Refunds of Tuition and Fees

Regular Tuition and FeesTuition and special course fees are refunded as indicated

below:1. A 100 percent refund for complete withdrawal only if made

within the first two weeks of instruction.2. An 80 percent refund for a drop in credit hours (change in

status or tuition rate) if made within the first two weeks ofinstruction, unless otherwise stipulated by federalregulations.

3. A 40 percent refund for complete withdrawal or drop incredit hours (change in status or tuition rate) if made withinthe third and fourth weeks of instruction, unless otherwisestipulated by federal regulations.

4. No refunds are made after the fourth week of instruction,unless otherwise stipulated by federal regulations.

Penalties apply even if payment for tuition and fees has notbeen made at the time registration status is changed.

Student activity fees are refundable only before the first dayof instruction or if a complete withdrawal is made within thefirst two weeks of instruction.

After students have secured all required approvals, thewithdrawal or change in registration must be processed accord-ing to instructions in the Schedule of Classes. In no case shall arefund be made when a student fails to follow these instructionswithin two weeks of the date of change in registration (e.g.,withdrawal, change in status, or change in tuition rate).

Refunds are made by the University Cashier’s Office afterthe procedures for complete withdrawal from the Universityhave been followed. See the “Undergraduate Education” and“Graduate Education” sections of this Catalog.

Federal regulations mandate a refund policy for all studentswho are receiving federal financial aid and who process acomplete withdrawal before 60% of the semester has elapsed. Adetailed refund policy is available in the Schedule of Classes.

Residency for Tuition PurposesStudents who do not qualify on the first day of instruction as

bona fide residents of the state of Hawai‘i pay the nonresidenttuition. An official determination of residency status is made atthe time of application. Applicants may be required to providedocumentation to verify residency status. Once classified as anonresident, students continue to be so classified during theirenrollment at the University until they present satisfactoryevidence to the residency officer that proves residency. Fordefinition of Hawai‘i residency for tuition purposes, statutoryexemptions, etc., refer to the “Appendix.”

Credit by ExaminationA $15-per-course fee is assessed at the time of application.

Diplomas and CertificatesA charge of $15, payable at time of application, is assessed

for each bachelor’s degree, advanced degree, and professionalcertification.

Late Registration FeeA $50 late registration fee is assessed when a student

registers during the late registration period. A $5 late registra-tion fee is assessed for each Summer Session term when astudent registers during the late registration period. A $5 lateregistration fee is assessed for each Outreach College coursewhen a student registers during the late registration period.

Replacement of Laboratory EquipmentFor broken or lost items, the cost of replacement is

assessed.

Returned ChecksAny check tendered to the University or any department

and returned for any cause is assessed a $15 charge andapplicable interest.

Special ExaminationA fee of $10 is assessed.

TranscriptsStudent transcripts cost $3 per copy.

Payment of Tuition and FeesAll tuition and fees must be paid before registration or

change of registration is official. Full payment for tuitionand fees must be made by the end of the second week ofinstruction.

Financial ObligationsStudents who have not met their financial obligations

(traffic fines, library fines, locker fees, lab breakage charges,transcript fees, loans, rental contracts, etc.) to the satisfactionof the University may be denied a variety of enrollmentservices including registration, withdrawal, and transcripts.Notation of the financial obligation may appear on tran-scripts.

Copies of the delinquent financial obligations policy andprocedures are available for inspection at the Office of theDean of Student Services and the Mânoa campus Cashier’sOffice.

The University of Hawai‘i at Mânoa participates in threeexchange programs of the Western Interstate Commission forHigher Education (WICHE).

