2. AIR ENVIRONMENT
The base line Ambient Air Quality (AAQ) status within 10 km study area has been assessed
through a monitoring network of 8 AAQ sampling stations during October, 2020 to December,
2020. Design of network for Ambient Air Quality monitoring locations were decided on
meteorology & available infrastructure facilities. The base-line Ambient Air Quality of the study
area was monitored for SO2, NOx, PM2.5, PM10, CO, VOC, HCl and cl2. The result for the same is

Analysis of ambient air samples revealed that the Air quality is found well within the prescribed
limits of National Ambient Air Quality standards.
The main source of gaseous emission is flue gas emission and process gas emission, in which
flue gas emission will be takes place from stack attached to Boiler, TFH and HAG. The fuel used
will be Briquettes or Indonesian coal and total fuel requirement for proposed project will be
9.83 MT/day for Indonesian coal or 13.52 MT/day for Briquettes. Stack height of 30 m will be
provided separately for Boiler, TFH and HAG for proper atmosphere dispersion of pollutants.
The probable emitted pollutants will be SPM, SO2& NO2 and to control this pollutants multi
cyclone dust collector, bag filter and water scrubber will be provided as APCM. Since Diesel is
used as a fuel for D. G. Set (back–up system) the flue gas emission will also be well within
prescribed norms and adequate stack height will be provided as air pollution control measures
for D. G. Set. As well as process gas emission will be take place from reaction vessel, spin flash
dryer, tray dryer and to control that adequate APCM system will be provided.
3. WATER ENVIRONMENT
Base - line data affirm that overall quality of both surface & ground water is suitable for
domestic activity including agricultural activity as per drinking water quality standards IS
10500. Ground water quality in the area meets the Water Quality Standards (IS 10500) for
drinking water except for pH, total hardness, magnesium and TDS at some locations and Surface
water quality in the area meets the Water Quality Standards (IS 10500) for drinking water
except for pH, total hardness, magnesium and TDS at some locations and total coliform has been
found in the surface water of all the villages. The surface water of all locations can be used for
domestic and agricultural purpose after primary treatment.
A. Water Requirement
The total fresh water requirement for the proposed project will be 152.9 KL/day Out of this
said water quantity 4.5 kl/day will be used for domestic purpose, 133.44 kl/day will be used
for industrial activities and 14.96 kl/day will be used for greenbelt development purpose. The
required water will be obtained through Bore well.
B. Wastewater Generation and its Disposal
The total generation of industrial wastewater will be 195.06 kl/day. The domestic wastewater
(4.2 Kl/day) generated will be sent to soak pit via septic tank.
Industrial wastewater will be generated from boiler, cooling tower, washing, manufacturing
process & RO plant. First of all wastewater from process and washing activity collected in
collection tank Then effluent shall be passed through Oil & Grease Removal Tank. Then effluent
shall be collected in Collection cum neutralization tank. Alum and Polyelectrolyte shall be dosed

from Alum Dosing Tank (ADT) and Polyelectrolyte Dosing Tank (PEDT) respectively by gravity
into collection cum neutralization tank to carry out coagulation. Then after, wastewater shall go
to primary Settling Tank-1 (PST-1). Clear water from PST collected in holding tank where RO
reject is mixed with it and then passes through multi effect evaporator followed by ATFD.
Condensate from MEE shall reuse in Process and solids from ATFD shall be collected and stored
in SHW storage area for disposal in TSDF.
Now from dilute stream total 5.14 KLD of wastewater will be generated from cooling tower
blow down, boiler blow down and RO reject. It will be collected in Collection cum Neutralization
Tank. Effluent will be then neutralized using Lime & Alum and then after, wastewater shall go to
primary Settling Tank-2 (PST-2). Sludge shall be removed from bottom of PST-2 and clear water
send to RO. Permeate shall be reuse in process and reject water will be send to MEE.
Evaporation residue from evaporator will be handled with ETP sludge. ETP sludge along with
evaporation residue from evaporator will be disposed off at TSDF site. Thus, the unit will
maintain Zero Effluent Discharge.
4. LAND / SOIL ENVIRONMENT
During operation activity the impact of air, water and solid waste pollution on soil causes direct
/ indirect effect on soil.
As all necessary air pollution control steps are provided therefore there will not be any adverse
impact of air pollution on soil from proposed project.
It may be noted that there will be no disposal of untreated effluent on land. So, there will be no
adverse effect on land / soil due to water.
All necessary control steps are provided for handling, storage and disposal of solid/hazardous
waste generated from the plant. Thus, there will not be any significant impact of
solid/hazardous waste on the soil environment.

