and suffered life-threatening injuries to which he succumbed to the following Friday. The media has reported that two 14 Division officers engaged a fleeing vehicle and thereby caused serious injury to its occupants. The Special Investigations Unit has invoked its mandate and is investigating the conduct of two 14 Division officers. I believe in civilian oversight of police and I am confident that these two officers will be exonerated by the SIU at the conclusion of its investigation. The second SIU event occurred on Wednesday February 13, 2013. This matter as well has been reported on extensively by the media and is a matter of public record. The media has reported that 14 Division officers became involved in a failed traffic stop when the driver of a silver Infiniti was later involved in a motor vehicle collision at Queen Street West and Augusta Avenue which resulted in serious injuries to a number of people. These serious injuries resulted in the SIU invoking their mandate. I echo my previous comments and I am confident that the 14 Division subject officers will be exonerated by the SIU at the conclusion of its investigation. Of further interest may be the two additional arrests made in the June 18, 2012 murder of John Raposo. The 31-year-old Raposo was shot and killed while watching the European Cup Soccer match at the crowded Sicilian Sidewalk Cafe. Shortly thereafter, Dean Wiwchar of British Columbia was arrested and charged with 1st Degree Murder for the shooting death of Raposo. Additionally, 36-year-old Nicola Nero of Niagara Falls, was also recently arrested and charged with first-degree murder, and remanded into custody. A second individual, 39-year-old Martino Caputo was arrested February 16th by police in Germany and will be extradited to Canada on a TPS warrant for first-degree murder and drug charges in the Niagara region. A third party, 25-year-old Rabih Alkhalil was also recently arrested on charges of first-degree murder and conspiracy to commit murder.

At a press conference at Police Headquarters homicide Staff Inspector Greg McLane commented that “It has always been the belief of investigators that John Raposo was the victim of a targeted murder and it’s alleged that the murder plot involved an aspect of organized crime.” I would like to commend the work of Homicide Squad investigators for the successful conclusion of the investigation into the murder of Johnny Raposo. Moving forward into March the 7 Crime Indicators, assault, residential and commercial break-and-enters, robberies, theft from auto, and stolen vehicles continue to show an encouraging downward trend. Most significantly between January 13th, 2013 and February 12th, 2013 was a 60% reduction in assaults, followed by a 53% reduction in theft from autos, and 48% reduction in commercial break-and-enters. I’d like to take this opportunity to thank Sgt. Steve Burns for his hard work and dedication as our traffic sergeant and welcome Sgt. Catherine White to the position. It is the responsibility of the divisional traffic unit to problem solve with the community regarding local traffic concerns and provide general traffic duties. Sgt. White will be able to use her considerable policing experience to address reducing the number of property damage and personal injury traffic accidents within 14 Division by identifying, through intelligence led policing, those locations most in need of deployed resources. If you have a driving complaint or traffic concern please do not hesitate in contacting the 14 Division Traffic Office. The Service wide traffic campaign for February was Distracted Driving which, is driving while engaged in other activities, most commonly using a cell phone or texting. Really it’s any activity that takes your attention away from the road.14 Division officers charged a total of 22 motorists with distraction related offences during this initiative. It’s important to remember that all distractions pose a safety risk not only to you the driver, but your passengers, other motorists, and pedestrians using the roadway.

MESSAGE FROM Catherine White Traffic Sergeant 14 DIVISION

The officers from 14 Division continued to focus their efforts on our unit specific traffic priorities. Since the start of January Officers have dedicated time to the enforcement of Impaired Driving. To date, 14 Division has conducted 29 R.I.D.E. spot-checks. There have been 8 drivers arrested within 14 Division for Impaired Driving/Drive Over 80mgs.

14 Division participated in this years’ Service wide traffic safety campaign for 2013. “Don’t Drive Distracted” commenced February 11th. This one-week initiative focused on all dangerous activities associated with drivers who talk, text, type, dial or email using hand-held communication and entertainment devices. Total Service Charges: 6179 14 Division Total Charges: 413 In the continuing support of our Traffic Safety priority, the Service will be launching the March Break – March Safe Pedestrian Campaign commencing on Monday, March 11, 2013 and concluding on Sunday, March 17th, 2013.

With the March school break quickly approaching, the number of pedestrians using the roadways increases exponentially. The Service remains proactive in our continued efforts to ensure the safety of pedestrians. During this time our campaign will be focused on increased awareness and pedestrian safety as a priority for all members of the Service. In addition to enforcement and education strategies, the intent of the campaign is to encourage all pedestrians to exercise a cautious approach when travelling on the roadways.

