Dear Homeowner,

Since April the Board of Directors has been following the impact the Covid-19 virus has been having on Twin Rivers. Ultimately, we have to consider the health and wellbeing of our residents and staff above all else. Facts we have to consider are temperature screenings won't catch asymptomatic or pre-symptomatic carriers of coronavirus, who don't feel sick but are still contagious, and an estimated 40% of coronavirus transmissions happen without any symptoms, according to the CDC.

At the end of April, we directed our pool contractor to start preparing the pools to open in June. Then Governor Murphy issued an executive order locking down the State and prohibiting their opening. Not only did his order stop the pools from opening, it also mandated the closing of our other recreation facilities. Some of these executive orders were gradually lifted allowing recreational areas to open, but they have restrictions as to how they may open. Some are still in place.

The Board and Administration have been following all these developments to see when or if we could safely reopen our facilities in compliance with the guidelines. Unfortunately to date the answer is we can't In the case of the basketball and tennis courts we would need to have someone present to monitor and clean them. In the case of the pools the additional personnel to meet all the guidelines is astronomical. To open the pools would cost an additional estimated expense of $130,000. This would only cover the pools being open for two 2-hour sessions per day with a limited number of residents allowed.

Additionally, we have been advised by legal counsel, insurance professionals and numerous articles of the possible liability the community would be exposed to. One recurring comment is, this is uncharted territory and our insurance carrier may say any claims related to virus are not covered.

We would like to address a comment that has been made to the Trust office several times. This is if the pools don't open there should be a refund of maintenance fees. We have a clause in our contract with our pool vendor that deducts the costs of lifeguards from the total, however the costs of maintaining the pools does not go away. We are negotiating with them to reduce the maintenance costs and are hopeful there will be some savings.

There is also a cost attached to issuing refunds, our policy is if there is a surplus at the end of the year the money goes toward the next year's budget This is part of the reason the past two years have seen a zero increase in maintenance fees.

Currently however we are already expecting a deficit in the 2020 fiscal year. To start the year, we were surprised with a $430,000 increase in our insurance costs, additionally because of the Statewide lockdown we have lost the income we anticipated from renting the community room and guest passes at the pools.

We regret the inconvenience and disappointment the decision not to open the pools will cause. We hope you realize it is for all of our safety and the financial protection of our community.

Pool Maintenance RequirementsThe Trust has received inquiries as to why the pools must continue with maintenance although closed to the public. The following information was provided by Candlewood, Twin Rivers pool management company:As a result of the winter cover being installed during the summer months, there is an elimination of the most basic abilities of pool maintenance. These abilities keep the pool clean and healthy, which include water chemistry, brushing, and vacuuming. Closing the pool will eliminate filtration capabilities. Below are examples of additional effects that you should be aware of when making your decision: Water Waste – An untreated pool will most definitely need to be drained and refilled before next summer's opening. This draining will not only cost the association money for the water bill but will also increase the total cost of the pool contract due to increased chemical requirements and labor hours. Water Temperature – Covering the pool will create a greenhouse effect within the pool, dramatically increasing algae and bacterial growth. Stagnant Water – The lack of circulation in the pool will provide a breeding ground for insects and mosquitoes, and in turn, create a public health risk. It is also a possible breeding ground for legionella bacteria. You could be cited by your local health department for the possible health hazard that has been created. Water Balance – heightened water temperatures will influence pool chemistry. These chemistry changes typically target water pH, calcium hardness, and total alkalinity. This imbalance will result in corrosive water which will impact all facets of the pool structure. Surface – The chemical imbalance and increased algae growth will increase both temporary and permanent staining, discoloration, and deterioration of the pool's plaster, tile grout, intake and return fittings, and drain covers. Pool Winter Cover – The manufacturer warns that the pool's cover is designed to be a winter safety cover, not intended for the direct heat of the summer's sun. This exposure will deteriorate the pool cover faster from sun bleaching. Water Evaporation – Even though the pool will be covered, water vapor will still escape through the mesh, reducing the total amount of water in the pool. This evaporation will leave the pool's surface exposed to the heat and will result in cracking from not being hydrated. If the pool loses enough water, the correct amount to off-set the ground water, the pool may "pop" due to hydrostatic