at Otala, which were below the stipulated standards. The noise levels (Leq) of the residential
area within the impact zone varied from 43.9 – 60.7 dB (A) in the day time and 32.8 – 50.5 dB
(A) in the night time.
6. SOCIO-ECONOMIC ENVIRONMENT
An assessment of socio-economic environment forms an integral part of an EIA study. Socio-
economic environment – demographic & related socio-economic data was collected from
District Census Handbook to assess socio-economic status of the study area.
For proposed project activity, total 60 nos. of skilled and unskilled employees/workers will be
required. The indirect employment will be generated by way of transportation, shopkeepers
and other casual employment for many people.
Local people will be given preference wherever found suitable for all the jobs in the plant.
Economic status of the local people will improve due to the increased business opportunities,
thereby, making a positive impact. Educational, medical and housing facilities in the study area
will considerably improve.
7. ECOLOGY & BIODIVERSITY
Ecology & Biodiversity study reported a total of 130 plant species, 7 Herpetofauna, 38 birds and
6 species of mammals from the buffer zone of M/s. Gajanan Organics LLP. However, no
threatened biodiversity was reported with high density or richness from the core and buffer
zones of the study area.
3 Schedule 1 species (Indian peafowl, Shikra and Pied Harrier) was found in the buffer area for that conservation is already prepared. In addition, no true multi species forest type was recorded in the vicinity of the five kilometre radius of the project site. There are no direct or indirect threats predicted due to production at project location. The terrestrial ecosystem is considerably free from the project related impacts as the project associated activities do not required any additional land.
8. SOLID WASTE MANAGEMENT
The main hazardous waste generation will be ETP Sludge & Evaporation Residue, Sodium
hypochlorite solution (20%), Spent hydrochloric acid (25 % HCL), Aluminium Chloride solution,
Spent carbon, Spent solvent, Used Oil & Discarded Plastic Bags/Drums.
ETP Sludge & Evaporation Residue will be disposed off at approved TSDF site. Spent carbon will
be disposed off at approved CHWIF site. Used Oil will be reused within premises as a lubricant
or sold to registered recycler. Sodium hypochlorite solution (20%) Spent hydrochloric acid (25
% HCL); Aluminium Chloride solution will be sold to approved rule 9 vendor. Spent solvent will
be reuse in manufacturing process. Discarded Plastic Bags/Drums will be sold to authorized
vendor.
The unit will provide isolated area for the storage of hazardous waste. Thus, hazardous waste
management system provided by the unit will be adequate and there will not be any major
impact on the environment due to hazardous waste.