Through the Western Undergraduate Exchange (WUE)program, students from participating states who are notresidents of Hawai‘i may enroll at the Mânoa campus indesignated programs at a reduced level tuition (plus other feesthat are paid by all students). WUE students do not pay thehigher charge for nonresident tuition. (Hawai‘i residents mayenroll under the same terms in designated institutions andprograms in other participating states.) Hawai‘i residents mayobtain information about WUE programs in other states fromthe WICHE Certifying Officer for Hawai‘i (see the locationabove); from participating institutions; or from the WICHEStudent Exchange Program, P.O. The School of Architecture, the William S. RichardsonSchool of Law, the Library and Information ScienceProgram (located in the Department of Information andComputer Sciences), the John A. Burns School of Medicineand the School of Nursing and Dental Hygiene participate inthe WICHE-administered Professional Student ExchangeProgram (PSEP). PSEP allows legal residents of the states ofAlaska, Arizona, Colorado, Idaho, Montana, Nevada, NewMexico, North Dakota, Oregon, South Dakota, Utah,Washington, and Wyoming (states without a professionalschool in one or more of the above fields) to enjoy Hawai‘i-resident status for admission and tuition purposes at theMânoa campus. Students who receive certification from theirhome states receive preferential admission consideration and, ifaccepted, are charged Hawai‘i-resident tuition rates. To becertified for PSEP, students must write to the WICHEcertifying officer in their home state for the proper applicationforms at least one year in advance. State eligibility requirementsvary, and the number of students funded by each statedepends upon appropriations by the state’s legislature. The University also participates in the WICHE RegionalGraduate Programs agreement. Under this arrangement,legal residents of the 13 western states listed above will becharged resident tuition if they meet requirements foradmission in specific graduate programs. Approved fields areEast Asian languages and literatures (MA and PhD), naturalresources and environmental management (MS and PhD),tropical medicine in the biomedical sciences (MS and PhD),

Asian theater and dance (MA, MFA, and PhD), tropicalentomology (MS and PhD), tropical plant and soil sciences(MS and PhD), oceanography (MS and PhD), secondlanguage acquisition (PhD), and Asian and comparativephilosophy (MA and PhD). Scholarships, grants, loans, and work-study programs areprovided to eligible students by the federal and stategovernments and private donors. Some programs are basedon merit or academic records, and others on demonstratedfinancial need.

The University encourages students who believe they maynot be able to enroll or continue their education becausethey lack financial resources to apply for financial aidthrough the Financial Aid Services office.

The federal government is a major source of grants, loans,and work-study funds to undergraduate and graduatestudents. With the enactment of the Higher EducationAmendment of 1992, applicants are required to submit theFree Application for Federal Student Assistance (FAFSA)form to the federal processor for the determination ofeligibility for federal, state, and institutional program funds.

If you have been selected for verification, you must submitfederal tax forms, a verification worksheet, and other forms asrequired by Financial Aid Services. Students interested inapplying for financial aid may visit our website(www.hawaii.edu/fas) for financial aid information and forms.

The offer of aid may include funds from public and privatesources, depending on the applicant’s residency, degree ofneed, date of file completion, major, class level, and availabilityof funds. Recipients will be sent a copy of their rights andresponsibilities, including the description of the type of fundsawarded and disbursement procedures.

DeadlinesThe priority date is March 15; however, applications will be

accepted after that date with awards offered contingent onavailable funds.

GrantsA grant is a type of federal or state financial aid that does

not have to be repaid. Usually, these awards are based onfinancial need.

Tuition WaiversTuition waivers are awarded annually to qualified under-

graduate and graduate students who are bona fide residents ofHawai‘i and who qualify on the basis of financial need asdetermined by the FAFSA available at the Financial AidServices office. Tuition waivers cover only tuition. Anyremaining balances, including fees, must be paid by theappropriate tuition payment deadline. Tuition waivers cannotbe used for Outreach College, Summer Session, night school,etc.

Other tuition waivers for residents and nonresidents areawarded to classified students who participate in specialprograms and/or meet criteria set by colleges/schools. Contactthe specific department for details.

The tuition waiver program is subject to change by theBoard of Regents.

Federal Pell Grant This award to undergraduate students is based solely on

financial need as determined by congressional methodology.The amount received depends on the degree of need andschedule of awards as determined by the federal government.FAFSA required. Contact the Financial Aid Services office fordetails.