Two men and one woman face 17 charges in a Drug investigation.

TYNDALL AVENUE & KING STREET - It is alleged that on Monday, February 4, 2013, members of the 14 Division Major Crime Unit and Community Response Unit executed a CDSA (Controlled Drugs and Substances Act) search warrant at 99 Tyndall Avenue, #503, Toronto. As a result of the search warrant a large quantity of marihuana, cocaine and crack cocaine were seized. The following parties were located in the unit and charged accordingly. All parties were transported to 14 Division and held pending show cause hearings. Charged with 2 counts of Possession for the Purpose Marihuana (under) C.D.S.A., 2 counts of Possession of Marihuana (over) C.D.S.A., 5 counts of Possession for the purpose Cocaine C.D.S.A., 5 counts of Possession of Cocaine C.D.S.A. is Malamin MARONG, 21 year-old-male, of Toronto, Alan HARTIKAINEN, 53year-old-male, of Toronto and Betty TALBOT, 55 year-old-female, of Toronto.

Elevator Safety

Using elevators:

• While waiting for an elevator, stand off to the side; this gives you the opportunity to view inside and removes your obligation to enter if you are unsure of the occupants. If in doubt concerning people in an elevator do not get on; wait for the next one.

• If someone gets on the elevator after you and you’re not comfortable with them, exit before the doors close. When in an elevator, stand near the control panel.

• If confronted, push all the floor buttons and the emergency button. DO NOT push the stop button; you may get trapped between floors.

• Trust your instincts and your gut. If someone makes you feel uncomfortable, get off or don’t get on. Just advise ‘you go ahead, I forgot something and will get another elevator’.

Fraud tip!

The main means of communication that fraudsters use to target the public are: web-sites, emails, telemarketing and regular mail.

Fraudsters take advantage of modern communication tools to avoid any "face to face" contact with victims. Fraudsters use fictitious names, addresses and

identities to avoid apprehension by law enforcement. Often fraudsters register phone numbers, websites and email accounts with fictitious information. Victims are asked to send money using money transfer services to another jurisdiction or country.

The more common schemes include:

• Secret Shoppers,

• Attorney Collection Scam,

• Lottery/Sweepstakes,

• Fraudulent Work at Home Offers,

• Internet Auction Overpayment/Reimbursement,

• Internet Auction & Shopping,

• Internet Auction Advanced Fees,

• Internet Auction Ghost sales,

• Fraud loss Recovery Scam.

Public Safety – Measuring the extent of Cyber-Fraud in Canada.

TIPS:

Consumers are reminded to be diligent and cautious when engaging in financial transactions not in person. Some of the below tips may be helpful in preventing this type of fraud:

• Never use verification information provided by the other party engaged in the financial transaction. The address provided by the other party may be false and the phone number may be registered to a fictitious name. Many scammers use toll free phone numbers to add to the appearance of legitimacy. They use mail box addresses that appear to be suites in well-known financial districts.

• Consider your recourse. What would you do if the transaction goes bad? How would you recover your money? If you have sent money outside your

jurisdiction you may not have any practical recourse to recover your money. If you have sent money outside your country there may not be any legal recourse to recover your money. Remember, once the money leaves Canada it is now outside the laws of Canada.

• Conduct independent research prior to engaging in the transaction. Have you searched the names and addresses on the internet for reports or complaints many against the company or person.

• If you are using a bank, money transfer service or e-commerce service for payment contact them directly. Never use email links provided by the other party engaged in the transaction.

Become the best witness possible by noticing details about the suspect, mannerism, age, height, weight and appearance; compare them to yourself or people you know.

Memorize tattoos, scars or prominent features. Note clothing worn but keep in mind that outer clothing can be changed. Vehicle licence number, make, model, colour and number of doors. Call police immediately! Hesitate long enough to ensure your own safety.

Protecting Your Home Your home is the most valued asset you have and it is worth protecting. Here are some tips to help you keep your home safe. When at Home…

• When in your back yard make sure you lock your front door and when outside in your front yard ensure your back door is locked.

• When inside your home it is a good idea to keep all of your doors locked. • Consider keeping your blinds/curtains/shutters closed at night to prevent people from seeing

inside. When on Vacation…

• Arrange with family members, friends or neighbours you know to have your mail picked up and consider having your newspaper subscription suspended while you are away. Have this person check both inside and outside the house every couple of days.

