IANA announced on February 3rd, 2011 that IPv4 addresses
have been exhausted. Relevant Internet organizations,
businesses and more than 2 billion users around the
world have all started to face the transition from IPv4 to
IPv6. In the past years, Taiwan has already accumulated
great strength in its development of IPv6 and network-
related technologies.
In the “Meeting of IP Network Development Strategies”
convened in February 2011, TWNIC was suggested
to publish the “Policy Recommendation Report on IP
Network Development Strategies” based on the research
results of the next-generation network technology,
practical experience of the industry, and a variety of
technologies and solutions developed around the
world so that it can be used as a reference and the
overall strategic blueprint for governmental authorities,
industrial management.
The “Policy Recommendation Report on IP Network
Development Strategies” was finally published in June
2012 with participation from over 50 industrial, academic
and governmental researchers, experts and scholars. It
convened by experts and scholars from various areas,
followed by 8 brainstorming discussion meetings, 9 initial
review meetings of chapter units, and 3 editorial meetings.
Hopefully the strategies and action plans proposed in this
report can be referred to by governmental authorities and
industrial management to activate industrial upgrades,
accelerate the advancement of network upgrades, guide
the development of Internet-related industries in Taiwan
as well as advance innovative services of IP networks in
Taiwan under Digital Convergence, Internet of Things and
Smart Living.
TWNIC IP Open Policy Meeting has been playing as
a platform for increasing the understanding of both
domestic and foreign Internet industries about the
Internet technologies and enhancing exchanges of
experience among ISPs. This year experts in the IPv6 area
were invited to discuss major development and technical
issues. This meeting was held in NTNU on June 12th ~ 14th.
Rui-lung Liu, the Vice President of the Cloud Computing
Association in Taiwan, was invited to make a keynote
speech on “Opportunities and Challenges for the
Development of Cloud in Taiwan.” His excellent speech
aroused ardent responses from the audiences. The other
agendas of the day included “Items for Consideration
Regarding Upgrading Linux Application Services to IPv6”,
“the First Step of Comprehensive IPv6 Improvement
– Talks about Internet DMZ Design and Deployment”,
“Upgrades of Firewalls and IPv6 Information Security
Management”, “Planning for GSN IPv6 Services” and
“Suggestions for IPv6 Address Planning and Distribution”,
in which participants discussed issues and asked
questions enthusiastically.
Champika Wijayatunga, the Manager of APNIC, was
especially invited to Taiwan to conduct the IPv6 transition
training course during the second and the third days of
the meeting. The students responded earnestly after
the course. A real-time webcast was also provided
simultaneously to allow participants who could not
attend the meeting to be involved off-site. There were
about 380 participants in total attending this 3-day
meeting.

2012 TWNIC Information Security Training Course
“Times Young Creative Awards” hosted by China Times
Group are a creative contest awards given to university,
college, high school, and vocational school students. It
has always been a grand event that schools are concerned
about. To thoroughly promote .tw/. 台 灣 domain names
among students as well as to draw creativity from young
learners, TWNIC participated in this grand event for the
“Marketing Chinese Domain
Name” as one of the topics in the competition category of
“Marketing Proposal.”
There were a total of 75 marketing proposals competing
in the contest. After two months of fierce competition,
the three proposals from Ming Chuan University, Chinese
Culture University and Shu-Te University received the Young
Creative Award. Young people’s ideas and passions can be
learned through students’ perspectives and creation. All of the

visited TWNIC to exchange the ideas and discuss the
issues about the operation and management of ccTLD
registry. The exhaustion of IPv4 and IPv6 promotion
are also the topic of the discussion. Currently, the IPv6
Upgrade Promotion Program is the main focus of the
Taiwan’s Government. According to the program, all the
networks of government sectors will be the target of
participating works have provided a lot of marketing creativity,
such as smart phone apps, Facebook applications, Flash
activities, comic strips, etc. The students’ zealous creativity and
abundant imagination are worthy of recognition.

