Trutanich Blueprint for Change 2009

Embed Size (px)

DESCRIPTION

When Carmen Trutanich ran for Los Angeles City Attorney in 2009, he published this 12-page 'Blueprint for Change,' containing details of what he was going to do as City Attorney. It includes a Pledge not to use the City Attorney's Office as a springboard to higher office. In 2011, he violated that promise, and is now running for District Attorney. He also has a 'Blueprint' for the DA's Office, so we took a look at the 2009 Blueprint to see whether he followed his plan, or whether it was just a cheap political trick. If his 2009 Blueprint is anything to go by, don't bother reading his 2012 version,

hese are troubling times. For our nation, California and our local communities. Right now, our city faces a $400 million deficit that threatens to shut down basic city servicespolice, fire, gang prevention, 911 emergency response and transportation improvements. Meanwhile, our politicians are taking pay raises, free cars, and millions of dollars in special interest contributions from developers, lawyers and lobbyists. Waste, fraud and abuse are rampant in City Hall and were paying the price. Hundreds of millions of dollars have been wasted over the years in fees paid to outside attorneys and multi-million-dollar settlements. Its time to change Los Angeles. In particular, its time to change and reform the Los Angeles City Attorneys Office. Not for the sake of change, but for our children, our families and our future. We need a City Attorney who will be bold, take risks, challenge the status quo and fundamentally change the way we do business in City Hall. Its time we made City Hall work again for the peoplenot the politicians. People say I cant beat the Villaraigosa/Weiss machine. That you cant fight the power of City Hall. Ive been told I cant my entire life. People said a working class kid from immigrant parents in San Pedro wouldnt amount to much. But I Trutanich was a deputy beat the odds. When I decided to become a Deputy D.A. to fight the Crips and district attorney for about Blood gangs in South Los Angeles, I was told that I would never succeed. Ive six years before going into proved them wrong. I have succeeded in putting violent murdering thugs in jail private practice for 20 and on death row. The word cant doesnt deter me. It inspires me. To this date, all but one of his siblings still resides in the Harbor Area. Throughout high school and college, Carmen worked double shifts on the water front and the cannery to help pay for his education. Carmen attended USC for both his undergraduate and post-graduate degree in Business Administration. After receiving his MBA, Carmen went to work at Starkist. While working at StarKist, he found time to teach at Los Angeles Harbor and Marymount Community Colleges where he taught Business Management, Business Law, Real Estate Law, and Supervision Management. n 1981, Carmen Trutanich proudly became a Los Angeles County Deputy District Attorney. Carmen worked hard and successfully prosecuted major cases against robbers, rapists, child molesters and drug dealers. He earned numerous commendations. Carmen asked to be assigned to the Hard Core Gang Division in South Los Angeles. In the early 80s, South Los Angeles was considered ground zero for rock and crack cocaine dealers and the most violent street gangs including the Crips and Bloods. Carmen worked long hours for Los Angeles County. He dedicated himself to becoming an accomplished trial attorney and handling numerous gang murders. As a Deputy D.A., trying cases was Carmens passion. When the new District Attorney was elected, he recognized Carmens skills as a tough prosecutor. The newly-elected District Attorney transferred him from the gang unit to his newly created, premiere section, in the Environmental Crimes/OSHA Division. Carmen was the environmental units premier trial attorney at the time. However, Carmen refused to be transferred from the Gang Unit unless he could take a Capital Murder Gang Case with him. To this day, he is the only Deputy D.A. to receive a death verdict while assigned to the environmental crimes unit.

stopping gang ViolenceHE CITY OF LOS ANGELES needs a true gang prosecutor. As a former hardcore gang prosecutor, I know how to deal with street gangs. I served for many years as a senior prosecutor in the Hardcore Gang Unit of the Los Angeles County District Attorneys Office, where I successfully tried and convicted the most serious and violent gang members in this City, including cases against murderers, rapists, drive-by shooters, robbers, burglars, and drug dealers. During those years, in a six-month jury trial, I successfully convicted one of the most notorious and violent gang leaders in Los Angeles. In addition to threats and drive-by shooting attacks against my witnesses designed to silence their testimony, I endured threats against myself and members of my family. I was not deterred and I did my job in removing those dangerous criminals from the streets of Los Angeles. As City Attorney, I will not be deterred. I will continue to aggressively target and put street gangs out of business. First, I will work with local, state and federal Never happened law enforcement agencies and community leaders to implement a comprehensive and innovative plan to combat gang violence on four fronts:

