POLICING:MORE LAW ENFORCEMENT OFFICERS NEEDED
Crippling cop shortfall
DESIRE RORKE
@dezzierorke
A
shortfall of some 1 000 officers in traf-
fic, lawenforcement andmetro depart-
ments is crippling effective law enfor-
cement on the fringes of the city.
It is a mission impossible for us to do
what we have to do in this city, with the staff
that we have available, mayoral commitee
member for safety and security Jean- Pierre
Smith said in a telephonic interview with
TygerBurger yesterday.
He was responding to a recent fallout at
the Bergdal subcouncil, when local city
councillors lambasted the traffic depart-
ment for lack of service delivery in the su-
burbs of Kraaifontein and Brackenfell.
Alleged irregularities in the traffic opera-
tions in these areas, last week prompted the
local subcouncil to reject the report tabled
for traffic activities during the month of Fe-
bruary.
Aghast
In fact, local city councillors were so ag-
hast at the alleged inadequacy of the report
that they termed it laughable, requesting
the official to go back to his department to
convey the message and draw up a new re-
port.
In the first instance, Brackenfell city
councillorMarianNieuwoudt requested, for
the second consecutivemonth, a precise bre-
akdown of how ward funds allocated by her-
self for extra traffic operations in Bracken-
fell, had been spent in recent months.
Her first request for this information in
March, fell on deaf ears.
Due to the critical shortage of traffic offi-
cers, Nieuwoudt allocated R80 000 toward
overtime payment for extra traffic officers
in Brackenfell hot spots in July last year.
It allowed us a few extra traffic officers,
working overtime, to police dangerous ro-
ads such as the Bottelary road, which is
known for its above average accident statis-
tics, she told TygerBurger.
Drunken driving
It is a known fact that drunken driving
and speeding are prevalent on this road due
to the many wine farms and pubs Bracken-
fell and Kraaifontein residents have access
to, she said.
She added that these addtional efforts ma-
naged to bring down the accident rate to 0 %
for the period, but that it had according to
her, spiked again in recent months.

Nieuwoudt referred to the previous princi-
pal inspector, Waldo Prinsloo, who coordi-
nated the aforesaid operations. Prinsloo
was transferred out of the area some eight
months ago.
Since then I have not seen a single traffic
officer in my area patrolling the hot spots,
and neither have I received feedback on
what has happened with my ward funds. I
often see the evidence of what I presume to
bedrunkendrivingonBottelary road, in the
form of run-over lampposts, but the statis-
tics in traffic reports dont reflect this. In ad-
dition, the overall statistics of traffic trans-
gressions in my area has decreased so dra-
matically that it had to be combined with
other wards to mask the reality thereof,
she said during the subcouncil meeting.
Accounting
She requested an official detailed report
accounting for the exact money, time and
manpower spent in Brackenfell with the
ward funds allocated.
Subcouncil chairman Grant Twigg also
lashed out at the apparent lack of traffic ser-
vices in Kraaifontein.
Something is wrong here. We do not see
the traffic department doing what they are
supposed to be doing here. When I look at
this report I cannot believe that it is the sum
total of everything traffic services has done
in one month. Your department does not
knowwhat it is doing, he said. He also refer-
red to what he called the unwarranted
transfer of previous traffic principal.
You took away our best man in the area,
someone who knew the area and the needs
of the community and left us with nothing.
I wont accept that report! he stated.
Do you know how many shebeens there
are in Kraaifontein? Why is this not reflec-
ted inyour report?heasked, alluding to the
fact that many more Driving Under the In-
fluence (DUI) arrests should be made on a
monthly basis to keep people safe on the ro-
ads.
Nieuwoudt also raised serious concerns
over the staff compliment for the month as
indicated in the report.
If I look at the statistics in the report of
officers taking sick leave, annual leave and
going on training for the month, it leaves
me with a total of 11 days that no work was
done. How is this possible? It does not make
sense, she said, referring to her own calcu-
lations.
Looking at the report which covers four
wards in Brackenfell and Kraaifontein, a
grand total of 948 offences were recorded by
the department.
The majority of these offences (498), were
for lighter transgressions such as failure to
carry drivers licenses, failure to display re-
gistrationdisks, andunlicensedmotorvehi-
cles.
Driving offences
The second highest (273) was for driving
offences such as driving without a safety
belt and skipping stop streets.
Only 24 arrests weremade for driving un-
der the influence of alcohol, which accor-
ding to local councillors is the main culprit
for serious accidents in the area.
Smith told TygerBurger that local coun-
cillors need to bemore realistic about statis-
tics insofar aswhat is in fact achievablewit-
hin a specific area with the available staff.
A road block with six to eight officers
will be operational for only about an hour
if they have to pull off six drunken drivers
at the roadblock, he explained, saying that
each such driver would have to be taken to
a police station, his car confiscated and
blood taken, which is a time consuming
exercise.
Moreover, Smith said that the staff de-
ployment in the law enforcement depart-
ments of theCity of CapeTowngrewby only
600 officers between 2001 and 2011, creating
a huge deficit in a city that has grown expo-
nentially over the last decade.
The citys populationhas grownby 1mil-
lion people in this time, with it the number
of cars and taxis increased andnewdevelop-
ments sprung up everywhere, he said.
Focussed areas
He stated that the city therefore has to fo-
cus on areas and specific main roads identi-
fied has high incidence roads, and evenmo-
re so over the festive season which runs
from November to the end of March, accor-
ding to the safety and security festive sea-
son safety plan.
Baden Powell Drive, the R300 and areas
of the N1 closer to the city, are only a few
of these roads, he says.
There simply is not enough money to re-
cruit more officers at the moment.
I have proposed a rates increase of one
percent to be ring-fenced and used only for
additional law enforcement officers in the
city, but this could take anything from one
to three years, he said.
Smith also aims to create a traffic reser-
vist force in the City, something that has
been in discussion for three years.
In many other metropolitans in the
world, a third to aquarter of the lawenforce-
ment is made up of reservists. In London,
its a third and in New York a quarter, he
says.
Shouldaprogramme like this be launched
in Cape Town, it would afford the city the
opportunity to recruit members of the pu-
blic to work as traffic wardens in their local
areas.
Smith stated that he would look into the
issue of the ward funds allocated by Nieu-
woudt.

