From the Editor
As shown in TWNIC’s recent survey on Internet broadband usage in Taiwan, the numbers of
Internet or broadband users and Internet penetration have a tendency of stable growth. However,
it also indicates an increasing digital gap between different age groups and between urban/rural
areas (see page 11). After quantity issues, the quality of Internet life will be the next challenge.
It is also TWNIC’s mission and responsibility. We continue promoting nation-wide Internet use,
and coordinating the exchange and integration of Internet information services. Since the end
of 2007, several projects have been conducted for reaching the goal of quality of Internet life.
A brand-new page-parking service will offer free-of-charge, user-friendly tools to assist each
domain name user to create his Internet identity and web site without difficulties (see page 1). By
sharing information and experience, users will be able to make the best use of the Internet for
personal or business purposes (see page 2-4).
For bridging the digital divide, TWNIC has put more efforts on the remote areas. Children from
Yilan County’s remote village were invited to Taipei to witness the future IPv6 applications (see
page 10). More training courses will be provided in Hualian County to strengthen the concept of
network security (see page 16). For giving Henchun’s younger generation the better education
opportunities, we have been involved in local hospital’s children reading program and donated a
large number of books (see page 10).
Two major international conferences were held in Taipei recently, including ICANN Taipei Regional
Meeting (see page 8-9) and APRICOT 2008 (see page 5). Several key issues leading to the future
quality Internet life were fully discussed, including IDN, IPv6 and network security. As local host,
TWNIC is pleased to work with all community colleagues for the better future of Internet.

In 2003, TWNIC started to provide the second-
generation Chinese domain names compliant with
the internationalized Domain Name (IDN) standards,
making Internet applications more convenient for native
Chinese users. Since 2006, with the release of IE 7.0,
Microsoft’s IDN-supporting browser, the environment
for Chinese domain name use has become more mature
and convenient. To help Internet users know more about
Chinese domain names, TWNIC has especially established
the “http://瘋中文.tw” (literally meaning “Fun for IDN.tw”)

TWNIC’s R&D Department also introduced the latest
technologies to break through the languages barriers
between Chinese and English and establish the first
i-Email System in Taiwan. The system is now open for
testing. The system is based on the Chinese domain

Domain Name Environment on Campus.” In the project,
National Taipei University, Asia University, National
Cheng Kung University, and National Ilan University were

The 6th NetKing .tw Website Design Contest
TWNIC's “6th NetKing .tw Website Design Contest” ended
successfully with the awarding ceremony on December
20th, 2007. With the theme of “We Share, We Care and
We Love Taiwan,” the contest received 58 applications
for the Chinese Group, 11 for the English Group and two
for the Local Languages Group. The contesting works
covered a wide variety of topics. Some were intended
to promote local art, culture, performance, cuisine and
tourism in different parts of Taiwan. Some showed photos
of the beautiful landscape in Taiwan to express love
for this island. Some focused on the building of local
Internet communities, trying to promote characteristics or
specialties of some regions in Taiwan and to narrow down
the digital gap in Taiwan through Internet technologies.
Showing and promoting the unique cultures and industries
in different areas in Taiwan, all the works demonstrate
the ample vitality and creativity as well as the impressive
Internet technology know-how of the younger generations
in Taiwan.
In this contest, two special awards, “Best Network
Community Construction” and “Best Love for Taiwan,”
were given respectively to the works of “Blog Look” (look.
urs.tw) and “Access for All in Taiwan” (sunable.tw) as a
kind of encouragement. The “Blog Look” is a professional
observation of the blog development in Taiwan, providing

TWNIC worked with its registrars, HiNet and Seednet to
hold a new series of mydn.net.tw gatherings this year.
a channel of reasonable interactions and healthy
communications among blog users and Internet users.
The “Access for All in Taiwan” is a charity-oriented
website, integrating all the social resources and forces to
help the physically challenged gain self-confidence and
live in a more accessible society.

