I. Program Purpose & Approach “Under the Same Green Roof” will facilitate concrete avenues for regular and purposeful people-to-people interactions between Jewish and Arab Israelis, using urban environmental sustainability and resiliency as the basis for building mutual trust, understanding and a common vision for shared living through the establishment of Green Roofs in Jewish and Arab communities in Israel to be used as platforms for joint learning and promoting a culture of peace among at least 1,572 direct beneficiaries including children, youth, innovators, community members, and municipal and civil society leaders and decision-makers, with an equal number of Male and Female, Jewish and Arab participants. Program activities were developed in accordance with the Social/Cultural Contact and Cooperation/Mutual Interest theories of change and are further rooted in a framework of Environmental Peacebuilding. Accordingly:

• If we: Provide structured interactions for Jewish and Arab youth to learn about shared environmental issues; Then we: Diffuse negative stereotypes and facilitate mutual trust, understanding, and tolerance among the next generation of change-makers who will shape the future of our shared society;

• If we: Provide avenues for concrete working relationships between Jewish and Arab entrepreneurs; Then we: Address some of the disparities that inhibit integration of Arab talent into the high-tech sector, build the capacities of Arab entrepreneurs to creatively address the needs of their communities, and establish the foundations for a joint regional innovation ecosystem.

Expected outcomes:

(1) Development of mutual trust, cooperation and a common vision for shared living among Israeli Jewish and Arab youth, schoolchildren, and community members through joint environmental peacebuilding activities;

(2) Promotion of Jewish-Arab cooperation in the local innovation ecosystem and facilitation of meaningful opportunities for the advancement of joint Jewish-Arab ventures in GreenTech and Circular Economy verticals.

(3) Increased awareness among key Jewish and Arab public and private sector stakeholders of the need for peace education and cross-community environmental cooperation.

II. Overall Status of Progress Towards Objectives

Over Q1 FY21, the Peres Center and implementing partners progressed successfully through the preliminary stages of the components of the program, despite facing some delays and challenges – most of which were connected to the ongoing global COVID-19 pandemic and its impact on various public and private sector operations. Despite these challenges, the program is on track to commence public-facing activities and meet objectives and targets for participation in the program’s community building, education, and innovation activity components. The following narrative report details progress against various program activities and sub-activities relevant to work undertaken during Q1 FY21, as listed in the program’s Annual Implementation Plan. Component 1: Inception and Community Building 1.1 Execution of Partnership Agreements: Complete The implementing partners – The Peres Center for Peace and Innovation, Kfar Saba Economic Development Corporation (EDC) and Kfar Qassem Economic Development Corporation (QEC) – upon execution of the Cooperative Agreement with USAID on June 27th, 2020 – began holding strategic meetings in order to initiate project implementation, beginning with the defining of roles, responsibilities, and deliverables expectations of each party. The partners had planned to execute contractual partnership agreements by September 2020, but faced delays due to limitations and restrictions imposed due to the COVID-19 pandemic, including frequent periods restricting inter-city travel and limitations on work capacity and arrivals, which prevented the parties from meeting in person to review and sign relevant contracts. This – in addition to a delay in defining contractual obligations and outputs as a result of challenges encountered securing an appropriate site for a hydroponic green roof in Kfar Qassem (further detailed in Section 1.4.1 Site Selection & Approval of this report)– resulted in the final execution of the partnership agreement at the beginning of January. 1.2 Personnel Recruitment: Complete Upon execution of the Cooperative Agreement with USAID, the Peres Center for Peace and Innovation set out to recruit the following technical positions: Project Manager (100% LOE), and USAID Compliance Officer (100% LOE). Both positions were filled in line with targets in September 2020. The Kfar Saba EDC recruited a dedicated Community Coordinator (30% LOE) who assumed their position November 2020, in line with targets. The Kfar Qassem QEC increased an existing employee’s LOE by 50% as of November 2020, filling the role of Innovation & Community Coordinator in line with program targets.