BUILDING UP YOUR
FITNESS THE FUN WAY
Ayouth group inKraaifontein is in high spi-
rits and scurrying to raise funds for an over-
seas trip that may well change their lives.
Church Ablaze Ministries opened in
Kraaifontein in February 2011 with approx-
imately 100 members.
Since then we grew to over 120 members,
a total of 10 youth members and a Sunday
school that consists of 12 children, saysPas-
tor Fanie Mentu.
Over the three years they have served the
area of Eikendal, this small congregation
has done much to alleviate suffering and
hunger by running a soup kitchen twice a
week.
Then in February the congreation recei-
ved a visit from a Swedish youth group who
stayed with the church families for a week
in order to do community work.
Theynowextendedan invite to ouryouth
to come and stay with them during the De-
cember school holidays a historical trip for
our small youth group to underake, says
Mentu, adding that the church does not have
the sufficient funds to assist their young lea-
ders financially.
We have already organised some fund
raising events from our side but our plea to-
day is for donations from local companies to
assist us in sending these youth members to
Sweden to broaden their horizons.
Formost of them itwill be a once-in-a life-
time opportunity to go overseas. Also they
will strengthen the current relationship
they now have with their Swedish counter-
parts, which could lead to future study or
work opportunities, he says.
The church is registered as anon-profit or-
ganisation.

N
ee, nee en nee! was die luid-
keelse reaksie van plaaslike
stadsraadslede op aansoeke
van drankwinkels om op Sondae handel
te dryf.
Drie sulke aansoeke is gedurende
Maart ontvang nadat wysigings op die
openbare drankverkope-ordonnansie
op 1 Februarie in werking getree het.
Volgens di wysigings kan instansies,
wat reeds in besit van dranklisensies is,
nou aansoek doen om hul handelsure te
verleng op weeksdae en Saterdae van
18:00 tot 20:00 en op Sondae van 11:00 tot
18:00.
neem wanneer daar oor aansoeke be-
sluit word.
Al drie die aansoeke van onderskeide-
lik Tops-Proteahoogte in Brackenfell,
The Hyb Liquors in Peerless Park en
Delciki Liquor Boutique in Scottsville,
is afgekeur.
gemeenskap egter genoegsame geleent-
voorsitter, ges.

