The Objectives of TUV Middle East and its Services
• Objectives & Services
The activities of TÜV stretch back over more than one hundred and thirty years. It was
founded in the second half of the 19th century by utilities and was an intended means
of reducing the hazards arising from the use of steam boilers. The governmental
authorities gave TÜV’s activities official recognition and since then have transferred the
responsibility for inspection and assessment work in this field to TÜV. In addition to
steam boilers TÜV was also given the task of inspecting and testing other hazardous
technical installations.
Thus TÜV is an inspection and consulting organization whose professional experts
perform inspections, examinations and consultancy work for operators, manufacturers
and official authorities. The principal objective is to protect people and property from
the potential hazards presented by technical equipment and appliances. A further
objective of these activities is to achieve and preserve a high level of serviceability and
efficiency in such equipment.
The inspection and assessment work is performed according to German and
international rules and regulations, such as TRD, DIN, ASME, British Standards, ASTM,
ANSI, API etc.
TÜV not only operates in Germany, but also has subsidiaries and affiliates or offices
worldwide.

• Services in the Field of Industrial Plants
The German “Industrial Act” defines those technical installations which require special
care for safety. TÜV is governmentally authorized to perform safety inspections; its
activities in Germany and worldwide are aimed at protecting people and property from
the dangers caused by technical installations and products, and also at ensuring their
economic manufacture and use. The German “Industrial Act” lays down the approval
of pressure vessels, steam boilers and other pressure-retaining components with
respect to their design, manufacture and operation. This has to be done by authorized
independent experts, such as inspectors from TÜV. The services provided by TÜV are
therefore structured as follows, parallel to the progress of an industrial project.
• Design Approval
Not only are the main characteristics of the production process and capacity, but also
those relating to safety and reliability defined during the design phase.
High quality as the basis for safe plant operation can only be attained if detailed
quality planning is part of the design phase.
Some keywords characterize the work of TÜV during this phase:
– Assessment of related materials and manufacturing technology (welding, heat
treatment, etc).
– Optimization of component design with respect to fluctuating and thermal
loads.
– Assistance in thermo-fluid-dynamic layout.
– Analysis of the plant behaviour in normal and accident situations with
feedback of results into the plant design.
– Approval of manufacturing documents to establish whether they fulfil in detail
all the general requirements.
• Shop and Site Inspection
TÜV helps to find suitable contractors whose capabilities with regard to trained,
qualified personnel and equipment enable them to fulfil the requirements set. This
applies both in the manufacturer’s shop and on site. We help to eliminate qualification
deficiencies.
After detailed monitoring of the work, TÜV takes responsibility for acceptance tests,
witnessing of safety-related tests, such as hydrostatic pressure tests etc., and for a
complete set of documentation.
These services of our independent experts are located at the interface between
customer and main contractor or between main and sub-contractors (or both).
• Nondestructive Testing
Non-destructive testing, which is used to identify hidden defects in components and
structures before and during operation so as to prevent unforeseen failure, is one of

the most important safety monitoring methods. Our task is to find inconsistencies or
defects and evaluate test results in order to facilitate decision-making with regard to
the usability of test specimens. NDT testing is used in all areas of industry in order to
establish product characteristics and assess the condition of plant and equipment, and
it is a central pillar of quality assurance and process reliability in industry.
• Non-Destructive Evaluation
Nondestructive Evaluation (NDE) is a term that is often used interchangeably with
NDT. NDE is used to describe measurements that are more quantitative in nature. For
example, a NDE method would not only locate a defect, but it would also be used to
measure something about that defect such as its size, shape, and orientation. NDE
may be used to determine material properties such as fracture toughness, formability, and other physical characteristics.
• NDT/NDE Methods (Conventional)
The number of NDT methods that can be used to inspect components and make measurements is large and continues to grow. Researchers continue to f ind new ways of applying physics and other scient if ic discipl ines to develop better NDT methods. However, there are six NDT methods that are used most often. These Conventional methods are;
• Visual inspection • Liquid / Dye Penetrant testing • Magnetic part icle testing • Electromagnetic or eddy current testing • Radiographic Testing • Ultrasonic testing
• NDT/NDE Methods (Advanced)
With the development of technologies, Advanced NDT Methods are being used for specif ic Testing / Evaluations. These methods are;
• Acoustic Emission Testing (AE) • Leak Testing (LT) • UT Phased Array & Time of Fl ight Diffraction (TOFD) • Internal Rotary Inspection System (IRIS)-Tube Inspection • Long Range UT using Guided Wave Technology (GWT) • Saturated Low Frequency Eddy Current (SLOFEC) • Magnetic Flux Leakage (MFL)

• Commissioning and Operation
The involvement of TÜV in the commissioning procedure ensures that:
– The function tests are carried out with representative loads.
– Important design data are verified by measurements.
Industrial plants age during operation. Thermomechanical effects, like creep and
fatigue, and chemical effects, like corrosion, as well as other effects can cause
deviations from the plant behaviour as estimated for certain lifetime consumption.
TÜV draws on its vast knowledge of the operational behaviour of components and
systems to prepare and implement a plan for periodic inspections.
Those periodic inspections help:
– To identify system areas with above average lifetime consumption.
– To find incipient failures so early that they can either be removed in time or kept
under specific observation until the next shutdown.
– To minimize shutdown periods during operation.

advice on their sitting.

• Services in the field of Environmental Protection
A polluted environment leads to intolerable living conditions, loss of efficiency and
output as well as loss of individual livelihood.
TÜV can help in three major areas where danger of pollution is greatest:

All the following services are available to authorities and official bodies, as well as
private companies engaged on the planning and construction of industrial plants and of
commercial or residential buildings.
o Clean Air Management
With respect to air pollution control and pollution reduction we have decades of
experience in testing and measuring pollution levels. Our experience covers
intermittent short-term measurements with high spatial resolution, as well as
continuous monitoring using a number of our own mobile and stationary measuring
stations. We also give advice to official authorities on the planning of measuring
strategies and the drafting of laws and regulations. For many years we have been
conducting research and development projects for government and private bodies on
the following:

o Water and Waste
In the field of water quality we analyze types of water, in particular waste water and
natural waters, with regard to the relevant parameters; we also evaluate the quality
and prepare experts’ reports.
As far as the handling of waste from industrial or domestic sources is concerned we
offer investigation and consultancy services ranging from:
– The evaluation of former dump sites.
– Hazard estimation.
– The preparation of remedial concepts.
– The control of remedial activities.
Through to the assessment of waste treatment processes such as incineration or
biological decontamination, we have at our disposal all the necessary equipment for
the sampling and analysis of many kinds of gaseous, liquid or solid toxic substances,
either in our centrally located laboratories or in special mobile laboratories.
o Noise Control
To solve the problems of noise from industrial activities as well as from traffic, TÜV
offers a wide range of services. Under contract to government bodies, such as
environmental authorities and ministries, we have prepared strategic and technical
concepts to ensure the blanket recording, evaluation and reduction or prevention of
noise. In particular we have developed noise abatement and prevention plans.
We also perform special tests and conduct research projects relating to noise reduction
in vehicles and technical equipment. We have our own laboratories and testing
facilities for this purpose.