Federal Supplemental Educational Opportunity GrantThis award is provided to undergraduate students with

exceptional financial need who are also eligible for the FederalPell Grant. FAFSA required. Contact the Financial Aid Servicesoffice for details.

Hawai‘i Student Incentive Grant (currently known asthe Leveraging Educational Assistance Partnership[LEAP] Program)

This grant in the amount of tuition is awarded annually toqualified and needy resident full-time undergraduate studentswho have also been deemed eligible as Federal Pell Grantrecipients.

Types of Financial Aid

ScholarshipsScholarships are awarded to exceptional UH Mânoa

students on the basis of academic excellence and exceptionalpromise; students in specific majors, colleges, or schools;Hawai‘i residents; students of a particular class standing; orstudents with demonstrated financial need. Noteworthyscholarships include the following among others:

Regents Scholarship for Academic ExcellenceTwenty scholarships of $4,000 per year plus full tuition are

awarded to entering first-year students who are residents ofHawai‘i and have a combined SAT score of at least 1300 and ahigh school GPA of 3.5 or better. This scholarship is renewablefor four years upon maintenance of eligibility and includes anadditional one-time $2,000 travel grant. Presidential ScholarshipTen scholarships of $4,000 per year plus full tuition are

awarded to juniors who have a minimum cumulative GPA of3.7, have demonstrated sustained progress in academic courses,show superior academic achievement or creative endeavor, andare residents of Hawai‘i. This scholarship is renewable for oneyear upon maintenance of eligibility and includes a $2,000one-time grant for academic travel. Nonresident Tuition Differential WaiversUH Mânoa offers students from certain Asian and Pacific

jurisdictions waivers allowing them to pay resident tuition. Theprogram encourages deserving individuals from Asian andPacific areas to pursue advanced study in Hawai‘i. Under-graduate students may apply to the International StudentServices office. Graduate students should write to the GraduateDivision for more information.

Pacific Asian ScholarshipThe Pacific Asian Scholarship Program annually awards

tuition waivers to students demonstrating superior academicperformance (3.5 or better cumulative GPA) and pursuing acourse of study important to the Pacific and Asian region. Formore information, undergraduates should contact the Aca-demic Services Office of the School of Hawaiian, Asian, andPacific Studies. Graduate students should contact the Gradu-ate Division for information.

Scholarship to Disadvantaged StudentsThis federal program is available to assist medical students

with zero to minimal financial resources. FAFSA required.Contact the Financial Aid Services office for details.

ROTC ScholarshipsScholarships are awarded for up to four years to qualified

applicants by the UH Mânoa Army ROTC and Air ForceROTC programs. Scholarships cover tuition, books, laboratory

Other GrantsStudents are encouraged to contact a reference librarian at

the nearest college for other publications listing grants forstudents. For additional information on these and other grants,check with the Financial Aid Services office or specific depart-ments.

LoansA financial aid package based on demonstrated financial

need may include a long-term, low-interest federal, state, orinstitutional loan. Repayment of these loans begins after astudent graduates, withdraws from school, or drops to less thanhalf-time.

Federal Perkins Loan. Formerly called National DirectStudent Loan, this loan is available to students with financialneed. FAFSA required. Contact the Financial Aid Servicesoffice for details.

Primary Care Loan. This federal loan is awarded to studentsin the School of Medicine who demonstrate exceptionalfinancial need and commit to serve in a health profession.Parental income information and FAFSA are required. Contactthe Financial Aid Services office for details.

Nursing Student Loan. This federal loan is awarded only tostudents in the School of Nursing and Dental Hygiene whodemonstrate financial need. FAFSA required.

Federal Family Educational Loans. These loans, formerlyreferred to as Guaranteed Student Loans, include the FederalStafford Loan (subsidized and unsubsidized) and the FederalParents Loan for Undergraduate Students and are availablethrough banks and other lending institutions. Interest accruedmay be subsidized by the federal government, depending onthe degree of financial need. FAFSA required. Contact theFinancial Aid Services office for details.

State Higher Education Loan. This loan is available to bonafide residents of the state of Hawai‘i who demonstrate financialneed. FAFSA required.