“Domain Name, Personal Style” Speech Series
The “Domain Name, Personal Style” speech series,
respectively titled “I Site; Therefore I am!” “I Name;
Therefore I am” and “I Blog; Therefore I am” was held
in the northern, central and southern Taiwan. Noted
e-business owners, users of stylish domain names
(bloggers) and experts were invited to give speeches and
share their knowledge and experiences. Discussing about
the present and future trends of personal domain names,
their speeches helped the audience to explore the most
fundamental power of the Internet and find out how to
build their unique personal/professional brands in the eye-
dazzling virtual world.
In the speech, Jason Chou, Director of the Graduate
Institute of Science and Technology Law, National
Kaohsiung First University of Science and Technology,
was invited to demonstrate with real legal cases and
professional analysis to the audience that the priority
of Internet brand protection should start with domain
names. Prof. Shi-hao Liu, a Internet marketing expert,
was also invited to share some skills. According to him,
if you want to have a successful e-business, you will
have to be exposed to and then remembered by your
customers. In Internet marketing, you have to remember
“Domain Name is your ID on the Internet” and, therefore,
a good domain name is the key to success. Vicky Tseng,
Marketing Director of PC Home, one of the largest
e-shops in Taiwan, also shared her observations of how
many traditional industries have started to transit to the
e-business world by providing more customized services
and more flexible logistics. She analyzed the competitive
edges newly found on the Internet for many of Taiwan’s
industries and showed the directions to a future with
more promising opportunities. Last but not least, Anthony
Lee, Domain Name Service Department Director of
TWNIC, talked about the subtle connections between
languages, communications and brands with respect to
the development of Chinese domain name environment.
“Domain Name, Your ID on the Internet”
In December 2007, during the “Information Technology
Month”, TWNIC held jointly with the Small and Medium
Enterprise Administration, Ministry of Economic Affairs,
the speech of “How to Build Internet Brands and then
Capitalize on Internet Marketing.” The speech covered
topics such Internet brand protection, marketing
and e-shop operation, teaching the audience how to
maximize benefits of the far-reaching network of real-time
communications and become successful in the virtual
world by using the right domain names and skills.

APRICOT 2008 in Taipei
In 2008, APRICOT is going back to Taipei from 20th to
29th February. It is a great honor for Taiwan Network
Information Center (TWNIC) to host APRICOT 2008 in
Taipei again and as the host. TWNIC was pleased that
over 400 colleagues from the region joined us in Taipei
and enjoyed the beauty and energy of Taiwan.
Since 1996, APRICOT has established itself as Asia
Pacific's premier regional Internet Summit where the
community members converge and host their annual
meetings and other special events. The year of 2003
was the first time for TWNIC to hold the event in Taipei.
Over one thousand Internet technicians and experts from
thirty economics have attended the event. During the
conference all the attendees from the region shared their
knowledge on newly developed internet technologies and
enjoyed the hospitality of Taiwanese people.
The event is aimed at technical community, Internet
businesses, and policy makers. Over 600 participants
from 50 economies joined the discussion on the
internet technology development, policy making, and
standards. Participants exchange their experiences on
implementation of IPv6, Network Security, IDN, and
IP management policy. It brought plenty of thought-
provoking discussions to the main themes around which
the agenda is designed.
APRIOCT also bears the mission to provide training
opportunities to potential engineers and future policy
makers. This year, 128 people attended the workshops
focused on Network Management and NOC, VOIP
Deployment, Network Security, ISP Routing, and BGP

In conjunction with APRICOT Taipei, the 2008 Asia Pacific
IPv6 Summit was held on Feb 25th in the Howard Plaza
Hotel in Taipei City. Attended by NIC representatives from
several Asia-Pacific countries, the summit was composed
of two sessions - one for the report presentation of
IPv6 development in each country and the other for
introducing the latest IPv6 application and development.
The discussions in the summit were enthusiastic. With
the worsening problem of IPv4 address exhaustion, IPv6
provides a vital future solution; therefore, each country
is speeding up its development of IPv6 network. For