pressure. This means that as a result of evaporation, there is a chance that the pool can lift out of the ground causing tens of thousands of dollars of damage. Equipment – the circulation of the water is important to many small parts included in the pump and filter. This will include the dry rot of gaskets, O-rings, and pump seals resulting in many, many leaks over the next season. Plastics – The normal circulation of water helps keep the plastics and PVC material cool and unaffected by the heat. By not circulating the pool water through these plastics, they too are susceptible to dry rot, stress cracks, bubbling, and melting. Motor – increased downtime, even if the pool is circulating off the main drain part time, will increase likelihood of electrical shorts and internal parts breaking down or melting. Chlorinator – In-line chlorinators are vulnerable to the same deterioration as the plastics. No matter the delivery method (salt, tablet, liqUid chlorine), without proper circulation the chlorinator's tubing will dry out, needing replacement before the next season. Intelligent Supervision – Without the ability to see the pool's surface, water level, and circulation throughout the summer, there is no way to monitor small problems and correct them before they become massive financial problems. Poor Aesthetics – A clean, healthy pool looks better for the association who pays monthly maintenance dues. Having a clean, healthy pool next season without staining, missing tile, or leaks is also aesthetically pleasing to association members. Winterizing Integrity – A pool that is winterized in the summer has a high risk of losing the properties which protect the piping from expansion breaks. The rubber stoppers in the skimmer wells and pool returns, along with the air-lock created in the valve system will most likely not hold if the pool continues to warm over the summer months, especially under a pool cover. This means water will leak behind the winterizing plugs and air-locked valves allowing water to freeze underground in the winter months, resulting in very expensive, very intrusive plumbing repairs in the spring. Liability – Once we winterize the pool, Candlewood will no longer have a liability for the facility or any of these problems that may occur. The Association will no longer have an additional layer of protection that our management contract provides, and the Association will take full responsibility, liability and financially, for all the previously mentioned hazards.

Selling your home in Twin Rivers

When selling your home in Twin Rivers there are some important things to know to help you through the closing process. In order to help your closing go smoothly, at least a 4 week notification to our office is requested.

Once you have a signed contract and attorney review has been completed, please ask your attorney to contact the Trust Office Manager in writing via fax 609-443-5641 or email [email protected] with the following information:

• Tentative closing date

• Name(s) of the buyer, as it will appear on the deed

• Name of the Attorney for buyer and seller along with their fax or email information

We will accept this information from anyone else who can provide it, i.e. realtor, homeowner, buyer's attorney, etc. Upon receiving this information an exterior inspection of the property for townhouses and detached homes will be scheduled and a report prepared and provided to the attorneys for both parties.

A closing financial statement will be prepared, which shows the required funds to be collected at closing. There will be an Escrow/Security Deposit, Capital Contribution, Administrative Closing Fee and one month maintenance fee in advance required from the buyer.

Administration Highlight Reel

Hiring A ContractorThis is the season that many residents decide to make improvements around their house and property. If you are hiring a contractor, it is advised to ensure that the contractor is registered with the Division of Consumer Affairs and they can provide you proof of insurance. This will protect you from unscrupulous contractors who may perform inferior or unsafe repairs.

Request For Exterior WorkTo maintain the desired look of the community, Twin Rivers requires that a ‘Request for Exterior Work’ form be submitted to Design Review prior to any modification, repair or installation to the exterior of a property. The form can be most easily found on our website: twinrivers-nj.com and then e-mailed to Design Review at [email protected]. The forms are also available at the Trust Office.

Monthly Assessment PaymentWhen mailing your monthly assessment to the Lockbox or Trust Office, please include your coupon and write your account number on the memo section of the check. Likewise, online payment through your banking institution must include the account number. The Accounting Department processes over two thousand payments monthly, your cooperation will ensure that the payments are applied in an efficient and timely manner. The monthly assessment is due on the 1st of the month and late after the 10th. Payments on the 10th must be received no later than 5:00 PM. Any payments received thereafter will incur a late fee. Please schedule your payment accordingly to avoid additional fees. All checks are to be made payable to Twin Rivers Community Trust.