1.3 Curriculum Development: Complete Development of the program’s environmental peace education curriculum was completed by the Peres Center’s project management and peace education team in collaboration with environmental consultants from the Kfar Saba EDC. The curriculum combines the concepts of Green Roofs technology and urban environmental sustainability with the Peres Center’s core peacebuilding methodologies – including Hebrew/Arabic language instruction as relevant to environmental vocabulary, activities for facilitating teambuilding and cross-cultural dialogue, and discussions regarding about how urban environmental challenges may differentially impact diverse communities in Israel. Since the curriculum uses a “training the trainers” approach – in which Young Leaders will undergo the environmental peace education curriculum themselves before implementing activities for younger schoolchildren – the curriculum is presented in the form of a toolkit that includes ready-made lesson plans and the various pedagogical tools and relevant information on the topic. In this way, we ensure maximum guidance for Young Leaders and provide them with the knowledge, tools and self-confidence required to run successful sessions with schoolchildren. Development of the program’s environmental peace education curriculum also included the planning of adaptations for online implementation due the expected continuation of the COVID-19 pandemic and related restrictions on schools and in-person activities. The main impact of the adaptation of educational activities to online platforms was on the length and number of seminars expected to be held due to concerns and challenges encountered with “Zoom Fatigue” and declining attendance as a result of the transition to distance learning (detailed further in Section X: Problems, Delays and Adverse Conditions). The changes to the educational format in its transition to online implementation, including the length and number of activities, were presented to the USAID AOR and received prior approval. The online format takes into consideration the unique challenges of the use of online platforms for distance learning and uses different techniques and methodologies to address those challenges, such as an emphasis on small working groups and the use of props to encourage participation and engagement. A detailed list of changes to the educational format for online implementation, appears in Appendix 1 at the end of this report. Curriculum Development was planned to take place from July 2020 - December 2020 and was completed according to the targeted timeframe. The curriculum will undergo ongoing refinement throughout the program in collaboration with an educational consultant, in order that the curriculum will remain responsive to environmental trends and events of interest as well as participant feedback and the observation of program managers. 1.4 Green Roof Installation: In Progress Preliminary work towards the installation of the Green Roofs has progressed, but saw challenges related to the selection of sites that met all municipal and safety requirements and regulations,

leading to expected delays in the timeline for completion. It was expected that the roofs would be installed by December 31, 2020. Installation is now expected to be completed by the end of May 2021. 1.4.1 Site Selection & Approval: In Progress Upon execution of the Cooperative Agreement with USAID, the Kfar Saba EDC and Kfar Qassem QEC initiated the process of identifying four locations in both cities where the Green Roofs would be installed, according to site selection criteria outlined in the program Implementation Plan and EMMP approved by USAID. Two sites were identified and finalized, one in each Kfar Saba and Kfar Qassem, near or atop educational institutions. After viewing numerous sites together for a Hydroponic Green Roof in Kfar Qassem, both the EDC and QEC jointly concluded that there are no roofs in Kfar Qassem that fit the requirements for the installation of a hydroponic roof. Therefore, it was agreed, in consultation with USAID, to replace the hydroponic roof with a hydroponic garden. This garden will be placed at one of two local schools currently under consideration. In addition to the lack of a suitable site for the installation of a hydroponic roof in Kfar Qassem, a site that had initially been identified in Kfar Saba to host an intensive Green Roof was disqualified due to municipal regulations. As a result, a new search is underway to identify a new site that meets all requirements and regulations. Currently, a site at a local elementary school has been identified and is undergoing necessary inspections. 1.4.2 Contractor Selection: In Progress In tangent with site selection and approval, the EDC’s Green Roof Implementation Manager has been engaged in preparing and issuing tenders for the installation of the two intensive gardens. Relevant tenders were issued in line with municipal procurement procedures and offers are currently being received. New tenders will be issued as outstanding sites are finalized and approved.

1.4.3 Community Design Challenge: Delayed Due to the delay in the installation of the Green Roofs, the community initiative surrounding the design and unveiling of the gardens has necessarily postponed and is planned to be executed in the following quarter. 1.4.4 Installation & Propagation: Delayed Due to the delay in site selection and approval, the installation and propagation of the gardens is expected to be delayed until April/May 2021. 1.5 Community Events: Delayed Due to the delay in the installation of the Green Roofs, community events have also been necessarily postponed. Despite the necessary delay, the partners do not expect any decrease in the overall number of targeted events for the program’s first year as detailed in the first Annual Implementation Plan (June 27, 2020 – September 30, 2021). Nonetheless, the situation remains fluid and uncertain due to the COVID-19 pandemic. Though in the midst of a national lockdown and a largely successful vaccination campaign, it remains unclear what restrictions will be lifted and the timeline surrounding return to normalcy – especially regarding the resumption of public community and cultural events. As a result, the partners remain engaged in discussion surrounding the appropriate dates, settings, and formats for planned community events. Component 2: Environmental Peace Education 2.1 School Recruitment & Onboarding: Complete Over Q1, the Peres Center’s Project Manager and Peace Education Department have been actively engaged in school recruitment and onboarding, with the objective of recruiting at least 4 high schools and 4 middle schools from the communities of Kfar Saba and Kfar Qassem for participation in the program. A call for participation was issued by the Peres Center in September 2020 via municipal education departments, school boards, and other relevant forums for educators, outlining the program’s peace education objectives and environmental peace education curriculums (including the option for a distance-learning curriculum in the event of school closures). The Peres Center subsequently held meetings with school management and teachers during which the format of the program was presented and questions were answered. As of the submission of this report, four high schools – two from Kfar Saba and two from Kfar Qassem – have committed to nominating students from which participants in the Young Leaders environmental peace education training program will be chosen and four middle schools have

committed to participating in the school outreach program bringing together paired Jewish and Arab classes for joint environmental peace education activities.