T

Create a blue ribbon panel of experts to review the allocation of resources than Rocky Delgadillo expended on gang intervention and prevention measures in order to assess their effectiveness. Assess whether gang injunctions are being effectively used and cases 31% less gang fully enforced. under Trutanich Pursue focused investigation and prosecution of known gang members from top-to-bottom. Trutanich cut the School

Less gang injunctions

Safety and Neighborhood Cut ineffective programs and reinvest funds into proven gang-reduction Prosecutor Programs programs, such as putting more police officers on the street.Establish an at-risk youth mentor program within the Office.

Second, I will implement new gang intervention and educational programs.

That's the job you're supposed to do. Partner with the District Attorney and United States Attorney in targetinggang revenue streams, such as the proceeds from drug trafficking.

The Office, however, has long needed a leader who can maximize its great talent and potential in representing the City. Trutanich defended toxic protecting puBlic health polluters during his 20 anD the enVironment years as a "private attorney"

he protection of the health and safety of our citizens and the environment will be one of my top priorities as City Attorney. As a former environmental crimes prosecutor and a private attorney representing clients on environmental matters, I am the only candidate with the necessary experience and background to fully, fairly and successfully enforce and defend the health and safety, environmental, and consumer protection laws in this City. The City Attorney serves as the chief prosecutor of misdemeanor criminal and all civil violations of such laws within the City limits. The City Attorney also acts as General Counsel and chief legal advisor to the Mayor, City Council and the Citys various boards and proprietary That's the City Attorney must Kalin departments. As Chief Prosecutor for the City, just as I did while serving as one of the first Deputy District Prosecutor" on the June 5, 2012 Attorneys assigned to the then-newly-created Environmental Crimes/OSHA Division of the Los Primary Ballot. Angeles County District Attorneys Office, I will aggressively prosecute the full-range of criminal and civil environmental crimes, public health, workplace safety and consumer protection laws, including the illegal disposal of dangerous hazardous wastes, water and air pollution, and state laws that protect citizens from exposure to toxic chemicals in the market or workplace. I will enforce these laws through an expanded environmental crimes strike force, which is a concept first developed in Los Angeles in the 1980s and has since been successfully used to investigate and prosecute such violations utilizing the modern technology, skills and resources of its member local, state and federal agencies. As an environmental crimes prosecutor, I was one of the original members of the county-wide Los Angeles Toxic Waste Strike Force and served on the first-of-itskind OSHA roll-out team, where I responded to, investigated and prosecuted workplace safety violations resulting in employee deaths and serious bodily injuries. I also successfully prosecuted the first felony jury trial in California against a polluter, who was convicted of dumping thousands of gallons of dangerous hazardous wastes onto the streets of Los Angeles. As General Counsel for the City, I will provide advice on how best to comply with the applicable local, state and federal laws. The goal will be to ensure that the City itself engages in sound environmental practices and serves as a model for private enterprise. Over the years, the City has been sued by a number of federal, state, and local regulatory agencies regarding the activities Like advising the the Dept. to withhold of its proprietary departments, including FireDepartment of Public Works, Department of Water emergency response times to cover up and Power, and Port of Los Angeles. For example, within the past few years, federal courts have the effects federal Clean Water found the City in violation of theof budget cuts? Act for discharging raw sewage onto streets and into local waters from its wastewater treatment facilities. When necessary, I will defend the City when it is accused of violating those laws, and with experience from which to draw upon, I will focus my efforts on correcting the problems and ensuring that they are not repeated. My approach will protect both the environment and the taxpayers of the City. I am uniquely qualified to represent the City on such important matters because I am the only candidate who has actually prosecuted polluters to a jury trial and advised clients on how to comply with these complex laws and regulations. I was born and raised in the San Pedro/Wilmington area and served as a gang prosecutor in the Central and South areas of the City. I am therefore very sensitive to the disproportionate health impacts suffered by many citizens living in these neighborhoods.
