1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure supports a planned 702-AZ building and 702-AZ primary ventilation
system and associated systems power outage for maintenance, inspection, replacement of
electrical equipment, cleaning, or to support construction and project work that requires a
power outage.
1.2 Scope
This procedure may be performed by de-energizing main farm isolations fed from main
pole utility feed C8X687 to main breakers on distribution panel boards PP-1 and PP-2.
(See Drawings H-14-030007 SH 3, 4, &5).
Individual panel boards, automatic transfer switches, stand-by panel boards, and
disconnect switches fed from these panel boards will be operated to the applicable
maintenance procedures and PM Data Sheets.
Power will be lost to the 241-AZ-702, 241-AZ-701, 241-AZ-271 buildings, the
241-AZ-702 Building Exhaust, AY/AZ Primary Exhaust Fans, HMI, TFLAN facility
communication system, Cathodic Protection, Chiller Pad, Raw water skid, 241-AZ-701,
702, 271 & AZ-156 fire systems.

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
3.1.1 Personnel trained in the operation of breakers and disconnects will wear the
following PPE as a minimum:
Non-melting (untreated natural fiber) long-sleeved shirt
Safety glasses
Leather or insulating gloves
Hearing protection.
3.1.2 Compliance with DOE-0336, Hanford Site Lockout/Tagout Procedure or
DOE–0359, Hanford Site Electrical Safety Program is required when
working this procedure.
3.1.3 Ensure an Electrical Hazard Evaluation has been completed to address shock
and arc flash hazards.
3.1.4 All exposed energized electrical conductors shall be shielded with voltage
rated plastic, within a restricted workspace.
3.2 Radiation and Contamination Control
3.2.1 This Procedure is supporting a Maintenance activity. Work will be done in
accordance with a Radiological Work Permit incorporated in a specific work
package.
3.2.2 When this procedure is worked in radiological areas, an approved
radiological work permit (RWP) is required. If radiological conditions or
work performed falls outside the scope of the RWP, all work activities must
be discontinued until a new or revised RWP has been issued in accordance
with TFC-ESHQ-RP_RWP-C-03.

Special Instruction
Environmental Field representative should be notified within seven (7) days prior to a
planned facility power shutdown that will render the leak detection system, leak detection
device, cathodic protection system, air emission equipment or other environmental
equipment inoperable for a period of greater than 24 hours.
3.3.3 The Environmental representative shall verify that the following are
completed per OSD-T-151-00031:
3.3.3.1 Washington State Department of Ecology is notified of the
outage and/or use of any alternate leak detection systems.
3.3.3.2 Alternate leak detection requirements during the outage are
documented in a letter/internal memo from the Environmental
Compliance manager to the Senior Level 1 manager of
Production Operations.
3.3.3.3 Ecology is notified of Out-of-Service (OOS) conditions, with a
schedule from 3.3.5.1a, extending beyond 90 days.
3.3.4 Operations shall:
3.3.4.1 For outages greater than 24 hours and requiring alternative leak
detection, implement monitoring requirements per internal memo
generated in 3.3.3.2.
3.3.5 ENSURE Environmental has been informed per Environmental On Call List,
of the intended planned outage (suggested 7 days) and of the Cathodic
Protection System.

Special Instruction
OSD-T-151-00031 required leak detection systems shall be restored to service
as soon as possible.
3.3.5.1 Track the leak detection system or device outage on the
TSR/Environmental Equipment OOS section of the TOC Daily
Report with an initial “Required By Date” not to exceed 90 days.
a. Prepare a recovery plan representing returning the leak
detection system, or device, back to service as soon as
possible should the OOS condition reach 90 days..
Provide the recovery plan schedule to the Environmental
Representative for completion of 3.3.3.3.
3.3.6 Per WAC 173-303-640 and TFC-ESHQ-ENV-FS-C-01, Environmental
Notification, Environmental must be notified if Cathodic Protection System will
be de energized.