The Peres Center will aim to maintain partnerships with selected schools for the duration of the program but is prepared to continue recruitment and onboarding of new schools as necessary throughout the program lifecycle. Activities related to the recruitment and onboarding of schools were completed according to the initially planned timeframe.

X. Challenges, Delays and Adverse Conditions

Challenges and delays encountered over Q1 FY21 were primarily as a result of COVID-19 limitations and restrictions, and challenges with certain Green Roof site selection and approval which will delay the use of the gardens until May 2021. Green Roof Site Selection: As detailed in Section II, 1.4.1 of this report, the program partners encountered a challenge during the site selection process in which the Kfar Saba EDC and Kfar Qassem QEC were unable to identify a location for the installation of a Hydroponic Green Roof in the city of Kfar Qassem which met all site selection criteria outlined in the program Implementation Plan and EMMP approved by USAID. In consultation with USAID, it was decided to replace the hydroponic roof with a hydroponic garden (on the ground) which will enable a greater selection of potential sites while still enabling the program to maintain absolute equality in the number of garden spaces established in each city and to achieve its objectives in terms of peace education and joint innovation. Site selection for the hydroponic garden is now underway and is expected to be placed at one of two local schools currently under consideration. In addition to the lack of a suitable site for the installation of a hydroponic roof in Kfar Qassem, a site that had initially been identified in Kfar Saba to host an intensive Green Roof was disqualified due to municipal regulations. As a result, a new search is underway to identify a new site that meets all requirements and regulations. Currently, a site at a local elementary school has been identified and is undergoing necessary inspections. COVID-19: The impact of the COVID-19 pandemic on the Israeli educational system (including prolonged school closures) led to challenges in creating the necessary commitment from schools – especially middle schools in Kfar Qassem – for their participation in the program. Schools were concerned about joining new programs in an uncertain reality and about the lack personal connection between the students (due to possible implementation online) to adequately recommend the proper students and classes for participation. These concerns were raised during meetings with the Peres Center, program partners, and representatives of the municipalities of Kfar Saba and Kfar Qassem and their educational departments. Together, the partners were able to refine plans according to feedback and alleviate concerns resulting in the successful recruitment of 8 schools (four high schools and four middle schools – two each from Kfar Saba and Kfar Qassem), securing enthusiastic commitment to participate in the program’s first cycle of activities due to commence in Q2 in line with targets. In addition, the move to an online implementation format highlights a concern regarding participation and engagement. Schools have reported a drop in school attendance this year as a result of the move to distance-learning, and we expect this trend to impact both the Young Leader training program and the school outreach program which will follow. For this program in particular, “Zoom Fatigue” and the baseline lack of trust between the targeted student body is expected to be widespread, and therefore in order to boost student’s participation in the program, a focused effort is being made to engage school management in order to achieve the program’s desired outcomes. Other ideas being explored include: parental engagement, working

in smaller groups with more discussion time, the creation of kits that creates a stronger bond to the program and its core values, and the possibility of using cameras/video conferencing to enable students to follow the assembly and propagation of the Green Roofs. The partners have also made necessary adjustments particularly to adapt the element of engagement between the different communities and the exposure to “The Other” to an online format. In order to maximize engagement between participants, the program is being constructed with an emphasis on high levels of engagement and interactivity in the seminars themselves. While in a physical gathering interaction is easy to achieve, the online format requires creating innovative ways for close interaction between the participants. In order to create a welcoming and engaging atmosphere online, the partners will use simultaneous translation and will emphasize the recruitment of Young Leaders who speak both Hebrew and Arabic. We continue to look for avenues in which this challenge will turn into an opportunity for the program.

XVII. Status of required audit processes, if applicable

An audit of program finances is not applicable at this stage. All program expenditures are being maintained according to USAID requirements in preparation for an audit of program expenses following the program’s implementation.

Appendix 1: Comparison of In-Person / Online Educational Formats

Face-to-Face Online

Training for Young Leaders

Sessions 1-2:

• A two-day (overnight, 16 hours joint work) environmental peacebuilding seminar.

Sessions 3-5:

• Three joint trainings (6 hours each, 18 hours total joint work).

Session 6:

• An additional training session held mid-way through in-school implementation.

Session 7:

• Closing event (3 hours joint work). In total, 40 training hours for Young Leaders.

Sessions 1-4:

• Four joint sessions of environmental peacebuilding via an online seminar (3:15 hours for each session, 13 hours in total).

Sessions 5-9:

• Five joint trainings (3 hours each, 15 hours total joint work).

Session 10:

• An additional training session held mid-way through in-school implementation (3 hours joint work).

Session 11:

• Closing event (3 hours joint work). In total, 34 training hours for Young Leaders. The transition to an online format for Young Leader training necessitates the need for shorter sessions. Therefore, there is a discrepancy of 6 joint training hours between the original plan and the online training plan.
