This two-day workshop will cover a number of specific topics at issue in the Rule 21 interconnection rulemaking, including:

1. A follow-up to the October 2, 2015 workshop on the inclusion of additional data points in the Rule 21 Pre-Application Report, as well as the potential addition of a separate report that may entail field studies and additional study costs, in order to provide greater visibility into the types of upgrades and associated costs projects may trigger

2. A follow-up to the October 2, 2015 workshop on the publication of a distribution interconnection equipment unit Cost Guide that would give insight into the component costs of typical distribution upgrades and utility facilities required to interconnect generation and storage to the utility grid.

3. A review of a refined IOU Straw Proposal on how energy storage charging-related load can be incorporated or reflected in various aspects of the Rule 21 application and study process.

4. A follow-up to the October 1, 2015 workshop on various proposals to streamline the Rule 21 application and study process for non-exporting energy storage devices.

5. A review of an Energy Division proposal for revising the format of quarterly IOU interconnection data reports.6. A discussion to solidify consensus proposals for Rule 21 tariff revisions and related process improvements,

procedural next steps, and the creation of a successional roadmap to inform the Commission of outstanding items in the proceeding and possible pathways for resolution.

The California Public Utilities Commission’s Safety and Enforcement Division will host a two-day public workshop in R. 15-05-006 to discuss the Draft Fire Map 1 Review & Development Report (Fire Map 1 Report) and Alternate Proposals (if any). The Fire Map 1 Report is being developed by the California Department of Forestry and Fire Protection (CAL FIRE) and its team of independent experts. The purpose of the Fire Map 1 is to develop a statewide fire-threat map that depicts the physical and environmental conditions associated with an elevated potential for utility-associated wildfires, and ultimately to assist in the development of stronger fire-safety standards. It is possible that Commissioners and/or their advisors may be present. However, even if a quorum of Commissioners were to be present, no voting would occur.

The Energy Division has prepared Draft Resolution E-4735 for the October 22, 2015, Commission Meeting. This Draft Resolution approves San Diego Gas and Electric’s request to relocate three electric lines from the middle of Sycamore Landfill to the perimeter of the landfill. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OFINVESTIGATION RECORDS

Resolution L-478 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Safety and Enforcement Division’s investigations of a gas explosion that occurred on February 11, 2012 at 3052 Lanfranco Street in Los Angeles, California.

On September 15, 2015 the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than October 12, 2015 and reply comments shall be served no later than October 19, 2015.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

Resolution L-479 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Safety and Enforcement Division’s investigation of a gas line leak incident that occurred on August 16, 2013 in Riverside, California.

On September 15, 2015, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than October 12, 2015, and reply comments shall be served no later than October 19, 2015.

Resolution L-479 will be on the agenda at the October 22, 2015 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.

When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
