March 2014Winter Convention is a memory and what a memory it is… Region III did a wonderful job hosting the 2014 meeting and banquet. I was the lucky winner of the beautiful quilt being made by Kristen Smith. Thank you to everyone who supported the event and to the 4 Wheel Parts and 2 Dogs Ink who set up vending displays in the foyer. The weather was quite exciting as the Portland/Vancouver area received a fair amount of snow and ice. At this time the bid is open for any clubs and/or regions who would like to host 2015 Convention. Please give me a call or email me at the contact information listed under offi cers.Reservations for the 25th Trail Jamboree went on sale at 8am Monday, February 17th and were full by early evening. If you did not get registered and would like to attend please send an email with your contact information to [email protected] to be placed on the waiting list. Over the next few months I will be talking about all the fun activities that are planned so be watching for more information.With all the snow I have seen several postings of rescues in the mountains. Please remember to never go alone and make sure you have supplies just in case. Special recognition to those clubs who have volunteered their services to fi nd the lost and stuck vehicles.The summer competition schedule is out and it looks to be a full summer of fun. Between racing, trails and work parties there will be something to fi ll your weekends. Check out the calendar of events so you can plan your vacations.The Spanaway Moonshiners Swap Meet will be held in Puyallup, WA on March 9th. Make sure you stop by the PR/Ways n’ Means booth to see the latest items available. If you miss the booth you can shop through the online store available on the website. Our guest speaker at Winter Convention was David Banis from Portland State University. They are currently working on roads/trails/usage on the Olympic Peninsula. They will have a table at the Moonshiners Swap Meet set up to gather information on motorized recreation in the area. Please take a minute and stop by their table and mark on the map where you recreate. If we do nothing we lose so please participate.Your clubs should have received your membership cards, if not contact Kristen Smith (membership) and she can assist you. There were some server issues just prior to Winter Convention so it was decided to mail the cards after the event.Last but not least I want to say a huge “THANK YOU” for re-electing me as your president. Oregon Executive Director for another year but next year it will be time to change. It is important to fi nd a new leader I am pretty sure of that. New ideas and more heart are needed to move the State of Oregon forward. One just needs an enthusiasm for Class II OHVs and a strong desire to see them throughout the public lands of Oregon. All that is really needed is a strong desire to see new trails and places to wheel, race, rock crawl, and to drive slowly across the lands of Oregon with no particular place to go but forward against all obstacles placed naturally by nature. With the windshield down and a light breeze blowing gently through the Class II vehicle and your favorite companion sitting beside you with like thoughts. A love for Class II OHVs that is deep within your veins that no human can take from you. So if you need a little tutoring I will help all I can to make you the next Oregon Executive Director for 2015. Time is diffi cult to fi nd and save up but with a little luck I will fi nd the time to fi ll this position one more year and not disappoint many along the way. If you would like to help out this year I would accept all you can give. Thank you for allowing me this one last opportunity to serve you in Oregon.Wilderness characteristics study litigated and has been forced on SE Oregon’s BLM is going to be the reigning and reining factor in the upcoming resource management plans of the BLM. Continued from page 4 ok for wilderness. If someone within their group feels its “whatever” (and believe you me they all have feelings) it’s designated as wilderness characteristics on their say-so. With wilderness in its title you know what I’m thinking and the main factor here is city people believe anything outside of city limits is wilderness and it needs protected as man is running rampant destroying all the pristine landscape. This fact is not true but our anti-access groups are promoting this as a tool to close the American motoring public from public lands no matter how untrue it is. There are millions of acres that are wilderness and they have been set aside and they get less than 3-7 percent of user per year of the total population. We just do not need more wildernesses in the United States. It deteriorates the landscape by disallowing response and quick response to management.The Bureau of Land Management (BLM) is in the process of revising the Resource Management Plans (RMP) for western Oregon. These 2.5 million acres have an important role to the social, economic, and ecological well-being of western Oregon, as well as to the greater American public. The public meetings will come out hopefully in March so pay attention to your e-mail in box as if you have commented that is where they will post up. Otherwise I will post up as I learn the dates. Take a moment to review her schedule of events and make sure your event and the ones you plan to attend are correct. I sure hope to see some of you there this year for sure.The new date for the Cline Falls work party is March 22, 2014. That should make for great camping at the staging area and there is plenty of room for all from tent to RV. February 19The meeting was called to order by Angie Holm at 7:10, a moment of silence for the ill and departed. There were 10 delegates present, representing 5 clubs.

Secretary Report: Theresa Taylor, Outdoor 4x4’s made a motion to accept the minutes as written in Tri-Power and distributed to Yahoo Groups, Second by Dave Taylor, Outdoor 4x4’s, passed with no objection.

Directors Report: Winter Convention was at the Heathman Lodge in Region 3. This was a “true” winter convention with the snow! Thanks to Region 3 for hosting. Angie Marek went over our PNW sponsors for 2014. Platinum: Randy’s Ring & Pinion, Northridge 4x4 and 4 Wheel Parts; Bronze, Warn. If you haven’t been on the PNW website lately you need to check it out! There are a lot of updates include the online store. • Membership cards will be mailed out if you have paid and did not get them at Winter Convention;

•David Banis with the Department of Geography at Portland State was a guest speaker; he presented a slide show on mapping system that he is working on with the Forest Service. Eight workshops have been held around the Peninsula. If you would like information please go to the Portland State Geography Department website. Spanaway Moonshiners are providing a table at the swapmeet as well;

•The Competition Safety rule passed. So going forward there will be parade lap for region run offs at Summer Convention. There was discussion on the drag lights. There was quote for the repairs in the amount of $1800 to repair them. The delegation voted to have these repaired and they will be ready before Summer Convention;

•Don & Carol Jensen said that everyone needs to write letters to the representatives and express to them how they feel about the new laws that were passed by the president regarding the National monuments and wilderness. Don’t just right one, write many!

•Bylaws:Article V, Section 7- removal of an offi cer from offi ce- PassedProposal #1, Article III, Section 4 dues- multiple membership- FailedProposal #2, Article V, Section 9 Offi cers- one delegate, one vote, PNW meeting FailedProposal #3, Article V, Section 10 Offi cers- one delegate, one vote, region – failed

• Currently there are no bids for Winter Convention 2015, fi rst one in, will get the bid!

•Kathy Sterner Memorial Awards, nominees were Angie Marek, Kellie Solomon, Diana Prine, Diana Stafford, Theresa Taylor & Taylor Folden, the winner was Taylor Folden;

•Nominations were open for PNW Competition Chairman, Dave Taylor from Outdoor 4x4’s and Jon O’Brien from the Spanaway Moonshiners were nominated.

•Honorary Memberships have been awarded to Ken Scuito from WARN Industries and Tim Foss, Cle Elum Ranger District;

•Slick Magazine, Kyle Wiebold only has about 25% of what he’d like for this magazine, if you have not already submitted your club report please get them in ASAP;

•Data Counter - Ron Rutherford from region 4 presented the data counter program to the delegation. This counter will help keep a more accurate count on the different user groups and usage in the areas that it’s set up. The cost was $2245 with 3 vehicle counters, the delegation voted to purchase this equipment;

•All of the board voted and appointed positions will be the same for this year.

Treasurer’s Report: There was a written report. Competition: There will not be any events at Monroe Adventure Park this year, Please check the website for the 2014 race schedule. Steven Holm showed an interest in becoming more involved. It was voted on that Steven will be our new Region 1 Competition Chairman. Land & Legislative:

Walker: There is a work party every 2nd Saturday of each month starting at 9am. There was a work party on Ron’s run, doing rock work, DNR is happy with the work that has been completed so far. Current work being done will not affect the trails, but there will be logging later this year that could.

Reiter: Plan in place to build the new trails. Trails are open on the weekends due to volunteers opening and closing the gate and will continue until March. There is a work party on the 22nd unless there is too much snow. They applied for a grant to try and get all the money needed to fi nish the trails, however it did not pass. All of the user groups have agreed with the current language on how to build the trails. Quads on roads at 35mph has passed as long the quad is street legal and licensed.

Club Power/We Did It/Quill Power: Keep fi lling out your forms and turning them to Angie to be sent off to Kathy Greenwood. Pictures would be great too. Angie also would like the clubs turning in the forms to submit an article to Tri-Power.

Membership/PR: Give Angie at least two weeks-notice so she can arrange to be at the event.

Sunshine: Thanks to Jennifer Hayter for volunteering to be out new sunshine person. If you would like a sympathy/get well/best wishes type of card sent to another club, please contact Jennifer at [email protected] with all the contact information, including the address on where to send it to.

Food Drive: Don’t forget to bring any canned food or blankets for the Maltby Food Bank and Maltby Women’s shelter to a meeting or at Luke’s shop, Quality Foreign Auto on Bothell Everett Hwy, in Mill Creek.

Special Persons: If you know anyone who is trying to raise money to attend a once in a lifetime event or someone has been injured and not able to help themselves these persons may qualify for help from our region. Please let Angie know if you know of someone who needs our help.

Teddy Bears: Don’t forget to bring any stuffed animal for Grace to take to her contact for Monroe Hospital.

OSP: Angie is making it a personal goal to fi nd a new site so we can have OSP again this year. Quinault RV will hold 30 spots for our group, but they’ll have to be reserved by April 1st and each night will be $30.00. The venue is not set in stone but we need to come up with something soon. This will be the 3rd weekend in September.

Naches: Still Closed Opens July 15th - As soon as they can get in there they will start work on bridges. They are rounding up materials now. Talking with the Eastside about getting equipment.

Elbe: Work party April 12th. Snow Jam was the largest ever despite no snow - 400 people!

Tahuya: John will be out for a couple months, Rick Cornwell will be stepping up. Had a work party last weekend T55 is tore up - on top of the south hill they added several holes 2’ x 3-4’ and upturned rocks on the south side. Fun run is June 14th.

Competition Marty Tilford –Barrel Extravaganza will be held on May 10, 2014 at Cowlitz County Fairgrounds. Needing volunteers to help with the track, security and clean up. Summer Convention is going to be August 15 – 17, 2014. The tech fee is being raised from $5 to $10. Still needing volunteers for Barrels, Obstacle, Kids Course, Pull Toys and 2 people to run the water trailer. Please contact Marty at [email protected] if your

Oregon Land Matters Ryan Reusser – Absent. La Dee Flats is still closed. ODF in conjunction with ODOT will be removing rotten trees from mile post 33 to 36. The project will start February 3, 2014 and should be completed by the end of May. They will be planting more trees.

Washington Land Matters Crystal Crowder – Hoping to have information at next month’s region meeting regarding the Yacolt Burn. Crystal asking the delegates what information they would be interested in hearing about. Delegates would like to hear about what is going on in Washington and not just the local area. .

Club Power/We Did It/Quill Power Don and Carol Jensen –Delegates discussed different ideas to get members interested in Club Power/We Did It/ Quill Power.

Membership Kristen Smith– Kristen updated the delegates on how many clubs have signed up in Region 3. She is asking that the clubs go into their membership fi le and correct the dependents date of birth. This will help her have a more accurate picture of how many members, spouses and dependents. Also, in order for the dependent child to apply for the scholarship an accurate Date of Birth is required. If you are not comfortable putting in the actual Date of Birth then you can put in 01/01/and correct year of birth. Individuals who are renewing now will need to pay a 10% late fee.

February, 2014Due to weather and other issues the Region 4 meeting for February 11, 2014 in Moses Lake, WA was canceled. The following is my report for our Region that I gave at Winter Convention. So in lieu of the meeting please read my report and if you have any question please call me. Earl Nettnin, Region 4 Director.

Winter ConventionFebruary 8, 2014

Pick Up A Mountain held September 20-22, 2013 was again very successful with 180 people signed in and traveled over 14,000 miles to get there. In addition to the normal “trash” two abandoned cars were brought in. One still had wheels and the other which was crushed was hauled to a scrap yard and the money given to the region for the event. A letter from the Ranger commending us for our efforts was received.

Flood Repair – The 1808 Road is fi nished and the work party at Copper City had access without a special permit. The 1702 Rock Creek Road has been repaired and is open. The 1700 Road system repairs were held up by appeals and will not be started until this spring. The 1605 Road in the Clover Springs area has been repaired and now is open. Improvements to the 1600 Road to the old mill site will not happen until this spring. The 1501 Road to the Little Rattlesnake access is slated to be closed for the fi rst fi ve miles. The appeal period for this project started January 10, 2014; and is open for 45 days to those who submitted comments. DNR (Department of Natural Resources) has ownership of the land and may put in a by-pass around the concerned area, but will not connect to the 1501 Road.

Juniper Dunes is still working on a public access road to get away from current problems. The County is in line for a FLAP (Federal Lands Access Program) grant, but not until 2016. We met with the County Engineer Matt Rasmussen who told us they are going about the process to acquire right of way. Things are moving ahead in a positive manner.

Okanogan-Wenatchee National Forest – The Travel Management Plan and the Forest Revision Plan should be out this year. Watch for the comment periods and comment on them; this is our only chance for input.

Fire Damage in Cle Elum – Shoestring Lake area bridges are totally gone; nothing left but the nails and spikes. Work parties will be in order when materials and access are available.

Cle Elum Ranger District – Tim Foss the Front Country Trail Person for the District retired January 11, 2014. He will be missed as he is a great supporter of our activities in the District. No permanent replacement has been named.

Naches Ranger District – Several people working on the District are leaving/retiring or on leave which is adding to the unrest in the District.

TWIG (Trails Wilderness Interest Group) – November meeting - Ross Huffman Washington Department of Fish & Wildlife (WDFW) gave a presentation of their plan for the Bald Mountain area. They propose to close 14 miles of the 83 miles of roads in the (Over) area; but as promised access roads to our trails will remain open. A comment period on this project will be coming up – we need to watch for it as it will be short. The December TWIG meeting was focused on volunteer work parties. The next TWIG meeting will be March 4, 2014.