9. ENVIRONMENTAL MANAGEMENT PLAN
An Environmental Management Plan has been prepared for mitigation of the adverse impacts.
The Environmental Management Plan describes in brief, the management’s plan for proper and
adequate implementation of treatment and control system for pollutants and for maintaining
the environment. It also include development of green belt, proper safety of workers,
environmental monitoring plan, rain water harvesting, fire protection system and measures etc.
An Environmental Management Cell will be formed for effective implementation of
Environmental Management Plan.
10. ENVIRONMENT MONITORING PROGRAM
Monitoring of environmental factors will enable us to identify the changes in the environmental
impacts at various locations and their mitigative measures. To ensure the effective
implementation of the EMP, monitoring of ambient air quality, stack emissions, analysis &
monitoring of water environment and noise level will be carried out as required / specified by
statutory authority.
11. RISK ASSESSMENT
Risk analysis and study have been carried out for identification of hazards, selection of
maximum credible scenarios, risk mitigation measures etc. All the hazardous chemicals will be
stored and handled as per MSDS guidelines. Personal protective equipment’s will be provided to
the workers.
12. GREEN BELT DEVELOPMENT
A greenbelt of approximately 34.78 % of total plot area (22662 m2) will be developed within the project site to minimize the air pollution, noise pollution, balancing eco-environment, soil erosion / protection etc. Greenbelt area is 7881 m2 of the total plot area.
13. PROJECT BENEFITS
The proposed project will become beneficial to the surrounding area or community in terms of
infrastructural development, social development, employment and other benefits.
The proposed project has a potential for employment of skilled, semi-skilled and unskilled
employees during operation phase. A total of 60 persons are likely to get direct employment due
to the proposed project. The project gives 2% of project cost for socio-economic development
activities in surrounding villages which will be continued further.
14. CONCLUSION
Negligible impacts will occur on air quality. However, all the necessary air pollution
control measures will be provided.
No ecological damage will occur.
No adverse impacts will occur on water environment.
Local employment opportunities will increase.

Various other environment parameters like Forest/ National Park/ Sanctuary and

Environment Management Plan has been formulated to control all the pollutant
parameters and Environment Management Cell will be set-up to ensure that these

1.2 Purpose of the EIA Report
Development of industry in India has increased economic growth and improved living
standards of people. The economic growths are achieved through industrialization,
infrastructure development. Industrialization has played a major role in country development.
Industrialization has many other advantages. Although the development of industry leads to
rapid consumption of natural resources, fuel etc. in day-to-day operational activity. These will
deteriorate resources and increase emissions of waste in terms of solid, liquid and gas. To
control the environment pollution from industrial activity, the Government has framed

regulations which are governed by MOEF&CC in India.
It may be noted that the proposed products (Different types of pigments) namely Pigment
Phthalocyanine Green 7, Pigment Orange, Red, and Yellow series (being synthetic organic
chemicals) falls under Category 5(f) as stated in Environment Impact Assessment Notification
Published on 14th September 2006 and not fall into Small Industrial Unit criteria as per the
Notification dated 25th June 2014. Further, the proposed project location is outside the notified
industrial estate. So, project proponent has to obtain the Environmental Clearance from the
Ministry of Environment & Forests & Climate Change, New Delhi.
As per requirements of the notification, an application was submitted to MoEF&CC on 5th March,
2021 along with Form-1, PFR and draft TOR. Subsequently the Committee has issued the
Standard TOR wide letter No. IA-J-11011/84/2021-IA-II(I) dated 12th March 2021. Based on the
TOR points issued by MoEF&CC, an Environmental Impact Assessment (EIA) report has been
prepared covering all aspects of the TOR points.
The purpose of the preparation of Environment Impact Assessment (EIA) report is to obtain
Environment Clearance from Ministry of Environment & Forests & Climate Change, Govt. of
India, New Delhi and to understand the present environment of the project site along with its
surroundings and to provide Environment Protection measures to the likely impacts during
construction of the project and after commissioning of the project.

