TUJUAN SUSUNAN PANITIA

The various heritage of Indonesia were born and have lived across time and space, in the form of natural heritage or cultural heritage. These forms of heritage have always been connected to the context of where and when they exist. Indonesian heritage – that spread across the archipelago – have always been influenced by the dynamics of nature and culture along their history of existence. The closeness of human culture in Indonesia and the natural environment that surrounds it have resulted in unique and dynamic landscape heritage. These landscape heritage have been formed along with the human existence, either in urban or rural settings. Cultures in Indonesia reflect that closeness, that it has created paddy-field farming societies, dry-field farming societies, coastal societies, etc.

Whatever the form of society and culture that lives in a specific time and space, they give birth to a civilization. Paddy-field farming societies have given birth to the concept of “fifth division/ conver-gence”, which in Java is called as “mancapat” (the alliance of a village with four of its closest neighbor-ing villages). Meanwhile dry-field farming societies has given birth to the concept of “third division/ convergence”, which in Sunda is known as “tritangu”, in Minang as “tigo sejarangan”, and in Batak as “dalian na tolu”. The concept itself is not part of any formal administrative (governmental) system, rather it is more of a collective social system that live in the respective community. These indig-enous collective social systems have started to disappear since early 20th century, when the Dutch colonial government introduced the new administrative systems called “kelurahan” and “kecamatan”.

With the passage of time some of these societies scattered to areas that later became cities. These societies no longer rely on agriculture. They now rely on services and trade. Divisions of roles/labor in cities are based on human resource management, which is signified by specialization. These special-ized communities would later gather in what we called “Kampung”. The dynamics of urban life has created a variety of Kampung. People who live in these Kampungs come not only from the surround-

ing villages, but also from other islands or even abroad. Thus these cities blossom with their dynamic heterogeneity. Interactions among com-munities from different places of origin and special-izations have made these cities to be more than just spaces, but also as living entities that keep moving and growing. These unique interactions and developments have given rise to the diverse characteristics of cities in Indonesia.

As the Kampungs develop along with the history of Nusantara becoming a nation called Indonesia, some of them vanished into the abyss of history, while others have survived up to this very day. There are however perceptions that amidst the modern-ization of cities, Kampungs have developed into something that is out of date and needs to be ‘reformed’. There is currently slang word “Kampun-gan”, which has a derogatory meaning as some-thing with negative connotation attached to it. It signifies that Kampung is an entity that is no longer desired. On the other hand, Kampungs have their own lives with unique characteristics and history. It is a fact that in Kampungs we can trace back the history of early developments of Indonesian urban lives. It is in Kampungs that we can find earlier generations’ knowledge and wisdom in how they build their lives in urban settings. Therefore, for cities to lose their Kampungs is to trees that lose their roots. Here lies the importance of preserving Kam-pungs, along with their environment and culture.

Surabaya is well known for its monumental program called Kampung Improvement Project in the mid-80s. With the same spirit and new approaches as the host for Temu Pusaka Indonesia 2012, Surabaya proudly present the theme of “Folk Heritage: Kam-pung Preservation Along with Its Environment and Culture” that will also serve as a new momentum to the preservation of Kampungs in Indonesia, and the world.

TUJUAN SUSUNAN PANITIA

Increasing the awareness of heritage preservation societies on the potential of heritage preservation in the cities’ Kampungs and the communities that inhabit those Kampungs.

Building networks of knowledge among Indonesian’s Kampungs by involving various stake-holders on local and national level to strengthen the Kampungs’ heritage preservation issues.

Creating strategic roadmap towards strategic plans on Kampungs preservation as folk heritage, which will be part of follow up agenda of the Decade of Indonesian Heritage Preservation 2003-2013.

Proposing strategic inputs to stakeholders on city/municipality and national level on the impor-tance of Kampungs and folk heritage preservation as part of their medium and long range develop-ment plans.

Proposing folk heritage preservation initiatives at the ASEAN regional level through the preservation actions in the networks of cities’ Kampungs that can improve the city dwellers’ quality of life and reduce the negative environmental and social impacts.
