WestConnex - The New M5, Sydney NSW
Background
WestConnex - The New M5, is Australia’s largest transport infrastructure project. WestConnex is part of an integrated transport plan to keep Sydney moving - easing congestion, creating jobs and connecting communities. The new motorway will provide crucial support for Sydney’s long-term economic and population growth.
The Equipment
Ampcontrol was contracted to provide 45 Electrical Equipment Rooms (EERs) to support the power and communications requirements for the WestConnex - M5 tunnelling operations. The EERs include a transformer, switches, circuits and communication systems to assist with fire control, air quality and fan systems. No two EERs are identical as they have different specifications depending on their location within the tunnel. They have been designed and specified to have a 25 year design life.
Unique Application
Westconnex is the first tunnelling project in Australia where EERs have been manufactured offsite and installed directly into the tunnel, compared to the traditional method of building them in-situ. This method has resulted in a number of positive benefits for the project, namely significantly reduced install time, improved safety and a decrease in the resources required for installation.
Achievements
An Australian first for transportable tunnel EERs, manufactured offsite and installed directly into the WestConnex M5 tunnel.
Ampcontrol has provided support during the design phase and once into production, we have achieved all deadlines for delivery. Up to two EERs are manufactured and dispatched from our Hunter operations each week with the last EER planned for delivery in April 2019.

IPM V2- INTEGRATED PROTECTION RELAY
Ampcontrol’s IPM V2 is an intelligent microprocessor based protection relay.
The IPM V2 relay provides all the functions required for protecting electrical outlets supplying underground tunnelling machinery, powered by reeling or trailing cables. The relay can also be used to provide optimum overload protection of motors used on conveyors, pumps, fans and compressors.
Additionally the IPM2 V2 provides pump (snore) and fan (burp) control to protect pump and fan motors.
All of the protection functions are combined into a compact, plug-in unit, which can be easily changed to minimise downtime in the event of a problem with the relay.
Machine data transfer is provided through the use of a Remote Termination Module (RTM) which allows the relay parameters to be automatically uploaded from the machine when a cable is inserted into a power outlet. The RTM also allows for remote start capability.
An automatic insulation test ensures the resistance of the cable insulation to earth exceeds the selected value before allowing the main contactor to close. This is coupled with a manual insulation test to allow fault finding.
Benefits
• Allows proactive maintenance and feedback
• Variable protection settings to maximise machine availability
• Power monitoring
Features
• Integrated protection functionality with pump and fan control
• Machine recognition using Remote Termination Module (RTM)
• RS485 communication port interfaces to SCADA system via Modbus protocol to provide continuous monitoring and fault finding
• 4-20mA analogue output allows continuous monitoring of the current, voltage, earth leakage and insulation levels
• Battery backed 50 event log with real time clock and 20 character backlit LCD display and keypad for ease of use
• Relay and digital input status to aid fault finding

Fibre Optic Cabling Network
The backbone of our Tunnel
communications system is a fibre optic
based network utilising our H3RO (Harsh
Environment Reticulated Optics) system
of cables and Network Switches. This
provides a simple, robust and high
performance Ethernet network.
Network Switches
Our network switches provide the
communications network for all of the
various services required for the safe
and efficient construction of underground
tunnels. The network switches are provided
with battery backup and provide Power
over Ethernet (PoE) for easy provision of
data and power to connected devices.
Wireless Network (Wi-Fi) Access Points
Wi-Fi enabled access points are installed
throughout the tunnel to provide wireless
communications to phones, computers
and any other wireless device. Industry
standard security is provided to prevent
unwanted intrusions from degrading the
performance or security of the system.
Data Automation
Machine data from TBMs and other plant
can use our system to communicate with
the phone, grout, telemetry, guidance and
support systems.
Control Systems
Our ventilation control systems can monitor
the number of people underground and the
air quality after blasting or during tunnelling
operations and control the ventilation fans
to provide cost savings.
Voice Communications
Operational Communications using Wi-Fi
Voice over IP (VoIP) handsets. This will
provide Push to Talk, multiple channels,
direct and group calling, text messaging
and emergency calls.
Emergency and Safety Management
• Evacuation system using call points
located on the tunnel wall. These
provide an audible and visual
indication of an emergency requiring
evacuation. Emergencies can be
raised through a resettable call point
or an intercom to provide a man in the
loop. The location of the emergency
can be displayed on the call point
system display located in the control
room.
• CCTV Video can be provided at key
points in the tunnel workings. These
are IP cameras that are connected to
the nearest network switch for data
and power. Displays can be provided
where needed as well as viewing on
mobile devices. Recording options are
also available for safety and security.
• Tagging and Tracking of personnel
and plant throughout the tunnel
workings. Location is Zone based
underground, but can be more
accurate on the surface if required.
This can be used to provide a tag
board display showing how many
people are in each tunnel and their
approximate locations.
• Environmental Monitoring of gases,
dust, temperature and humidity
can be collected through sensors
connected to the NetHub system.
These values are displayed on the
surface and can be trended and
recorded for the life of the project.
Ventilation control can be added to
ensure vent fan efficiency.
• Flood Monitoring at low points and
sumps in the tunnel can provide
warning of pump failure. This can be
tied into an SMS or email notification
system to alert the nominated
supervisors.

WestconnexAmpcontrol was contracted to deliver 46 transportable Electrical
Equipment Rooms (EERs) to power the WestConnex tunnel project
in Sydney, including critical fire control, air quality and fan
systems. The approach adopted by Ampcontrol focussed on off-site
manufacturing and represented the first time that transportable
EERs had been utilised in a major tunnel in Australia. The rooms
were manufactured at Ampcontrol’s Newcastle operations and
installed directly into the tunnel in Sydney.
Thomson East Coast LineAmpcontrol was engaged to support the Thomson East Coast
Line project in Singapore, which consisted of two tunnels with
one launch shaft and one arrival shaft created by a tunnel boring
machine.
Ampcontrol provided communication infrastructure for everyday
and emergency voice communication requirements and for real-
time monitoring and reporting to the surface.
Chek Lap Kok Tunnel, Hong KongAmpcontrol was engaged by the Dragages/Bouygues JV for
the supply of the high voltage electrical network from the 11kV

associated 11kV switchrooms , step-up transformers, cabling and
terminations including our innovative H3RO solution, installation,
testing and commissioning of all equipment and systems. Expert
engineering ensured the TBM performed effectively and efficiently.
Brisbane Airport linkAmpcontrol supplied temporary power infrastructure for the
6.7km Brisbane Airport Link. This complex project enabled us to
demonstrate our skills in managing complex projects. In addition to
the modular electrical systems and equipment to power the TBM,
Ampcontrol also carried out the complete electrical distribution