T
he University of the Western Cape
(UWC) in Bellville, an anti-apartheid
bastion, is host to a new research cen-
tre that aims to help eradicate hunger.
TheDepartment of Science andTechnolo-
gy (DST) and the National Research Foun-
dation (NRF) last Tuesday launched a new
Centre of Excellence inFoodSecurity at the
UWC.
This centre of excellence is the first to
be co-hosted by a historic black universi-
ty, science and technologyminister Derek
Hanekom said.
He said UWChadmade great strides over
the last 13 years and he emphasised that
food securitywas high on the governments
list of priorities.
Acute poverty
Hanekomnoted that despite SouthAfrica
being relatively wealthy, almost 25% of the
population was food insecure.
This is largely in the deep rural areas
or former bantustans wherever poverty
is at its most acute, Hanekom said.
The centre will run in conjunction with
the University of Pretoria and is headed by
Prof Julian May and Prof Stephanie Bur-
ton.
May said: Food security means all peo-
ple need to have physical and economic ac-
cess to sufficient, safe and nutritious food
to meet their dietary needs and food prefe-
rences for a healthy and active lifestyle.
This centre of excellence (CoE) became
the fourteenth of its kind since the incepti-
on of the CoE programme 10 years ago, and
aims to make food readily available natio-
nally and locally so all people have access
to it, Hanekom said.
Obviously, food security is a subject that
requires comprehensive treatment...it in-
volves questions of agricultural production
systems, market dynamics, nutrition, peo-
ples habits and preferences, our social se-
curity system, and so on.
This is one reason why achieving food
security is such a challenge, and why the
centre of excellence approach is particular-
ly appropriate in this case, Hanekom said.
Overarching questions
Dr Albert van Jaarsveld, chief executive
officer of theNRF, said: According to a stu-
dy released in 2013 by the Human Sciences
Research Council, more than half of South
Africas population does not have regular
access to enough food.
UWC stated the new CoE will investigate
three overarching questions:
VHow global and national food systems
are changing and how this affects the sus-
tainability, availability, access and attribu-
tes of food.
VDetermining who the food insecure
are:where theyare located,what their choi-
ces, strategies and opportunities are, their
health and well-being, and how these as-
pects change in response to changing food
systems.
VWhat policies, technologies, interventi-
ons and products enable access to afforda-
ble and nutritious food in ecological, econo-
mic, social and politically sustainable
ways.
Hanekom added that the new CoE would
be bringing together experts and resear-
chers from19 SouthAfrican and internatio-
nal institutions.
It will not look at agricultural producti-
vity in isolation, but will take a farm to
fork approach to the food system.

In April, SouthAfrica will celebrate 20 ye-
ars of democracy and freedom.
To mark this occasion, international
non-profit Stop Hunger Now and CapeGa-
te ShoppingCentre are inviting 120 volun-
teers to package 20 000 nourishing meals
on Monday 28 April for distribution to
needy preschools in and around Cape
Town.
The meals have been funded with the
kind support of Hyprop, who owns the Ca-
peGate Centre.
Says David Jacobs, Cape Town branch
manager of Stop Hunger Now: While we
have much to celebrate as a nation these
20 years, there is a lot still to do to ensure
that South Africas most vulnerable citi-
zens, our children, can enjoy the benefits
of our freedom. We are grateful to Hyprop
and CapeGate Shopping Centre for this
opportunity to make a meaningful diffe-
rence to hunger in our community.
The event takes place in CapeGate Cen-

A new programme recently launched by
Monument High school in Kraaifontein
aims to change the face of their school, com-
munity. and even the country.
Simply known as Global Teens, the pro-
gram has a five-pronged focus, says princi-
pal David Jantjies.
Firstly, we want to develop youth lea-
dership to assist the South African youth
to gain a grip on the diversity of our count-
ry and to accommodate each other to carve
out an exciting future for our country and
its people, he said.
In doing so, this programme will aim to
enhance global citizenship as a way of life,
in order to address burning global issues
suchas globalwarming,HIV/Aids,malaria
and the ever decreasing availability of na-
tural resources.
Having exposed the youth to such a rigo-
rous leadership training programme, we
want to reveal to them thedevelopingworld
of technology, economics, commerce and
culture, which includes an overseas lear-
ning trip to a developed country, he says,
adding that when these students return
they will have stories to tell about foreign
academic programmes, community outre-
ach projects and technology that can only
enhance their communities back home.
Jantjies expressed his hope that these yo-
ungsters will return home happier, more
self motivated and with a new zest for life.
However, significant will be needed to
initiate this programme.
During June 2014 we will be sending
three groups consisting of 42 learners over-
seas: two to the USA and one to South Ko-
rea, says Jantjies.
All the 150 learners in the programme,
who range from grades 8 to 12, have to
achieve academic marks above 60%, suc-
cessfully complete the leadership develop-
ment programat school, and display impec-
cable behaviour.
Jantjies says this will become an ongoing
programme at Monument Park High
school, and, after a two-year pilot perioddu-
ring which time they hope to gain the nee-
ded experience and expertise, they hope to
be able to expand it to other schools throug-
hout the country.
He urged local business and individuals
to underwrite the programme by sponso-
ring a specific learner or learners.
Other fundraising events for the pro-
gramme will held at the school during the
course of May. These will be announced in
the media, in due course.
Monument teens
aim to go global
Some of the Monument High school pupils in the new Global Teens programme are (back from
left) Gerhard Victor, Dean Mostert, Anrich Sinclair, (middle row) Louise Coetzee, Nikita Jones,
Michaela Koopman, Kelsey Thomas, Aldean Esau, Alicia Jooste, (front row) Reinhardt Lourens
and Antonia Julies with teachers Sune Groenewald and Dirk van Rhyn at the back.

