TSR - Hoisting and lifting
A. INTRODUCTION TO LIFTING & HOISTINGHoisting and lifting are among the most risky operations. It is always concerned with moving heavy loads containing heavy material, sometimes under difficult conditions. This requires a good estimate of the risks, knowledge and choice of appropriate material and application of the correct techniques.
B. EXPLANATION & RISKS
1. Definitions:Lifting and hoisting: Vertical transportation of a loadHoisting: the load is freely suspendedLifting: the load is gradually liftedHoisting equipment: mobile crane, loader
crane, chain hoists, ...Hoist tools: shackles, chains, slings, webbing
slings, STRAPSLifting equipment: forklift, telehandler, mobile
elevated platform, lifts, jacks, loading and unloading apertures on trucks, pallet trucks, ...
Lifting tools: spoons, pallet hooksNOTE: earthmoving equipment sometimes
used for hoisting must meet the same requirements as hoisting equipment

2. There are many risks involved with lifting/hoisting activities:- the load could fall- the vehicle could topple, load and all- the vehicle could sink/get stuck in the ground- persons/buildings come into contact with crane parts- entrapment- collision- electrocution by making contact with power lines- products that are dangerous to the touch, such as acid
! OFTEN WITH DAMAGE TO THIRD PERSONS, PROPERTY AND THE ENVIRONMENT !
C. SAFETY REQUIREMENTS
ALWAYS REQUIRED !!!CHECK
1. PERSONAL PROTECTIVE EQUIPMENT FOR THE OPERATOR
a) gloves (against mechanical risks)
b) safety shoes (type S3)
c) safety helmet
d) ear protection above 80 dB(A) in the cabin

2. PERSONAL PROTECTIVE EQUIPMENT FOR THE LIFTING TEAM
a) work clothing with high visibility
b) gloves (against mechanical risks)
c) safety shoes (type S3)
d) safety helmet
e) ear protection above 80 dB(A)
3. PREPARATION FOR HOISTING & LIFTING
a) estimate the load to be lifted: weight, size and situation
Hoisting plan or in the HSE plan for the site
b) terrain, exploration, assessment and measures for:
underground lines and areas - marking, etc. overhead lines and obstructions - removal,
planning, etc. carrying capacity and smoothness of the base - partitions pits, trenches and edges thereof (see also legal
requirements) demarcate hoisting area - only access
permitted for the hoisting team
c) Weather conditions
wind speed > 6 Beaufort (> 50 km/h):general hoisting ban problems with large wind surface additional risk assessment
required anemometer in crane cab
d) hoisting team
training required (hoisting permit, rigger, ...) good communication with driver-obstacle identifier
(hand-arm signals, eye contact, two-way radio, ...) shift handover when changing driver additional staff for supervision of loads (with control lines) when
hoisted low above the ground all members of the hoisting team lifting must always be clearly
visible to the driver while working

4. PROVISIONS IN THE LIFTING AND HOISTING VEHICLE
a) load limiter
b) load limit indicator
c) sufficient, suitable firefighting equipment
d) in explosion risk areas: spark arrestors on exhausts and stoves
e) acoustic driving signal
f) anemometer on high cranes
g) hoisting tools and chains (CE marked and approved)
5. DOCUMENTS REQUIRED TO BE AVAILABLE
a) certificate that the machine complies with European standards*
b) EC declaration/certificate of hoisting equipment
c) inspection report for the crane*
d) inspection certificates of the hoisting equipment’s with the crane*
e) certificates of steel cables with the crane*
f) instruction manual for the machine in the local language (user)
g) approved load-flight table*
h) completed crane logbook (inspections, checks, maintenance)
6. TESTING & INSPECTION OF EQUIPMENT
a) with use, daily:
visual inspection: liquid levels, leaks, damage to equipment operating inspection: emergency equipment, motors, ...
b) periodic inspection of the hoisting and lifting equipment*
c) periodic inspection of the hoisting and lifting vehicle*
*conforming to local legal requirements for frequency and body