• Remember to have the grass cut, leaves raked or snow removed while you’re away. • Use timers on a few lamps in rooms where the light will be noticed from outside the house. • If you have a clearly designated outside parking space ask a neighbor to park their car in your

space while you are away. In Your Yard…

• Trim trees and bushes that could conceal burglars, specifically around any windows and doors. • Keep your yard maintained to give the house that lived-in appearance. • Install motion sensitive outside lights to brighten dark areas around doors or windows. • Plant spiky plants along the perimeter of your yard and under windows to deter intruders.

Home Alarms Most people have possessions worth stealing. No city, suburb, or neighbourhood is free from residential break-ins. The greatest deterrent is achieved through a combination of efforts, including strong community educational activities, participation in Neighbourhood Watch programs, installation of adequate locks and door systems, utilization of proper lighting systems, and use of quality security alarm systems. Your local Crime Prevention Officers can assist in evaluating your special needs, but only you can decide on the extent of protection you require. Home Security Quiz Is your home an easy target for thieves? Take this quiz and find out the level of security your home has. OUTSIDE HOME Are there clear views of all windows and doors?

Yes No The more private an area is, the more likely it will attract the attention of a criminal. Thieves like to work where they can’t be seen. Trim trees and shrubs that block sight to your windows and doors, especially basement windows. Are there visible interior or exterior lights that give the impression you are home, even if you’re not?

Yes No Install outside lighting to eliminate dark areas around windows and doors. Consider installing motion lights with a low intensity. DOORS Is there an easy way of seeing who is at your door without having to open it?

Yes No Consider installing a wide-angle lens peephole. Every door should have a way of clearly seeing who is there without opening it. This will allow you to keep your door locked while assessing the visitor prior to opening it.

Leave your door locked when you are at home, including your screen door. If you have a screen door, keep it locked and while opening the main door you will still maintain security for yourself. Do all of your exterior doors have a deadbolt with a part that extends into the door frame that is at least one inch long? Are the screws located on the door jamb opposite the lock at least 2.5 inches long?

Yes No Criminals with tools easily defeat conventional “key in the knob” locks. Deadbolts should be installed on all exterior doors. Door kick break-ins are becoming more common. To secure a door properly, the screws should be at least 2.5 – 3.5 inches long, and the strike plate should have a minimum of four offset holes. If you have a sliding door, do you have a security bar in the bottom track to prevent the door from opening?

Yes No The standard locking pin on most sliding doors is usually cast metal which breaks easily. A snug fitting security bar, or hockey stick, should be added to the door to prevent it from being pried. WINDOWS Do the windows of your home have a;

pin (removable nail-like object drilled through the overlapping vertical frame at a download angle); or

secondary aftermarket locking device?

Most window locks are easily broken. Criminals target sliding windows because they are easy to jimmy open. Add one or both of the security measures mentioned above. Basement windows and windows next to doors can be protected using a piece of polycarbonate – a clear, rubberized plastic. It is important that you can escape, in the event of a fire, when using barrier-type counter-measures. GARAGE DOORS Do you always close and lock your garage door?

Yes No Garages are a favourite target because they often have other valuables, such as vehicles, power tools, sporting goods, and bicycles inside. Thefts from garages are an easily preventable crime. Keep garage doors closed and locked, even when you are home. Be sure the overhead door closes completely after you drive in or out of your garage.

VALUABLES Do you store valuables in a safety deposit box or in the basement?

Yes No The best place to put valuables is in a safety deposit box. A good alternative is to hide valuables in a lock box in a general storage area concealed in your home. It’s also a good idea to make a list of your valuables, take photos of them, and list their serial numbers and descriptions. Engrave your electronics and tools and register your bike online. NEIGHBOURS Do you know your neighbours across the street and on all three sides of you?

Yes No Neighbours can look out for one another and their property. Building your community connections enhances the security and quality of your home and neighbourhood. Neighbours are also excellent people to watch over your home while you are away. WHEN AWAY Do you leave lights on timers, both inside and outside the home?

Yes No Timers can make a home looked lived in and will avoid leaving your home in darkness at night and leaving outside lights on during the day. Do you have a family member, trusted neighbour or friend to pick up your mail, newspapers and flyers?

Yes No The accumulation of mail left behind is a sure sign that nobody is home. Have you made arrangements to have your lawn cut, leaves raked or snow shoveled while away?

Yes No The general appearance of the outside of your home should not vary whether you are home or away. Do you leave a message on your answering machine that leaves the impression you are not home?