Use Of DumpstersDumpsters located at the condominium and apartment buildings are for the exclusive use of the residents residing in those areas. Residents living in other areas of the community are asked to dispose of household trash and other objects by using the pick-up system for their location. Your neighbors will appreciate your cooperation. Fines will be assessed to those who dispose of trash improperly.

Encroaching Tree LimbsTwin Rivers Community will not disturb a healthy tree. If a homeowner is concerned about a tree limb encroaching

on their property, the homeowner has the right, by law, to trim the tree up to their property line, at their own cost and expense. Likewise, it is the homeowner’s responsibility to ensure that the contractor does not cause any damage to the common area while pruning the tree at the homeowner’s residence. In case of any damage caused by the equipment, it is the homeowner’s responsibility to assume the cost of repairs to the common area.

Solar PowerWe here at the Trust are big proponents of Solar Power. In the last eighteen months, the number of installations of solar panels on the roofs of homes has increased dramatically. You do need though to be careful of the age and condition of your roof when contracting for a solar energy installation. The solar installer should inspect your roof or contract a certified roofer to do so.

If you own a townhouse, your roof has a 25-year life expectancy. If you own a detached home, your roof might have a slightly longer life expectancy. If your roof is within five years of the end of its life, you should not install solar panels without installing a new roof. If your roof is five to ten years from the end of its life, you need to consult with a professional on the wisdom of installing a new roof beneath your solar array.

Twin Rivers Spotlight Art ContestCongratulations to Nathan Michaud for being selected as the winner of the Twin Rivers Spotlight Art Contest. Nathan’s artwork is displayed on the cover of this edition. His depiction of Summer was fun and vibrant!! Our sincere thanks to all who participated in the art contest.

2020 Sidewalk ProjectThe annual concrete/sidewalk replacement was contracted to Quality 1st Contracting, Inc. The project was completed in June; 599 slabs of concrete were replaced in all four Quads totaling approximately 12,724 square feet.

Quad II Pool RenovationA major renovation is currently underway at Quad II pool. Due to COVID-19, the project was postponed by the contractor. The main, baby and dive pools will be entirely renovated, and a mesh safety cover will be installed. The renovation is expected to be completed by August.

Resolution 2020-04Twin Rivers Homeowners Association

As Trustee For The Twin Rivers Community TrustRevised Sign Policy

WHEREAS, the Board of Trustees of the Twin Rivers Homeowners Association, as Trustee of the Twin Rivers Community Trust, is responsible for the enforcement of the Declaration of Restrictions and Reservation of Easements and the Trust Indenture, which were filed as restrictions against all residential properties within the Twin Rivers Planned Unit Development, said restrictions having been adopted by A-S Development, Inc. and filed with the Mercer County Clerk on or about January 8, 1969; and WHEREAS, Paragraph 9 of the Declaration of Restrictions and Reservation of Easements states: "NO SIGNS. That no sign of any kind or for any use or purpose whatsoever shall be erected, posted, pasted, painted or displayed upon any of said lots or upon any building or other structure thereon, without the prior written permission of the Architectural Committee;" andWHEREAS, at a meeting on June 11, 2020 of the Board of Directors of the Twin Rivers Homeowner's Association for the Twin Rivers Community Trust, directed that a policy regarding signs be adopted; and WHEREAS, the Board has deemed that residents are displaying signage in positions that do not comport to the pleasing aesthetic quality of the community.NOW, THEREFORE BE IT RESOLVED that the Twin that the Twin Rivers Homeowners Association as Trustee for the Twin Rivers Community Trust, pursuant to the authority and power conferred upon it by the Trust Indenture, adopts as follows:Real Estate Sign Provisions

1. Only one sign may be placed exterior to the residence. The permitted location for this exterior sign is the front or rear flower bed. Signs must not be placed on the front lawn or attached to fence or gate.2. The maximum dimensions for an exterior sign are 18 inches in height and 24 inches in length.3. An exterior sign shall not exceed five feet in height above the grade of the lawn or bed.4. The content of the sign is restricted to:a. if for sale by owner: "House for Sale by Owner, Telephone Number, Address"b. if for sale by a real estate agent: "House for Sale, name of Real Estate Agency, Name of Agent, Telephone Number."

