How to Report a Problem?
• During regular business hours, you can contact the City’s front desk at 636-
537-4000 and report any kind of problem.
• You can also use the “Report a Problem” feature of the City’s website at
www.chesterfield.mo.us.

Sewer Lateral Program
• First, contact a plumber to try and open the line.
• If sewer line cannot be opened, contact the City of Chesterfield Public Works
Department at 636-537-4762 or fill out an application online at
www.chesterfield.mo.us > Forms and Permits > Public Works.
• $100 application fee
• City’s contractor will perform camera inspection and make repairs, if
warranted, as determined by the City of Chesterfield
• Funded via a $28 annual assessment
Street Tree Program
• The City of Chesterfield maintains all trees located in public right of way.
• The City of Chesterfield performs or contracts for all maintenance on street
trees including removal (tree and stump) and trimming.
• If a resident or trustee wants a tree assessed or trimmed, he/she should
contact the City at 636-537-4000 or use the “Report a Problem” function on
the City’s website.
• Trees can be requested at a cost of $100 (City cost is approx. $200). There
needs to be available space – no conflict with other trees, signs or utilities.
• Right of way is typically the area between the street and sidewalk. If no
sidewalk, right of way is generally the area within twelve feet of pavement.

Emerald Ash Borer
• Emerald Ash Borer (EAB) came from Japan.
• EAB is killing all Ash trees in areas infested, including Missouri. The Emerald Ash Borer is in the City of Chesterfield.
• The City of Chesterfield is in year two of a seven year plan to remove all of its Ash trees.
• If not removed these trees will quickly die and become hazards.
• Initially there were 6,709 Ash Trees – now approximately 5,000.
City / County / State Roads• The City of Chesterfield maintains approximately 176 miles of public roads.
• Many roads are maintained by the St. Louis County Department of
Transportation (White Road, Chesterfield Airport Road, Chesterfield
Parkway, Baxter). Residents can contact St. Louis County at 314-615-8538.
• Many roads are maintained by the Missouri Department of Transportation
(MoDOT I-64, Olive/Clarkson, Long Road). Residents can contact MoDOT at
314-275-1500.
• Some roads are private.
• The City of Chesterfield cannot maintain private roads or roads owned by
another agency.

Street Replacement
• The City of Chesterfield has a capital projects fund dedicated to the replacement of City infrastructure.
• Streets are rated every 2-3 years, and the Capital Replacement Plan is updated annually.
• Grants are obtained when possible.
• $2 million + in street replacement annually.
Street Repairs
• Streets deteriorate throughout the year due to many factors (age, freeze thaw cycle, joint infiltration, etc.)
• Public Works Staff regularly drive streets in order to assess problems.
• Residents desirous of reporting a problem can do so via the “Report a Problem” feature of the City’s website or by contacting the City at 636-537-4000.

Sidewalk
• The City of Chesterfield maintains approximately 260 miles of public sidewalk, including ADA ramps.
• Sidewalks inspected every three years.
• Currently $500,000 annually allocated toward sidewalk replacement.
• Residents who wish to report a problem can do so via the “Report a Problem” feature of the City’s website or by contacting the City at 636-537-4000.
Request for Traffic Signs
• A resident desirous of requesting a traffic sign should do so via the City’s “Report a Problem” feature of the City’s website or by contacting the City at 636-537-4000.
• Some signs (speed limits, no outlet, deer crossing) are set by City Policy.
• Other signs (stop signs, no parking) require support from the Trustees, a petition of area residents, and City Council approval.
• The City Engineer can assist any resident with any request for street signage.

Snow Removal
• One of the most important tasks completed by the City of Chesterfield.
• We watch weather closely and pre-treat when appropriate.
• Two full maintenance crews work 12 hours on / 12 hours off during storm
events. Crews comprised of Public Works and Parks personnel.
• Ten snow maps which detail the exact path drivers follow, turn by turn.
• Trucks are monitored by supervisors and a GPS system.
• Windrow Removal Program from driveway entrances for qualifying
residents with a medical condition. Contact the Public Works Department
(636-537-4762) for details.
Solid Waste Contract
• Solid Waste Removal performed under contract by Republic Services.
• Currently in year three of a seven year contract.
• Base price includes trash and recycling. Senior citizens are eligible for a 10%
discount.
• The more residents recycle, the more attractive our contract is to providers
– ultimately resulting in lower prices.
• Yard waste service is optional.
• Questions regarding solid waste service, including problems, should be
directed to Republic Services at 636-947-5959.