very so often the Rotary Club Oosten-

efforts to provide charitable services to the
community.
Last Tuesday evening was such an occasi-
on. Nine Awards of Excellence were besto-
wed on persons and organisations in our
community at a special ceremony at the
Kuilsriver Golf Club.
Rotary District Govener Mike Osche, ma-
de use of the occasion to elaborate on the be-
nefits of being part of Rotary International.
Some 1.2 million members, all like min-
ded individuals, work together to assist
wherever assistance is needed in their com-
munities, resulting in a strong feeling of be-
longing for those members, he said.
The Oostenberg Rotary Club was started
13 years ago with 24 members, and although
there are currently only eightmembers, this
handfull of individuals are responsible for
numerous successful community projects in
the areas of Brackenfell, Kraaifontein, and
Kuilsriver.
The biggest to date was the building pro-
ject at a pre-school in Blue Downs, where se-
veral classes were added to the school, said
president Bert Fischer.
Over the yearswehave also supported se-
veral organisations with funds, donations
and wheelchairs, as well as founding the In-
teract Club at Brackenfell High school, he
added.
This club serves as a platform for high
school learners to perform community ser-
vices.

We have a small business. We
work day and night to keep
our business going. Most
months we earn enough for a
basic living, but sometimes we
do not have food on our table.
I just read in a local newspa-
per about a company a small
business like ours that was
sued by a client for not doing
the work the way the client
wanted it done. The client says
within 24 hours the owner of
the business was there to do
the job. But after it was done,
he struggled to get the busi-
ness owner back to fix minor
things.
As customers we are told to
complain about everything.
But, we are forced to start
small businesses because we
are unable to find work in our
country.
We have to jump at every
work opportunity that comes
our way. We do not always
have money to go back to
completed jobs, as we have to
jump to the next job to sur-
vive.
The business owner I men-
tioned had to pay a large sum
back to the client. He did not
pay until the client threatened
with further legal action.
I bet he did not have the
cash to pay straight away. We
also live from one job to the
other, with no cash in between.
Please consider small busi-
ness owners positions. Do not
fight and threaten legal action
on every little aspect. We want
to make you happy, but
sometimes things go wrong.
Help us grow and do not try
your utmost to break us down.
Our economy is bad and, as
small business owners, we are
the first to feel the impact.

Please pick up
after your dog
I have been fortunate to live in
paradise opposite Amandel
Close and Fynbos dams for the
past 22 years. Lately, a lot of
people who do not live in the
area have discovered the
beautiful spot. They live in
Protea Valley, Riebeeckshof or
Oude Westhof to name a few.
There is no problem with that.
They come here with their
dogs also no problem, but
they let their dogs use the place
as a public toilet and do not
clean up after them. We never
had a problem with flies, but
now we have flies throughout
the year.
I take walks there and have
only seen one woman with a
plastic bag in her hand. She
ties the bag over her hand and
picks up what her dog leaves
behind.
I spoke to her and she was
also upset that people just leave
the dog mess behind. She said
in the country she came from,
people would never think of
being so careless.
If they did, they would get a
fine.
If your dog gets sick, you take
him to the vet because you love
your dog. So why not clean
after him?
If you dont like to take
droppings in the bag home,
throw it in the bins provided.
Come on people, bring back the

