THESIS STATEMENT The United States of America should not intervene in global disputes without formally declaring war because it is considered unconstitutional and it has also brought terrible consequences. UNCONSTITUTIONAL Going to war without officially declaring it conflicts with the War Powers Resolution of 1973, which regulates the U.S. President's authority over the use of military force. PRESIDENT BILL CLINTON U.S. President Bill Clinton has been subject to accusations of violating the War Powers Resolution because of his bombing campaign over Yugoslavia in 1999. This kind of action confirms the unconstitutional behavior towards the War Powers Act and the terrible effects that it caused.

NEGATIVE EFFECTSThe Afghanistan War and the Iraq War are good examples of the negative effects of this actions. Both of them were military engagements authorized by Congress. However, the United States did not establish a formal declaration of war.