The Asia Pacific IPv6 Summit is a summit intended to
promote IPv6 development in the Asia-Pacific region. It is
organized by the Asia Pacific IPv6 Task Force for which
TWNIC has served as its Secretariat for nearly two years.
By holding the annual summit, the Asia Pacific IPv6 Task
Force can invite each country in the Asia-Pacific region to
share the current IPv6 development in each country and
also to introduce the latest IPv6 technology development
and application.
On December 5th, 2007, TWNIC held its 2007 Focus
Group on Wireless Network Use in Taiwan. The focus
group was attended by invited speakers, Liu Yu-Li, a
member of the National Communications Commission,
Teng Tien-Lai, Director General of Department of Posts
and Telecommunications, Ministry of Transportation
and Communications, Cliff Lai, Chief Business Officer
of Taiwan Mobile, and Fu-Kuei Chung, Deputy Director
of Chunghwa Telecom, to share their observations of
the future trends of wireless network application and
development with nearly 100 local ISP representatives and
other attendees. In the focus group, Director General Teng
indicated that the one of the goals of M-Taiwan project
to connect six million households to wireless network
had already bee achieved in October 2007 and, in the
future, the government would continue to promote use of
wireless network and mobile network in order to build a
high-quality network environment in Taiwan. Mr. Lai and
Mr. Chung both indicated that the mobile network would
become a mainstream in the future with cell phones as
the major platform for various network applications. The

The focus group is part of the survey program on
broadband network use in Taiwan. Opinion leaders from
the industry, governmental organizations and academia
are invited to share their views on broadband development
policy in Taiwan. It hopes to provide helpful references for
the broadband network establishment and policy making
in Taiwan.
Since the second half of 2002, TWNIC has continued to
release two survey reports respectively in January and July
each year, hoping to provide statistical references on the
broadband development in Taiwan for related research.
Starting from 2007, the first survey would remain on the
use of broadband in Taiwan while the second survey
would begin to investigate the use of wireless network in

The 9th TWNIC IP OPM was held on December 5th and 6th. Mr. Cliff Lai, Chief Business Officer of Taiwan Mobile, was
specially invited to give a keynote speech on the new trend of merging telecommunication and network. The speech
received enthusiastic responses from the audience. The meeting also had two discussion sessions, Policy SIG and
TWNOG, respectively about IP address issuance/management policy and network routing. On Dec 6th, the meeting
provided advanced trainings on the latest IPv6 technology.
The 9th TWINC IP OPM
In the 9th meeting, the interactions and responses between the audience
and speakers were intense and enthusiastic, fully demonstrating the
bottom-up and open spirits and transparent policy-making of the TWNIC
IP OPM. The meeting provides a platform for local ISPs to convey their
opinions and suggestions about the current IP policy and management.
Their views will be fully represented by TWNIC in the APNIC meetings to
have an influence on the making of IP address policy in the Asia-Pacific
region and to make some contributions to the global network community.
To provide a platform that can help Taiwan’s Internet industry understand
more about the “Internet IP Address Policy and Policy-making Procedure”
and promote experience exchanges among local ISPs, TWNIC launched its
1st TWNIC IP Open Policy Meeting (OPM) in December 2003. Since then,
the biannual meeting has been widely recognized by the industry and ISPs.
The goal of the meeting is to collect and congregate opinions of local ISPs and follow up or conduct research on issues
discussed in the meeting. The 10th TWNIC IP OPM is scheduled to take place in June 2008. For further information,