Permitting – Municipal Zoning Approval (MZA)
• Permits are required for new construction, as well as alterations.
• Chesterfield contracts with St. Louis County for building, mechanical,
electrical and plumbing permits.
• Before permit issuance, you must get Municipal Zoning Approval.
• Property owner must provide approval.
• Variety of plan requirements depending on proposed work.
• Trustee email notification.

• Our TRAFFIC ENFORCEMENT philosophy is to focus our enforcement
efforts on areas with high incidence of accidents and/or complaints
• Our traffic unit utilizes a priority street matrix to conduct consistent
enforcement on certain streets that are known as perennial trouble spots.

Police Services
• The Department’s C.O.P.P.S. (COMMUNITY ORIENTED POLICING &
PROBLEM SOLVING) UNIT is responsible for working with residents to
solve reoccurring neighborhood issues
• C.O.P.P.S. officers are charged with coordinating the Department’s overall
effort to deal with persistent issues; making certain that reoccurring issues
are not just dealt with as individual unrelated incidents.
• C.O.P.P.S. Officers have reached a successful outcome with issues such as
individuals facing a mental crisis, viscous or barking dog problems, waste
container issues; often working closely with the Department’s Code
Enforcement Inspector.

Police Services
• VACATION INSPECTION PROGRAM – A program designed to help reduce
the likelihood of a break-in and allow citizens to relax and enjoy their
vacation knowing that their home is receiving additional police patrol.
• Complete a Vacation Inspection form on-line or call 636-537-3000 to
arrange for an officer to check your residence daily, while you are away on
vacation, to verify that all is in order.
• OPEN GARAGE DOOR LETTERS – During the course of their regular
neighborhood patrols, our officers make note of all residences where the
garage door was left open, leaving a notice to the residents to remind them
that crime can be reduced if they take steps to reduce the opportunity.

• NEIGHBORHOOD WATCH – Neighborhood Watch is a crime prevention
program which enlists the active participation of citizens cooperating with
police to reduce crime in neighborhoods. .
• Residents serve as Neighborhood Watch Chairpersons and Block Captains,
encouraging the reporting of suspicious activity and helping get the word
out about crime trends in the area.
• Department Crime Prevention officers are available to provide home
security surveys, meet with your neighborhood group, and/or communicate
regularly with Neighborhood Watch leaders and/or trustees.

Police Services
• Like most cities in St. Louis County, Chesterfield struggles with the
increasing deer population.
• Chesterfield is currently in the process of contracting for a deer count to
evaluate future options for addressing this issue.
• The City currently allows bow hunting on ½ acre parcels.
• Letters were sent out to all neighborhood trustees last year detailing the
City’s requirements for permitting hunting on any property within a
residential neighborhood to include the City’s notification of intent to hunt
requirement, requirement of liability insurance, etc.

DEER HUNTING INFORMATION
Police Services
• The City's solicitor ordinance requires all individuals going door to door in
residential neighborhoods selling items or services to obtain a permit
(license) for solicitation from the City.
• This does not include the placing of fliers for services, etc. on someone's
door. A person must actually ring the resident's doorbell or knock on their
door in order for the solicitor's permit law to apply to them.
• Organizations with a valid 501C3 are exempt from the solicitors licensing
requirement, if they have a copy of documents verifying their organization’s
501C3 status on their person.
• Solicitors who treat residents rudely or otherwise make a resident uneasy or
suspicious should be reported to the police at 636-537-3000.

Police Services
• The Chesterfield Police Department is currently staffed with 10 School
Resource Officers (SROs). One at each senior high school and middle school
in Chesterfield and Clarkson Valley and 4 that split their time between the
13 elementary schools in Chesterfield.
• Officers assigned to the Bureau of Patrol also regularly provide extra patrol
to school children, especially in the area of neighborhood bus stops and in
neighborhoods surrounding the schools as the school days begin and
conclude.
• Officers from the Community Affairs Unit also participate in many school
safety presentations and provide D.A.R.E. training in the Rockwood
elementary and some private schools.

• Pavilion rentals are available for Chesterfield residents and businesses
only.
• First day for applications to be received is the first Tuesday after