Naneum Ridge to Columbia River Recreation Plan had public comment meetings. The plan is in the fi nal stages and will be presented this year for comment.

Beverly Dunes cleanup and maintenance work party was held November 2, 2013. A bad weather weekend, but clean up and maintenance was accomplished.

Ahtanum State Forest & Wenas – activities and meetings are still taking place to resolve some issues in these areas.

Green Dot Meeting January 27, 2014 – At the meeting DNR (Department of Natural Resources) presented a plan and asked for input from users to try to stop resource damage, dumping and other illegal activities in the South Fork of the Ahtanum. A decision on what plan to implement will be coming.

Region 4 - The current slate of offi cer’s remains the same for 2014; Region Director Earl Nettnin; Vice Director Ed Massey; Secretary/Treasurer Sande Nettnin; COMP Co-Chairmen Kevin and Terri Mohan; Lead Land Matters Dale Neuman; PR Clay Graham; and Jr. Jeepers Advisor is Teia Ireland.

Summer and fall have passed; clubs are gearing up for snow runs or doing repairs and maintenance on their rigs.

Quadra Paws Fun Run 2013by Michael Welander

Fan belts and small Frisbees fl ew through the air. Golf balls plinked down a score board while a colored circle spun and many people were scratching their heads. How could 97 participants be smiling and challenged at the same time at a family friendly event?

On June 15th 2013 the Quadra Paws held their annual Fun Run in the Tahuya Forest and again it was a success. The trails were nearly perfect to not be overly wet and wet enough to not be dusty. Local businesses again made a great event possible and the 4x4’s came to try their hands again at taking home some loot. A winch was on the line for a winner and another winch in the raffl e where you could only buy tickets at the event.

Heads were forward and pushed against the head rest as questions about naval history and what movie Gilbert and Booger were in. How do you throw a Frisbee at a bucket from your vehicle and throw a fan belt to fl y level? Again these problems were handed out and many did very well and others could not believe what they had forgotten. At the end of the day many people were smiling and bigger smiles were found from those on the leader board.

Over 244 pounds of food was delivered to the Central Kitsap Food Bank from the participants. Generosity during the summer months is always greatly appreciated and fi lls a need in the community, well done everyone.

President Angie Marek (Spanaway Moonshiners) called the meeting to order at 9:15 AM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.

The hosting statement was given by Region 3 Director Kyle Wiebold (Our Gang Off Road, & Push n Pulls).

The PNW4WDA Code was read by President Angie Marek.

PRESIDENT’S STATEMENT: President Angie asked all who could stand to please do so, she then asked you to sit down if this was your fi rst Winter Convention; she then said she wanted everyone to notice who had sat down, this group of people are the ones we need to mentor to. She then asked you to sit down if it was your 2nd to 5th year; 6th to 10th year; 11th to 15th year; 16th to 20th year. She then said if you’ve been here 25 years or less sit down; she then asked the group to take notice of who was still standing and she pointed out this group of people are why we have trails to run on and an Association as strong as ours is. Our Association is well known throughout the nation because of these people who have set the ground rules, so thank you very much.

President Angie read the list of past PNW4WDA Presidents; she asked those present to please stand; Jim Carter, Arlene Brooks, Don Jensen, Carol Jensen, Jim Putman, Luke May and Angie Marek.

President Angie said we have as 2014 major sponsors Randy’s Ring and Pinion - Platinum; Northridge 4X4 – Platinum (up from Gold and includes a dinner at Trail Jamboree); WARN – Bronze; and 4 Wheel Parts – Platinum (includes major sponsor for Trail Jamboree). 4 Wheel Parts were present and President Angie asked them to come forward - Josh from the Lynwood store, Corey from the Tacoma Store, and Brandon from the Portland store to receive a special plaque for each store to display stating they are major sponsors of the PNW4WDA. President Angie encouraged everyone to support our sponsors, they are supporting our sport.

President Angie then gave a summary of the lawsuit brought against the PNW4WDA by Forrest Dexter. In May some concerns were brought to her attention regarding our Idaho State Director Forrest Dexter. These concerns were discussed and brought to the Board of Directors at the June Board Meeting. The decision at that meeting was to have a hearing regarding those allegations to see where they went. Following the bylaws and at the advice of our attorney we had a meeting where the Board presented the case and Mr. Dexter presented his side. A vote of the Board was taken and Mr. Dexter was removed from offi ce. An abundance of correspondence was received and sent, several meetings with our attorney; and a lawsuit threatened. Just prior to Fall Delegates Meeting we were served as an Association and we found out after Fall Delegates it had not been fi led in court yet, for a million and a half dollars. Due to the amount of correspondence all was requested to go through our attorney who forwarded all information to the president. Our attorney at the request of the Board sent a letter which instructed Mr. Dexter to either fi le or this matter was closed. Legal papers were fi led and we received an offer from him to settle for almost what we have in our bank account. We did refuse the offer, and moved forward with the Board fully supporting the decisions that were being made. This lawsuit cost us several thousand dollars; our attorney did not charge us for at least one third of what he did for us. Before the December Board Meeting an offi cial hearing with the judge took place; at that time she made an oral judgment ruling in Mr. Dexter’s favor; however, she did not fi le the judgment and scheduled another hearing for the following week asking us to submit more information on some questions she had and our attorney took care of this. At that time our attorney submitted a change of venue from Spokane to Pierce County. That motion was granted and Mr. Dexter informed the court he couldn’t precede with this, he would have to do a voluntary dismissal. At this time the judge made a ruling for voluntary dismissal with prejudice, which means Mr. Dexter cannot re-fi le this motion. We then received another letter from Mr. Dexter stating he had dismissed the lawsuit against the PNW and this was his Christmas present to us. He still believed that he had been wronged. Mr. Dexter then sent another correspondence addressed to the Board and all delegates wanting everyone to search for truth in this matter and come to the realization that the PNW4WDA is not forthright to our members, delegates, clubs and Board of Directors. President Angie then asked for a show of hands from the delegates present if they had received such e-mail, no hands went up. Mr. Dexter not only was suing the PNW4WDA but President Angie and her husband as well. When the lawsuit against the PNW4WDA was dismissed the lawsuit against the Marek’s was also dismissed. A question was asked if the money spent was just for legal fees, answer yes it was attorney fees only. Another question was - what affect did this have on our insurance, answer we had to inform both insurance companies that a lawsuit had been fi led against us. They denied coverage because our insurance covers us from outside entities and at the time this allegation was made Mr. Dexter was a Board member and you cannot sue yourself and be protected by insurance. President Angie said she was told by both insurance companies that having something on fi le did not harm us. President Angie said she wanted to thank everyone for their support during this as it has been quite the ordeal. President Angie said she really wanted to thank her husband Dan who she said was a rock star and her club as well as the Board - you guys were amazing so thank you very much. As of this meeting this matter is closed.

