A national campaign driving ‘Clean India:

Clean Schools’

The main purpose is to ensure thatevery school in India has a set offunctioning and well maintainedwater, sanitation and hygienefacilities because these things playa significant role in determining thehealth of children, attendance,dropout rate and learningoutcomes.

Launching the Programme

MHRD, Govt. Of India launched theSwachh Bharat Swachh VidyalayaAbhiyan(SBSVA)’ in the year 2014.SSA, Rajya Mission, Tripura has alsotaken a vibrant role in implementationof the programme towards achieving thegoal of total sanitation in the schools ofthe state.

The benefits of water, sanitation and hygiene to school children :• The provision of water, sanitation and hygiene facilities inschool secures a healthy school environment and protectschildren from illness and exclusion.

• Girls are particularly vulnerable to dropping out ofschool, partly because many are reluctant to continuetheir education when toilets and washing facilities arenot private, not safe or simply not available. We canreduce this drop out rate of girl students by constructiongender segregated toilets in schools.

• Hygiene in school also supports school nutrition. Thesimple act of washing hands with soap before and aftereating the school mid day meal as well as after use oftoilets assists to break disease transmission routes. Bydoing this children can prevent the ingestion of harmfulbacteria,viruses and other germs.

• Having safe water, toilet and hygiene facilities inschools promotes equity. By providing gender-segregated toilets, students are assured of privacy anddignity, a particularly important factor for girls’ schoolattendance.

• Children with disabilities are also vulnerable to droppingout of school. Accessible school facilities are a key toschool attendance for children with disabilities. HenceChildren With Special Needs(CWSN) toilets havingspecial arrangement for such children play a key role toincrease their attendance in the schools.

In a nutshell the benefits of water,sanitation and hygiene in schoolsmay be represented by the followingcyclic flow chart:

Policies and programmes:•Sarva Shiksha Abhiyan (SSA)-Provides infrastructures for gendersegregated toilets.•The mid day meal Programme- Anutrition programme that requires a veryimportant role in hygiene of schoolchildren.

•Rashtriya Madhyamik Shiksha Abhiyan(RMSA)-lays emphasis on secondaryschools to conform to prescribed norms ofproviding access to quality physicalinfrastructure like good classrooms, qualitytoilet infrastructure and drinking waterprovisions.•Kasturba Gandhi Balika Vidyalaya (KGBV) -aims at ensuring access and quality education to girls from disadvantaged groups specially belonging to SC and ST population, by setting up residential schools at upper primary level.

ROLE OF SSA RAJYAMISSION TRIPURA FOR

IMPLEMENTATION OF SWACHH BHARAT SWACHH VIDYALAYA

ABHIYAN:

• The State of Tripura has taken astrong vibrant role inimplementation of Swachh BharatSwachh Vidyalaya AbhiyanProgramme with the goal ofcovering all schools by providingseparate toilets for girls and boys.

•Total target of toilets were 607 which have already been implemented in 456 schools in different districts in Tripura during 2014-15. Out of 607, SSA target was 367 toilets and CPSUs target was 240 toilets in respect of construction of New Girls’ Toilet, New Boys’ Toilet and renovation of dysfunctional toilet. All the toilets have been completed accordingly before August 2015.

MAINTENANCE OF SANITATION,CLEANLINESS AND HYGIENEWITHIN THE SCHOOLPREMISES:

•The SSA, Rajya Mission hasmade the arrangements for theprovision of Water Supply to allschool toilets with theconvergence of PWD(DWS)Deptt. with active participationof SMC members.

STATUS OF GIRLS’/BOYS’ TOILETS AND DRINKING WATER FACILITIES IN THE SCHOOLS UNDER DEE

•No effective action could betaken for the toilets in schoolswhich are located in hilly terrain/high elevation and non-availability of road connectivityand electrification for thecreation of water sources in theschools.

•The SSA, Rajya Mission hasalready issued instructions forproper maintenance ofsanitation, cleanliness andhygiene within the schoolpremises.

•For this purpose one teacherfor each institution has beenentrusted with specificresponsibility to look after thesanitation, cleanliness andhygiene in the schoolpremises.

•For the same purpose, fundsmay be utilized from themaintenance grant by schoolauthorities after obtainingapproval from SMC for utilizingthe fund.

• To provide drinking water supplyand sanitation in schools by utilizationof 14th Finance Commission (FC)Grants, the Principal Secretary to theGovernment of Tripura, RD (Panchayat)Department has issued guidelines andthe following activities may be includedas basic service to be provided by GramPanchayet:

i.Construction of toilets inschools and baby friendly toilets inAnganwadis and provision ofdrinking water supply system forthese institutions as perprescribed norms;

ii.Filling up of gaps in theprovisions of toilets where theexisting infrastructure falls shortof the norms in these institutions;

iii.Rehabilitation of existingtoilets and drinking watersystems in schools andAnganwadis if they are in need ofrepairing;

iv.Regular repair of the toiletsand drinking water system inschools and Anganwadis

Instructions have been issuedregarding maintenance ofsanitation, cleanliness andhygiene within the schoolpremises including toilets. Buteven thencleanliness/sanitations andhygiene in the school premisescould not be properlymaintained due to manyreasons.

PROBLEMS ENCOUNTERED:

Main problem encountered forSwachh Bharat SwachhVidyalaya Abhiyan is the lack ofproper maintenance of thealready constructed gendersegregated toilets.

Available source of waterin the schools:

Almost 90% schools inTripura has come under thecoverage of DWS watersupply connection.

Beyond that there aresome other sources of wateralso but still then conditionof toilets are not clean andhygiene

Possible Solution: Wherethere is source of water we shall give alittle effort to utilise the source so thatthe school toilets can be maintainedclean and hygiene with somepersuasions with DWS Department. Ifmid day meal can be run why nottoilet cleanliness?

Thus we can achieve the motto ofSwachh Bharat Swachh VidyalayaAbhiyan.