to Keep Updated with the Latest Network
Technology Development
Held jointly by the ICANN and TWNIC, the ICANN Taipei
Regional Meeting took place on October 19th to 21st
in the Taipei International Convention Center. The two-
and-a-half day meeting mainly discussed issues such as
information security, IDN and IPv6.
In addit ion to Vinton G. Cerf , ICANN Chairman,
Paul Twomey, ICANN President and CEO, and other
ICANN staffs, the meeting was attended by nearly 600
professionals of network technology and management
from seven countries. It was the first regional ICANN
regional meeting, an innovative form for ICANN meetings.
The meeting yielded impressive results. With intensive
speeches and discussions, it provided a valuable
opportunity for network managers and engineers in Taiwan
to directly exchange experiences with and learn from
international experts on the latest development of IDN
and IPv6. The participating ICANN experts also indicated
that, thanks to the experiences and opinions provided by
Taiwan’s professionals and scholars, they had found many
vital issues for further discussions in the coming ICANN
meeting in Los Angeles.
“The ICANN meeting in Taipei is the first regional meeting
ICANN Taipei Regional Meeting
of ICANN. For those who can not physically attend the
meeting, webcasting and video conference services
are specially provided. In addition, the meeting is also
innovative in its production of full minutes of the meeting
proceedings and discussions. With these innovative
practices, the meeting can serve as a reference model
for future ICANN regional meetings. Moreover, in the
Taipei meeting, professionals from Taiwan and Japan
demonstrated results of their in-depth surveys on network
issues in the meeting, which led the participating ICANN
representatives to inspiring ideas and the realization that
the network development in either Taiwan or Japan has
surpassed what they used to know of. This new finding is

During the Australian IPv6 Summit 2007 from November
19th to 21st this year in Canberra, Australia, the 3rd
AP IPv6 Task Force Meeting was also held along
with the summit on November 19th. TWNIC signed a
memorandum of understanding (MoU) with the Internet
Society of Australia (ISOC-AU) in the meeting. This MoU
was signed by TWNIC’s Chairman Dr. Lai Fei-Pei and
ISOC-AU President Tony Hill under the witness of IPv6
Forum Chair Dr. Latif Ladid. (From left to right in the

worthy of further exploration and discussion of ICANN,”
said Liang Ming-Cheng, TWNIC Executive Director.
Through ICANN Regional Meeting, many of the latest
network technologies and ideas were introduced to the IT
industry in Taiwan. According to many of the participating
experts, a large number of IT products of Taiwan are
rather suitable for global networks. Much of the network
innovation and integration, particularly in the development
of IPv6 products, requires assistance from the related
hardware and software industries in Taiwan. Also through
this meeting, experiences of other countries could be
absorbed to provide references for further development
of Taiwan’s network industry and hence better preparation
for the next wave of IT competition worldwide.
TWNIC and ISOC-AU Signed Cooperation Memorandum
Also in the meeting, Vinton G. Cerf and Paul Twomey,
who are both internationally known Internet gurus, were
invited to give the “Face-to-Face with Vinton G. Cerf,
Father of Internet” speech moderated by Liu Chung-Lang
from Academia Sinica. The speech provided the young
generations of Interne users in Taiwan a rare opportunity
to have face-to-face learning and discussion with two
international masters about the next-generation network
development.

To promote IPv6 applications, TWNIC held the “Exhibition
of IPv6 Applications in Future Life” in the National Taiwan
Science Education Center in January 2008. The exhibition
covers IPv6 use in every aspect of daily life such as food
supply, health care, housing, transportation, education
and entertainment. Before the official opening of the
exhibition, TWNIC had invited aboriginal children living in
the remote areas of Yilan County to come to the exhibition
and experience the convenience and wonder of future life
with IPv6. The future world where, thanks to IPv6, each
one can have Internet access everywhere to everything
is expected to come soon. It is hoped that, through the
interactive games and extracurricular learning activities of
the exhibition, viewers from elementary and high schools
in Taiwan can know more about IPv6 applications and
develop interests in related research in the future.
On Nov. 18th, 2007, one Sunday afternoon of late autumn,
Heng Chun Christian Hospital’s Mobile Clinic Service
Team visited the Damei Community, one of the remote
villages in Pingtung County. The team not only provided
free clinics for the locals, but also brought several
children‘s illustrated books. Happy and excited, each of
the local children concentrated on reading one book after
another. Doctors on the medical service team also made
use of their free time to read some books to the children.
It was truly a heart-warming and mind-enriching Sunday
afternoon for Damei’s children.
Knowing that education is important to children’s future,
TWNIC fully supported Heng Chun Christian Hospital’s
children reading program and donated a large number
of children illustrated books in September 2007. It is
intended to inspire remote area’s children’s interests in
reading and hence enhance their writing and imagination.
By developing the habit of reading and learning, local
children will improve both intellectually and academically,
which will in turn help promote reading in local areas.