WAYS & MEANS Chairman Kathy (Frogg) McMains (The Hurtin’ Units & Columbia Basin Sand Commandos) encouraged everyone to check out the items for sale in the back of the room. She said if you have ideas for new items please let her know. She also said if you haven’t seen the trailer that the PNW purchased for Ways & Means products check it out; it’s in the parking lot. Frogg reminded everyone that Valentine’s Day is coming and your sweetheart needs something from her table in the back of the room. Thanks to the Web Team our online store is up and running and doing well; check it out.

President Angie asked for approval of the September 14, 2013 Fall Delegates minutes; Ken Johnson (Bull Shifters) made a motion seconded by Art Waugh (Wolfpack 4X4) to approve the September 14, 2013 Fall Delegates minutes as printed in Tri-Power; motion carried.

TREASURER Dave McMains (The Hurtin’ Units & Columbia Basin Sand Commandos) had a written report. He said you have a copy of our income and expenses; the balance sheet and the 2014 budget. Dave said our CD’s aren’t making much interest at this time. Discussion followed as to specifi c line items. The Future 4-Wheelers have asked to have their funds added as a line item in our budget because they don’t have a bank account. This way they can have a paper trail for how their money is spent. Also the increase in the amount of the Scholarships should have been listed as $4000. Rick Smith (Hubs in 4-Wheelers, Sand Fleas, Mud-a-Rama & Flat Broke & 4-Wheelin’) made a motion seconded by Ken Johnson (Bull Shifters) to accept the 2014 proposed budget with the Scholarship correction and permission to reallocate, motion carried.

OTHER MONEY MATTERS:Ken Lien (Spanaway Moonshiners) presented a check from the Spanaway Moonshiners for $2000 to the Scholarship Fund.Future 4-Wheelers did an amazing job hosting Summer Convention 2013. They made some money and are open for suggestions on how they should spend it. Region Directors have been asked to discuss this at their Region meetings and ask for suggestions on how the Future 4-Wheelers might spend their money to benefi t their activities.

MEMBERSHIP CHAIRMAN Kristin Smith (Flat Broke & 4-Wheelin’, Mud-A-Rama, Sand Fleas & Hubs in 4-Wheelers) had a written report. Kristin said due to problems with our server Membership Cards will be mailed out. Several clubs have not paid their dues yet. Please send Membership Rosters and money to Kristin and please list your dependents birthdays on it. That information is necessary if your child is applying for a Scholarship. Discussion followed and if you don’t want to list their actual birthday please use the year they were born and use the date January 1, and the actual year. Since we don’t have a correct number of members; the numbers will not be printed in this report at this time.

GUEST SPEAKER: David Banis with the Department of Geography at Portland State; presented a slide show on mapping systems that he is working on with the Forest Service; how people feel about the places they visit; their focus was on the Olympic Peninsula. They have been working on this project since 2010 and continue to work on it. What they are trying to do is fi nd out what are the patterns of outdoor recreation, what are the uses of the forest besides timber, where there is overlapping confl ict of overuse in the forest, and special places where people value for a variety of reasons. Eight workshops were held around the Peninsula, people sat at tables and marked the maps where they thought were important and places where they performed certain activities. They then were asked list what activities they were doing there. Activities were motorized recreation and non motorized recreation, fi shing, foraging, economic activities, hunting, trapping,

Continued from page 12cultural or science and education. There was a different pattern for each activity. They also mapped where people live and it showed they value places close to where they live. David showed several examples of how this looked. David said they had done this process with a group of people that attended the Washington State Trails Conference and the Mountaineers collecting data; however, they are actively trying to get other groups to participate. David said it takes about a half hour to an hour to mark the map; they collect the data and put it in a geographic system and create maps for comparison to each group that marked the maps. If you would like to know more about what they are doing; information can be found on the Portland State Geography Department Website where you will fi nd a 70 page document you can download and see all the details. After a lot more discussion a question was asked what the Forest Service was going to do with this information – answer they don’t really know. David said that all their information will be available to the public. The main goal is access use. David said he would really like us to participate in the mapping so the Board will be looking into ways that might work. The Spanaway Moonshiners are providing a table at their swap meet March 9, 2014 so people will have an opportunity to participate in this mapping process. We need to have a voice showing that 4X4’s do exist and we need a place to recreate. More information, contact David Banis at [email protected].

SECRETARY Sande Nettnin (Desert Rats) had a written report. Sande reminded everyone that she will send sympathy, thank you, get well and thinking of you cards if you let her know who to send them to. Dave McMains said we should send a get well card to Ed Weber (Cascade 4X4’s and our 2015 Trail Jamboree Chairman), he had a heart attack and is home recovering.

COMPETITION Chairman Dave Taylor (Outdoor 4X4’s) had a written report. On the back of his report is the 2014 Play Day Schedule. Dave reported they had one Competition Safety Rule proposal to vote on. Section 4 Title: Primary Courses – Team Relay. This was to allow a parade lap following the drivers meeting for any team relay event at Summer Convention. Competition Ballots were to be mailed to Dave Taylor by January 31, 2014. Ballots were counted Friday night February 7, 2014; 27 yes and 6 no; proposal passed. Arlene Brooks (Green River Valley Jeepers) made a motion seconded by Terri Mohan (Nitty Gritty) to destroy the ballots; motion carried. No Monster Jam this year, they are still working on scheduling - no word as to when or if we might be back. Discussion followed on the Drag Lights that the PNW owns. They need to be repaired or replaced. To repair them would cost $1800 or replace at $7000. A question was asked if we repair them how long would they last – answer several years, they would be updated with new cable and software. The lights have not worked properly for at least 10 years. If we fi x the lights it will increase participation at our events. Who would store them – answer the Competition Chairman Dave Taylor. A question was asked if they would be covered by a warranty, Dave didn’t have that information, he said Jon O’Brien (Spanaway Moonshiners) had gotten the cost of repairs or replacing them. Kevin Mohan (Nitty Gritty) made a motion seconded by Diana Stafford (PR, Overbored Racing & Cascade 4X4’s) that the PNW pay to repair and update the Competition Drag Lights at a cost of about $1800; motion carried. A correction on the last page of the agenda where events are listed Summer Convention is usually the 2nd week of August; however, it will be the 3rd week August 15-17, 2014. Dave said the Webfooters would be added to the schedule May 2-4, 2014 at Straddleline; Moonshiners Play Day in Toppenish Memorial weekend May 24-25, 2014; information will be posted on our Website. Arlene Brooks asked just how important is the Monster Jam to us – answer it is very important since they give us some money and that money is used for competition activities, etc. Arlene asked if it would help to write letters to the schedulers of the event – answer Dave will try to fi nd out who is in charge for 2015 so we would know where and who to send the letters too. Arlene also asked if Dave had a fi nancial report – answer it was presented and handed out at the December Board meeting. Barrel Extravaganza will be May 10th in Longview, WA; the Competition Committee will be in charge this year; all proceeds from this will go back to the PNW4WDA’s General Fund - information will be posted on line as it becomes available.

