Kasabay naman nito, hiniling ng mga magsasaka sa pamahalaan na bilisan na ang pamamahagi ng bigas na sinasabing nakaimbak sa bodega kaysa sa mabulok ito bukod pa ito sa posibilidad na maging mura ang pagbili ng bigas ng mga magsasaka na aanihin na sa Oktubre hanggang Nobyembre ngayong taon.

NOONG nakalipas na linggo ay ina-lala ng sambayanang Pilipino ang unang taon ng araw ng kamatayan ng ina ng demokrasya ng ating bansa na si dating Pangulong Cory Aquino, ang ina ng ating kasalukuyang pangulo na si Benigno “Noynoy” Aquino, III.

Makikita sa halos lahat ng lansan-gan ang pag-alala sa yumaong dating pangulo kung saan ay makikita ang mga dilaw na ribbon na nakasabit sa mga puno.

Ang dilaw na kulay kasi ang naging simbolo ni Pangulong Cory simula nang mapatay ang kanyang asawa na si Benigno “Ninoy” Aquino, Jr. sa Manila International Airport na ngayon ay Ninoy Aquino International Airport.

Sa pagyao noong isang taon ni Pan-gulong Cory, muling nagising ang dam-damin ng taumbayan sa ginagawang kalapastanganan ng namumuno sa ating bansa kaya’t isinulong ng karami-han ang kandidatura ni Noynoy.

Hindi naman nabigo ang mga nagtulak kay Pangulong Noynoy na tumakbo sa pinakamataas na posisyon sa ating bansa at malaki ang naging ka-lamangan nito sa kanyang mga naging kalaban sa pagka-pangulo.

Sa naging panalo na ito ni Noynoy ay umaasa ang marami sa ating mga kababayan na mapapaan-gat ng pang-ulo ang ating ekonomi-ya na ilang taon na ring nakalugmok dahil sa nagaganap na corruption in government.

Kung mapapansin din natin, mukhang desidido si Pangulong Noynoy na maparusahan ang mga gu-mawa ng kalokohan noong nakalipas

na administrasyon dahil na rin sa pag-tatayo nito ng Truth Commission na mag-iimbestiga sa umano’y naganap na katiwalian.

Kapag napatunayan ang mga taong may kinalaman sa umano’y naganap na corruption ay tiyak na muling babalik ang tiwala ng mga Pilipino sa ating demokrasya kaya’t dapat lamang na isulong ito ni Pan-gulong Noynoy.

Isang paraan din ito upang matigil na ang corruption sa ating bansa na si-yang nagiging dahilan kung bakit hindi umaangat ang kabuhayan ng marami sa ating mga kababayan.

Makakaasa naman ang adminis-trasyon ni Pangulong Noynoy na nasa likod niya ang sambayanang Pilipino sa kanyang laban upang tuluyan nang mawala ang mga taong ganid sa ka-pangyarihan at sa salapi.

“MY baby could not sleep until I put him beside me,” Cari-na Oliveros said. She could not get her eyes off her new-born son lying next to her. “He looks like his father,” she said, smiling. “He kicks so strongly the basin which almost fell when we were bathing him the other morning.”

Carina, 27, is one of the 43 health workers who were arrested on February 6 in Morong, Rizal. She gave birth to her baby boy on July 22, at around 11 a.m., through Caesarean operation.

Instead of a police detention facility, the Morong 43 were brought to Camp Capinpin, home of the 2nd In-fantry Division of the Philippine Army. For almost three months, they were held in military captivity until 38 of them were transferred to Camp Bagong Diwa in Taguig City. At the time of the arrest, Carina was two months pregnant. “He must have endured all the stress in pris-on,” she told Bulatlat in an interview.

In an earlier interview with Bulatlat, Carina recounted how she suffered from psychological torture in the hands of her interrogators. Carina and another pregnant wom-an, Mercy Castro, were not spared from ill treatment.

Last week, on July 28, Mary Jane Clemente, jail war-den of the detention facility at Camp Bagong Diwa, visit-ed Carina. “She [Clemente] asked me where would I leave my son,” Carina said. “It is time for me to go back to jail.”

Judge Gina Cenat escoto of the Morong Regional Trial Court Branch 78 had approved Oliveros’s deliveryat the PGH due to the availability of better and adequate medi-cal facilities. Carina was given three days to a week’s time before going back to Camp Bagong Diwa.

