1. Background This report deals with the provision of Water, Sewerage, Roads and Storm Water drainage for the proposed Tshepisong Ext 4 development that is situated on Portion 64 of the Farm Vlakfonein no 238-IQ Information with regard to existing services has been obtained from both Johannesburg Water and Johannesburg Roads Agency. The effect of demand caused by the proposed development is discussed in the report.
2. Site Locality
The site is situated off Kagiso Road in Tshepisong Township, Soweto. The area lies within Region C of the City of Johannesburg spatial planning. The site is currently open farmland and bound on the northern and southern sides by and existing township with houses and dirt roads The map extract below indicates the position of the proposed site.

2.1 Proposed Zoning and Rights The total area measures 8.56 hectares and the intention is to develop a mixed use area that consist of Business, Residential and Public Open Space. The following Rights are being applied for:

2.2 Topography of the Site The site is currently an open farmland and only occupied by a single farm house. The
gradient of the site falls from north-east to south-west at a slope of approximately 3%
Vegetation is mainly veld grass and the site is not affected by any flood line.
3. Existing Services
Storm water Infrastructure
Johannesburg Roads agency have supplied information from their GIS database and
confirmed that they do not have any storm water services in the area.
The layout from JRA is attached as Annexure A
Sewerage
Johannesburg Water were able to supply information on existing sewer reticulation in
the area. Whilst there is no connection at the site, there is an existing sewerage
network that drains the township that lies to the south of the proposed site.
The existing sewerage network drains in a southerly direction into a bulk main.
The layout of existing services is attached as Annexure B

Water Reticulation
Johannesburg Water confirmed that they do not have plans indicating any water
reticulation in the area, though they have stated that as there is sewer for the township
on the south side of the proposed development, there will be water in the area.
4. New Services
4.1 Storm water
The site drains toward the south-western portion of the site. JRA have previously made
comments regarding the proposed development of the site stating that attenuation is
required, as well as an additional 100 m of storm water pipe to enable future
connection to their outfall.
The Johannesburg Roads Agency requires that the storm water from any development
taking place on a site larger than 8 500 m2 be attenuated and that the run-off not
exceed the 1:5 year pre-developed volume.
The total development amounts to 8 565 m2 and thus attenuation for the complete
development will be required.
4.1.1 Storm Water Run-Off calculations
The Rational Method for storm water run-off has been used to calculate the expected
flow for various return periods.
Calculations are attached as Annexure C and summarized below:

4.1.2 Attenuation Requirements
An estimate, for the size of attenuation pond required, has been calculated using the
Hydrograph generating and Reservoir routing calculation template as provided by
Chris Brooker and Associates and is attached as part of Annexure C.
The final sizing will be completed once detail design commences.
Estimates of the pond and routing are as follows:
Size of pond 2 242 m3
Discharge rate 0.37 m3/s
4.1.3 New Infrastructure
The internal storm water reticulation will be designed in accordance with the
Guidelines for Human Settlement Planning and Design as well as the Standards used
by the Johannesburg Roads Agency.
Infrastructure will consist of buried concrete storm water pipes, side-entry curb inlets
and manholes at maximum distances and points of change in direction.
As there is no existing infrastructure to connect the new system into, an allowance of
100m of discharge pipe will be made so that once construction plans are submitted to
JRA for approval, they can advise on outlet position and details.

4.2 Roads
4.2.1 Access to the Development
It is proposed that and new access road that serves both the Business as well as the
Residential area be obtained off Kagiso Road.
The Traffic Impact Study will make recommendations for the development and will be
implemented at proclamation and design stage.
3.2.2 Pavement Design
The internal roads will be designed in accordance with the Guidelines for Human
Settlement Planning and Design as well as the Standards used by the Johannesburg
Roads Agency.
The proposed layer works for the pavement will be finalised once the geotechnical
information is available. An estimate of the layer works make up is as follows:
30mm Continuously graded medium asphalt wearing coarse
150mm Imported G1 Base compacted to 98% of apparent density
150mm Imported C3 Stabilized Upper Subbase compacted to 95%
MOD AASHTO
150mm In-situ Roadbed ripped and re-compacted to
90% MOD AASHTO
4.2.3 Cost of internal Infrastructure
The cost for the internal roads is estimated at R 6 370 000.00

should have a point for new connections.
4.3.1 Design of Reticulation
The internal reticulation will be designed in accordance with the Guidelines for Human
Settlement Planning and Design as well as the Standards used by Johannesburg
Water. All work and material will conform to the SANS 1200 series of specification.
The internal reticulation will consist of a 110 mm dia uPVC ring main with fire hydrants
positioned at approved locations.
4.3.2 Water Demand

4.3.3 Cost of internal Infrastructure
The cost for the internal reticulation is estimated at R 735 000.00

4.4 Sewer Reticulation
Johannesburg Water have indicated that whilst there is no connection for the site to
directly connect into, the township situated adjacent to the proposed development
does have existing infrastructure that connections can be made into.
4.4.1 Design of Reticulation
The internal reticulation will be designed in accordance with the Guidelines for Human
Settlement Planning and Design as well as the Standards used by Johannesburg
Water. All work and material will conform to the SANS 1200 series of specification.
The internal reticulation will consist of a minimum 160 mm dia uPVC pipe line and
concrete manholes spaced at 80 m centres and each change in direction.
It is proposed that the main connection for the development be at the head of the
existing infrastructure positioned near to Kagiso Road and the south-western corner
of the new development.

4.4.2 Sewer Demand
The demand for the Business and Residential combined development is estimated as
follows:
