A Message From The President.......SEPTEMBER 2018,

Let me start this month with a huge ‘THANK YOU’ to the Under the Hill Gang and their advisors for hosting a great Fall Delegates Meeting and Race in Astoria, OR. For those of you who attended you know what a great job they did, for those who didn’t attend the

meeting and/or the race, you really missed out. During Fall Delegates Meeting several decisions were made by your delegates, see the minutes for all the details. One thing of interest is beginning in January, Tri-Power will be distributed electronically. However, members will have the option of receiving a copy in the mail. Notification will be mailed to each family explaining the changes and a form will be included if someone would like the printed copy mailed. The delegation felt this will bring us into line with other organizations and will help with distribution. Some members have not been receiving their copies of Tri-Power and it has been verified we have the correct address. Because Tri-Power is mailed

as bulk, the mail carriers do not have to deliver them if they do not want to. Therefore, some have been discarded. This is frustrating both to the members and the board and is a waste of funds.

Since Fall Delegates meeting some exciting things have happened. Theresa Kosel is your new Trail Jamboree Chairman, Region 6 put in a bid and will be hosting the 2020 60th Anniversary Winter Convention, we have someone interested in becoming the new

Tri-Power Editor, we also have someone possibly interested in the position of Washington State Director and Tiffany Morris will be training with Frogg to take over Ways n’ Means. I really appreciate everyone who has stepped up and volunteered to take on some

new responsibilities within the Association.Operation Shore Patrol at Long Beach, Westport and Ocean Shores as well as Pick Up A Mountain in Eastern Washington were all held the weekend of September 15th and 16th. Thank you to all who hosted and to all who attended and made these events a success.

You will be seeing some reports and pictures in the upcoming edition of Tri-Power.Now that Fall Delegates meeting is over we are busy preparing for the December Board Meeting which will be held in Longview

on December 1st at the Moose Lodge. Winter Convention packets were handed out at the meeting and the packets for those not in attendance were given to the Region Directors to either be picked up or mailed. We have some really fun stuff planned including

‘Club Feud’ (like Family Feud) on Saturday night. For those whom have never attended it is open to everyone. There is a fun hospitality room/event on Friday night, a business meeting during the day on Saturday and a banquet and entertainment on

Saturday night. If that is not enough to get your there it is being held in Ocean Shores at the Quinault Beach Casino and Resort. Plan to come and bring your whole club!

-In Memoriam-

I’d like to Honor Arlene Brooks and the strong fight that she led for our sport. She was a lady of honor and commitment to what she, and we, believe in for the lands we recreate

on. For many years she committed herself to the daunting task to open and maintain trails in areas such as Elbe hills, Tahuya, Evans Creek, Liberty, Eastern Washington

Dunes, just to name a few. She gave the PNW4WDA the voice it needed in our local governments and had a huge part in Operation Shore patrol, working with the state ecology

department to establish it.

I remember first meeting her years back, kidding that I had my “hands in my pocket”. I would later find that she had a reason for the comment, it takes hard work to fight for

what you believe in, and it takes a lot of hands to turn the wheel of progress. She made it happen-somehow she made it look so easy!

We have to keep her mission going, to pass her fire and spark onto the next generation of offroaders.

Thanks for everything you’ve done and for being an inspiration Arlene

Region 1 Meeting

September 19, 2018

The meeting was called to order by Dave Taylor at 7:07pm. There were 7 delegates present, representing 6 clubs.

Secretary Report: Barb May, Outdoor 4x4, made a motion to accept the minutes as written in the Tri-Power and distributed to yahoo groups, seconded by David Dykstra, Rainier Ridge

Rams and motion was passed.

Directors Report: Dave was not able to make it to the Fall Delegates meeting because of personal issues, but he says through his emails most of the meeting was related to competition rules

Treasurer’s Report:

There was a written report.

Please see the OSP section for Raffle income from the event.

Jayson Lautenbach, Rainier Ridge Rams made a motion to accept the treasurer’s report. Barb May, Outdoor 4x4 2nd.

Our banker at Bank America has retired, so our rates and fee’s will go up at Bank Of America. Curt Brady, Timber Tamers made a motion that we move our banking to BECU, per the

treasurer’s direction, so that we will not have these fees. David Dykstra, Rainier Ridge Rams 2nd. Passed. Land & Legislative:

OSP: Operation Shore Patrol 2018

Operation shore patrol report: $1056.00 dollars raised this year from the raffle. Last year we raised $759, the year before that $74.

86 people signed in and over 28 vehicles

There was a lot of rain on Friday, so much that it overloaded the PNW4WDA Region 1 canopy and it collapsed. It was a very successful event and we are all looking forward to next year.

Northwest Off-road Expo:

September 22 10am-4pm

Volunteers will need to be there at 7am. ARB is donating two more ARB Coolers to the volunteer-only raffle. There will be no pets allowed at the event this year.

Dave Wilkinson spoke to Dave P about constructing a memorial for Arlene Brooks at the Tideland’s camp ground. It would be a permanent structure that Dave P would allow us to use at

no charge and it would house our raffle and dinners during OSP. Please discuss this with your club members and bring thoughts to the next region meeting.

Old Business:

Region 1 fundraiser idea. Christmas Tree Tags for the 3rd weekend after thanksgiving discussion.

Region 2 Delegates Meeting

September 20, 2018

Called to order by President Brandon Marek at 7:32 P.M. followed by flag salute and moment of silence.

Secretary’s Report: Motion was made and seconded to accept report as written. Thank you!

Treasurer’s Report: Lora Jungmayer provided a written treasurer’s report. Motion made and seconded to accept report as written.

Club Power/We Did It: Make sure to get your forms filled out! It is available online. You can also submit it to Brandon or Kathy as well. Fun Run paperwork needs to be submitted.

Naches: Closure signs are up at Funny Rock due to fire danger. Please abide by the signs. November 15th the trails will be closed.

Evans Creek: Engineers have pretty much given up on the bypass around the washout. Can’t get very wide rigs around via bypass. Derrick and crew are going to run equipment up there

and widen the bypass and get it done! Thank you!!! Closure will be December 15th.

Elbe Hills: Jessica Bailey gave a FULL report! The overall discussion was that Elbe is looking for more man power to attend the work parties. It is the 2nd Saturday of every month. It was

mentioned and urged that we need to meet our volunteer hours or risk losing our future funding. October 13th will be the final work party for the year. There was a tabled proposal for the

PNW to sponsor at least 2 work parties a year with it consisting of two 10-hour days with lunch provided. November 8th will be the last Elbe Hills ORV Focus Group Meeting for 2018. (Any

of those interested the meeting starts at 7PM at 23014 70th Ave E Graham, WA 98338). The shooting ban has also been lifted.

Tahuya: Dusty and dry!

Land Matters: No report.

Letter Writing: No report.

Membership: No report.

Ways and Means: No report. (Connie still has some sweet looking merchandise up for sale! Make sure to check it out!)

Public Relations: Megan is going to make sure to get the Elbe work party posted up on the Facebook page.

Future 4-Wheelers: We are still looking to fill this position.

Competition: RPM race will be held in Ethel 9/29-9/30. Region 2 women got 1st in relay at Summer Convention along with Over the Hill Men. Right on!

Region 2 Fun Run: The financial report was done and handed out. It was an amazing turn out. There was a proposal to hopefully start the run at 8AM-11AM rather than 9AM-Noon.It was

a great event and make sure to give Theresa a big thank you! We are in search for a new chairman for next year if anyone is interested!

Old Business:

Fall Delegates: Very small turn out! Tri-power will be converting to a newsletter format online. It will begin come January 2019. There will be a request form to still receive the newspaper

tri-power when you receive your membership paperwork. The scholarship fun for next year will be $2500/kid 2 girls and 2 boys. AWESOME! There was a reminder that all corporation

paperwork needs to be submitted to Sandy every year. Big kudos to Under the Hill Gang for throwing an awesome race/meeting. The next big meeting will be Winter Convention on

February 9th-10th at Quinault Resort and Casino in Ocean Shores. Let’s hope for a better turn out there!! All clubs will receive their fall delegates packets via mail shortly.

Shore Patrol-Big thank you from Webfooters for all who attended. They will be in search for a new camping location soon and will keep all posted. There are going to be some changes for

next year. They are looking for a new design for the OSP shirts! If you have something “drawn up” make sure to get it submitted to the Webfooters before Winter Convention. There was

also some good comments on Facebook coming from the Westport community page and gave the PNW a big thumbs up!

New Business: It is with great sadness that Arlen Brooks has passed away. Her memorial service will be held October 6th at Lakeland Community Center in Auburn.

Region 3 Meeting

September 19, 2018

The September 19, 2018, Region 3 meeting was called to order by Region Director Kristin Smith 7:10 pm. The flag salute was followed by a moment of silence for the sick and departed.

The meeting was held at Papa Pete’s Pizza in .Ridgefield, Washington.

Members attending the meeting were: Kyle Wiebold, Rick Smith, Don Jensen, Carol Jensen and Tony Jessen

Guest: Doug VanDyke

The following clubs were represented by these members; Flat Broke and 4 Wheelin’, Hubs In 4 Wheelers, Our Gang Off Road, PNW Individual Members, Sand Fleas, RPM Racing,

Push n Pulls, Trailbreakers and Vancouver 4 Wheelers.

The August minutes were corrected to include the Trailbreakers as clubs represented. Carol moved to accept the corrected minutes. Seconded and passed.

Region Director reported on the Fall Delegate meeting. The complete minutes of the Delegate’s meeting are in Tri-Power. Discussion of the issues and information from the meeting.

Region 6 has submitted a bid to host the 60th Anniversary Winter Convention in Bend.

Treasurer’s report was presented, motion to accept, seconded and passed. Don moved to direct the Treasurer to get a debit card. Seconded by Rick. Motion passed. Rick moved that the

region pay for the pizza for the region meetings. Seconded and passed.

Competition RPM will be hosting the last play day of 2018 at the Ethel Events Center on September 29 & 30. There will be a Halloween Party at the event. There will be some proposed

comp rules that will be voted on at Winter Convention.. The rules will be printed in Tri-Power after approved by the PNW Parliamentarian.

Oregon Land Matters. Camp fires are allowed in the Tillamook. Nothing new on LaDee.

Washington Land Matters. Send letters of support for the Grant County E & E program and support for the M & O at Moses Lake Sand Dunes and Beverly Dunes. There was a work

party in the Yacolt September 15th. Three trails in the north put in by DNR.

IAD/Club Power/We Did It/Quill Power. Paperwork for Operation Shore Patrol is being readied. IADs getting ready for the NAMRC meeting.

Kristin reported there is a new PNW Ways and Means Chairman Tiffany Morris, Region 2. Membership packets went out to all the clubs for 2019. Questions contact Membership

Old Business: Operation Shore Patrol had 13 Region 3 clubs represented. Participants traveled 4466 miles worked 264 manhours and had help from 29 guests. Kristin appointed Tony to

chair 2019 Operation Shore Patrol committee. Tony asked that Linda Jessen be nominated for the Kathy Sterner Memorial Award. .

The Northwest Off Road Expo is September 22 from 10 am to 4 pm at the Thomas Family Farm, Snohomish. Must pre-register by September 20th.

Upcoming events; October 6 Arlene Brooks, Celebration of Life At the Lakeland Community Center, 5801 Lakeland Hills Way, Auburn, Washington.

REGION 4 MINUTES

Selah, WA

September 11, 2018

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The

Pledge of Allegiance was recited and a moment of silence for the sick and departed

was observed. Earl said we have lost some members since last month and please

remember Dick Sisson (Jeeping Nomads), Betty Simonson (from Region 2), Our WA

State Executive Director Arlene Brooks (PNW Individual Members club), and the

victims of 911.

GUESTS: Gary Lease (US Forest Service). Earl asked that everyone introduce themselves telling which club they belong to.

MINUTES: Skip Frans (Trail Seekers) made a motion seconded by Dale Neuman (High Country Cruisers) that we accept the minutes from August 14, 2018 in Ephrata, WA as printed;

motion carried.

TREASURER’S REPORT was given by Treasurer Sande Nettnin (Desert Rats), we are waiting for the bill for

t-shirts for our Competition Race Team.

COMP REPORT: The Region 4 Competition co-chairmen are Kevin and Terri Mohan (Nitty Gritty). There was a fund raiser at Summer Convention to help one of our PNW kids

who was injured and required a hospital trip due to burns. This involved an airlift and overnight stay at Harborview in Seattle. They raised $15,000. Don Andrews (Yakima Valley

Timberwolves) broke at Summer Convention. He made it all the way to Top Eliminator. The race September 29 and 30 hosted by RPM racing has been moved to Ethel.

MEMBERSHIP: nothing new at this time. However, please make sure that your person of contact listed on the Web Site is current and up to date.