Open House Provisions5. An 'Open House' placard may be placed above the 'For Sale' sign on the day an open house is held. The 'Open House' placard must be removed at the end of the open house period. The hours of the open house are limited to 11:00 am to 6:00 pm.6. An 'Open House' court sign may be placed at the intersection of the main perimeter road and the Twin Rives court/street. The residence is limited to one sign with permissible hours of display 11 :00 AM to 6:00 PM.7. The maximum dimensions are 18 inches in height and 24 inches in length.

Other Provisions8. No 'Sold' signs are permitted.9. No illuminated signs are permitted.10. All signage must be removed within 24 hours of contract to sell.

Political Sign Provisions1. Political signs shall be permissible to be placed upon a private residence fourteen (14) days prior to an election but must be removed within three days after the election.2. Only one sign may be placed exterior to the residence. The permitted location for this exterior sign is the front or rear flower bed. Signs must not be placed on the front lawn or attached to fence or gate.3. The maximum dimensions for an exterior sign are 18 inches in height and 24 inches in length.4. The content of the sign is restricted to an individual or party running for a political position or relating to a political issue which is to be voted upon in the upcoming election.

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Twin Rivers Homeowner's Association as Trustee for the Twin Rivers Community Trust hereby sets forth the Sign Policy Resolution to be effective from the date this resolution has been duly approved by the Board of Trustees.BE IT FURTHER RESOLVED that the printing of this Resolution in its entirety in the community newsletter publication, "Twin Rivers Spotlight", and on the Twin Rivers Community website constitutes proper notice.

If you are interested in utilizing Direct Debit as your payment method, please sign the bottom of this notice, attach a voided check and return it to the Trust Office. Make sure to clearly state whether you wish the Direct Debit to be deducted from your checking or savings account.

Please note: It is required that a copy of the signed form be on file with our Bank as well as being maintained in our office. This authorization will remain in full force and effect until Twin Rivers Community Trust has received written notification from the unit owner of its termination.

ATTENTION DOG OWNERS

The Trust office regularly receives telephone calls and emails regarding the ongoing problem of residents not picking up their dog's waste. This foul behavior has also been observed by Facilities staff members, who work diligently to keep the common grounds neat and clean.

Please be considerate of your neighbors and always pick up after your dog. Failure to clean up after your dog will result in a fine and/or loss of privileges per Twin Rivers Resolution 79-4 and East Windsor Township Regulations, Section 78.8, which reads, "No person owning, or in charge of any dog shall allow such dog to defecate upon any public or private property... "

The Trust staff has noticed an increase in residents, guests and contractors, parking in yellowstriped, no-parking zones, especially at the end of the parking-islands in the parking lots with turn-arounds. The Trust will not allow parking in no-parking zones. Vehicles in these spaces create a collision hazard, interrupt the movement of Facilities staff vehicles and disrupt emergency services.

Beginning immediately, any vehicle parked in a no-parking zone, regardless of time of day/night, will be ticketed and towed, without warning. The towing expense will be the responsibility of the vehicle owner. Thank you for your cooperation.

Parking Over Striped Lines

The dumpsters located at the condominiums and apartment complexes are for the exclusive use of its residents. The complexes include Avon I Condominiums, Avon II Condominiums, American Way Condominiums, Lake Condominiums, Twin Rivers Apartments, Village East Apartments and Twin Rivers Plaza. Individuals not residing at the complexes are strictly prohibited from disposing trash at these locations. This is considered illegal dumping and fines and or prosecution will be enforced.

Please follow the trash rules and regulations applicable to your residence. These rules are included in every Spotlight Newsletter publication. Thank you for adhering to the rules and for assisting in maintaining Twin Rivers Community aesthetically pleasing and a place that you can feel proud to call home.

TWIN RIVERS PARKING REGULATIONS

When Twin Rivers was built in 1969 the community was designed with only 1.5 parking spaces per residence. Today, many families have two or more vehicles; therefore the Twin Rivers parking regulations are important to everyone.