Short-Term, Emergency Loans. These institutional loans aredesigned to meet temporary or emergency financial needs ofregistered students. Contact the Financial Aid Services office,the Graduate Student Organization, or specific departments.

Other Loans. Students are encouraged to contact thereference librarian at the nearest library for other publicationslisting private loans for students. For additional information onthese and other loan programs, check with the Financial AidServices office, UH Foundation, or specific departments.

Work-StudyThe Federal Work-Study Program enables students to meet

part of their financial need through part-time employment.The program is funded by the federal government withmatching funds from the University. Employment may be onor off campus with nonprofit organizations. FWS earnings arenot calculated as income when applying for financial aid.

Generally, students are provided the work-study program asa part of their financial aid package. The Student Employment

and Cooperative Education Office coordinates the work-studyprogram. Job opportunities are available in many fields andrequire skills ranging from entry-level to highly technical.Community service jobs are also available, including tutoringpositions in the America Reads and Counts Challenge. Forfurther information, see the “Student Life” section of thisCatalog.

Graduate AssistantshipsThe University offers assistantships to graduates of accredited

institutions of higher learning who have satisfactory scholasticrecords, an adequate undergraduate background in the majorfield, and evidence of a high level of English proficiency.Graduate assistants, chosen on a competitive basis, serve as part-time teaching or research assistants. All graduate assistants mustbe registered for and must complete at least 6 credit hours ofdegree-related course work each semester while holding theassistantship. Moreover, they must maintain at least a 3.0 GPAto continue in the position. The maximum course load typicallyis 9 credit hours. The period of service for each year for teachingassistants is typically from two weeks prior to the beginning ofinstruction through spring commencement; research assistantsnormally serve for 11 months. Graduate assistants are awardedtuition waivers, but they are not exempt from the general fees,special course fees listed in the Catalog, and the GraduateStudent Organization fee. Applications should be sent to thechair of the appropriate department before February 1. Eachapplication must be accompanied by three letters of recommen-dation from former professors or employers.

All applicants for graduate assistantships must be admitted asdegree candidates to qualify for appointments. Applicants forassistantships are therefore advised to apply for admission to theGraduate Division prior to the time consideration for theassistantship is requested.

Information on assistantships and application forms may berequested from the chair of the appropriate graduate field ofstudy.

Applicants are advised that the University has joined theCouncil of Graduate Schools in approving the followingresolution:

Acceptance of an offer of financial aid (such as a graduatescholarship, fellowship, traineeship, or assistantship) for the nextacademic year by an actual or prospective graduate studentcompletes an agreement that both student and graduate schoolexpect to honor. In those instances in which the student acceptsthe offer before April 15 and subsequently desires to withdraw,the student may submit in writing a resignation of the appoint-ment at any time through April 15. However, an acceptancegiven or left in force after April 15 commits the student not toaccept another offer without first obtaining a written releasefrom the institution to which a commitment has been made.Similarly, an offer by an institution after April 15 is conditionalon presentation by the student of the written release from anypreviously accepted offer.

Graduate FellowshipsThe Graduate Division has available general information on

fellowship competitions open to American graduate studentsand administered by outside foundations or agencies. Forapplication purposes, it is important to distinguish between (1)those awards made directly by the sponsoring agency toindividual students and administered by an institution and (2)those awards made by the sponsoring agency to an institutionto be awarded, in turn, to students for study at the specificinstitution.

Awards in the first category are generally made by nationalorganizations and allow students to choose their institution ofaffiliation. Applications are submitted by students to thesponsor, usually in early fall preceding the year graduate studyis to begin. The National Science Foundation GraduateFellowships program is an example.

Awards in the second category, which vary in source fromfederal to local, include a large number of programs. At theUniversity of Hawai‘i, nominations for these awards aregenerally made by the fields of study that are eligible. In somecases (e.g., Fulbright awards), the student may apply throughthe Graduate Division. Students are urged to exercise theirinitiative to explore the various possibilities. Initial inquiriesshould be directed to the chair of the field of study.