INTER ASSOCIATION DIRECTOR’S – IAD #1 Don Jensen & IAD #2 Carol Jensen (Sand Fleas & PNW Individual Members Club) had a written report. One issue that is really important - everyone needs to contact your representatives and express to them your displeasure with our President signing anymore legislation that creates national monuments and wilderness; Utah is in a world of hurt right now and it would include Moab. See Carol if you need any addresses she has them for Washington, Oregon and Idaho. The Sage Grouse seems to be an issue; the groups in NAMRC (North American Motorized Recreation Council) are getting together trying to get some input. Don spoke about the Anti-Access people; he shared that they really stress writing multiple letters, not one but six. Don thought it would be a good idea for us to do that too. Blue Ribbon has not appointed a new Executive Director yet.

STATE CAUCUSES (Combined)Idaho – We appointed Jim Hopkins (North Idaho Trail Blazers) at Fall Delegates September 14, 2013 as our Idaho State Liaison; he could not be elected in the position because he has not been a member long enough. Jim was not present today because of health issues with his wife. Jim asked President Angie to share that he has met with several clubs in Idaho and is working with them; hoping to get them to join the PNW4WDA. Jim also shared that he would like to continue to be the Idaho Liaison if there were no nominations from Idaho for an Idaho State Executive Director. No one was nominated from the Idaho delegation.

Oregon Executive Director Randy Drake (Deschutes County 4-Wheelers) had a written report. Randy called his meeting to order at 11:35 AM. Randy asked for a motion to accept the minutes from the January 18, 2014 State Meeting. He said he had taken a lot of time writing them out to include e-mail, phone numbers and addresses of everybody so if you see something you’d like more information on you would know who to contact. Dan Haak (Deschutes County 4-Wheelers) made a motion seconded by Art Waugh (Wolfpack 4X4) to accept the minutes as printed; motion carried. Randy said he was not going to go over the land committee’s reports as they were all printed in his report; however, if you had something to add please do so. Ryan Reusser (Bri & Bub Offroad) stated that the Hood River OHV trails #197 and #198 were not listed. Ryan is the new Region 3 Land Chairman. The Western Oregon Travel Management Plan is about to come out, it will be sent out in March; if you commented on it you will receive notice of it. Public meetings will be posted on the PNW’s Website; you are encouraged to attend them. Tillamook Forest Service Stephanie Beall (Recreation Coordinator) has posted on her site a 2014 event calendar; she also will list the trails that are open and closed. The Sage Grouse is a big problem, the anti-access groups are saying motorized use is one of the problems in the demise of Sage Grouse natural habitat (this is not true). Dan Haak spoke on the importance of letters needed regarding the Sage Grouse. Comments are needed by February 20th; you can access the information on the study and comment link at: http://www.blm.gov/or/energy/opportunity/sagebrush.php. Randy encouraged everyone to write their congressmen about the wilderness bill – tell them NO MORE WILDERNESS. If you are looking for a job Mt. Hood is looking for a seasonal ranger for 145 days; contact Michael Law at 503-986-0592 or [email protected]. The BLM (Bureau of Land Management) has a new Deputy Director, his name is Steve Ellis. Old Business: Nominations opened for Oregon State Executive Director; Randy said he was sure some people had not heard him when nominations were opened. Randy Drake was nominated; after asking 3 times, nominations closed. Randy said he would accept for this year. Rick Smith made a motion seconded by Art Waugh that we cast a white ballot for Randy Drake as Oregon State Executive Director for 2014; motion carried. New Business: Randy said a lot of groups that are not PNW members have events that many of our people attend; this is good however, we really need to attend events that our own people sponsor. Activities in Oregon are listed in his report; please consider attending and supporting some of them. Randy would like to come up with a way to ignite the spark in our members who are not in this room, and get them to a meeting. We need to reach out and bring people into our organization. Good of the Order: Randy gave awards and thank you gifts to his land people that were present: Steve Roach (Four Runners of Klamath Falls), Dan Haak, Mona Drake (Deschutes County 4-Wheelers), Ryan Reusser, and Art Waugh. Randy said four years ago in the State of Oregon we didn’t have any trails in any Forest Service or BLM lands. It’s thanks to these 5 individuals here and 4 others who are not here that are really working hard to build more ORV trails for class II. Thank you very much. The Wolf Creek Planning Project a 40,000 acre project in Mt. Hood National Forest has a 25% road closure proposal so if you recreate in that area your comments are needed. Hearing no more business for Oregon the caucus closed at noon.

President Angie appointed Don Jensen temporary Parliamentarian until Parliamentarian Luke May returned from lunch. (The weather was a big factor – lots of snow and ice on the roads).

Washington State Executive Director Jim Putman (The Hombres) had a written report. Jim called his meeting to order at 1:35 PM. Jim had a large hand out that contained his agenda, minutes from his state meeting as well as information on bills. Jim asked for approval of the minutes from his state meeting January 11, 2014. A few corrections need to be made. Spelling on names Frog to Frogg; Nueman to Neuman, Sandie to Sande; Mike Balboni is not with the DNR he is the new Okanogan-Wenatchee National Forest Supervisor; the new Deputy Forest Supervisor for the Okanogan-Wenatchee National Forest is Jason Kuiken. Kathy Greenwood (Offroad Animals) made a motion seconded by Lance Greenwood (Peak Putters) to accept the minutes as amended; motion carried. NOVA/RCO grants need to be turned in as soon as possible. Jim had a list of the legislative bills in the State that have some kind of impact on us. Two in particular 2150 regarding land owner liability and 2151 trail building. On the surface it sounds pretty good for trail building and such; however, it has some language hidden in the back of the bill that said an event fee would allow the State or Feds to basically collect half of your entry fees. Jim is hoping this one has died off; basically what they are interested in now is funding education. Jim asked the Region Directors for updates starting with Region 1 - Director Angela Holm (Happy Campers) said DNR had imposed some pretty stiff regulations on the volunteers but now they have reversed them and we can once again bring our own equipment on a work party; however, before we can use it, the user will need have a brief training with a DNR representative and complete a form stating that training was completed and approval was granted to use your equipment. This is now statewide. Reiter has a new trail that will hopefully open in October. They are hiring an Education and Enforcement person in April. Trails in Reiter are open on the weekends due to volunteers; this will continue until March. A video of the new trails at Reiter

