PPI of April declinesdue to big fall inprices of productsTHE PENINSULA- DOHA

The overall monthly Producer Price Index of Industrial Sector Index (PPI) for April,2020 was estimated at 35.9 points showing a decrease of 27.0 percent compared to the pre-vious month’s PPI (March 2020). When compared on y-o-y basis, PPI of April, 2020 showed a decrease of 45.2 percent compared to the PPI of corresponding month last year (April 2019), according to data released by the Planning and Statistics Authority (PSA).The PPI of Crude Petroleum and Natural Gas production decreased by 32.6 percent, comparing with previous month.

The index (PPI) covers goods relating to “Mining” (weight: 72.7 percent ), “Man-ufacturing” (weight: 26.8 percent ), and “Electricity & Water” (weight: 0.5 percent).

The April PPI of Mining sector showed a decrease by 32.3 percent when compared with PPI of March 2019, pri-marily due to the price decline of “Crude petroleum and natural gas” by 32.6 . When compared with its counterpart in previous year (April 2019), there was a decrease on this sector by 51.5 percent .

In the Manufacturing sector PPI, a decrease of 18 percent has been recorded in April 2020, when compared with the previous month’s Manufacturing index (March, 2020). The decrease in prices in varying degrees were seen in: “Refined Petroleum products” by 25.3 percent , fol-lowed by “Basic Chemicals” by 8.0 percent , “Basic Metals” by 5.0 percent , “Cement and Other non-metallic products” by 2.9 percent , “Grain mill and Other products” by 0.4 percent . However, the increasing prices are noticed in “Juices” by 2.6 percent , “Beverages” by 0.2 percent , “Dairy products”, and “Rubber and Plastics products” by 0.1 percent each. No changes noticed in “Paper and Paper products” and “Other chemical products and fibers”.

Comparing with the index with the previous year (April 2019), “Manufacturing” PPI of April 2020 showed a decrease

of 32.5 percent . The major groups which explain this price fall were: “Refined Petroleum products” by 41.6 percent , followed by “Basic chemicals” by 24.0 percent , “Basic Metals” by 8.8 percent , “Rubber and Plastics products” by 3.4 percent , “Cement and Other non-metallic products” 2.1 percent , and “Other chemical products and fibers” by 1.5 percent. However, prices increased in and “Juices” by 5.3 percent , followed by “Paper and Paper Products” by 3.0 percent , “Grain mill and Other products” are decreased by 0.8 percent , and “Dairy products” by 0.4 percent . No change noticed in “Beverages”.

The PPI of this group showed a decrease of 7.6 percent compared to March 2020, resulting from the decreasing in “Electricity” by 9.5 percent , and “Water” by 4.8 percent .

When compared the PPI of April, 2020, to the PPI of April, 2019 (y-o-y), showed a decrease of 11.3 percent , affected by prices fall in “Water” by 15.9 percent , and “Electricity” by 7.9 percent .

Private sector played key role in defeating siege, says Chairman of Qatar ChamberTHE PENINSULA - DOHA

Qatar Chamber (QC) Chairman Sheikh Khalifa bin Jassim Al Thani said that the QR75bn stimulus package announced by the government for the private sector would help com-panies to absorb the COVID-19 pandemic shocks.

Addressing Qatar Chamber general assembly meeting through the video conference, Sheikh Khalifa said: “The Qatari package represents a confir-mation of the interest of the Wise Leadership and the esteemed government in the private sector and of the necessity to help it to emerge from this crisis with the least losses to fulfill its intended role in the country’s economic development.”

The meeting, headed by QC Chairman, was attended by many Board Members, businessmen and QC members. The agenda of the meeting included the approval of the Qatar Chamber’s annual report and fiscal report for the year ending December 31, 2019.

Sheikh Khalifa, who said the QC general assembly meeting was coincided with the third anniversary of the unjust blockade imposed on Qatar. He said the private sector played key role in defeating the unjust blockade. “Now we are stronger.

We had benefitted from this experiment. The Siege con-tributed to accelerating the coun-try’s economic strategies, expanding agricultural and industrial projects, increasing outward investments, promoting local investment and attracts more foreign investments to the local market. It also helped in providing more incentives to the private sector for promoting local industries, increasing production, enhancing relations with friendly countries, and activating trade with countries around the world,”

Elaborating the Chamber’s achievements during the last year, he said that the year 2019 was an eventful year in the Qatar Chamber. During the past year, the Chamber has successfully organised more than 200 events including seminars, conferences, meetings, and exhibitions. It also participated in a significant number of activities and events that were held inside or outside the country.

It also continued its cooper-ation with all ministries and authorities concerned in the State to overcome all obstacles facing the private sector and solve all the problems facing its employees, and organised a number of meetings and sem-inars with these authorities to identify laws and services offered by these bodies.

The Chamber strived to develop the services provided

to its members by launching the ‘Qatar Commercial & Industrial Directory 2019’, which can be accessed online. The directory provides a list of commercial and industrial companies oper-ating in the country and regis-tered at the Chamber.

Qatar Chamber also launched an electronic system to assess customer satisfaction, specifically of its members. The system helps in conducting

daily reports, which contribute to improving the level of work and qualitative measurement of staff performance.

The meeting also reviewed obstacles facing the private sector under the precautionary measures to curb the spread of Covid-19. Many businessmen presented many issues related to many sectors including con-tracting, retail and private medical sector.