4.3 Field Preparation
NOTE - Steps 4.3.1 through 4.3.22 may be performed in any logical order or
concurrently.
- Signature sheet requirement is ongoing, as new individuals become involved in
the procedure.
4.3.1 ENSURE all personnel involved in the performance of this procedure enter
their printed name, signature, and initials on the procedure performer

4.3.2 REQUEST Shift Manager to evaluate LCO 3.4 for the need to ventilate tank
during waste disturbing activities and for time durations. (LCO 3.4)

NOTE - The fire alarm system is fed from a power source at pole C8X687.
- A Radio Frequency Alarm Reporter (RFAR) is located outside of 241-AZ-271
Control Building. Buildings 241-AZ-701, 241-AZ-702 and 241-AZ-156 alarm
to reporter 241-AZ-271.
4.3.5 FWS/OE/Shift Manager REQUEST Fire Protection provide a Fire Permit
e.g., planned impairment permit (at least one month) prior to the date of the
scheduled outage.
4.3.6 ENSURE Hanford Fire Department (373-2845) has been notified
(12 working days) prior to the outage.
4.3.6.1 FWS/OE/Shift Manager PROVIDE MSA work package number:

4.3.6.2 REQUEST Fire Systems Maintenance appropriately configure
RFAR and/or FACP per MSA work package provided in Step
4.3.6.1 to support facility outage.

4.3.7 WHEN directed by Fire Protection Engineer on failure of the Radio Fire
Alarm Reporter (RFAR) and Fire Alarm Control Panel (FACP) or other
failure of the fire alarm system, FILL out fire watch sheet(s).
4.3.8 IF needed to support outage activities, ENSURE Utilities has been notified
at 373-2077 prior to outage.
4.3.9 BEFORE taking down systems affected by electrical power outage to
AZ Farm, NOTIFY the following personnel:

HLAN representative (376-2902).
4.3.10 REVIEW "Lock & Tag Logbook" and "Administrative Lock Logbook" to
determine whether currently installed locks and tags and Administrative
Locks will interfere with this work scope.
4.3.11 CONFIRM no intrusive or waste-disturbing activities are to be performed in
AY and AZ Farms during power outage.

5.3 Perform Electrical Maintenance Activities
5.3.1 ENSURE electrical power is isolated to applicable farm isolations fed from
main pole utility feed C8X687, per applicable work package.
5.3.2 IF Administrative Locks are to be removed to support maintenance activities,
PERFORM the following:
5.3.2.1 NOTIFY Shift Manager/Delegate to specify and implement the
correct administrative lock controls per TFC-OPS-OPER-C-22.
5.3.2.2 REMOVE any existing Administrative Locks as necessary to
complete the maintenance activities.
5.3.3 REMOVE any existing locks and tags as necessary to complete the
maintenance activities, in accordance with DOE-0336, Hanford Site
Lockout/Tagout Procedure.
5.3.4 REMOVE any existing caution tags as necessary to complete the
maintenance activities, in accordance with TFC-OPS-OPER-C-39 Caution
Tag Program.
5.3.5 ENSURE all electrical circuits that will be locked out after restoration of
power, have their power supply breakers/switches in the OPEN/OFF position.
5.3.6 PERFORM Maintenance activities per applicable work document.
5.3.7 ENSURE locks/tags removed to perform maintenance and cleaning activities
are re-installed, in accordance with DOE-0336, Hanford Site Lockout/Tagout
Procedure.
5.3.8 INSTALL any existing caution tags following completion of maintenance
activities, in accordance with TFC-OPS-OPER-C-39 Caution Tag Program.
5.3.9 REPLACE any Admin locks removed prior to power restoration in
accordance with TFC-OPS-OPER-C-22, Control and use of Administrative
Locks.
5.3.10 PLACE all farm electrical equipment to be re-energized in a SAFE
configuration.
5.3.11 CONFIRM all work is complete and tools/test equipment are removed from
work areas.

5.4 Restoration