CLUB POWER/WE DID IT Chairman Gary Harting (Desert Rats) had a written report. Gary said he had received 3 Club Power/We Did It reports - the Moses Lake Sand Dunes

cleanup April 21, 2018 the Sand Commandos drove 80 miles, Trail Seekers drove 255 miles and the Timber Tamers drove 925 miles for a total of l,260 miles. For the Liberty ORV Trail

Maintenance May 18-24, 2018 the Desert Rats drove 290 miles and worked 64 hours, High Country Cruisers drove 124 miles and worked 64 hours. Columbia Basin Sand Commandos

drove 500 miles and worked 128 hours, Individual Members drove 360 miles and worked 16 hours, and guests drove 335 miles and worked 48 hours for a total of 1,609 miles and worked

320 hours. Naches Pass Puncheon repair July 2, 2018 the Desert Rats drove 1,234 miles and worked 56 hours. Gary said he had not received anything since then. John Thompson (Midnite

Mudders) said he has some to turn in. At Fall Delegates Gary had a chat with the new Club Power/We Did It person Angela Holm (Happy Campers) and she said forms are on line and

should be easier for everybody. She wants to change some things. You need to go to the PNW Web Site and log in as a member, you will need a user name and password. If you don’t have

of them, (all letters written to government agencies or legislatures). Gary said he wasn’t aware of this. This may take a little time to transition from Kathy Greenwood to Angela Holm.

JR. JEEPERS: We are still looking for someone to take this on. Mikki Douglass (Cle Elum Ranger District) said she has not done the program called Jr. Rangers for a few years and she

would like to work with us to bring this progra back, if someone would like to step up and take this on Mikki would love to help. Contact Earl and he will set you up with Mikki.

PUAM (Pick Up A Mountain) is September 14-16, 2018. Camping for the weekend is $20. The Columbia Basin Sand Commandos will cook and serve breakfast on Sunday again. Randy

Hayes is in charge of the corn shucking again, they have got prizes donated from Walmart. Chairman Alicia Palachuk (Shindig Wheelers) said they are picking up the t-shirts tomorrow.

She said this year we will have cakes from Costco to commemorate our 10th year. We will also have pulled pork. We can’t get into the park until NOON on Friday. Mike and Alicia have

said this will be their last year as co-chairmen. If anyone is interested in taking this on, contact Earl Nettnin Region Director. Alicia said she would still be willing to help, she just didn’t want

to be in charge. Pam Remley is interested in taking this on again, only she has no place to store anything, apparently there is a lot of stuff. Alicia is making a picture collage and she needs

pictures so if you have some please send them to her.

BLUE MOUNTAIN FOREST PLAN REVISION for the Malheur, Umatilla, and Wallowa-Whitman National Forest Plans is out and the objection period has started. John Thompson

said he had noticed gates and things being closed were already happening. Forest Access for All is fighting this.

JUNIPER DUNES – we are told construction is to start the end of this month to have legal public access.

SWAUK PINE - nothing to report.

TANEUM FIELD TRIP – Skip Frans reported that there is not much on trails for us. It was mostly on how to improve camp grounds. There is one bridge crossing that is going to be only

single track. This was mostly for the motorcycle group; they talked about how to slow down the pit racers by giving them a place where they could do whatever they wanted. This would

stop the kids from racing around the camp grounds and parking lot. They also said if they upped the camping fee from 5 to 10 dollars a night, would you like that?

SHOESTRING WORK PARTY September 8 & 9, 2018. Camping was at the Manastash Camp Grounds. Supplies were delivered to the work site so we didn’t have to transport them.

Dale and Diane Neuman (High Country Cruisers) and Skip Frans reported the Forest Service people were mildly upset because the work that was to have been done before we arrived had

not been started. However, the materials had been brought in.

Skip said Daniel from the Midnite Mudders rode with him and they built the 2 bridges. They had a mini excavator dig it out and they built the bridges . Skip said some motorcycle riders

who were out for a ride stopped and helped. They were not aware that something like this happened. Mikki Douglass (Cle Elum Ranger District) was very impressed with the work that

was done. The guys were back in camp by 2:30 – all the work was done. Dinner Saturday night was provided as well as breakfast Sunday morning.

NOVHCC (National Off Highway Vehicle Conservation Council) is working in partnership with the Bureau of Land Management (BLM) and needs our assistance in learning how the

BLM can better provide access to high quality OHV recreation experiences in the state of Washington/Oregon. They have scheduled 5 meetings and one is in Washington on September 14,

2018 from 6-9 PM at the Red Lion, 1101 N. Columbia Center Blvd. In Kennewick, all others are in Salem, Coos Bay and Redmond Oregon. BLM is not organizing these meetings but will

be there to answer questions on how TMP (Travel Management Plan) and RMP (Resource Management Plans) processes will work, the timeline for those processes to occur, and how your

suggestions could help shape future decisions. Dave Walters (Peak Putters) and Dave Linten (Midnite Mudders) plan to attend.

SADDLE MOUNTAIN WORK PARTY September 22, 2018 They plan to rebuild the bulletin board on the west end, repair fences, post signs, pick up litter and maybe remove graffiti.

covering Oregon and Washington, his name is Glenn Casamassa a long time Forest Service employee and former supervisor of the Arapaho and Roosevelt National Forests and the Pawnee

National Grasslands in Colorado. He takes over September 17, 2018 at the Portland office. He has a background in forest ecology and some logging.

TWIG (Trails Wilderness Interest Group) meeting to start up in October.

FALL DELEGATES REPORT – We were a little disappointed at the turn out. Region 4 had 3 voting delegates. All By-Laws passed, changes are coming for Tri-Power, We need a new WA

EXE, we need a new Idaho EXE as well as Region 8 Director, Tri-Power Editor, Ways & Means Person. We have a Trail Jamboree Chairman her name is Teresa Kosel. The delegation

voted to give 4 - $2500 scholarships for 2019 then revisit for the next year. The 2019 Winter Convention info was handed out. The Board will be working on a succession plan for officers.

The PNW COMP Chairman for 2019 is Steve Zentner (RPM Racing & Push & Pulls). Nominations for 2019 PNW officers are President Kyle Wiebold, Secretary Sande Nettnin &

Heather Smetzler, IAD #1 Don Jensen, IAD #2 Carol Jensen – Treasurer Dave McMains. Nominations will open again at Winter Convention with the exception of Treasurer. If you want

run for Treasurer you must submit your application to the Board by the December Board meeting. Minutes will be printed in Tri-Power soon. Gary Harting said the Under The Hill Gang

did a great job hosting the meeting. Gary said they should get a letter of thanks, Sande said it was already done, she had put the letter in the mail Monday.

