ContentsHighlightsImports of the leading timber and panel products in 2013were higher by 8% over 2012. It was certainly a year of twohalves: the first half of 2013 was lower than the first half of2012 by over 3% while the second half was higher by 21%.
Import Trade ComparisonsImports of solid wood for the whole of 2013 were 6% higherby volume than in 2012. Panel products were very nearly 12%higher which, when combined with solid wood imports,resulted in all imports growing by 8% in 2013.

The recovery in timber and panelimports in the final four months of2013 was substantial.
The percentage differences between2013 and 2012 for these four monthsfor all import volume was 32%, 36%,24% and 28%.
All of the leading timber and panelproducts imports grew by volume in2013 over 2012, except for hardwoodimports.
Particleboard imports and OSB grew thefastest in percentage terms andsoftwood imports recorded the highestvolume increase, up by over 320,000m3.

Measuring volume growth as a mark of success,all of the leading countries supplying softwood tothe UK achieved success in 2013, exceptGermany. Import volume from Germany in 2013was however very similar to the level in 2012(-0.2%). Good growth was achieved by all otherleading countries with Latvia leading the pack, upby nearly 25%, followed by growth of between9% and 19% by Finland, Russia and Ireland.
While Germany just dipped below the growththreshold, Sweden climbed above that mark,growing by 0.3%.
The value of all softwood imported to the UK in2013 was higher than in 2012 by 10.1%. Thisgrowth was generated by a 12.1% uplift in thevalue of sawn softwood and a 6.7% rise in planedsoftwood.
The overall increase in value in 2013 was £86million. By value, sawn softwood represented64% of the total of all softwood importedcompared to 63% in 2012.
The value of whitewood imported to the UK ingrew by over 10% in 2013 compared to 2012while redwood sales increased by over 17%. Thevalue of mixed/other softwood imported in 2013also recorded growth, for the first time in 2013by December, rising by just over 1% for the year.

A 7.5% drop in hardwood volume imported fromthe USA resulted in a one percentage point fall inmarket share for the market leader in 2013. Growthin volume arriving from Italy and France realised anincrease in share for these two countries while amarginal drop in volume from the Cameroon and a3% fall in imports from Germany - opposite a 4%overall fall in hardwood volume - enabled thesetwo countries to slightly increase their respectivemarket shares.
Supplying 50% of the UK’s imported hardwood,Europe was the only region of the world thatexhibited growth in 2013. Growth rates andchanges in share of supply by region in 2013 over2012 were:

Hardwood plywood imported by the UK fromChina in 2013 was around 3% lower, down bynearly 16,000m3. The growth of all hardwoodplywood imports in 2013 was driven byincreased volumes from Malaysia, Finland andRussia. Growth from these three countries wasin the order of 5%, 13% and 7% respectively.Along with China, Uruguay lost ground in 2013,down by a similar volume as China.
The final month of 2013 saw volume fromMalaysia nearly double, compared to the samemonth in 2012. This led to a sharp rise in marketshare for Malaysia in the month. Finland tooraised volume by a substantial amount, up bynearly 2,000m3 for the month. A large rise involume in December was also recorded fromLatvia, again higher by around 2,000m3.

Growth of approaching 70% in softwoodplywood imports from China in 2013 drove themarket higher and was chiefly responsible forthe near 20% overall growth in volume. A similargrowth in volume (19%) from Brazil was alsohighly significant and enabled that country tomaintain its share of the market in 2013.
Only moderate growth from Finland and a 26%drop in volume from Chile resulted in both ofthese countries losing market position in 2013.
NB: The volumes from China remain subject toinvestigation by HMRC.
An increase in volume of around 7,000m3 fromChina and approximately 3,000m3 from Brazil inthe month of December 2013, compared toDecember 2012, was largely responsible for theoverall growth of 8,000m3 in the month. Volumefrom Finland and Chile was lower by around1,000m3 for each country.