CPLC REPORTING:

Our Common Vision: “Successful! Vibrant! 14Division”

This month was definitely an experience in Common Vision! Frequently we talk about being part of a community. In fact, it is the first and the key word that defines the CPLC… COMMUNITY Police Liaison Committee. At times, however, the scope of our term “community” leaves many excluded. This is rarely intentional, but rather, a circumstance that is defined by the objective or perspective at any particular meeting or moment in time. I have been very fortunate this past month to witness not only the CPLC continuing its community development, but also to observe that sense of community extending far beyond any of our expectations. Often we speak about the need to come together and showcase what we do best. That is exactly what occurred in the past few weeks as the committee and other community partners gear up for the inaugural GALA to raise funds for our Youth Scholarship Fund. As many of you are aware, the CPLC is comprised of representatives of various community groups working in partnership with The Toronto Police Service. Another major community partner is our Boards of Education. 14 Division also partners with the Youth CPLC, and during this semester 14 Division is the workplace for 4 very deserving Youth in Policing Initiative Students. During the past month, the Administration Teams of 14’s Secondary Schools came together with us to discuss and prepare for the upcoming gala. They will be key partners with the CPLC to launch this event. Showcasing some of the extraordinary talent that exists in our divisional high schools will be a major feature of the evening. Working in the background, and as we get closer to the event, most definitely in the foreground, are our Y.I.P.I. students and YCPLC members. A sub-committee of CPLC members are the coordinators and organizers of the event. The 14 Division Youth Scholarship Fund is presently in its third year. Redesigning the donation campaign has been a high priority. What began as a thought last year, has become a main focus.

We are now in February and the YCPLC hopes that all youth are having a great start to the New Year!

With winter coming to an end, and spring quickly approaching, it is clear that we will be having more and more people out and about walking the streets. It is important for us to be careful when driving around the community and to be on the lookout for young children who may be running around! When the youth and the community work together, we are able to create a safer community for everyone.

14 Division is a fabulous community. Wouldn’t it be fantastic if our Division had the most youth involvement in the entire city? With the14 Division’s YCPLC, youth are able to voice their opinions on making this community a stronger and safer community for everyone. With everyone’s continuous support, we can achieve so much more!

The YCPLC works to ensure that everyone has an opportunity to make a difference

within their community. Are you a YOUTH committed to community safety and devoted to ensuring our communities are stronger and safer? Well, don’t we have the perfect scholarship for you! All Grade 12 youth in 14 Division that fit the requirements for this scholarship should be applying for it A.S.A.P! SCHOOL CROSSING GUARD: The Toronto Police Service invites applications for the position of School Crossing Guard to work at one of our Divisions throughout the City. You can contact 14 Division at: 14 Division – 150 Harrison Street,

Your main duty is to safely cross all school-aged children up to and including grade 6. As a courtesy, you may assist older children, adults, elderly, the disabled or any other person you feel would benefit from your assistance. We invite you to apply in person at one of the Divisions listed above. As well, for any additional information, please call the Division that is closest to your home address. The salary for this position is $11.67 per hour with 12% Traveling Allowance and 4% Vacation Pay. Note: All applicants must pass a vision test.

All applicants must provide a Certificate of Fitness from their family

physician confirming that they are physically fit to carry out the duties of a Crossing Guard.

Must not have been convicted of a criminal offence for which a pardon has

not been obtained. If a pardon was obtained, proof of pardon must be provided. If a conditional or absolute discharge has been received, proof that the RCMP has sealed the records must be provided.

A security check will be conducted.

Our officers are very involved in our neighbourhoods. Here are a few of the activities they have participated in: On February 1, members of KB platoon attended a labour dispute comprising of 13 persons at the Billy Bishop airport. The dispute ended peacefully and no arrests were made. On February 3, members of KB platoon assisted 11 Division with crowd management for the "Idle No More" protest in regards to the GE plant located at Lansdowne Avenue and Dupont Street. The protesters blocked the CP rail road at Bartlett Avenue and Dupont Street preventing trains from continuing. The Protest consisted of approximately 30 people and lasted for approximately two hours. On February 6, 14 School Watch officers attended a community meeting held by the TDSB at Central Technical School in relation to the Tyson BAILEY homicide. Various school administrators, social workers, and other community partners from both the 14 and 51 Division communities were in attendance. Proactive strategies in assisting at risk youth were discussed. On February 7, members of KA platoon attended the area of Lakeshore Boulevard West and Strachan Avenue for a demonstration. The officers assisted with crowd management for the approximately 40 protestors. The group represented People for the Ethical Treatment of Animals (PETA). The group was at this location to protest the on-going sportsman show in the CNE grounds. Participants simply stood at the entrance to the CNE holding supportive signs. On February 9, members of KA platoon attended an anti-fur demonstration held in the area of Spadina Avenue and Queen Street West by the groups ARK II and FUR Free Toronto. The officers provided crowd management for the group, consisting of approximately 90 people, marked National Anti-Fur-Day by marching to fur stores in the area.