Winter Convention information was handed out. Winter Convention will be hosted by the Board at Quinault Beach Resort and Casino February 8-10, 2019.

Dale Neuman said that Mikki Douglass said that the bridges that were put in on the Shoestring trail are going to be dedicated to Arlene Brooks. A plaque will be put on them stating that

Desert Rats – Gary Harting reported that we had trail hosted for Jamboree and volunteered for the Forest Service. Launched Sprint Boats, some are working on rigs and our delegates

went to Fall Delegates, several of our club will attend PUAM and help with the Rim Rock Grand Prix in October. Gary also shared his experience launching Sprint Boats, long story short,

Garry ended up with one of the Sprint Boats on the roof of his Jeep, if you haven’t seen it, you can find it on Facebook.

High County Cruisers – Diane Neuman said they attended the Shoestring work party. They plan to attend PUAM and possibly Expo.

Columbia Basin Sand Commandos – Ed Massey said 100% of their club will attend PUAM.

Shindig Wheelers – Terry Joralemon said they had a run to the Shoestring over Labor Day. They plan to attend PUAM.

Jeeping Nomads – William Rutherford said they had been placing the trail signs in the White Pass area. A few of their members went with the Forest Service to re-establish an existing trail

through a current logging area. Ron Rutherford has been attending meetings and several members have been doing week long camping trips. Some plan to attend PUAM.

Timberwolves - Don Andrews said they attended the Ahtanum cleanup. They have been doing lots of camping and a little bit of racing; they plan to attend PUAM, and help with the Rim

Rock race in October.

Midnite Mudders – John Thompson said some went to the Small Tire Bounty Hole Mud Bog in Moses Lake two weeks ago. Some went on the Shoestring work party. John & Tori plan to

go to Operation Shore Patrol (OSP) in Long Beach and also attend the event he created called Jeep Long Beach, as a booster for OSP. John said he expects they will have 100 to 500 Jeeps.

The purpose of this is to call attention the the litter cleanup and promote the PNW as membership seems to be down.

Trail Seekers – Skip Frans said they canceled a couple of runs due to smoke and fire. Skip went on the Taneum field trip, and attended the Shoestring bridge work party. A couple of them

are attending PUAM and one of their members may help at Expo as a host.

Gary Lease said he plans to retire this year from the Forest Service, his last day will be September 29. Gary said he wanted to thank everyone for helping out and he has talked to a lot of

people and has used us as an example of what good stewardship of the land is about. Maybe we will get more members.

Oregon State Directors Report Blue Mountains Forest Plan Objections…

Quoted from a USFS article…The purpose of the revised Forest Plans is to provide an updated framework to guide the management of approximately 5.5 million acres of

National Forest System lands in eastern Oregon and southeastern Washington. The revised Forest Plans replace the existing 1990 Plans, addressing changes in local economic,

social, and environmental conditions over the past 28 years.

A draft of the plan was released in 2014, though it was universally panned by the Eastern Oregon counties and environmental and industry groups. The Forest Service received

more than 4,300 comments, nearly all of them negative. The Forest Plan itself does not make any decisions on specific projects, but it does set goals and desired conditions on

the landscape. On June 29, 2018 the Forest Service published the revised Land Management Plans for the Malheur, Umatilla, and Wallowa-Whitman National Forests. The

public had until August 28th to file objections. The final opportunity for public input was slated for September 17, in which the Forest Service would accept written requests for

recognition as an interested person/party. I have submitted the PNW’s notice with the Forest Service as such an Interested Party. One of many groups that have filled objections

to the Forest Plan is ‘Forest Access For All’ organization. I have reached out to them for more information on the subject, their position and findings on the Plan and am waiting

for their response. Other concerned groups listed include Baker County Court, Citizens for Balanced Use and Eastern Oregon Association of Counties.

Road closures remain a major source of contention in the plan. The three forests have a combined 23,421 miles of roads, while the projected annual maintenance of roads is just

2,007 miles.

Region 6 Delegate Meeting, September 15 Jason Real Director. The meeting was called to order at 3:11 pm at Coos County Oregon’s Riley Ranch OHV RV Park on the dunes at Hauser. The Pledge of Allegiance was led by Jason with a Salute’ to Arlene

Brooks as a ‘Moment of Silence’ was held. Arlene and her family are great examples of what volunteerism can and does accomplish. Thank you Arlene and we are confident you are resting

in great peace and with loving company.

Jason continued with the reading of the mission statement of our association. Paul Norman of Strawberry Hill gave the hosting statement of welcoming the clubs and inviting us all to a

potluck following the meeting and prior to a scheduled 7:00 pm evening run. An around the group introduction was made and the meeting began.

Tony Arneson was unanimously voted in as Region 6’s Competition Chairman. Dave Mauer Oregon Executive Director gave a written report which should be included in this issue of Tri-

Randell Drake gave us an update on Central Oregon’s Land Issues: Rim Butte being the most current and troubling issue. Thank you to the dedicated volunteers who have hammered out

the trail. September 29 and October 13 are tentative work parties call 541-419-9952 to help with finishing up this trail. Signs and a couple re-routes are all that’s left. The trails are open and

need ran. Make a quick trip out to East Fort Rock OHV Area’s ‘Rim Butte Jeep Trails’ for some beautiful scenery.

Alan Paulson gave us information on a National Off-Highway Vehicle Conservation Council and Bureau of Land Management fact gathering process of BLM public lands we use to

recreate. Unfortunately, Oregon’s process is close to being closed. Please call Marc Hildersheim 208-416-3557 or [email protected] to perhaps get your input added. http://nohvcc.org/ for

more information. The public lands around Roseburg have been pilfered by Merkley and Wyden in a quiet process whereby public lands were given to the Indians. The Indians have been

contacted by some of the Umpqua Valley Timber Cruisers about access to the trails held within. Hopefully a great relationship with ensue and better access will be a result.

Dave Mauer from South-Central sent word via Jason Real of the complications within the Three Trails OHV Area where 21 new miles of trails are to be built. Klamath Falls 4 Runners

intend on inviting Sara Baughman the lead on the project to January’s Oregon Caucus Meeting at WARN Industries Inc. The fires and time constraints have made it impossible to

accomplish any trail building in 2018.

Three positions are open in Region 6. These are appointed positions. Membership, Ways and Means and We Did It are important positions that are being covered by Larry, Jason, Dave

and Mona. A few volunteers could make it a lot easier on the Treasure, Director, Vice Director and Secretary by stepping up and carrying some duties off. Ways and Means: ordering

T-shirts for events, Membership: contact for new clubs to get information and We Did It gathers the sign in sheets for work parties or writing comments and sends off to Kathy for recording.