loop jou steeds in enige kettingwinkel vas
in n sjokolade-haas.
En nou gaan ons weer op Moedersdag
fokus, want die verkiesing het nie juis
verkoopwaarde nie. Die plakkate teen die
lamppale dra gesigte wat meer en minder
esteties is, maar beslis nie tot groter
aankope in winkels sal bydra nie.
word? Ons voel of ons nie goed genoeg
is nie, ons hou dan nie by nie.
Ons voel heeltyd ons is agter. Reeds
Jeugdag of iets nie. Dis n. En die hede,
hierdie oomblik, is waar jy nou ten volle
moet wees. Dit is al wat saakmaak.
Al wat jy moet doen, is om hr te wees
met jou hele wese en verstand. Die
volgende uur, dag of maand of vakansie-
dag bestaan nog nie. Vergeet daarvan en
staan stil. Jys presies waar jy moet wees.

Check mates: Brackenfell High school is very proud of three chess players who were
selected for the WP Schools Chess Team. They are, from left, Devon Felix, Annie Rorke,
coach Johan Kotz and James Sloan.

naweek Stellenbosch toe gestroom omhulle

Die jaarlikse Eat Out Zonnebloem-toe-
plaasgevind.
Die kompetisie is in 2007 begin om erken-
ning te gee aan uitstaande onafhanklike
kosproduseerders en plaaslike kosmarkte.
Nominasies is vroer vanjaar van die pu-
bliek ontvang, waarna beoordelaars, Anel-
de Greeff (redaksionele hoof van Eat Out),
Abigail Donnelly (redakteur vanEat Out en
groepredakteur van Woolworths se TAS-
TE), bekroonde sjefs Jackie Cameron en
Vanessa Marx en Deena Naidoo, wenner
van MasterChef SA in 2012, moes proe.
Die finaliste se produkte is beoordeel op
grond van algehele smaak, aanbieding en
sorg vir die omgewing. Die 23 wenprodukte
was behoorlik n smaaksensasie.
betiere in Woodstock. Die intensiewe ge-
geurde en romerige vrugte-sorbet kan net
as hemels beskryf word.
So ookwas die ongelooflike pikante souse
en atjars van Quality Pickles in Kaapstad,
wat met die toekenning vir beste kruidery
(smaakmiddel) weggestap het.
Plaaslike lekkerbek Anl Potgieter van
Milnerton het vir die tweede agtereenvol-
gende jaar die gesogte toekenning vir die
beste kosblog gewen, met haar gewilde blog
Lifeisazoobiscuit.com. Die toekenning is
deur openbare stemme beslis.

veel mense wat aan my glo. Ek is borrelend
van opgewondenheid en so dankbaar dat ek
my liefde vir kosmet soveel mense kan deel

rieWes-Kaapse projekte is goedgekeur
omdeur te dringnadie volgende ronde
vanSolidariteitHelpendeHandsePro-
jek van die Jaar-kompetisie.
Die projekte is:
V Projek CCC in Table View: Die projek
V Projek Taakmag in Kraaifontein: Dit is
n werkskeppingsprojek wat n uitpak- en
skoonmaakdienste aan vervoeragentskappe
lewer. Skeepshouers word binne 24 uur by
sorg.
V Projek Wedloop in Tygerberg: Die wed-
vraekryoorhoedaar in nbepaaldebehoefte
Ek is baie opgewonde
stuur. Die gemeenskap se SMS-stemme be-
jek ontvang. As die projek 500 SMS-stemme
ontvang, befonds Helpende Hand die projek
met R45 000.
Die gemplementeerde projekte sal in Ju-
lie 2014volgensbepaaldekriteria gevalueer
word, waarna drie wenners aangewys sal
word wat dan onderskeidelik R150 000, R100

onopvallend. Voor die deur staan n
karavaan en n rooiMini die outydse
tipe. n Handgeskrewe kennisgewingbord
plek. Vergrote prente van tatoeermerke

se Johnny Salmonsen in. Hy is in die volks-
mond net as Johnny Tattoo bekend.
Johnny is reeds 42 jaar n tatoeerkunste-
sagte stem. Ek het toe saam met Jimmy
Adams begin werk en my skills geslyp.
Jimmy Adams was die eerste bekende ta-
toeer-kunstenaar in Kaapstad.

been gebring en so ver as Durban en die
Suidkus gereis om sy kuns te pleeg. Hy is
wacht.
Hy en sy jarelange vriend, Donnie Hey-
denrych (54), werk saam. Donnie s hy