The official opening ceremony of the “Exhibition of IPv6
Applications in Future Life” was held on Jan 17th, 2008,
presided over by TWNIC’s Chairman, Dr. Lai Fei-Pei. It
was a great honor that Teng Tien-Lai, Director General of
Department of Posts and Telecommunications, Ministry

According to the January 2008 “Survey Report on Internet
Broadband Usage in Taiwan” released by TWNIC, up to
January 31st, 2008, the population of Internet users in
Taiwan has reached 15.55 million, accounting for 68.03%
of the total population (aged from 0 to 100). Among these
Internet users, 68.51% are 12 years old and above. There
are 12.54 million broadband users, accounting for 63.37%
of Taiwan’s total population.
Internet Using Individuals
Among the individual Internet users, males (70.20%) are
slightly more than females (66.80%). More than 90%
of these users are 12 to 35 years old. Among the areas
in Taiwan, Taipei City has the highest ratio of individual
broadband users (80.23%), followed by Kaohsiung City
(74.63%) and northern Taiwan(66.91%) while eastern
Taiwan (52.36%) has the lowest ratio. These individual
users go on-line mainly for information search (57.48%)
and webpage browsing (46.76%).
Internet Using Households
Among all the households in Taiwan, 5.4 million (72.33%)
are connected to the Internet while 4.96 million (67%)
use broadband and most of them use ADSL connections.
The ratio of Internet using household in each area of
Taiwan all exceeds 56%. Taipei City has the highest ratio
of broadband using households (81.41%), followed by
Kaohsiung City (79.51%) and northern Taiwan (71.22%)
while eastern Taiwan has the lowest ratio (49.10%). In
addition, among the households not using broadband,
only 10.20% indicate willingness to upgrade to broadband
in the coming six months. The Internet using households
in Taiwan mainly use connections through ADSL (82.94%),
cable modem (7.32%) and community network (5.09%).
Wireless Network Users
According to the report, there are currently 4.01 million
citizens (20.27%) in Taiwan using wireless connections,
showing a decrease from past year. Among them, 38.85%
are mostly connected to the wireless network at home
and 31.68% at the office.
Mobile Network Users
According to the report, the mobile network users in
Taiwan account for 5.81% of the total population and
most of them (36.56%) spend less than NT$250 on the
mobile network services each month. In addition, 38.76%
of them are connected to the mobile network through 3G,
35.41% through GPRS and 9.94% through WAP. Among
the mobile network services, information browsing,
ringtone downloading, and information search are the
three most popular services, respectively accounting for
15.53%, 15.52% and 14.71%.
From the findings of the biannual surveys during the past
five years, it can be found that the numbers of Internet
using or broadband using individuals/households as well
as the Internet penetration rate all exhibit a tendency of
stable growth. In addition, there is a digital gap among
citizens of different age groups, incomes and education
backgrounds as well as between citizens in the rural and
remote areas. Generally speaking, elder individuals with
lower incomes or households with lower incomes are
less likely to use Internet or broadband. The numbers of
Internet using individuals and households in townships,
counties and remote areas are significantly lower than
those in urban and non-remote areas.
About the Survey
According to TWNIC, this survey was conducted during
Dec. 1st, 2007 to Jan. 31st. 2008, telephone interviewing
residents aged 12 and above in 23 cities/counties in
Taiwan. The survey collected totally 3213 valid samples,
using the Monthly Demographic Statistics Report released
by Ministry of the Interior, Executive Yuan, in September,
2007 as the matrix data. The method of computer
assisted telephone interviewing was used in the study
with a reliability of 95% and errors of 2%. For further