The information Kathy gathers is data of total hours volunteers spend building, maintaining or planning of public lands. We are cheating ourselves by not wracking up total hours and

advertising our efforts.

Region 6 has voted to host 2020 60th Annual Pacific Northwest 4 Wheel Drive Association’s Winter Convention. Randy Drake and Becky Goulet are chair on this project. Dan and Ann

Haak are members of the committee and if you wish to be included please get in touch with Becky through Strawberry Hill’s Facebook pages.

Jason Real has asked Region 6 clubs for ideas to jump start interest in the two Delegate Meetings where the entire PNW Delegates meet. Fall Delegates Meeting and Winter Convention are

where the direction of the PNW is decided. Gas gift cards as incentives? Please shoot Jason your ideas or come to the November Delegates Meeting for Region 6 and let’s get involved.

Jason was contacted by Valhalla 4X4 Club a Veteran’s group of wheelers. Valhalla 4X4 Club is planning a big Show n Shine for July 20, 2019 in Portland. Threat Dynamics, Tactical

Guardian and 4 Wheel Parts have committed to support this event. Everyone will be invited to attend.

Rev-Limiters’ Tony Arneson reported on the club’s busy summer. The Chetco River Bar Clean Up was a huge success and sounded like loads of fun. The entire community is involved,

and much is accomplished with games too. They work with the local USFS and are involved in the reparation of the area’s burned forest. They were asked to assist with the local Tuff Truck

Challenge and the monies made are helping to purchase First Aid equipment. Christmas Parade is in their future and a run with rides for Veterans. Region 6 hosting Summer Convention

or Region 6 clubs volunteering at Summer Convention would be awesome. (side note from secretary) Summer Convention is races…you don’t know what you are missing if you haven’t

participated in the event.

Strawberry Hill Four Wheelers hosted our Delegate Meeting thank you all for your great hospitality and wonderful BBQ. Ron Goulet led a club run onto his property complete with a BBQ.

The run was well attended and was great fun. The club is continuing its ‘Adopt a Road’.

Umpqua Valley Timber Cruisers have been busy with an Aug Dune Run. Dave contacted Indian officials about a Jeep Week on their newly acquired lands near their casino. Looking

forward to a Region 6 event there. The club’s annual Father n Son Run has grown into a Club Campout and now is planned for September 22nd. Plenty of fun will be had by all. Alan

Deschutes County 4 Wheelers’ Randy Drake reported on the Labor Day event where they met at Christmas Valley Dunes and did nothing but play in the sand with their aired down tires and

petrol. ‘On Location’ a new television show prepared a documentary segment on 4 wheeling with Deschutes County 4 Wheelers. They camped at Rim Butte’s staging area Ponderosa with

them and filmed the wheelers and the trail for two days. Dirty Dozen from Washington – High Country 4 Wheelers – Strawberry Hill 4 Wheelers were there to help out.

Harney County High Desert Wheelers have been absent from home since their retirement. They are looking for persons from Eastern Oregon who might be interested in lands’ actions to

join in the fight. Dan and Ann met 23 pilots with their small planes on the Alvord Desert in August. They camped on the desert floor with the group and prepared breakfast for them in the

morning. The Steens Mountains would be a great place to tour from up in the sky. Bacon and eggs and a small plane flight sound like perfection.

Klamath Falls 4 Runners are hosting the November 17, 2018 Region 6 Delegates’ Meeting. A campout at Hart Mt just out of Plush is being planned. A run, pot luck and 3:00 pm meeting is

planned. Get in touch with Jason for more information. This will be the third year the club has assisted with Benefit for the Basin a Klamath County fund raiser. Heather Bird is the new

OHV contact for their USFS area. Dave Mauer has had meetings with her on decommissioning a trail into 7 Mile Lake. There has also been a meeting with Dave and Tom Harris over a trail

in Northern California more information is needed before any action can be taken.

Good of the order by Jason Real: please each club I encourage you to take a week-end and have a club exclusive play day run of some sort. Paid for by the club. Maybe an event of some sort

could help finance the run. He encourages “Play Hard” because you have ‘Worked Hard’.

Why We Do What We Do....I have to write to say WOW! This past weekend was something that few people get to witness, let alone be personally connected to. Without saying our grandchildren and children are the most important people in our lives. Taylor Schwartz is truly important to us, as she was our first grandchild. Everyday we marvel at her accomplishments and spirited personality. We are so thankful to Brad and Krystal as they are wonderful parents and role models. Before I go any further, Taylor is so precious, sweet, tough, competitive, caring, thoughtful, and smart. When your baby is born you check for five fingers and toes. She came with all the digits plus everything else God had to mix into the most precious creature he could construct! She’s wicked special. So is everyone else on this beautiful earth. Taylor, however is family, and one of the people in our life that will gives us an unconditional hug and kiss just because.

On Sunday July 8,th, Lori and I were just leaving Moses Lake. We were coming up the hill just after crossing the Columbia River, toyhauler in tow. About 20 miles from Ellensburg is when Krystal called saying there was an accident and that she was enroute to a hospital in Yakima. We assured her we were on our way. Not knowing what happened or how bad it was, I sped up and made good time getting to Yakima. Lori went directly to Krystal and Taylor. I found a parking spot and took Brooke out to the toyhauler to wait for a report. By now I knew it was burns to her, face, ears, arm and leg. I started thinking she needs to be at Harborview. So I grab my cell phone and type in Mohan. I knew Dustin and Kevin could help secure a helicopter quickly. If that failed, most of the east side DNR guys and Fish and Wildlife guys that we saw the night before were my next calls. Terry Mohan’s number pops up on my phone when Lori texts me to says Airlift is 10 minutes out. Here is the first time the Jeepers family was about to be asked for help. It was the Mohans that drove to Yakima and got Krystal’s car. It was Dustin that told Brad to take 410 to Puyallup because Interstate 90 was stopped at the pass. Brooke and I watched the helicopter land and we go start talking to the pilot as the two nurses on board go into the hospital to get Taylor. We pled with the pilot to take Krystal too. He was concerned about Krystal and Taylor’s weight. Brooke’s standing there so I say Krystal is 110 and the patient is a duplicate of this. The pilot says oh I can take her if she’s really 110 pounds. (If she weighs more shame on me for not knowing the women’s scale!) In minutes Brad arrives at the helicopter pad. The first thing I say to myself is you came from Mossy Rock and your here. Holly *-it. Daddy’s Top Eliminator status came in handy. WSP is still looking for the Black Toyota Pickup. All I know is someone better change to oil, and put new brakes on that black truck.

