DRIVING LICENSE PENALTY POINTS SYSTEM Establish a point system in which the drivers have a determinate number of points (12), and the penalties are in both economics and point sanctions. Like the money penalties, the point penalties depend of the importance of the offence, they are between 2 and 6 points.Also there is a process to recover the lost points. It consists of courses and tests.Good drivers will get extra points.3. NEW ROAD SAFETY AND INFRINGMENT PROCEDURE

Objective: Prevent the impunity of certain offending drivers. Reduce the time of the processing, providing pedagogical penalties. The holders have obligations like: or they will be the head. Identify the driver. Keep drivers without license off.

Infringement procedure: Its possible to pay with credit card on road. If the driver doesnt pay or claim in the next 15 days, the penalty will be enforced in 30 days by ordinary procedure. Discount of 50% if the fine is paid before 20-days period or 15-days since notification day. Short procedure.

4. PENAL CODE (Organic law 15/2007 and Organic law 5/2010) Rules are almost the same than European rules.Main objective Reduce the number of victims of traffic accidents.Most important crimes against road safety: Serious exceeding of speed limit. High levels of alcohol. Drive without license. Dangerous driving.