will be shown at the Moonshiners Swap meet in March. Region 2 - Jim presented Region 2’s information – Evans Creek – not much was done however, the Rednecks and Rugrats did get a new shelter built in the day use section and a work party was held in June, the campground is supposed to be getting the new road punched in this next year. Quite a few work parties will be held at Evans Creek. Elbe Hills – Heath Moyer reported not a whole lot was going on. They are still working on the campground, trails are being worked on. John George reported he had gone to Sadie Creek with Around the Sound Jeep Club last year; they sounded like they wanted to do a lot of work up there, but now he’s not sure if they are going to be with our organization anymore. Tahuya State Forest – not much is happening now, they have a work party planned. DNR seems to be dragging their feet on the new trail they were going to let us put in, so things are moving slowly, it won’t be open for the fun run. Naches Trail – Kathy Greenwood reported for Dave Bauman (Offroad Animals) they are working with Mary to see if they can get additional funding for a couple of pieces of equipment to get in there so they can haul rock from the pit up there. They are working on some new ideas for installing the rub rails; instead of nailing them they plan to use bolts. They hope to be working there as soon as possible. Kathy said they are trying to get the Forest Service to open the Naches Trail both directions for Trail Jamboree to use. Region 3 - Ryan Wells is no longer their land matters person for the Yacolt Burn it’s Crystal Crowder (Piston’s Wild Motorsports). The pending law suit on DNR land in the Yacolt Burn is just about settled. Region 4 – Dale Neuman (High Country Cruisers) reported he would have a work party at Liberty May 17 through Memorial Day. Juniper Dunes is coming along. Copper City is almost fi nished we have one big bridge and 2 small ones to build. The small ones should be done this year. Tim Foss (Cle Elum Ranger District) is retiring so we have lost a great supporter of our activities in the district; no replacement has been announced. The 1501 Road to the Little Rattlesnake access is slated to be closed for the fi rst 5 miles; this is now in the 45 day appeal period. If you wrote a letter on it during the scoping period you can appeal the decision otherwise they won’t accept it. If this closes we will lose total access to the area. The road could be fi xed for about the same price it will cost to remove it. Discussion followed on the problems with the Naches Ranger District. Region 7- Alan Dragoo (Spokane 4-Wheelers) was not present and did not send a report. New Business – Washington State Trails Conference (WSTC) will be held October 16-18, 2014 in Bellingham, WA. We are the only motorized group that belongs to this coalition. Jim thought we should do a presentation on Reiter. He will discuss this later with Region 1 Director Angela Holm. Old Business – hearing none, Jim handed out awards to his land people. By-law proposalsThe fi rst one is Article V, Section 7 - removal of an offi cer from offi ce. Discussion – Dan Haak wanted to know if it was possible to amend it to say 2/3 majority vote instead of majority vote. Answer yes there is a section in Roberts Rules that says we can as long as it doesn’t change the intent of the proposal. An amended motion was made by Dan Haak seconded by Arlene Brooks that we amend the By-Law proposal to 2/3 majority vote instead of majority vote; discussion followed, the amendment to the motion failed. The next By-Law proposal was Article III Section 4 Dues - multiple membership only pay $40; the next proposal Article V Section 9 – one delegate one vote at PNW Business Meetings; and the last proposal Article V Section 10 Offi cers – one delegate one vote at Region Meetings. A short discussion on all the proposals followed before voting. Results will be announced later in the meeting.

Nominations were opened again for 2014 PNW4WDA offi cers. The following were nominated at Fall Delegates: Angie Marek President, Sande Nettnin Secretary, Dave McMains Treasurer, Don Jensen IAD #1, and Carol Jensen IAD #2. According to our By-Laws the position of Treasurer must be submitted by the December Board meeting and no new nominations will be accepted after that date. Hearing no new nominations, nominations closed. Rick Smith made a motion seconded by Art Waugh that we cast a white ballot for the following - President Angie Marek, Secretary Sande Nettnin, Treasurer Dave McMains, IAD #1 Don Jensen and IAD #2 Carol Jensen; motion carried.

REGION DIRECTOR REPORTSRegion 3 Director Kyle Wiebold had a written report. Region 3 will be hosting Summer Convention August 15-17, 2014 at Ethel, WA. Kyle said their Region offi cers for 2014 were as follows: Kyle Wiebold Region Director, Tom Fisher Vice-Director, Margaret Schiedler Secretary, Rick Levine Treasurer, Comp Chairman Marty Tilford, Oregon Land Matters Ryan Reusser, Washington Land Matters Crystal Crowder, and PR Teresa Sullivan. Region 1 Director Angela Holm had a written report. Most items were covered in the Washington State Director’s report. Region 2 Director Dan Morris (County Line Offroaders) had a written report - nothing new to add.Region 4 Director Earl Nettnin had a written report. We have a lot of things going on with DNR and Forest Service as well as our Sand Dunes areas in Moses Lake and Beverly. The TWIG meetings which are (Trails Wilderness Interest Groups) start again in March at the Naches Ranger Station; these will be interesting as we will be dealing with pretty much a whole new staff as several staff members have either retired or moved on to other places. Several user groups are unhappy with the way the ranger is running things. In the South Fork of the Ahtanum we have an issue with resource damage, deposits of liter and dumping of dead animals; DNR’s solution is to put up a gate which will close off the whole area. Region 6 Director Ann Haak (Deschutes County 4-Wheelers) had a written report. Biggest thing in her region is the Sage Grouse. This was pretty much covered in the Oregon Executive Director’s report. Anyone anywhere can write letters on the Sage Grouse. If it’s not in your state yet it’s coming. Ann said lots of projects are happening, thanks to the efforts of Randy and Mona Drake.Region 7 Director Mique Shaw had a written report. They only have two clubs. The Spokane 4-Wheelers are very community orientated almost everything they do involves some sort of charity. Jeff Williams (Spokane 4-Wheelers & CJ’s Only) is on the Board of Directors for Riverside State Park. The NITB (North Idaho Trail Blazers) are no longer members of the Association but they are having a Wounded Warriors run coming up in March that the PNW is involved in. The PNW donated $500 towards the Wounded Warriors project where NITB is taking out wounded vets for a day out doing something fun.Our donation is being put towards hats and t-shirts for participants and vets. Our name will appear on the shirts and hats.

SPECIAL PRESENTATION on The Rattlesnake Project in Region 4 was given by Ron Rutherford (Jeepin’ Nomads). Ron headed up the project along with Jeff Leisy (Forest Service). The Forest Service referred to the project as a Celebration Project. This project took place the third week in July of 2013. Ron’s club has been around 47 years in the Yakima area; they are working hard to try to keep things open for many years to come. Materials for the project were hauled in a few days prior to Trail Jamboree when Jeeps and trailers were available and already in the area. Ron presented a wonderful PowerPoint showing just what took place. The goal of doing this was to keep the trail open and protect the stream fl ow; Fisheries seem to have Bull Trout issues. The trail used to be 6 miles long and now its 2.8 miles.After several meetings with the Forest Service & Fisheries; Region 4 was determined to help with reconstruction of the trail putting water crossings in. We had a lot of volunteer help who came with equipment and willing hands. We had 650.5 donated hours as well as equipment that was donated; trailers, front loaders and a couple of tractors. Ron said this is just one of the projects that go on; he feels that we need to do more telling and selling what we do. This was a group effort.