As you know, Taylor gets airlifted to the Harborview burn unit for kids. On Friday night at the fund raiser dinner Heather Smetzler with her voice shaking, holding Taylor, told everyone about the accident. As she held back tears she described Sunday and the next few days. What she didn’t say was that the Jeepers saw that Taylor was on fire and they jumped on her and risked their safety to help get the flames out. I am so very grateful for that. Where I’m leading is that we too head to Harborview. Once there is the first time I see the extent of the injuries. Like Heather, I can not hold back the tears. This is Taylor that’s laying there in that hospital bed, Little Miss invincible . To this day her voice is still not right. She is healing, and no matter what, she is still the most precious beautiful little girl. So, about a week ago you reach out to ensure Lori and I come to summer convention. That is when you tell us about the fund raiser dinner. That is why I am writing. I have to let you and everyone know from a father & mother’s eyes, what we saw and how touched we, Lori and I, are at the Jeepers family. So, we were coming to summer convention before the special invite. We don’t race. We come to support the kids, and enjoy the sport, and mostly hang out-with, talk to, and okay have a drink with you all. We too are amazed at everyone else’s kids and love talking to them and hearing what their all up too! Both Zach and Maddie are examples of the outstanding wonderful children of the Jeepers. To see them grow up and excel is so rewarding and it speaks to the ethics, hard work, morals, and guidance from their parents and families.

So from the Moonshiners, all the other Jeep Clubs, Carmen and Jammer, Heather and Josh, Kyle and Jessica, Diana Prine, Melody and Willie Reynoldson, to everyone that donated something for the auction, to Corbin Mohan for his lemonade fundraiser, all acts of love, kindness, thoughtfulness, and caring. I wished I had the names of everyone so I can tell you that you made us cry. Not because we are sad. We are extremely positive people. Each act of kindness that was extended to the Schwartz family touched our hearts. To see so much thoughtfulness, and love extended to the kids reached deep inside of us and pulled our heart strings, (hence the tears!)

Thank you for what you all did for Brad, Krystal, Brooke, and Miss Precious Taylor! Thank you for reaching out to ensure we were there. We thought you were all cool and wonderful folks before Friday Night. Seeing what one Jeeper said,” this is what we do,” is one of the most caring acts of kindness we’ve ever seen in our lives!

My parents have taught me the value of a friend is how much they are there for you when

you are down or in a time of need. I have always been lucky to have a lot of friends, but in

this time I have realized how important they are to me. My name is Taylor Schwartz. I had

an accident this summer. I had to miss my first race ever because of this. I cried that whole

weekend because i wanted to be there with my racing friends so bad. Everyone started calling,

texting, sending cards, and visiting. This made me so happy. Then a few people put together

the fundraiser for my family. That night I got there and looked around and saw how many

people really love me. My friends at school do not understand it when I call everyone my

racing family, but you all mean the world to me and I can not thank you enough for everything

everyone has done for me and my family. You have all showed me how lucky I am to be a part

of such a wonderful family of people. Thank you for everything! Love, Taylor Schwartz

President Angie Marek (Spanaway Moonshiners) called the meeting to order at 9:10 AM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed

was observed. Angie asked that we remember specially the ones that have passed away: Betty Simonson, Richard (Dick) Sisson and Arlene Brooks; she also asked that we keep in

our thoughts and prayers some of our members who are dealing with illness or family issues.

Before reading the PNW CODE, President Angie said she would like to excuse a couple of our Board members, our Parliamentarian Luke May (Outdoor 4X4’s) is recovering

from back surgery and our Region 1 Director Dave Taylor (Outdoor 4X4’s) had a family emergency.

President Angie appointed IAD #1 Don Jensen (PNW Individual Members Club & Sand Fleas) to act as Parliamentarian.

GUESTS: No guests but we had a few first time attendees.

HOSTING STATEMENT was given by our hosts, The Under The Hill Gang (UTHG). They introduced themselves and thanked the delegates for supporting them. Since this is

also a race hosted by the UTHG they said if we would like to participate in the raffle drawing they were holding we could, so we did. They also said they were providing lunch for

everyone in attendance but they would accept donations. A question was asked just who and what the UTHG is – answer it started over 35 years ago, made up of young people ages

16 – 20 (basically the future of our organization). President Angie said she helped to start it; and she asked if any of the delegates had been a member of this group, and yes some

were. This group became active again in the last 5 years. Thank you UTHG for being our hosts today.

President Angie read a tribute written by Region 7 Director Jeff Williams (Spokane 4-Wheelers) about our Washington State Executive Director Arlene Brooks who passed away

suddenly last month. Well said Jeff, we will all miss her as she was kind of the glue that held us together, we could always get wonderful advice from her, she always seemed to

know the right thing to say and do, and her contacts with government, forest service, NOVA a committee which she sat on for several years, DNR and BLM were many. She held

several positions on the PNW Board over the years. We have some really big shoes to fill. President Angie needs to appoint someone to take this on, so if you are interested please

contact her as soon as possible. Election of a new person will take place in February at Winter Convention during the Washington Caucus.

PRESIDENT STATEMENT: President Angie welcomed everyone for coming, she said it’s been a challenging year; we’ve had some illnesses and things have happened but though

it all the PNW has survived. She said she appreciated the Board and asked that you all remember that we are all volunteers. President Angie said she is getting ready to send out

the 2019 Sponsorship letters so if you know of a business or person who might like to be a PNW Sponsor she will be happy to contact them.

WAYS & MEANS Kathy (Frogg) McMains (The Hurtin’ Units) talked about the products she has for sale. She said she has done this job for several years, but this will be her last

year. She said it’s been very hard to get to events as she lives in Eastern Washington. She goes to 3 events; Fall Delegates, Winter Convention and Trail Jamboree. She said the job

comes with a trailer full of product and the trailer too. She also said it comes with her blessings and of course help to get you going. Although this position is appointed come talk

to her about it. Frogg is head cook in the Moses Lake School district and she got some of her cooks to come to Trail Jamboree this past year to cook and serve the food. They did a

really great job and saved us a lot of money. The food was cooked on site. Frogg said thanks for sticking with her, remember Christmas is coming and you might find that perfect

gift for your sweetheart.