Clemente told Carina that she could leave her son to the Department of Social welfare and Development (DSwD), to her parents or to any relative. “I cried and told her to allow me to be with my son. I want to be with my son,” Carina said.

She said that after the visit of the jail warden, her bleed-ing became strong and she had a loose bowel movement (LBM). “It was probably because of stress,” she said.

The mother said she wrote to the court, asking for per-mission to allow her to be with her son for a little while. “I also said that we, the Morong 43, should be immediately released because the accusations against us are baseless,” Carina said further.

The Morong 43 were slapped with charges of illegal possession of firearms and explosives. They were arrested based on a search warrant against a certain Mario Condes who has never been found.

The Court of Appeals (CA) dismissed their petition for writ of habeas corpus using the martial law-era Ilagan vs Enrile doctrine. The lawyers of the Morong 43 have filed an appeal to the Supreme Court. To date, the high court has yet to issue a decision on the petition.

The health workers also filed charges of human rights violations against the military and the police before the Commission on Human Rights (CHR) and recently, be-fore the Joint Monitoring Committee of the Government of the Republic of the Philippines (GRP) and the National Democratic Front (NDF) for the implementation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Rel-atives of the Morong 43 have also sought the help of the United Nations Human Rights Council in Geneva, Swit-zerland. (Bulatlat.com) To be continued

MATINEE idol John Lloyd Cruz has been cleared of tax charges filed by the Bureau of Internal Revenue (BIR) before the Quezon City Met-ropolitan Trial Court for lack of probable cause.

In a seven-page decision, QCMTC Branch 33 Judge Alfredo Ampuan ruled the tax case in favor of the actor.

Cruz, through his legal

counsel Mark Perez, said the BIR failed to properly serve its summons as embodied in Section 266 of the Tax Code and Revenue Memorandum Order (RMO) Nos. 35-90 signed by former BIR Com-missioner Jose Ong on July 4, 1990.

BIR charged Cruz with violation of the Tax Reform Act of 1997 (R.A. 8424) for

allegedly failing to present his book of accounts for 2004 to the BIR despite summons.

Ampuan, in his decision, said that the plaintiff failed to comply with its own rules as there was no evidence that Revenue Officer Naza-rene Ibarra of Revenue Dis-trict Office 39 South, Quezon City served the subpoena duces tecum to the actor’s

legal counsel.The judge added that

Ibarra failed to make a writ-ten report on the manner, date, place and identity, personal relationship or ca-pacity of the person receiv-ing the subpoena and other relevant information except when the court received her affidavit on May 14, 2010.

John Lloyd Cruz cleared of tax cheat raps

PRESIDENT Aquino has promised to give incentives to hardworking revenue collectors as he encouraged others to do the same.

Aquino, speaking at the 106th Anniversary of the Bureau of Internal Revenue (BIR), said he will person-ally recommend to Budget Secretary Florencio “Butch” Abad to prioritize the release of the benefits so that collec-tors will add extra effort in hitting their assignment.

The BIR is bound to hit the target collection of P860 billion this year.

BIR Commissioner Kim Henares, on the other hand, said her agency will inten-sify its campaign against tax evaders and cheaters.

The BIR has promised to file a case every week against

people who refused to settle their obligations with the government.

Aquino in his first State of the Nation Address (SONA), warned tax cheaters to think twice as he made special mention of the case of the owner of a chain of pawn-shops who refused to pay his proper taxes citing cease of business.

However, the pawnshop owner was able to purchase an expensive Lamborghini sports car worth millions of pesos during those years of alleged bankruptcy.

Noy to give incentives tohardworking tax collectors

MALACAñANg is consid-ering tapping government pilots to fly the planes of the country’s flag carrier Philip-pine Airlines (PAL) as the row over the mass resigna-tion of its pilots continues.

In the past two weeks, about a dozen PAL pilots transferred to higher-paying foreign carriers forcing the airline to cancel some of its flights.

Transportation Secre-tary Jose de Jesus said the government will try to solve the problem which has a big impact on the economy as it affects the tourism, com-merce and reputation of the country.

“That's why no less than President Aquino has weighed in on this problem. We expect to discuss the matter at great length,” De Jesus stressed.

De Jesus also urged flight attendants not to push through with their reported plan to go on strike. He as-sured them that a meeting will be held at the office of Executive Secretary Paquito Ochoa, Jr. to thresh out PAL’s problem.

