    In-State Tuition Bill

    A bill to clarify what demographics receive in-state tuition and oppose measures to give in-

    state tuition to persons residing in the United States illegally.

    Whereas(1): Many U.S. citizens living outside of the State of Texas pay out of state tuition;and,

    Whereas(2): The Texas taxpayers subsidize education at Texas A&M University to the tune

    of$322,164,331 or 27% of the operating budget of Texas A&M, to ensure that theState of Texas has an educated population and a productive workforce; and

    Whereas(3): Persons residing in the United States illegally currently receive in-state tuition atTexas A&M; and,

    Whereas(4): Persons residing illegally in the United States cannot legally work or hold jobs,even after graduation, nor can they gain citizenship through any legal meanswithout first returning to their country of origin and gaining legal status in theUnited States through the legal process; and,

    Whereas(5): The investments in the education of these foreign nationals by the Texastaxpayers are not repaid because they cannot hold jobs and contribute to the Texaseconomy; and,

    Whereas(6): U.S. Code Section 1623, 8states that an alien who is not lawfully present in theUnited States shall not be eligible on the basis of residence within a State for anypostsecondary education benefit unless a citizen or national of the United States is

    eligible for such a benefit (in no less an amount, duration, and scope) withoutregard to whether the citizen or national is such a resident.

    Therefore

    Let it be

    Enacted(1): That it is the opinion of the students of Texas A&M University that personsresiding in the United States illegally should not receive in-state tuition at TexasA&M; and,

    Let it be

    Further

    Enacted(2): The Texas A&M Student Government Association, on behalf of the students ofTexas A&M University, shall oppose any - current, proposed, or future - local,state, or federal legislation or law that would give in-state tuition to personsresiding in the United States illegally; and regardless of revenue generated fromtaxes by illegal immigrants, opposes S.B. 1528 in that it justifies giving illegalaliens in-state tuition,

    FurtherEnacted(3): That a copy of this legislation shall be sent to the following parties within 14 days