The cost of proposed project is approximately Rs. 11 Crore. Proposed project will manufacture
synthetic organic chemicals (Pigments) with total production of 210 MT/Month for sale
purposes.
Pigments address coloring needs of a wide range of end-use industries, ranging from paints and
coatings to construction. Increasing globalization and restructuring have been a key trend
shaping the pigments industry over the past several years, with production base shifting to cost-
effective Asian markets.
The market for pigments responds to the coloring needs of a wide range of end-use industries,
ranging from coatings to construction. With robust demand in key markets of coatings, plastics,
paper and printing inks, the pigments market is forecast to register steady growth in the coming
years. Aided by a choice for brighter aesthetics and higher pigment concentration, the pigments
industry is expected to propel ahead at a steady rate. The industry is witnessing a fundamental
shift in the form of greater preference for organic pigments and away from solvent-based raw
materials.
After a brief decline in volume and values in 2008 and 2009, which was a result of the global
economic downturn, the future for global pigments market appears to be bright. Global market
for pigments began to show signs of recovery in 2009 and registered positive growth in 2010,
albeit by a small margin. The market, however, is expected to post significant growth in terms of
volume as well as value, in the coming years. Surge in 11 the coming years would be fuelled by
growth in the inks, coatings and construction industries. Growing demand for high-quality value-
added pigments is one of the key factors expected to result in a spurt in growth. Further, the
market, although mature, would also receive a boost as companies increasingly feel the need to
evolve and design their products in sync with changing requirements for new and emerging
technologies. Higher rates of capacity utilization are expected to further drive prices upwards.
Asia-Pacific represents the largest and the fastest-growing regional market for pigments
worldwide, as stated by the new market research report. A key trend witnessed in the recent past
is the migration of manufacturing capacity from the West to low-cost countries in the Asia Pacific
region, driven mainly by stringent environmental compliance issues. China would continue to be
the single-largest and fastest-growing market. Over the years, China has emerged as the leading
global manufacturer, trader, as well as consumer of pigments. Gradually maturing production
technology and presence of strong downstream customer base within the country have been
propelling demand for pigments in the country over the recent years. India is expected to be the
second-largest market in terms of demand for organic pigments.
In addition, the industry witnessed export opportunities, subsequent to the shutting-down of
several facilities in the United States and Europe, following the enforcement of strict pollution
control regulations. Europe trails behind Asia-Pacific, while the United States constitutes the
next-largest market.

The proposed unit will contribute revenue to the State & Central exchequer in the form of GST for
inter-state movement, corporate taxes etc. Indirect contribution to the Central & State exchequer
will be there due to Income by way of registration of trucks, income tax from individual as well as
taxes from associated units. Thus, the proposed unit will help the Government by paying different
taxes from time to time, which is a part of revenue and thus, will help to develop the area. In the
foreign market demand of the products is also significant, which will boost the export potential of
the company as well as the country. Export oriented units plays vital role in economy
development and local physical infrastructure for further boosting of industrial development
with sustainable approach as the industries need to maintain good environment & safety
condition to get better foreign market.
Pigments Industry in India
World demand for organic pigments is expected to grow 5.0 percent per year to $6.5 billion in
2019. Rising consumer spending will drive increased demand for organic colorants in textiles and
plastics, while strong growth in global construction activity will boost demand in paints and
coatings. Increase in value demand will reflect the growing importance of expensive,
higher value pigments that meet increasingly stringent performance standards and preferences
for more environmentally friendly products.
Expansion of the middle class, particularly in the Asia-Pacific, Africa and Middle-East regions, will
help drive an acceleration in global consumer spending that will benefit important organic
pigment markets such as textiles and plastic products. Rising textile production - the textile
market accounted for over half of world organic pigment demand in 2014 - will be the primary
contributor to increased demand going forward, while growing Plastic output will expand
demand for organic pigments. According to analysts, “Dye and organic pigment consumption will
remain concentrated in the Asia-Pacific region, where the majority of world textile and
consumer plastic product production occurs”.
While China will remain the dominant global consumer of dyes and organic pigments,
rapid growth will also be experienced in smaller Asian markets such as Bangladesh, India
and Vietnam as textile and plastic producers continue to move production to countries with the
lowest labour costs. Additionally, consumer preferences for new, unusual textile colours- that do
not fade and yet are environmentally friendly-will boost growth in value demand as textile
producers increasingly turn to these newer, higher value products.