APPOINTED POSITIONS REPORTSClub Power/We Did It Chairman Kathy Greenwood had a written report. Kathy tried to show how many hours and miles were driven. She said she knows for a fact you aren’t turning in paperwork. We need to document what we do. Forms are on line and if you can’t fi nd them call her; she will work something out with you. Just about everything we do qualifi es; parades, work parties, fun runs, Ocean Beach Clean-up, Pick Up A Mountain, Trail Jamboree clean-up, Trail Jamboree, and other clean-ups. If you aren’t sure if it would count call her and ask. Also if you have any suggestions on how we can get the paper work turned in, please call her. We need proof of what we have done.

PR Chairman Diana Stafford had a written report. Diana said she often is asked what the PNW does. Diana said our Club Power/We Did It reports are a good example of what we do as well as the presentation today by Ron Rutherford. She said she would love to see Ron’s presentation on our Website. She has material available for all your events/functions. We are not using the current Who and What We Are publication because the dues information has changed; an updated version is in the works. Please use the calendar on the Website it’s a great place to fi nd out what’s happening.

Safety Education Chairman Rob Stafford had a written report. Rob was not feeling well so he was up in the room. Rob is available to put on seminars on Winching 101 and/or High-Lift Jack safety. He also would welcome any ideas you have on what you would like to see in the Safety Education program.

Trail Jamboree Co-Chairmen Sid & Kelda Hagemeier had a written report. Sid said there are a few things that are different on his report - check in time at Jamboree is 4 PM Sunday, July 6, 2014. For those of you who aren’t familiar with Jim Sprick Park, our group was responsible for making the park what it is today. They have some new leadership in the Nile Community and they are working very hard to make the park available for use outside the community. Host groups

will be able to register on line this year. Sid announced he was having a meeting following this meeting in room 312 for anyone who is involved with Jamboree. Sid said he was going to try and get all the hosts contacted so they could register as soon as possible. Teresa Kosel (Spanaway Moonshiners) is handling registration again this year. The park clean-up and potluck is April 12, 2014. Arlene Brooks asked if we had a fi nancial report for last year – answer yes one was turned in at Fall Delegates September 14, 2013. Arlene said she would like to see the number of how many Sani-cans we had, how many people came through the gate etc. Sid said the plan is to put together a three ring binder with all that information for the new Jamboree Co-Chairmen when they take over. This year we are trying something new with registration. Trail Host registration will be on line, when you register as a host you get 2 free host t-shirts, please list what sizes you need. This year we will offer a camping only package for $150.00. We are changing our refund policy from $10 to this: if you cancel after April 21st you will get your fee back minus $20; if you cancel by June 2nd you will get half of your fee back and no refunds after June 23rd. This should allow us to fi ll any cancelation spots. President Angie said she has in her possession 23 of the 25 Jamboree t-shirts that will be on display (she couldn’t remember which ones she doesn’t have). We are also looking for someone to put together a history of Trail Jamboree. President Angie said she has a book that was on loan to her from Mary Lou Radcliff (Good Time 4-Wheelers); that contains everything about Jamboree for the last 24 years. President Angie said she would share it at the host meeting today. We will have a live band on Saturday night. Don Williams (Go 4-all Jeep Club) is in charge of sponsors and vendors. Registration on line opens on February 17, 2014 at 8 AM.

OLD BUSINESSPresident Angie asked all the Spanaway Moonshiners to stand up, she said this is a small grouping of what her club is and she said there is not one of us on the Board that could do our jobs without the support of our clubs; she asked for one of them to come up and accept a certifi cate of thanks. She then asked her husband Dan Marek to come up and accept a certifi cate of thanks too, she said they are a team and without his support she could not do this job. A certifi cate of thanks goes to Grace May for always giving a tremendous amount of support. President Angie then handed out her President awards to all the Board Members: Ron McDonald, Kathy Greenwood, Frogg McMains, Sid & Kelda Hagemeier, Rich Holm, Dan Rheaume, Earl Nettnin, Edward Campbell, Diana Stafford, Kristin Smith, Mique Shaw, Ann Haak, Kyle Wiebold, Dan Morris, Angela Holm, Dave Taylor, Don & Carol Jensen, Jim Putman, Randy Drake, Jim Hopkins, Dave McMains, Sande Nettnin, and Luke May. President Angie said she really appreciated her Board; this was a very rough year and everyone should be very proud of your Board, she certainly is.

NEW BUSINESSPresident Angie had asked the Region Directors to ask their regions to come up with a list of things they wanted the Association to do. Several things have already been addressed and some of their concerns have already been put into play. One of the things brought fourth was, what’s the difference between the 501 C 3 and 501 C 4 tax exempt status. We have always thought we could not get involved on a political level. We did fi nd out through our investigator who was Arlene Brooks that as a 501 C 4 we can have legislative involvement. However, we will continue to go through Blue Ribbon, WHOVA and the other organizations that we support that hire a lobbyist. After review of all the material the Board feels we are in the best position we could be in by remaining a 501 C 4. If you have any questions or would like to have a copy of the research material contact President Angie.

Kathy Sterner Memorial Award – This award was established by the Trailbreakers, Inc in 1976. This award has been given out 28 times; past winners present were: Arlene Brooks, Angie Marek, Carol Jensen, Grace May, Linda Jessen and Tiffany Morris. The 2013 nominees are: Taylor Folden, Angie Marek, Kellie Solomon, Diana Prine and Diana Stafford. The winner is Taylor Folden.

Nominations opened for 2015 Competition Chairman. Nominees are Dave Taylor; Dave Accepts. Jon O’Brien not present so we will need to confi rm that he would accept the nomination. Nominations closed and will open again at Fall Delegates in September.

President Angie asked all Elected and Appointed Board members including any Vice-Directors present to come forward and be sworn in for 2014 by the Parliamentarian Luke May. Vice-Directors not present can be sworn in by Parliamentarian Luke May over the telephone.

OTHER BUSINESSThe following were nominated for Honorary Membership in the PNW4WDA. Mona Drake made a motion seconded by Dan Haak that we give an Honorary Membership to Ken Scuito. Ken retired from WARN Industries, he has done a lot for Class II users and donated many raffl e prizes; motion carried. Earl Nettnin made a motion seconded by Dale Neuman that we give an Honorary Membership to Tim Foss. Tim just retired from the CleElum Ranger District; he has been a great supporter of our activities in the CleElum Ranger District and we will miss him; motion carried.

At the 2013 December Board meeting the Board voted to change the Scholarship amounts from 2 - $500 Scholarships (one male and one female) to 4 $1000 Scholarships (2 male and 2 female with one alternate for each and require them to submit a letter with their application stating what the PNW means to them and how this Scholarship would help. Winning names and letters will be published in Tri-Power.

Slick Magazine – Kyle Wiebold reported that he is still hoping for more information. This would replace our Who And What We Are that is really outdated. Kyle thanked everyone who has given him information, but he still needs more information to make this a useful tool for us. So please get him information so we can show the public what we are all about. Let’s make this happen.