PAL spokesman Jona-than Gesmundo said two flights, Manila-Iloilo (PR147) and Manila-Bacolod (PR135)

were canceled yesterday due to the resignations. No flights have been rescheduled as of 3 p.m. yesterday.

Meanwhile, Communica-tions Group official Hermin-io Coloma assured the public that the Palace will not allow the problem to worsen.

He said the government will not allow the problem to linger and public service be disrupted.

On Sunday, Aquino or-dered a meeting between government officials and PAL management to resolve the matter.

It could be recalled that 18 flights were affected on Sat-urday while 11 flights were canceled on Sunday. PAL’s website indicated at least six domestic flights were can-celed yesterday.

Malacañang may tap gov’t pilots to fly PAL planes

SENATOR Loren Legarda has called for the establish-ment of a crisis center for the 250,000 street children in 65 cities all over the coun-try.

The lady lawmaker noted the report of the Depart-ment of Social Welfare and Development (DSWD) that in 2007 there are about 85,000 street children in Metro Manila alone.

Legarda earlier filed Sen-ate Bill 1438 calling for the setting up of crisis centers in both urban and rural ar-eas. The measure calls for a “comprehensive program” that will provide various services such as temporary shelter, emergency, medical, and feeding programs, and basic education.

“These services shall be implemented by the DSWD, in close consultation with the local government units concerned,” she added.

Legarda also pointed out that the spirit of Senate Bill No. 1438 is to assist in pro-viding street children the means to uplift their con-ditions and take them out of the streets through pro-grams that will equip them with livelihood, technical and social skills.

Legarda’s proposed mea-sure authorizes the imple-menting agency to accept donations and grants from local and international or-ganizations in order to sup-plement the appropriated funds for the establishment, maintenance and operation of the street children crisis centers.

THE Office of the Ombuds-man yesterday junked the murder charges, due to lack of sufficient evidence, filed against seven Navy officers and two police officers over the death of then 23-year-old Navy Ensign Phillip Andrew Pestano in 1995.

Meanwhile, the victim’s parents, Philip and Evelyn Pestaños said the Ombuds-man’s resolution on their son’s case could have some-thing to do with their filing of impeachment complaint against Ombudsman Mer-ceditas gutierrez.

“The dismissal of the case is a manifestation that gutierrez is a very irrespon-sible public servant,” Philip Pestaño said in a press con-ference.

“To our mind, she, who is supposed to protect the interest of those innocent and prosecute those who are guilty, does not deserve to stay in her office. If she will not resign, she should be im-peached," he added.

Gutierrez was accused, among others, of “inexcus-able delay in the investiga-tion on the death of Pestaño, a case which the United Na-

tions itself rapped the Om-budsman for failure to probe the incident.”

Exonerated from the case were Capt. Ricardo Ordonez, Lt. Commander Luidegar Casis and Reynaldo Lopez; HM2 Welmenio Aquino, Lt. Alfrederick Alba, MR2 Sandy Miranda, Lt. Joselito Colico, Lt. Ruben Roque, PO1 Car-lito Amoroso and PO2 Mil Leonor Igcasan.

Aside from the criminal case, the Ombudsman also dismissed the administra-tive case of grave misconduct against the respondents due to lack of probable cause.

In a 14-page joint reso-lution, Christian Yap, graft Investigation and Prosecu-tion Officer 1, ruled that “evi-dently, the pieces of circum-stantial evidence on record are insufficient to create a prima facie case against re-spondents.”

Records showed that Pestano was found dead in the morning of Sept. 7, 1995 on board the BRP Bacolod City, a navy cargo ship which was then on its way to the Navy Headquarters in Rox-as Boulevard from Sangley Point in Cavite City.

The Pestaño couple be-lieved that their son did not kill himself based on the incontrovertible pieces of physical evidence that point to a murder case.

They added that the ir-reconcilable conflicts in the respondents’ testimonies and circumstantial evidence point to a conspiracy in which all the respondents are evidently part of and the respondents’ motive to kill their son was to conceal the fact that they were engaged in illicit activities such as the traffic of drugs, guns and ille-gal lumber. Ombudsman dismisses Pestañomurder case; family cries foul

JUSTICE Secretary Leila de Lima yesterday said President Aquino has the prerogative to form the Truth Commission as she downplayed the plan of the House minority bloc to challenge its creation be-fore the court.