ECB’s Lagarde says severe risks justified latest stimulus boostBLOOMBERG

European Central Bank Pres-ident Christine Lagarde (pic-tured) said the institution’s ramping up of monetary stimulus to battle the fallout of the coronavirus crisis was jus-tified because of the “severe risks” to price stability.

The net effects from last week’s expansion of the emer-gency bond-buying pro-gramme by €600bn ($687bn) to €1.35 trillion are “over-whelmingly positive,” she told lawmakers in the European Parliament in a virtual hearing yesterday.

The president’s remarks are a defense against charges that the extraordinary measures by ECB to combat the recession might not be

proportionate to the risk of side effects such as soaring asset prices and depressed returns on savings. Germany’s top court ruled last month that an older programme may be in breach of the law -- and Lagarde hit back.

“These measures have not only prevented the economy from entering depressed and deflationary conditions, but have also contributed to sup-porting employment and reducing financial stability risks,” she said. “The decision to expand the pandemic emer-gency purchase programme will prove to have been essential in avoiding an even deeper recession and in quick-ening our pathway to normalisation.”

Lagarde said she’s

confident a solution can be found to meet the German court’s concerns, though she reiterated that the central bank falls under the jurisdiction of the European Union’s top court, which had already ruled that quantitative easing is legal.

She said the pandemic plan is “temporary, targeted and proportionate” and that it underscores the Governing Council’s “determination and readiness to adjust all of its instruments, as appropriate, to ensure that inflation moves toward its aim.”

The ECB expects an eco-nomic contraction of 8.7 percent in the euro area this year, with inflation in coming years staying far below the institution’s goal of just under 2 percent .

The president also told European Union leaders not to delay in approving a plan to jointly borrow €750bn to help struggling nations rebuild their economies.

“It will be important to adopt this package quickly,” Lagarde said. “Setting a clear timeline will give more cer-tainty and confidence to cit-izens, businesses and financial markets. Any delay risks gen-erating negative spillovers and driving up the costs, and hence the financing needs, of this crisis.”

Spain's economy may shrink nearly 15% in 2020BLOOMBERG

Spain’s economy could shrink this year by as much as 15 percent in a worst-case sce-nario, according to the country’s central bank, a contraction that would be among the steepest in the euro area. Spain has had one of the strictest coronavirus con-finements in the region and is among the most dependent on tourism, which leaves the region’s fourth-largest economy particularly exposed to the unprecedented shock caused by the global pandemic.

The Spanish economy is also vulnerable because it has a large share of small companies, and employers rely in many cases on temporary workers, which means an immediate and massive shedding of jobs in an economic crisis.

According to the Bank of Spain, the jobless rate, already at 14 percent before the pan-demic, could jump to between 18.1 percent to 23.6 percent this year. Even in the best-case-sce-nario, it would remain above 17 percent through 2022. With consumer prices falling, the central bank’s economists said they’re concerned about a neg-ative impact on inflation expec-tations, particularly if demand doesn’t recover as forecast.

Oil major BP to cut 15% of workforceREUTERS - LONDON

BP will cut about 15 percent of its workforce in response to the coronavirus crisis and as part of Chief Executive Bernard Looney’s (pictured) plan to shift the oil and gas major to renewable energy, it said on Monday.

Looney told employees in a global online call that the London-based company will cut 10,000 jobs from the current 70,100.

“We will now begin a process that will see close to 10,000 people leaving BP - most by the end of this year,” Looney said in a statement.

Reuters had earlier reported the planned job cuts, citing three company sources.

BP shares were up 3.3 percent by 1230 GMT, against a 2.2 percent gain for the broader European energy sector.

The affected roles will be

mostly senior office-based positions and not front-line operational staff, the company said.

About a fifth of the job cuts will take place in Britain, where BP employs 15,000 people, a company spokesman said.

Like all the world’s top energy companies, BP has cut

its 2020 spending plans after the coronavirus pandemic brought an unprecedented drop in demand for oil. BP has flagged a 25 percent cut to $12bn this year and said it would find $2.5bn in cost savings by the end of 2021 through the digitalisation and integration of its businesses.

Yesterday, however, Looney said the company is likely to need to cut costs even further.

BP is giving no pay rises to senior employees until March 2021 and said it is unlikely to pay any cash bonuses this year.

The job reductions are also part of Looney’s drive to make the 111-year-old oil company more nimble as it prepares for the shift to low-carbon energy, the sources said.

“It was always part of the plan to make BP a leaner, faster-moving and lower-carbon company,” Looney said.

The spokesman said that

the coronavirus crisis “amplified and accelerated” BP’s transition plans.

Looney last month announced a large round of senior management appoint-ments, halving the size of BP’s leaderhip team under his plan to reshape the company’s structure.

Shortly after taking office in February, the 49-year-old CEO said that he was creating 11 divisions to “reinvent” BP and dismantle the traditional structure dominated by its oil and gas production business and its refining, marketing and trading division.

Chevron Corp, the second-largest US oil producer, last month said that it will cut between 10 percent and 15 percent of its global workforce as part of an ongoing restructuring.

Royal Dutch Shell, mean-while, has initiated a voluntary redundancy programme.

India's loan growth could hit zero: Crisil

Indian banks’ loan growth will slow to nil to 1 percent in the year started April 1, according to the Indian unit of S&P Global Ratings.