President Angie announced that following this meeting she would have an Emergency Board Meeting up front and a Trail Jamboree meeting would be at 5:45 in room 312.

Presentation on the Data Counter was given by Ron Rutherford. Ron presented this to the Board in December and it was voted that we should bring it to the Delegates at Winter Convention to see if they wanted to purchase this program. Why are we looking at counting data and where will we go with it. In 2001 and 2002 we had some information on how many Snowmobiles were using the Snowmobile Park in the Ahtanum west of Yakima. The Department of Natural Resources had put some devices in the ground at that time so counters have been around for some time. In 2003, 2004, 2005, 2006, 2007 & 2008 Ron presented this information to the Naches Ranger District and said if we had these in the ground we could have some data on our trails, we could use it for funding and to show the activity on the trails; they are still thinking about it. After hearing the presentation by David Banis on what is happening with mapping, this information would be very benefi cial to us showing just how our trails are being used or overused. Everything seems to revolve around numbers. Ron did a little more research and went to DNR and County Engineers in Yakima County and they said it’s great, but we can’t afford it; they have the rubber hoses that people drive over. This system is manufactured in Canada and it comes with everything you need to make it work, batteries are good for one year and you buy them over the counter; nothing special about them. We decide where they go in the ground and what data we want to collect, it can be programmed to count bicycles, foot travel, and motorized all the way up to logging trucks. We of course would be after our motorized trail activity. We have a couple technical people in our Region we have talked to about collecting the data (if we decide to purchase them). You go out with a laptop to where they have been buried; you don’t need to dig them up to retrieve the information. Ron said the system package with 3 vehicle counters and all items to make it work would cost $2,245 and once we have purchased the system additional counters can be purchased at anytime for 1-3 of them $545 each and there is a breakdown for even more of them. Discussion followed and Art Waugh made a motion seconded by Ken Johnson that we purchase the data counter program for $2,245; motion passed.

FEBRUARY 8, 2014President Angie Marek (Spanaway Moonshiners) called the meeting to order at 5:05 PM.

Discussion followed regarding printing the SOP’s and By-Laws for just the elected Board Members. Secretary Sande Nettnin (Desert Rats) said that since everyone had pushed for and wanted the SOPs and By-laws on line they all have access to them. We have the habit of changing things often; and it just makes sense to only have a few printed copies. More discussion on this will take place at the March Board Meeting.

(BRC) celebrates its26th Anniversary

This landuse email comes to you from Del Albright; and I apologize if you’re received it twice. But we are on a focused mission to strengthen our access fi ghts at this critical juncture. This note is personal, from my landuse partner, Don Amador.

As the BlueRibbon Coalition (BRC) celebrates its 26th anniversary this year, I want to share my thoughts with you about the organization that I proudly work for and why it deserves your continued support. I also want to let you know you’d be hard pressed to fi nd anyone who enjoys the fun of public lands more than I do, and that is what drives me to keep working for you. BRC gives me the opportunities to defend our treasured freedoms.

Simply put, BRC is rightfully recognized by the media, government agencies, the Department of Justice, Congress, environmental organizations, and many OHV groups as THE most effective national grassroots champion of responsible motorized recreation on public lands.

Regardless of what state or federal legislative body I am addressing, elected offi cials and many of their staff, know what BRC stands for and the measures we will take to protect and preserve our collective rights to pursue “happiness” on designated roads, trails, areas and waterways.

Our ground-breaking legal program, founded in 1996, is second to none when it comes to defending recreational access to federal lands. Our legal experts have argued and won precedent settings cases ranging from federal districts courts, to circuit courts including the 9th Circuit Court of Appeals, and before the U.S. Supreme Court.

BRC was the national recreation lead group on many seminal land-use issues, including our successful challenge in 2001 to the Clinton-Gore Roadless Initiative. BRC repelled “failure to act” efforts by environmental groups to hamstring land managers and eliminated the “only federal defendant” bar to intervention. Today, BRC is challenging the Forest Service’s Planning Rule.

Inclusion of OHV recreation as a congressional-designated prescribed or codifi ed use of public lands was a BRC original legislative concept that was successfully included in a 2006 comprehensive land bill. Today, that idea is being incorporated into numerous such efforts, including the BLM’s Clear Creek OHV Area.

It is an honor to be serving as your interim Director of Operations, BlueRibbon Coalition (BRC). Stacie (my wife) and I have dedicated ourselves to land use and BRC for over 10 years. Land use and outdoor writing have been in my blood for over 30 years. I believe in and am committed to everything the BRC stands for - the freedoms we enjoy in this country; the access we treasure for all sports and all people; the need for national grassroots representation like we get from BRC; and the God-given right to enjoy the heritage left behind by our forefathers and those who have defended the USA, from our beginnings as a nation to today.

With the help of the Board of Directors, fellow contractors and staff, BRC will be making some changes and reshaping the way we fi ght our land use battles. My role will be to lead BRC until the Board is ready to hire a permanent Executive Director. We want to make sure we give that person a nice, shiny penny!My guiding principles have always been honesty, integrity, openness and commitment. I also believe one must be honorable by doing the right thing and serving the needs of those on the team.

Specifi cally, the Board of Directors and I plan to accomplish six short-term objectives: 1) to continue to build the strength of our legal program; 2) to fi nd more ways to build collaboration and cooperation and to minimize confl icts between groups and clubs; 3) to assist the BRC Marketing Committee in bringing back a print magazine (not sure of the frequency yet) so that our members have BRC in their hands -not just on their screens; 4) to capitalize on the political savvy of our full time professionally staffed organization; 5) to “rock” the social networks and be an integral part of those who love Tweets, Likes, Posts and Pics; and 6) to ensure our members have all the information they desire and need about land use, saving trails and the operations of BRC.

(BRC) is forming and hosting a national

sub-committeeThis landuse email comes to you from Del Albright, BRC Director of Operations and Recreation Advocate.

BlueRibbon Coalition (BRC) is forming and hosting a national sub-committee to deal with strategies, comment process and public input on the Sage Grouse (habitat, possible listing, and OHV and outdoor recreational access). BRC’s Don Amador will be chairing the committee. We will coordinate this effort with the North American Motorized Recreation Council (NAMRC) and other interested groups.

The committee will help states, counties, associations, and general public formulate substantive comments and public input to help guide this hugely signifi cant issue affecting responsible recreation in 10 states. We will be using the sub-committee model much like the efforts to Save Johnson Valley (and The Hammers).

The Slab AKA Ranks, Rankville is located north of N. Bonair Rd. Zillah, WA Directions: From I 82 take exit 50 and go north on Buena Road. Cross Yakima Valley Hwy and go through

town to Highland Drive. Turn right and follow to Bonair Road. Turn north on Bonair Road, follow onto

gravel and up the hill. At the top of the hill follow the canal toward the west. Follow the canal as it

turns to the north. The canal will go underground. At this point the road will cross the canal and circle

back toward the south. Follow road until it turns east and you can see a concrete Slab.

Please sign in at the main parking area before 10 AM.