When every owner in Twin Rivers purchased their home they agreed to abide by the community's Declaration of Restrictions and Reservations of Easements; it’s part of your property deed. A section of this document restricts certain types of vehicles from parking in any lot. Over the last forty years as vehicle types have changed your Homeowners Association has clarified through resolution what the restrictions mean.

Individually the resolutions can be challenging to understand. This pamphlet is designed to help the homeowner avoid parking fines. Copies of the resolutions are available at the Trust Office upon request.

VEHICLES NOT ALLOWED TO PARK

VEHICLE TYPES THAT ARE NOT ALLOWED TO PARK IN ANY LOT OR ON ANY TWIN RIVERS PRIVATE ROAD

EXCEPTIONS TO THE RULESAll of these vehicle types are allowed in any lot temporarily and solely for the purpose of loading and unloading. (During daytime business hours contractor vehicles are considered to be loading and unloading).

SNOW STORM PARKINGAfter one inch of snow has fallen, trucks and commercial vehicles are permitted to park on designated streets but must be removed 24 hours after the snow has stopped. See Resolution 2015-04 Snow Parking Regulations for designated streets.

WHERE UNAUTHORIZED VEHICLES CAN PARKOn Township owned roads; Twin Rivers Drive, Twin Rivers Drive North, Probasco Road and Lake Drive.

• Please Note: Trailers or RV's not attached to a vehicle can only park in the Township’s rural parking zone located along farm land on Probasco Road and a small section of Lake Drive.

IMPROPER PARKING/NOT IN A SPACEAny vehicle not parked in a designated parking space will receive a parking fine and towed at owner’s expense:• NO double parking• NO end of the parking island parking.• DO NOT park on any lawn.• DO NOT park, block or drive on any fire lane or sidewalk.

VEHICLE STORAGE & ABANDONMENT• If your vehicle sits in the same place for more than 21 days it can be considered stored. If it is inoperable in disrepair with flat tires or a missing license plates and such, it may be considered stored.

• Once a vehicle is ticketed as stored, the owner has seven (7) days to either remove the vehicle or bring the vehicle to the Trust office once per month for six months for an odometer check to prove that the vehicle is driven more than fifty (50) miles per month.

• Failure to adhere to the stored vehicle resolution will result in the vehicle being towed and impounded at the owner’s expense.

Stored Cars Prohibited

ASSIGNED PARKING SPACES

Not all lots have reserved spaces. Each individual court gets to decide if they want to become a reserved space parking lot by a vote set up through the Association’s parking committee. In an assigned parking lot each unit receives one reserved numbered space.

What to do when an unauthorized vehicle parks in your assigned numbered space.

1. Kindly ask that the vehicle owner move their vehicle.

2. If the owner is uncooperative you may call the East Windsor Police at 609-448-5678 and ask for the vehicle to be ticketed. When the Police arrive you will need to verify your name, address and permit number. The summons issued is in the form of a complaint; and you will be required to appear in court as the complainant in order for the fine to be enforced.

3. If the vehicle has not moved after the complaint has been filed with the EWPD, a resident may call their local towing service. The towing service will require your name, address, permit number and verification that the EWPD has ticketed the vehicle. They will tow and impound the vehicle at the vehicle owner’s expense.

Please Note: If the tow company arrives and the vehicle is gone, the caller will be responsible for the towing charge.

VEHICLE REPAIRS PROHIBITEDVEHICLE REPAIRS IN PARKING LOTS OR ON TRUST OWNED ROADWAYS IS PROHIBITIED

• NO changing of oil or other automotive fluids.• NO brake repair or tire rotations.• Flat tire replacement is permitted. No jack stands can be left un-attended.

Violators are subject to fines including costs to repair damaged asphalt.

HANDICAP AND FIRST RESPONDER PARKING SPACES

The owner’s handicap hangtag or handicapped license plates must be visible.

• Please note: In a parking lot with reserved parking spaces an owner must choose between a handicap space or a regular reserved numbered space.• Handicap spaces are NOT reserved spaces and are open to all handicap permits on vehicles that meet the parking regulations.

