Executive Summary Thepublicengagementprocesstosupportthedevelopmentofalong-termrecreationandathleticsfacilitiesstrategy(UBCGamePlan)tookplaceovertwophasesbetweenOctober2016andFebruary2017.Bothconsultationphasesincludedextensivenotification,outreachandadvertisingoftheopportunitiestoprovideinputtostakeholders,partnersandthecampuscommunity.Thereportthatfollowsdocumentsthepublicengagementprocess,detailingengagementactivitieswithstakeholdersandpartners,notificationandoutreach,advertising,events,andsummarizingtheinputreceivedineachphasealongwithresponsesonhowtheinputwasconsideredinthefinalreporttotheUBCBoardofGovernorsinApril2017.
Phase1SummaryFromOctober3–23,2016,thecampuscommunitywasinvitedtothefirstphaseofpublicconsultationtoprovideinputonlineandinpersonontheproposedRecreationandSpectatorHubprinciplesandoptions.Overthethree-weekconsultationperiodwehad:
• over350peopleattendthepublicopenhousesandinformationbooths• 2,231respondentsthatstartedthesurveywith1,922respondentsansweringat
leastonequestion• 11stakeholderlettersandemailsubmissions• 44letterandemailsubmissions• Four(4)petitions• 8,200uniquepageviewstotheprojectwebpagesduringtheconsultationperiod• Over4,200viewsofthethreeUBCGamePlanvideos(notcountingtheviewson
digitalsignageacrosscampus)Respondentstothesurveywerepredominantlystudents(53%),followedbyneighbourhoodresidents(11%),staff(11%),alumni(10%),faculty(8%),andother(6%).Fortypercent(40%)oftherespondentsliveoncampusineitherstudent/studentfamilyhousingorincampusneighbourhoods,with45%ofrespondentslivingintheCityofVancouver,3%ofrespondentslivingintheUniversityEndowmentLandsand13%livingelsewhere(LowerMainlandandbeyond).TheGuidingPrinciplesthatweremostimportanttorespondentswere:
1. ‘promotinghealthandwellbeing’(68%veryimportant,27%important),2. ‘fosteringvarsityexcellence’(34%veryimportant,35%important)3. ‘alignwithUBC’scoreacademicmission’(26%veryimportant,52%important)4. ‘buildasoundbusinesscase’(23%veryimportant,47%important)
FortheRecreationHuboptions,45%ofrespondentsfeltOptionC(fullrebuildofWarMemorialGym)bestaddressestheidentifiedrecreationandathleticsneeds,while33%ofrespondentsfeltOptionBdid(fullrenovationofWarMemorialGym)and16%feltOption

Adid(basicrenovationofWarMemorialGym).BetweenOptionsAandB,49%oftherespondentsfeltrenovationofWarMemoricalGym,insomeform,bestaddressestheidentifiedrecreationandathleticsneed.FortheSpectatorHuboptions61%oftherespondentsfeltthatOption1(keepingThunderbirdStadiuminitscurrentlocation)bestmeetstheidentifiedrecreationandathleticsneeds.Theoptionthatleastmeetstheidentifiedrecreationandathleticsneeds,by27%oftherespondents,wasOption4(ReimaginedOsborneCentre).Inadditiontoquestionnaireinput,extensivecommunicationandconversationstookplacewithresearchersworkingneartheOption4site(Osborne)andresidentsinHamptonandHawthornPlacenearOptions3and4.Researchersconveyedstrongconcernaboutincreasednoiseandvibrationwhichwouldadverselyaffecttheirresearch,whileresidentsexpressedstrongconcernaboutpotentialincreasesinnoise,traffic,parkingandpotentialnegativeimpacttopropertyvaluesandqualityoflife.SubmissionswerealsoreceivedfromundergraduatestudentsexpressingsupportforOption4(Osborne)becausetheyfeltitbestmeetsstudents’recreationandathleticsneeds.FollowingPhase1publicconsultationandwithfurthertechnicalandfinancialanalysisoftheoptions,thebasicrenovationtoWarMemorialGym(OptionA)wasremovedfromconsideration,andThunderbirdStadiumOptions1a(basicrenovation),3(RashpalDhillonTrackandFieldOval)and4(ReimaginedOsborneCentre)wereremovedfromfurtherconsideration.
Phase2SummaryFromJanuary21–February3,2017,thecampuscommunitywasinvitedtoparticipateinthesecondphaseofpublicconsultationtoprovideinputonlineandinpersonontheproposedshortlistedoptionsresultingfromPhase1inOctober2016.Overthetwo-weekconsultationperiodwehad:
• Acombinedtotalof140peopleattendthetwoworkshops(January21–focusedontheinterestsofcampusresidents&January31–forthewholecampuscommunity)
• 51respondentsthatstartedthesurveywith41respondentsansweringatleastonequestion
• 1stakeholderletterfromtheVancouverHeritageFoundation• 4letterandemailsubmissions• One(1)petitionfromthePromontorybuildinginHawthornPlace• 568uniquepageviewstotheprojectwebpagesduringtheconsultationperiod
FortheWarMemorialGymoptions,throughthestakeholderengagement,workshopsandsurveysweheardsupportforbotharenovationandfullrebuild,supportforpairingitwith

