Two Days Training

Programme ( ToT ) on

“Financial Management of

GP ” for the Master

Trainers of Khordha,

Cuttack, Angul, Jajpur,

Jagatsinghpur Dhenkanal

,Puri and Nayagarh

districts was organized at

SIRD during 4-5 January,2019. 25 no Participants such as DPOs, SDPOs, Accounts

Officers, APD ( Finance ) and GPEOs of above districts being nominated by the district

administration attended the Training Programme as “Master Trainer” of Panchayati Raj

& DW Department, Govt. of Odisha., The programme was organized to make the

participant more familiarize with 3-tier PRI financial management issues at the GP level.

These Masters will act as trainers at their respective district level to train PEOs and

Sarpanches of Gram Panchayats.

The objective of the training programme is mentioned below:

To orient the participants on financial management especially at GP level.

To sensitize the master trainers on the provisions and deliverables of financial

module

To familiarize the participants on their role, responsibilities and functions on

financial management at GP level and other tiers of Administration.

DAY-I

INAUGURAL SESSION

The training programme commenced with registration of Participants followed by the

Inaugural session. The participants were welcomed by Prasanna Kumar Nayak,Course-

Co-ordinator and He explained about the objective of the Programme. The programme

was formally inaugurated by Smt Amita Patra ,Asst Director, SIRD& PR and in the

inaugural address she explained about the necessity and importance of financial

management at GP level.. After the inaugural session was over the technical session

started.

Financial Provision & its management at GP level:

The first session was taken up by

Shri S. K. Patra, Faculty of SIRD

who elaborated on financial

provisions and its management at

GP level. He touched upon the

following topics during the course of

his presentation.

Project Management

Administration approval & financial sanction

Maintenance of CR

Legal provisions for the Financial Management of GPs

An Overview of Financial Management:

Dr Girish Prasad Swain ,Consultant consultant SIRD & PR took the 2nd session

who explained about Government’s various Financial Rules, and Regulations and

highlighted the important provisions of the following topics

Odisha General financial Rule

Odisha treasury Code

Different types of contingencies

Important Financial Issues of GPs

Maintenance of iron chest.

The session was very interactive, where the participants took keen interest to know

about the maintenance of records. Rules relating to issue of cheques and drafts,

payment of cash and all other financial applications/instruments were also explained.

Sources of Income of GP:

In the 2nd session , participants

were made familiar with the GPs

income from different sources,

such as from internal and external

sources which were explained by

Shri Swadesh Ranjan Satpathy

Addl.BDO ,Chilka Block The

following topics were covered

during the session:

Internal-Tax, Non-tax, Auction, Public Property Management:

Further Sri Chakravarty explained about the various sections and discussed

about the non-tax revenue as mentioned in section 71 where he elaborated about

the management of ferries, markets, tanks and orchards etc.

External- Grant-in-aid:

In this topic he explained about transfer of fund by state where the focus

was on the devolution, assignment, grant- in- aid and budgeted provision.

Then a detailed discussion was made on the transfer of fund by Central

Government. Finally the session was concluded with the focus on receipt

and expenditure, revenue and capital.

Then the session came to an end for lunch break.

DAY- II

FINANCIAL ROLE & RESPONSIBILITY OF GP AND

GP OFFICIALS ON CFC & SFC

The beginning of the 2nd day started with recapitulation of the first day learning after

which the session was taken up. by Shri B K Panda,Faculty Finance,SIRD & PR on

Financial Role and Responsibility of GP and its Officials on CFC & SFC :

He deliberated the following topics

Preparation, approval,

Implementation & its importance

and the permissible works to be

taken up under the said scheme.

Planning Process with GPDP

and the expenditure to be

incurred with relation to the

provisions of GP Act were explained to the participants.

Preparation of Comprehensives Holistic Development Annual Plan .

Transparency & Accountability

The next session was taken up by Shri Binay Kumar Das,Director OSSAAT, who

made his presentation on” transparency and accountability measures.” He elaborated

the social audit provisions in different schemes and Act there of with special reference to

MGNREGS Act.. He also explained how Govt. is emphasizing to conduct SA of various

schemes to ensure transparency.

During the session interactive discussions were also made with the following topics.

Following areas were covered during the technical session of Social Audit Processes.

Responsibility of functionaries in the conduct of social audit.

Transparency and Pro-active disclosure.

Citizen Charter.

RTI and transparency measures

Grievance Redressal and Ombudsman.

Keys to ideal Financial Management at GPs

This session was taken up by Shri Saroj Kumar Dash, Joint Director, SIRD & PR

.During the time of his deliberation he focused on the following points.

Planning process and its preparatory steps

Administrative and Technical approval

Financial and Administrative power of official for developmental projects

taken up at GP level.

Role of GPs in implementation of flagship programme ( MGNREGS/RH/CFC & SFC

Dr. Subrat Kumar Mishra, Asst. Director ,SIRD & PR took this session and discussed on

the following points .

Planning Implementation and Monitoring process on projects

Entitlement of the beneficiaries in flagship programme

Situational Analysis of the existing Infrastructure, Civic amenities,

Livelihood and Natural Resource base at GP level.

Uploading the Gram Panchayat Development Plan in Plan Plus.

Gram Panchayat will sensitize and mobilize the beneficiaries for timely

completion of houses in order to be eligible for incentives.

Public Properties of GPs, Auction Sale Role, Maintenance of Records and

registers and & Responsibility of GP and GP Officials

The last session of the ToT was taken up by Shri.P K Nayak,Faculty ,SIRD & PR. During

the presentation time he focused on the following points which was organised in a

participatory process.

Provisions for preparation of Property List in form no 13

Fixation of upset price by the Sub Collector

Auction Sale process and role of GP and auction Officer.

Preparation of Case Records and approval of bid by the respective officers

Process on collection of approved bid amount from the bidders

Agreement process for the leasing Public Propertie.

Different Forms and Registers maintained at GP level with specil reference to

OGP Rule 2014.

Before closing of the session three no Master Trainers gave their feedback on

the two days programme and about its importance .All the participants expressed their –

pleasure for fruitful discussion ,valuable sessions on FM and for the organised

coordination .then all the participants were provided with group photograph along with

Training Completion Certificates .Lastly vote of thanks was given by the Course Co-

coordinator to all the participants and also to the Resource Persons for their active

participation and cooperation for smooth completion of the Training Programme.