FIRST RESPONDER SPACES are provided to active members of the East Windsor Volunteer Fire and Rescue Squads. Member lists are sent to the Trust before signs are installed. • Please note: In a parking lot with reserved parking spaces an owner must choose between a first responder reserved parking space and a regular reserved numbered space. All parking regulations apply.

PARKING REGULATION ENFORCEMENT• Twin Rivers Community Trust parking enforcement patrols the community on a regular basis for violations of Section 8 of the Declaration of Restrictions & Reservations of Easements for the Community of Twin Rivers.

• Vehicles in violation receive a numbered fine. The plate number and the location of vehicle are recorded. The time the fine is issued is also recorded.

• First violation ○ A fine is placed on the vehicle○ A New Jersey Motor Vehicle Commission request for vehicle owner information is completed. ○ Once the owner information is obtained, the Trust sends a fine with a $50.00 assessment for a first offense to the vehicle owner’s residence.

• Second violation○ A fine is placed on the vehicle. ○ A letter is sent to the vehicle owner's residence with a $100.00 assessment. The owner is warned that the vehicle will be towed and impounded if found in violation again○ If the vehicle cannot be associated with a Twin Rivers residence the information is recorded.

• Third violation○ A fine is placed on the vehicle. ○ A letter is sent to the vehicle owners Twin Rivers residence with a $200.00 assessment. ○ The vehicle is towed and impounded at the owner’s expense.

• If there are no violations for a 12 month period the next fine is considered a first violation.

Bulk Pick-up ProcedureTo accommodate Twin Rivers' need for bulk trash collection, each Quad has pick-up once a month. Please read the following information.

The updated pick-up schedule is as follows:Quad I is picked up on the 1st Wednesday of the monthQuad II is picked up on the 2nd Wednesday of the monthQuad III is picked up on the 3rd Wednesday of the monthQuad IV is picked up on the 4th Wednesday of the month

You must call the Trust at 609-443-1113 to schedule your pick-up. This is necessary in order for the office to efficiently schedule staff. If you do not notify the Trust Office to schedule a pick up, your items will not be collected and you will be subject to trash fines. Please adhere to the following points to allow pick-up to run smoothly:• "Bulk" refers to furniture, large appliances, televisions, etc.• Bulk items must be placed out after dusk on the evening beforehand, or before 7 :00 A.M. the morning of your scheduled pick up.• Please Note: Mattresses or box springs must be wrapped in plastic wrap. Violators will be fined.

What's For Dinner?

Sweet Teriyaki Beef SkewersIngredients:

1 • ½ cups light brown sugar1 cup soy sauce• ½• cup pineapple juice½• cup water

¼• cup canola oil3 large garlic cloves-chopped• 4 lbs boneless round steak • cut into ¼ inch cubesbamboo skewers -soaked in water•

Directions:

Whisk together brown sugar, soy sauce, pineapple juice, water, canloa oil, and garlic cloves in a large bowl. Place beef cubes into the mixture and stir to coat. Cover bowl with plastic wrap.

Marinate beef in refrigerator for 24 hours.

Remove beef from marinade, shaking to remove any excess liquid. Discard marinade.

Thread beef cubes onto skewers in a criss-cross (zig-zag) fashion. Cook skewers on preheated grill, about 3-4 minutes per side.

Heirloom Tomato Sandwich with White Bean Puree

Ingredients:Multi grain bread or hard crusty • seeded breadButter leaf lettuce• 2-3 heirloom tomatoes sliced• 1-2 avocados sliced• Fresh basil leaves• Sea salt & ground pepper• Paprika•

Ingredients – White Bean Puree: 1 to 1 • ½ cups cooked cannellini beans drained & rinsed2 tablespoons oil oil• 2 garlic cloves minced• 3 tablespoons lemon juice• 1 teaspoon capers• Sea salt & ground pepper•

Directions:In a blender, combine all ingredients for the white bean puree. Chill until ready.Assemble sandwiches with toasted bread, Spread white bean puree on both toasted sides, then add lettuce, tomato, avocado, basil, salt & pepper, and paprika.