The main end user of pigments in India are printing inks, plastics, rubber, paints and coatings.
The worldwide pigments industry produces hundreds of colorant, extender and functional
pigments for a wide spectrum of industrial and consumer markets.
According to pigment class, 50–55% of the world value share is azo pigments;
Phthalocyanine (blue and green) have a 20% share. High- performance and other pigments

account for the remaining 25–30%. The classic azo and Phthalocyanine pigment groups are
characterized by lower profit margins as a result of rising competition from lower-priced
imports.
The migration of the pigments business to Asia, particularly China and India, continues. Since
the mid-1990s, production in China and India has rapidly increased; China is now the world's
largest organic colour pigment producer, especially for commodity-type pigments. Additional
medium-tier to higher-value organic pigments may also migrate to China and India- from
North America, Europe and Japan. Production in Europe, the United States and Japan
continues on a downward trend as the market has become globalize and gross margins have
been squeezed, leading to plant shutdowns and restructurings. The volume of unfinished
pigments imported to North America, Western Europe and Japan for finishing continues to
decrease as more finished pigment is imported from China and India. The demand for
indigenous product is expected to increase with the restriction for import of products
from China.
Demand Supply Gap
The following pie chart shows world consumption of organic color pigments:
Globally, printing inks account for 55–60% of demand, coatings about 20%, plastics about 15%
and other industries such as textiles for the remainder. The printing market for publication
of newsprint and periodicals has fallen as a result of competition from the internet, but
demand for printing inks for packaging remains strong. The next-largest market is coatings for
automotive production. After bottoming out in 2009, global vehicle production started to rise
again in 2010 and increased at a rate of about 4% annually during 2010–14. It is expected that
global consumption for organic pigments will increase by 5% per year from 2014 to 2019.
Overall growth in the United States and Europe is expected to be around 1–2% per year on
average between 2014 and 2019, as the long-term trend in using inks for newspapers and

However, consumption of organic pigments for coloured inks is expected to grow somewhat as a
result of greater production of advertising leaflets and catalogue, and for packaging. Use in
automotive and other coatings is expected to show above-average growth. In Japan, growth is
expected to remain flat, while growth in China and India will be about 5% per year due to
increasing demand for inks and coatings.
China is the principal global supplier of red and yellow azo-based pigments and their
intermediates. India is the principal global supplier of blue and green Phthalocyanine-based
pigments and their intermediates.
The ink industries in North America and Europe have become largely dependent on Asian
supplies of raw materials and pigments. In recent years, there have been supply disruptions of
certain pigments leading to sharply rising prices for some pigments.
The proposed project is necessitated because of the following reasons:
• To make the facility more resource efficient.
• Reduce operational costs and increase productivity.
• Development of the infrastructure of the facility.
• Entry into new product segments.
• Its importance to the country can be accounted by

• Ensure continued employment to workforce without affecting work conditions and hence
supporting their families.
• Lead to generation of direct and indirect employment opportunities.
• Reduce dependence on Imports hence reducing Forex risks.
Export Possibility & Domestic Export market
Aromatic and aliphatic solvents, which are used as fuel in various industries, and used in the
pesticide, Paint, ink industries. As these are widespread industries, it has a lot of demand in the
market.

very well familiar with the surrounding environment & manufacturing of pigments products;
therefore, it becomes easy for the project to set up the proposed project on the above said
location. The proposed project, apart from direct and indirect employment generation and
various business opportunities will bring an overall up-liftment of the area and will ultimately
result in complete socio-economic and infrastructure development. The other features are
briefly summarized hereunder:
Total availability of adequate land is 22,662 m2.
All basic facilities like infrastructure, communication, transportation, medical facilities,
fuel, power, water, unskilled, raw materials, skilled manpower and road network etc.
Market is nearby.
Nearest city Dhrol 18.7 km away from the project site and well connected with other parts
of the state by road & rail.
Raw materials, consumer centers and infrastructure facilities like power, water,
communication facilities are nearby.
Rehabilitation & Resettlement will not be required.
No national park or wildlife Habitats falls within 10 km radial distance from project site.
But Rampara wildlife sanctuary is 33.2 km away in ESE direction.
The location of project is best suited to start the proposed activities of manufacturing pigments.
Hence no alternative for site is analyzed.

At the time of siting of the industry, if the notified limit of any major settlement is found to be within 50 km from the project boundary, the spatial direction of growth of the settlement for at least a decade must be assessed.
Nearest Major habitation is Morbi which is about 30.5 km away from the project site in NW direction. Morbi population is 1.95 Lakhs.

Preferably 5 km depending on the geo-climatic conditions the requisite distance may be decided appropriately by the Environmental agency.