NOMINATIONS reopened for the 2019 Competition Chairman; Steve Zentner (Push & Pulls and RPM Racing) had been nominated at Winter Convention 2018. No more

names were submitted. Art Waugh made a motion seconded by Rick Smith (Flat Broke & 4-Wheelin’) that we cast a white ballot for Steve Zentner as our 2019 Competition

Chairman; motion carried.

NOMINATIONS opened for the 2019 PNW officers, they will be reopened at Winter Convention 2019 and voted on then. PNW President Angie Marek – Angie respectfully

declines as she will be snow birding. Kyle Wiebold (Our Gang Off Road, Push & Pulls, Sand Fleas, RPM Racing & Vancouver 4-Wheelers) – Kyle accepts the nomination;

Brandon Marek – Brandon respectfully declines this year; nominations closed. Secretary - Heather Smetzler (RPM Racing) – Heather accepts the nomination; Sande Nettnin

(Desert Rats) – Sande will consider running again; nominations closed. Treasurer Dave McMains (The Hurtin’ Units) nominations closed, you have until December to submit

an application for Treasurer. Inter Association Director (IAD) #1 Don Jensen (Sand Fleas and PNW Individual Members Club) Don accepts the nomination. Inter Association

Director (IAD) #2 Carol Jensen – Carol accepts the nomination. Nominations for all these officers will reopen at Winter Convention with the exception of Treasurer.

STATE CAUCUSES

Idaho - as you know Lolli Anderson (Rocky Mountain Rebels) has had some major health issues. She was also our Region 8 Director and at this time her club dues have not been paid.

Both positions are open at this time. However, her club as been trying to keep things going in Idaho.

Oregon – David Mauer (Four Runners of Klamath Falls) had a written report. David said a lot of meetings are being held throughout Oregon and Washington by the National Off

Highway Vehicle Conservation Council (NOVHCC) along with Bureau of Land Management (BLM) to try and find out how they can provide better access to Off Highway Vehicle

(OHV) users in the two states. These meetings are open to the public and will not be run by BLM but they will be there to answer questions. David said progress on 3 trails OHV area

North of Klama South of Bend, Oregon had to be halted until next spring because of the extreme fire danger. David has been meeting with Sara Baughman (COHVOPS Agency)

throughout the past summer, and will continue talking with her. David hopes they can get Sara to attend the November meeting of Region 6 to share information with them . David said

he had received a great looking booklet today about trail building from President Angie. President Angie said she would be happy to give another copy of the book for Sara. This book is

from NOVHCC and was written by Dick Dufourd.

The Fremont-Winema National Forest plan is to decommission 5.3 miles of road on the Sevenmile Creek Road. The Four Runners Club is submitting a letter asking about adoption of

the road/trail. One good thing coming from this was that David got to meet the head ranger. David said the Ochoco lawsuit involving the PNW, Blue Ribbon and Region 6 is on going.

As of August 27 the judge denied it so now comes the objection period which is 14 days long. President Angie said there is an excellent article in your July Tri-Power on the Oregon

Dunes. Art Waugh said he would be attending the NOVHCC and BLM meeting on Monday. Region 4 Director Earl Nettnin (Desert Rats) asked if David had any concerns on the Blue

Mountain Forest Plan Revision answer no.

Washington – We do not have an official report. Washington land matters will be covered in Region reports. President Angie said she would like to appoint someone to fill the WA EXE

position from now until Winter Convention. She will be picking up things that Arlene Brooks had and trying to sort things out. Since we aren’t sure if we will be able to access things in

her computer if you sent her a Kathy Sterner nomination, please resend it to President Angie and Secretary Sande Nettnin. Region Directors please announce this at your region meetings,

we don’t have the password for Arlene’s computer yet. Region 4 Director Earl Nettnin said that the trail counters had been picked up for Moon Rocks and Funny Rocks from the period

of June 29, 2017 until January 31, 2018. The reason they were in the ground so long was the forest service closed the trails to Jeeps and there wasn’t enough snow to take a snowmobile

in to get them. On the 4 ways in there was 4076 hits. Hopefully the forest will be able to use these figures to get some facilities up there. The ground is white but not from snow. They

have a new Pacific Northwest Forester, his name is Glenn Casamassa his background is ecology. He will oversee Region 6 of the Forest Service. Nominations are open for your favorite

trail. Grants are due by November 1st. President Angie said all our positions should have a succession plan. We will be doing a presentation at Winter Convention. The passing of Arlene

was a real wake up call for us. The family is having a celebration of life/open house for Arlene on Saturday October 6 from 12 – 2 PM at Lakeland Community Center, 5801 Lakeland

Hills Way SE in Auburn, WA. It will be a pot luck and you all are invited to come and share stories and remembrances of Arlene. Also the memorial for Betty Simonson will be Sunday

October 7 in Orting from 12 – 5 PM. Information on these will be in Tri-Power.

A question was asked if we were supposed to nominate state directors today – answer yes so nominations were opened for Oregon State Director – David Mauer was nominated and he

accepts the nomination. No other names were submitted, nominations closed and will reopen in February. Nominations opened for Idaho State Director – no names were submitted,

nominations closed and will reopen in February. Nominations opened for Washington State Director, Earl Nettnin was nominated, he did not accept but said he would help. Nominations

closed and will reopen in February.

TREASURER Dave McMains had a written report. Dave said he did not have a breakdown on the Trail Jamboree expenses as bills are still coming in. The Scholarships for 2018 have

not all been paid out yet.

More discussion followed on the Treasurer’s report and Rick Smith made a motion seconded by Art Waugh that we approve the Treasurers report as printed; motion carried. A motion

was made by Art Waugh seconded by Tom Fisher that we pay our dues to Blue Ribbon, SEMA, Tread Lightly and retain our membership in NAMRC and WOHVA; motion carried.

A question was asked about the funds in the Scholarship account. Discussion followed and we currently give 4 - $1000 scholarships 2 girls and 2 boys. Discussion followed and a motion

was made by Kyle Wiebold seconded by Tom Fisher that for 2019 we give 4 - $2500 scholarships and revisit it the next year; motion carried.

the gavel drops at Winter Convention. Sande said she has had this job for several years and maybe it’s time to give it up. Thank you for nominating me again, I will give it some serious

thought and make a decision before February. However, it would be nice to have a real election not just OK no one else wanted the job so you get it. I really miss Arlene and will be

sharing my thoughts about her at her memorial.

President Angie said she wanted to go back to the Scholarship discussion. She read from the SOP’s about the number of scholarships we give out and we are in compliance and will

revisit it again next year.

