Chapter 1 – technical specification

Section 1 - General

1. General

1.1. This document specifies the main technical and functional requirements for:

1.1.1. Turntable containers dolly

1.1.2. Cargo pallets dolly

1.2. The dollies shall comply with the relevant IATA standards including:

1.2.1. AHM 965 – functional specification for a lower deck container turntable

dolly.

1.2.2. AHM 966– functional specification for pallet dolly

1.3. The dollies shall be suitable for working under rain, sun radiation, and

regular dust conditions and in an ambient temperature between -50 to 450 C.

1.4. The dollies shall be suitable for working on asphalt and concrete roads.

2. General requirements for containers dolly

2.1. The dolly shall enable transportation of single LD2, LD1, LD3 standard

airport containers.

2.2. The dolly shall enable stabilized towing of four loaded dollies in a row or

six un-laden dollies in a row by diesel or electrical airport tractors

2.3. The dolly shall enable working with cargo pallets & containers aircrafts

loaders.

2.4. The dolly shall enable loading of the container on the loader by one operator

pushing the container manually while releasing the container stop at the

opposite side at the same time.

3. General requirements for pallets dolly

3.1. The dolly shall be suitable for transporting pallets of the following pallets

types: two 61.5” x 88”, one 108” x 88”, one 125” x 88” and one 125” x 96”.

3.2. The dolly shall enable stabilized towing of four loaded dolly in a row by

diesel airport tractors.

3.3. The dolly shall enable working with cargo pallets & containers aircrafts

loaders.

3.4. The dolly are designed for long distance towing of about 5 Km each

direction to transport pallets to and from the aircrafts. .

3.5. The dolly shall enable safe and smooth ride at a speed of 32 Km/h at least

ensuring the bulk / netted cargo will not lose its built-up shape.

3.6. The dolly shall enable loading of the pallets on the loader by pushing the

pallets manually after releasing the pallets stops.

4. Operational test in Israel

4.1. The supplier shall provide the IAA with representative prototype of

container and pallet dolly for performing operational test in Israel.

4.2. The test will last two months.

Section 4

Technical material to be provided by the supplier with his proposal.

1. Description of the company, years of experience in manufacturing of containers

and pallets dollies, number of employees, location and etc.

2. Technical brochure of the suggested dolly for both types including a picture.

3. Top view drawing of the load bed of the turntable containers dolly showing the

location of the following items: load stops for LD1/ LD3 and LD2, side guides.

Operation handles / levers / foot pedals, location of the wheels relative to the dolly

chassis, rollers, walkways.

4. Top view drawing of the load bed of the pallets dolly showing the location of the

following items: load stops for the various pallet sizes, front & rear stops.

Operation handles / levers / foot pedals, location of the wheels relative to the dolly

chassis, rollers, walkways, location of the forklift "pockets".

5. Filled out table of compliance (comply not comply for each row in the table) and

technical data according to the table in section 2 and 3 of Chapter 1.

6. A sample of final inspection form / report which is performed by the supplier for

the dolly.

7. Preventive maintenance schedule and the activities to be performed at each

preventive maintenance treatment.

8. Description of the supplier capabilities to provide maintenance services in Israel

via his agent in Israel (facility, number of technicians and professional

qualification, spare parts warehouse, number of service cars etc.

9. Valid ISO 9001: 2008 certificate in the area of designing and manufacturing of

containers and pallets dollies.

10. Training program (curriculum and days) for operators and maintenance

technicians.

11. Customers list and sold quantities of the proposed dollies in the last 3 years prior

Chapter 2 – training and technical literature

1. Training- the supplier will conduct at the Authority facility training for

Operators and maintenance technicians in Hebrew as follows:

1.1 Operators- general description and operating of the various system, Safety

aspects, troubleshooting in operator echelon.

1.2 Technicians - general description and operating of the various System,

preventive maintenance routine, lubrication, installing and Removing of

main components.

2. Technical literature- will be supplied together with the delivery of the

Dollies and will includes:

2.1 3 copies of workshop manual.

2.2 lubrication table.

2.3 spare parts catalogue (one magnetic copy in addition).

Chapter 3 – acceptance tests

1. The authority will conduct factory acceptance test (FAT)at the supplier facility

and site acceptance test (SAT) at the authority facility as supplemental test of

the FAT

2. FAT

The FAT will be conducted at the supplier facility and will include the main

following topics:

2.1 Compliance with the technical specification according to the technical

requirements table in sections 2 and section 3 of Chapter 1 as filled out by

the supplier.

2.2 Functional- operational inspection of the various systems.

2.3 Loading and unloading of the various containers / pallets on the dollies

2.4 Dimensions.

2.5 Swept radius when towing 4 containers dollies in a train (maximum 5.2

meter) and swept radius when towing 4 pallets dollies

2.6 Parking brake capability in full loaded position.

2.7 Towing test in loaded position checking steering capability and stability.

2.8 The supplier shall provide all the means required for performing the FAT

(such as loaded LD1/LD3 and LD2 containers and various sizes of pallets)

3. SAT

3.1 Serial acceptance test for the entire series will be conducted in the

authority facility and will include the main following topics:

3.1.1 Inspection for transportation damages.

3.1.2 Operational inspection.

3.1.3 Towing of 4 loaded dollies.

Chapter 4 – Spare parts, Maintenance and Warranty

1. Spare parts

1.1. The supplier shall provide the IAA spare parts for a period of 10 years.

1.2. Delivery times

1.2.1. In case the spare part is required to fix critical failure – within 6 working days.

1.2.2. In case the spare part is required to fix non critical failure – within 14 working days.

1.2.3. Regular order - within 30 working days.

2. Maintenance

2.1. The supplier via his representative in Israel shall provide maintenance by service cars at the IAA facility.

2.2. The response times will be as follows:

2.2.1. Critical failure – arrival of the technician within 24 hours from calling.

2.2.2. Regular failure – arrival of the technician within 72 hours from calling

3. Warranty

3.1. Two years warranty from date of delivery

3.2. 5 years warranty for color & protection against corrosion.

3.3. Repair warranty during the warranty period- 6 months or the end of the warranty period according to the later.

3.4. Handling of epidemic failure

3.4.1. A failure which occurs more than three (3) times during the Warranty Period whether in the same dolly or different dolliess will be defined as an epidemic failure and the following preventive steps will be taken by the Supplier:

3.4.1.1. Carrying out "failure research" in order to find out the reason and the source of this epidemic failure and the method to prevent it in the future. A detailed failure analysis report will be submitted to the IAA for review.

3.4.1.2. The steps to be taken according to the failure analysis report will be implemented in all the dollies even in dollies that the failure has not yet occurred.

3.4.1.3. The Warranty Period of an epidemic item after repair or replacement of the deficient Equipment will be extended for one (1) additional year.

3.4.2. Significant safety default will be considered as an epidemic default.