On February 12, members of KA platoon, School Watch and PC Megahy, CSLO attended Senhor Santo Christo Catholic Elementary School for Shrove Tuesday. The

officers mingled with the children, parents and staff of the school. The Officers donated to the school's social fund and enjoyed a nice pancake breakfast with the children. Further that, members of KA platoon also attended the Muzik Night Club with Staff Sergeant Halman and Inspector Vickers and participated with other honoured guests such

as Councillor Ana Bailao in presenting skids of donated food to three different Food Banks including the Parkdale Food Bank. Officers also assisted in loading the food items

During February, P.C. Megahy, CSLO (Community School Liaison Officer), attended Queen Victoria Public School and assisted with the Running and Reading program. On February 12, P.C. Haywood of KC platoon attended a community meeting at 679 Queens Quay, Toronto. There were approximately 25 residents and housing staff were in attendance. Several community safety initiatives were discussed and residents voiced their ongoing safety concerns at this location. On February 15, members of KD platoon attended a Kurdish Community Demonstration located in front of the Turkish Consulate at 10 Lower Spadina Avenue, Toronto. There were 50 people in attendance for this world-wide event marking the 14th anniversary of the capture of Kurdish rebel leader Abdullah Ocalan. The officers assisted with crowd management. Further that, members of KB platoon attended the Korean Business Improvement Association's planning meeting for this year's Korean Festival, to be held at Christie Pitts Park. On February 16, members of KD and KB platoon attended the "Hong Luck Kung Fu Association" Chinese New Year’s parade throughout Chinatown. Officers assisted with pedestrian and vehicular traffic control throughout parade. There were approximately 200 participants. The parade stayed mostly on the sidewalks. Further that, members of KD platoon also attended the "Friends of Kensington" protest at 297 College Street, Toronto. This protest was in regards to the planned building of a LOBLAW's and Tribute condo's at this location. There were approximately 80 protestors attended. The officers assisted with crowd management as the participants did a short walk through Kensington Market. On February 18, Officers attended the outdoor skating rink at Trinity Bellwood’s Park for the Family Day skating event held by MP Olivia Chow. The Officers mingled with the participants who were very appreciative of TPS attending. Further that, members of KB platoon attended a community ice skate at Christie Pitt’s park. There were approximately 100 members of the community in attendance for the event. Members also met with Olivia Chow, MP who attended the event.

On February 19, Insp. Vickers, S/Sgt Halman, P.C. Reid, and CRU Clerk Graham attended the monthly CPLC meeting held at 14 Division, 350 Dovercourt Road, Community Room. There were approximately 18 CPLC members in attendance for the meeting. An update was provided by Superintendent Di Tommaso on Divisional matters. Crime Analyst, P.C. Laurie McCann gave an

update on the monthly statistical changes and D/Sgt Kelly provided an update on crime management. S/Sgt Halman provided a brief description of the YIPI Program (Youth In Policing Initiative) and their involvement with a 3rd year Ryerson Student of Event Planning, Ms. Ivanova, assisting with fundraising for the upcoming Scholarship Gala event. Brian Burchell, CPLC Treasurer briefly updated on the Scholarship Fundraising initiatives, goals and the Gala event. Cathy Byrd advised the members on CPLC business. Bill Vrebosch updated on the upcoming CPLC website. Community updates, issues and concerns were also discussed as a round table. On February 19, P.C. Reid attended St. Stephen’s, 160 Springhurst Avenue, and conducted a presentation to a New Comers LINC ESL class on Intro to Toronto Police Service, their rights and Personal Safety. There were approximately 25 students in attendance. On February 20, members of 14 School Watch attended Dovercourt Boys & Girls Club and met with staff regarding donated complimentary seats for the Club February 21, 2012 at Medieval Times Dinner & Tournament. The Officers provided all the details of the event and Dovercourt Staff advised that they have two families that will attend the event.

On February 21, members of Community Response Unit & 14 School Watch Officers attended Senhor Santo Cristo Elementary School and St. Luke's Elementary School as part of community policing and student interaction for intermural hockey and volleyball games. On February 27, members of School Watch attended the Harbord Village Graffiti Summit where community members and police discussed graffiti related issues in their area. On February 1, 7, 14, 25, 28 members of 14 CRU attended the Billy Bishop Airport to monitor an on-going labour dispute involving aircraft support workers. Strikers also received some assistance from CAW workers. There were from 50 to 150 strikers approximately in attendance for the various events.