De Lima said the members of the House minority have the right to do what they want. She said the president himself said they can bring the matter to the Supreme Court (SC).

“The Supreme Court can say if that's really legally and constitutionally proper," De Lima told reporters.

The Truth Commission was created under Executive Order (EO) No. 1 issued by

President Aquino last Fri-day which will be headed by former Chief Justice Hilario Davide, Jr.

It is mandated to look into allegations of corrup-tion under the nine-year Ar-royo administration.

Aquino has dared the critics of the newly formed commission to bring the matter before the SC.

House Minority Leader and Albay Rep. Edcel Lag-man and Senator Miriam Defensor-Santiago have questioned the constitu-tionality of EO No. 1, say-ing that Congress must first pass a law creating such a body or allowing the presi-dent to order the formation of one. Ampie Galpo

T HE H1N1 pandemic focused the world’s attention on viruses. Viruses are living organisms that need a host to survive and wreak their havoc. In some

cases, a virus can be present for many years before the host is even aware of it. During that time, the virus can inflict widespread and untold damage. Take it away from the host, and it remains dormant or dies.

In a similar way, sin needs a host to stay alive. By themselves, sins such as pride, greed, anger, and selfish-ness are mere words. But when sin overpowers a human host, it works to destroy it for as long as the host is alive.

Thankfully, because of Jesus’ sacrificial death on the cross, Christians have been positionally “set free from sin” (Rom. 6:18). Even though we still sin, the Holy Spirit who lives in us helps us to resist that “sin virus,” the lust of the flesh (Gal. 5:16). The apostle John tells us: “Those who have been born into God’s family do not make a practice of sinning, because God’s life is in them” (1 John 3:0 NLT). Now we walk in dependence upon the Spirit, and one day we will stand “faultless before the presence of His glory with exceeding joy” (Jude 24).

Isn’t that a great comfort for you as you step out to-day into a world infected by the “virus” of sin?

MeTropoLiTaN Manila Development authority (MMDa) Chairman Francis Tolentino yesterday effected a major reshuffle starting with the eviction of long-time traffic czar angelito Vergel de Dios.

De Dios’ former post at the Traffic and Transport Management office is now occupied by Noemi Recio as officer-in-charge. recio was the director of the Traffic Engineering Center. De Dios was reassigned as director of health and sanitation de-partment of the agency.

The revamp has its con-troversy too as Roberto “Bobby” Esquivel, former head of the Sidewalk Clear-

ing operations Group, was first appointed as De Dios’ replacement but the order was recalled due to one-year election ban on candidates who ran and lost to take a gov-ernment post. Esquivel lost in the recent mayoralty race in Norzagaray, Bulacan.

Esquivel was the alleged tipster to the new MMDa chairman who divulged re-cently that some bus com-panies are regularly paying payola to MMDa officials.

This was revealed in a recent survey, which was done by the asia-pacific Centre for research (aCre) from May 27 to June 11. The survey showed 78.4 percent or almost eight out of 10 Filipinos would like

the police to continue the operation of checkpoints as a regular part of its anti-crime and law enforcement function.

The aCre survey results indicated this, despite the fact that only 70.63 percent of Filipinos favored the con-duct of checkpoints imple-mented in all cities and municipalities nationwide by composite teams of local pNp and military personnel, supervised by the Commis-

sion on Elections (Comelec) during the last election pe-riod.

The same number, how-ever, credited the aggres-sive measure as effective in reducing election-related violence and preventing po-tential bloodbath through arrests of suspects and con-fiscation of illegally trans-ported and possessed fire-arms.

The survey showed that checkpoint operations dur-

ing the election period were seen as an effective election security and law enforce-ment measures.

These positive assess-ments of the people were consistent with those earlier expressed by various indi-viduals, organizations and even foreign governments which lauded the pNp for its role in the conduct of “one of the most peaceful and cred-ible elections” in the coun-try’s history.

“Hindi ko sasayangin ang muling binigay na pagkakataon ni Sir Jo (NBS president Jonathan Sy) at coach Toper (NBS coach Christopher Palses) na makapaglaro ulit tayo sa pandaigdigang torneo gaya ng US Open 9-ball,” said Mazon, fondly called Janno in the local pool.