anAthleticCentreofExcellence,andconcernsregardingthepotentiallossofWarMemorialGymasabuildingwithhistoricalsignificance.FortheThunderbirdStadiumoptions,weheardstrongsupportforOption2(WhitMatthewsField),supportforOption1B(FullRenovation)andstrongconcernfromresidentsaboutpotentialincreasesinnoise,traffic,parkingandpotentialnegativeimpacttopropertyvaluesandqualityoflife.Attheworkshopsmanygroupsexpressedsupportforimprovingaccesstofacilities,consolidatingsportfacilities,buildingadditionalrecreationspace,andcarefullyconsideringtheneedsofdifferentstakeholders.LettersfromtheVancouverHeritageFoundationandHeritageVancouverSocietysupportretainingWarMemorialGymandThunderbirdStadiumfortheirheritagevalue,andrecommendadaptingthebuildingstosuitmodernneedsandimprovedconnectionstotheUBCcommunity(AppendixXI).Onepetitionwith57signatureswasreceivedfromresidentsofthePromontorybuildinginHawthornPlaceexpressingsupportforThunderbirdStadiumoption1b,andconcernregardingthepotentialforhigh-risetowersbeinglocatedonthecurrentStadiumsite.2. GamePlanrecommendsWarMemorialGymbefullyrenewedorrebuiltasthevarsityspectatorvenue.Giventheimportanceofthebuildingasaheritageresource,thedecisiontoreneworrebuildwillbemadeaspartofmoredetailedplanninganddesign.
ConsultationProcess TheFacultyAssociationexpressedconcernwiththedesignofthesurvey,includingprocessoffieldtesting.TheFacultyAssociationalsoexpressedconcernsregardingfacultyrepresentationintheprocess

TheAMSexpressedoppositiontoanynetlossofacademiclandforfuturedevelopment
GamePlanrecommendsanewrecreationfitnessfacilityontheGatewayNorthsiteintheUniversityBoulevardarea,whichisdesignatedasacademiclandintheLandUsePlan.AthleticsusesarepermittedundertheLandUsePlandesignationforacademicland.
TheAMSsuggeststhatanyrenovationsordevelopmentsoffutureathleticsfacilitieshavestrongbusinesscaseswithminimalcostsincurredbystudents
GamePlanisalongtermstrategy,notadetailedcapitalplan.Itincludeshigh-levelcostingonproposedprojectsrecognizingthatanycapitalallocationswillbemadethroughtheExecutiveandBoardcapitalprioritizationandapprovalprocesses.Itwillalsobedependentuponfurtherduediligenceinthedeterminationofprojectcostsandidentificationofotherfundingsources,suchasdonors,sponsorship,governmentgrants.IntheMarchAMSelections,studentssupportedtheproposedrecreationfitnessfacilitybyapprovingafeetocontributetoaNewRecreationCentreuptoamaximumof$22.5m,thenominalvalue.Thepresentvalueoftheconstructionis$12-15M.
TheAMSopposesthemoveofThunderbirdStadiumiftherevenueorprofitsfromlandleasesarespentoncapitalprojectsdirectlyratherthanbeinginvestedintotheendowment.
Consistentwithpast“costofdevelopment”practices,theUBCBoardofGovernor’sapprovedfundsfortherebuiltstadiumwillbethroughincrementalrevenuefromnewandbetterdevelopmentsites(abovewhatisallowedincurrentplans)createdbyoptimalsitingthroughtheStadiumRoadNeighbourhoodPlan.