1.6 Scope of the EIA Study
The scope of the EIA study is based on the guideline provided by Ministry of Environment,
Forests & Climate Change (MoEF & CC), Government of India for structure of environmental
impact assessment document. The scope of the study broadly includes:
Field sampling of environmental attributes at various representative locations in the
study area to establish the baseline status.
Collect, compile & assess secondary data including socioeconomic data.
Identification, assessment and evaluation of the beneficial and adverse impacts on
surrounding environment due to proposed project activities considering the existing
baseline status along with compilation of other information.
Analysis of project proposal and data analysis.
Assessment of pollution potential due to proposed project.
Predict the incremental levels of pollutants in the study area due to the proposed project.
Evaluate the predicted impacts on the various environmental attributes by using
scientifically developed and widely accepted models.
Identification and assessment of risks associated with the proposed project and their
appropriate management through proper Risk Assessment (RA) and Disaster
Management Plan (DMP).
Prepare an Environmental Management Plan (EMP) to mitigate the predicted impacts.
Identify critical environmental attributes required to be monitored during the project
execution and to suggest post project monitoring.
As per the guidelines, the Generic structure of EIA given in EIA notification dated 14th
September, 2006 and subsequent amendments are maintained. The scope of baseline
environment study based on MoEF&CC / CPCB guidelines is tabulated below;

analyzed for Parameters as per IS: 10500:2012, Water Quality Criteria prescribed by CPCB.

Primary data was collected within 5 km study area during baseline monitoring. Secondary data for demography, Occupation, literacy and amenities have been considered for villages covered in the 10 km radius study area from the project site and the secondary data has been taken from Census 2011.
1.7 Regulatory Frame work The proposed project is of synthetic organic chemical manufacturing unit; so the regulatory
framework related with the hazardous or toxic chemicals as well as regulatory provision of risk,
emergency & safety management are applicable to the proposed project. The regulatory
provision related to the hazardous chemical handling, manufacturing, storage & transportation
are also applicable to the proposed project. The project will have potential of pollution and also
attracts the provisions of EIA notifications 2006 - SO 1533 (as amended). So, the proposed
project may be required to comply with many regulatory provisions.
The project proponent shall follow the regulatory frame work as listed below and additional
applicable provision shall also be referred timely as cited as mandatory provision for proposed
unit. In any case, proponent shall comply with the regulatory provision as directed through
particular regulatory provision. The major regulatory provisions applicable to the proposed
project are shown here:

pigments at Survey no. 292/5 p1, 292/6 p1, 292/7 p1, 292/8 p1, Latipar-Tankara road,
Village:Bangavadi, Taluka:Tankara & District : Morbi, Gujarat. Pigments will be manufactured for
sale purpose. Proposed production of pigments will be of 210 MT/Month.
The proposed unit proposes to manufacture products covered under Category 5(f) ‘A’ as per the
EIA Notification of Ministry of Environment & Forest & Climate Change (MoEF & CC) dated
14/09/2006 & their amendment.
22..22 Site History The land was earlier used for agriculture purpose however, since December 2020, the land is
lying vacant and a barren land & not used for any purpose. NA was already obtained for this
project site. Land documents like Land Deed, partnership deed with NA permission are attached
as Annexure – 2.

Proposed project is to be located at Bangavadi Village in Morbi Taluka and site selection was
guided by many factors like infrastructure, availability of land, water sources, fuel,
transportation, power availability etc. Criteria for specific site selection for the proposed project
are given below;
The project site is highly developed with all basic infrastructure facilities such as proximity to
man power, electricity, water supply, transportation, telecommunication systems etc. as well
many different types of industries in area.
Proposed project site is 19 km away from National highway 947 which is well connected to
Morbi, Tankara and rest of India & State highway 22 – 0.01 km away in S direction from
proposed project site.
The project site will be used for the industrial purpose and project proponent has obtained
NA permission for the proposed site. Thus no displacement of population will take place.
There is no protected area notified under the Wild Life (Protection) Act (1972) & Eco-