In 2004, TWNIC formally implemented ISO 27001 (originally
BS 7799) and ISMS that conforms to international standards
for its two core services – the DNS (Domain Name System)
resolution service and the domain name (DN) registration
management service, and has become the first national
network information center (NIC) to receive the ISO27001
certification. In 2006, TWNIC implemented the ISO 9001
QMS for its overall operation and management. Through
effective system operation and process control, TWNIC
continues to improve and displays its ability to satisfy
customers.
To protect the security of TWNIC’s information assets
related to its core business, TWNIC has established a
system for information security management and quality
control and has been operating the ISO 27001 information
security management system (ISMS) and ISO 9001 quality
management system (QMS). In May this year, TWNIC
has completed a series of intensive audit procedures and
renewed ISO 27001/ISO 9001. This is a superior result
showing TWNIC’s long-term efforts in managing .tw/. 台 灣
domain name resolution service delivery and registration
management policies.

The Results of “Taiwan Broadband Internet Usage Survey” Released
The Results of “Taiwan Internet Connectivity Bandwidth Survey” Released
TWNIC has been continuing to conduct the “Survey of
Taiwan Broadband Internet Usage” since 2002, and has
extended its survey range to cover all of the administrative
regions of Taiwan, including 5 cities and 17 counties.
TWNIC held a press conference on July 9th to announce the
results of the survey. Up until May 27th, 2012, the population
of Internet users in Taiwan was about 17,530,000, of which
the Internet usage is up to 75.44% with 3.4% of growth
compared to that of 2011. The population of Internet users,
who were 12 years old or above, was 15,940,000, of which
the percentage was 77.25%. The number of broadband
Internet users was 15,300,000, which is 97.16% of the
Internet user population, revealing that broadband has
already been the major Internet connection method for the
Internet users in Taiwan.
According to the results of “Taiwan Internet Connectivity
Bandwidth Survey” from TWNIC, the total bandwidth for
external connection from Taiwan reached 649,193 Mbps up
to the end of June 2012, which has increased 31,396Mbps
compared to the last quarter with a 5.08% growth rate.
In which, Taiwan’s externally connected countries remain
the same; however, the amount of domestic and overseas
connection bandwidth shows stable growth.
For connected countries/regions, Taiwan is connected
to 18 of them up to the end of June 2012. For overseas
connection bandwidth, the US is the major country of
Internet connection with Taiwan (350,914 Mbps), followed
by Hong Kong (99,898Mbps), Japan (87,764Mbps), China
(71,156Mbps), Singapore (15,085 Mbps), Korea (13,753Mbps)
Being influenced by the prevalence of portable appliances
in the recent years and various service programs provided
by telecommunication vendors, wireless Internet and
mobile Internet have become the mainstream of Internet
connection. This phenomenon has also reflected in this
year’
and Malaysia (6,210 Mbps). Overseas Internet connection
bandwidth for HiNet, TWGATE and NCIC is 361,515Mbps,
81,699 Mbps and 69,218Mbps respectively, making them
the top 3 organizations of external connection bandwidth
in Taiwan. For interconnection bandwidth of domestic
ISPs, TWIX, HiNet, TFN, CNS-KBT, NCIC, Ke-ing, TANet, EBIX,
TAIWANMOBILE and TWAREN are the top 10 ISPs.

and mobile Internet users have both at least increased more
than 10%. In addition, the number of people who have used
mobile Internet within 6 months is up to 5.35 million, which
is double of last year’s 2.66 million users.
It is discovered from this survey that in 2012, 41.04% of the
broadband Internet users interviewed who were 12 years
old or above in Taiwan use FTTH, which has surpassed ADSL
for the first time and has become the major broadband
Internet connection method with 24.31% of growth
compared to last year. The usage of ADSL has decreased
down to 39.63% from last year’s 61.02%, revealing that the
FTTH market is already mature, and FTTH services provided
by various telecommunication vendors have been accepted
by broadband Internet users.
This survey was also targeted at the number and percentage
of Internet Households in Taiwan. In 2012, the percentage
of Internet Households has reached 80.99%, showing
that more than 6.52 million households can access to the
Internet. In terms of administrative regions, the percentage
of Internet Households in Taipei City this year is 89.02%,
which is the highest. 79.56% (6.41 million) of the households
using broadband compared to last year.
The phone survey was conducted from March 1st to May
27th, 2012. The phone interviewees are family members
of households from the 5 cities and 17 counties in Taiwan
who are at least 12 years old. The number of valid samples
is 3,088. The sampling population is the households with
fixed phone in Taiwan. The phone interviews were carried
out using the Computer Assisted Telephone Interview (CATI)
system. The sampling error is 1.48% which is under 95% of