All of the leading supplying countries ofparticleboard increased volume shipments to theUK in 2013. Around 33,000m3 more was suppliedby both Germany and Portugal, but the greatestincrease in volume came from France, higher by47,000m3. Around 18,000m3 more volume than in2012 was supplied from Belgium and about halfof this was shipped from both Ireland and Spain.
Particleboard imports in the month of December2013 were around 50% higher than in December2012 with volume from France and Germanyhigher by similar amounts — around 4,000m3.Increased volume from Portugal and Belgiumcompleted the major growth for the month fromthe leading supplying countries.
These top four countries accounted for 87% of allparticleboard imports in the month of December2013, compared to 80% in 2012.

The Ups and Downs of 2013The year 2013 was a year of mixed fortune.
For nearly all the main timber and panelproducts imported by the UK, the first part ofthe year was poor, in volume terms, with allproducts except particleboard lower than forthe same period in 2012.
Each of the charts here and overleaf show thepercentage volume change for each month of2013 compared to 2012 on a month-by-monthbasis. Shown opposite, softwood imports in thefirst three months of 2013 were lower than in2012 by 10% and for the first half of 2013 were5% down. From September, the sudden surge inimports began which resulted in growth ratesover the final four months of 2013 of 43%,31%, 28% and 29% compared to the sameperiod in 2012. While this change in demandwas undoubtedly robust, it should be noted thatthe second half of 2012, the period againstwhich these growth rates are judged, was aperiod of continued weakness. This is confirmedby comparing the difference in growth in thesecond half of 2013 over the first half to growthin the second half of 2012 over the first half of2012. Softwood imports in the second half of2013 were higher than the first half by 6%while the second half performance in 2012 waslower than the first half of 2012 by 17%.
Improvement took place in the second part of2013 for hardwood imports but was lesspronounced than for softwood, as shown in thesecond chart above. This improvement in thesecond part of the year was not sufficient tocompensate for the weakness at the start of theyear however and hardwood imports finishedthe year down, around 4%. Where growth didoccur with hardwood imports (four months outof the twelve) it was relatively strong, but withmuch lower volumes than for softwood and afar wider range of product types, hardwoodimports often exhibit a greater volatility thanmany other products. Nonetheless, a similarpattern emerged as for other products and asimilar difference in the growth in the secondhalf of 2013 over the first half, compared to thesecond half of 2012 over the first half, tookplace with the second half of 2013 recordinggrowth of 9% while the second half of 2012was lower than the first half by 10%. For thetwo varieties of plywood, imports were alsosubstantially improved from August andSeptember onwards. The second half of 2013 forhardwood plywood imports was 11% higher

The Ups and Downs of 2013than the first half compared to zero growth inthe second half of 2012 over the first half of2012. For softwood plywood the comparisonsshow growth in the second half of 2013 at 13%against a decline of 17% in the second half of2012.
Only particleboard imports did not showweakness at any time in 2013 against 2012.As shown opposite, good growth rates wereachieved for each month of the year. However,the surge that has taken place for mostproducts since August has also occurred withparticleboard. Exceptional growth was realisedin the month of September and has continuedto the end of the year. The pattern ofimprovement is also consistent with otherproducts with the second half of 2013 up by 6%against growth of just 1% for the second half of2012.
OSB imports, lower in absolute volume thanother products, exhibited greater volatility butagain, a similar growth pattern emerged. Thebest months of the year in volume terms wereSeptember, October and December whichgenerated a 27% improvement for the secondhalf of 2013 over the first half. The comparablefigure for the second half of 2012 was minus28%.
The improvement in MDF imports in the secondpart of 2013 was less marked, but neverthelesstook place. A 10% difference between thesecond and first halves of the year occurredwhile in 2012, the second half was lower thanthe first by 7%.
Aggregating the volumes of all product importsreveals a very clear picture of the two differentparts to 2013.
In the chart opposite, growth was difficult toestablish in the first six months of the year asone poor month was followed by animprovement only to be followed by anotherpoor month. From August however, there hasbeen a strength and consistency in the growththat has taken place. The monthly differencesfor the final four months of the year have been32%, 36%, 24% and 28% respectively. The twohalf-year comparisons for all imports show agrowth of 8% in the second half of 2013compared to 13% reduction that took place inthe second half of 2012. After a six year periodof weakness for timber imports, it would seemthat the recovery is finally underway.