According to the results of “2007 Q4 Taiwan Internet
Connection Bandwidth Survey” by TWNIC, up to the end
of December 2007 the total bandwidth of international
connections in Taiwan has reached 186,443 Mbps (see
Figure 1), showing an increase of 5,437 Mbps from
2007 Q3 with an increase rate of 3%. In addition, the
major foreign countries to which Taiwan has Internet
connections remain the same while the domestic and
international connection bandwidths both show a stable
growth.
Connected Countries and Regions
Up to the end of December 2007, among the 19 countries
to which Taiwan is Internet connected, the US has the
largest connection bandwidth with Taiwan (77,216 Mbps),
followed by Japan (43,841 Mbps), Hong Kong (34,997
Mbps), China (17,559 Mbps), the Netherlands (5,599
Mbps), Singapore (2,147 Mbps), the UK (2,100 Mbps) and
other countries (see Table 1).
Domestic and International Connection Bandwidth
The international connection bandwidth of HiNet,
TWGATE and TFN respectively reaches 49,811 Mbps,
14,323 Mbps and 2,465Mbps. They are the top three ISPs
with the largest international connection bandwidths in
Taiwan.
In the domestic connections among the ISPs in Taiwan,
TANet, HiNet, EBIX, TFN, Giga, TWAREN, Seednet, TWIX,
APOL, and ASNet each has a bandwidth of more than 30
Gbps.
The survey was conducted by sending e-mails to the
contact persons of the 86 ISPs registered in TWNIC’s
“Connection Bandwidth Registration and Search System”
and requesting them to register their connection data in
the system during the survey period. The survey started
on December 15th, 2007 and ended on December 31st,
2007. Totally 58 ISPs updated their connection bandwidth
data, accounting for about 67% of the surveyed ISPs.
(The rest 28 ISPs just used the data of last quarter for
there was no change in their data.) To ensure accuracy of
the connection bandwidth data, the system is equipped
with a double-checking mechanism. When the data of any
two ISPs did not correspond to their actual connection or

data to the contact persons of both ISPs and request for
confirmation. Therefore, the connection bandwidth data
in the survey were all confirmed accurate by the providing
ISPs.

Taiwan’s Internet industry, global network, and WiMax.
The yearbook also included information of the current
development and connection bandwidth of each ISP in
Taiwan.
The first Taiwan ISP Yearbook published in 2002. This
year marks the sixth year for TWNIC to continue with
the publication. The yearbook is intended to help people
in Taiwan to know more about the overall development
of the ISP industry in Taiwan and future trends of each
network technologies.
With the assistance and support
of many, TWNIC’s 2007 Taiwan
ISP Yearbook was published in
March this year. The publication
of this yearbook provides a high-
quality source of information for
those who are interested in knowing
more about the development of
the ISP industry in Taiwan. In the 2007 edition, special
features were added such as in-depth introductions
and analyses by experts about the current conditions of

TWNIC’s Training Courses in 2008
To enhance understanding and awareness of network
security among Internet users in Taiwan and also to
cultivate future talents of network security technology
and serve the network community in Taiwan, TWNIC
has planned to provide trainings courses in 2008 more
tailor-made to the market needs and future technology
trends. The courses will be held from March to the end of
September in Taipei, Taichung, Kaohsiung and Hualian.
The two major themes of TWNIC's 2008 training courses
are “DNS Security” and “Network Security Management.”
The courses wil l cover topics such as basic and
advanced DNS security management, wireless network
security, basic information security management and risk
evaluation, web security management, malicious program
forensics and analysis, anti-spam, sniffer, and business
continuality management.
TWNIC will also work with National Hualian University of
Education to promote the concept of network security in
remote areas of Taiwan and hence enhance the overall
network security island-wide. Each of the training courses
in Hualian will accommodate 50 participants as opposed
to 30 in each of the courses in other regions of Taiwan.
It is hoped that the courses with a larger number of
participants will better help promote the awareness of
network security in remote areas and consequentially
strengthen the overall network security in Taiwan.
To promote IPv6 applications, elevate IPv6 technology
development and cult ivate future talents of IPv6
technology, TWNIC will hold series of IPv6 training
courses in 2008, in the hope of enhancing understanding
about IPv6 technology among people in Taiwan and
introducing IPv6 applications when suitable in the future.
The training courses were conducted in the form of
lecturing along with hand-on practices by participants.
The courses also introduced the latest IPv6 network
environment development technology and information,
helpful for boosting knowledge and know-how of IPv6
technology and network environment deployment among
people in Taiwan.