COMPETITION CHAIRMAN Steve Zentner had a written report. Steve thanked everyone who supported the fund raiser at Summer Convention where they raised $15,000 to help

the Schwatz family with medical bills. The September 29 & 30 playday has been changed from Clatsop County Fair Grounds to the Ethel

Events center. Steve said he had received some rule changes and according to the Parliamentarian they are fine and will be submitted for voting at Winter Convention.

INTER-ASSOCIATION DIRECTORS (IAD) #1 & #2 Don and Carol Jensen had a written report. Blue Ribbon is re-organizing and they are watching that and will attend the meeting

the end of October. The The meeting of the North American Motorized Recreation Council (NAMRC) will also be that weekend and they will attend that too. Carol said elections are

coming up where things get passed in government so we need to be watchful of who we elect and try to get people in office who are our friends. Carol said they had written letters on the

RPM Act to both our Senators and Representatives about this legislation. Carol said they got a letter back from Maria Cantwell thanking them for their letter and one back from Patty

Murray who said she was deeply concerned about the wilderness in the state of Washington. Carol didn’t write about wilderness she wrote about the RPM Act. Representative Butler

wrote back that she was concerned about this and would keep it in mind when she votes – at least she read the letter.

Don added that there are some major changes going on with NAMRC and Blue Ribbon. He feels it’s very important that they attend the meeting as they want to keep NAMRC the way

it is, as it’s an information disseminating group where they share and find out what other groups are doing. We will hear more about this after the October meeting. Don said one of his

favorite sayings is you can’t get people involved until they find their favorite trail closed with gate. This as happened to the Rock Hounds who have come to us and said HELP we have been

locked out. So we are slowly growing in numbers. Sande Nettnin said they had written letters to Patty Murray and Maria Cantwell too; and they always write back and tell us what their

record in congress is and to please visit their web site. It’s never about what we wrote to them for.

President Angie went back to COMP, she wanted to recognize the Competition Committee for the great job they did with Summer Convention and all the clubs and individual members

who stepped up to help them. President Angie said how many times have we heard what has the PNW done for me? It’s not a piece of paper that says you are a member, it’s not the

newsletter, it’s a family that we belong to and we take care of each other. We raise money to help our members in need. The money raised to help the Schwartz family had a goal of $5000

and we raised $15,000. When there is a need, we are there for each other. Again thank you all.

REGION REPORTS

Region 1 Director Dave Taylor was not present and did not have a written report.

Region 3 Director Kristin Smith (Flat Broke & 4-Wheelin’ & Sand Fleas) said she had been on leave due to medical problems. She said they were using the minutes from their August

Region 3 meeting as their report. Kristin said their meeting place has moved from 4 Wheel Parts in Portland to Papa Pete’s in Ridgefield on September 18, 2018.

Region 2 Director Brandon Marek (Outcast 4X4) had a written report. He said the Evans Creek wash out is still a concern. The road is passable now. A bridge problem has closed the

road near Buckley.

Region 4 Director Earl Nettnin had a written report. Earl said on the collaborative meetings they passed around a sheet on protocol that says “silence is agreement” and this is what

they want as ground rules for all meetings. We highly oppose this, and will bring it up at their next meeting. There are 8 collaboratives in Washington and they have said recreation is a

relatively new issue to bring to the fold.

Region 6 Director Jason Real (Four Runners of Klamath Falls) had a written report. Jason said he is trying to reach out to clubs that are not in the PNW. Jason also said some clubs are

experiencing issues with members not getting Tri-Power, members not getting cards, and clubs not listed on the Web page. He asked if it would help to track membership if we could put a

number on their cards. Discussion followed and all Region directors are asked to review their membership lists to make sure it’s correct, also the contact information needs to be updated.

Jason said events in Region 6 have been a little lacking due to fires so most of their things have been in the desert. They were really busy with Creek & Trail. They decided to limit Creek &

Trail to PNW members only. David Mauer thanked Kyle Wiebold for getting more Tri-Powers out to him so he had some to hand out.

Region 7 Director Jeff Williams had a written report. He said there is a new ORV park in North Idaho. Jeff said he’s working on getting the Rock Star Wheelers to join the PNW and it

looks like it will happen.

Results of the By-Law voting. The Parliamentarian tells us that they all passed. Article II Section 6 Membership had 32 yes and 1 no. All the rest had 33 yes and 0 no votes. A motion was

made by Kyle Wiebold seconded by Art Waugh to destroy the ballots; motion carried.

COMMITTEE REPORTS

MEMBERSHIP – Chairman Kristin Smith had written report. Kristin is still cleaning up membership. She said she still has not received payment from 2 Region 4 clubs, they say that

they have paid. Kristin and Earl will follow up on them again. We need to order more PNW stickers. Discussion followed and a motion was made by PR Chairman Diana Stafford

(Overbored Racing & Cascade 4X4’s) seconded by Tom Fisher that we include 2 PNW stickers with the 2019 membership cards; motion carried.

SAFETY EDUCATION - Rob Stafford (Overbored Racing & Cascade 4X4’s) did not have a written report. Rob said not a lot has been going on. He did a safety class at Trail Jamboree

and it was well received. He said he had taken the PNW scales and gave all Jeepers a chance to weigh their Jeep. The scale weighs each wheel at a time and gives you a read out. This

seemed to be a big hit. P

R CHAIRMAN - Diana Stafford did not have a written report. She said she has written several articles for Tri-Power, one of them is called Did You Know. She would like to know what

the association would like to see PR accomplish or do for the association. She plans to get together with all Region PR people.

CLUB POWER/WE DID IT - Chairman Angela Holm (Happy Campers) did not have a written report. She just received the information from the former Club Power/We Did It person.

If you sent something, and don’t know if it was received, please resend and Angela will sort it out. Please be sure to put the hours worked as well as miles driven. Forms are on the Web Site

under members only.

WEB MASTER - Rich Holm (Happy Campers) had a written report. Rich said he as well as Kristin Smith are helpful if you don’t know how to sign in. President Angie thanked them for

all their help. Please be sure to update your contact person.

INSURANCE - CAROL JENSEN did not have a written report. She will have forms at Winter Convention, so let her know if your club is having an activity and need insurance so you can

be on the policy. As soon as she has all the events she will negotiate with the insurance company. If you need to cancel your event, please let her know before the event preferably at least 5

days before if you can.

VIDEO - DON JENSEN did not have a written report. A question was asked if there is a charge for the videos – answer no just the postage to send it back. The list of videos is on line as

well as in Tri-Power.

TRI-POWER - Kyle Wiebold had a written report. Kyle is stepping down as editor so he said we are looking for a replacement. Discussion followed, we are still having problems with

delivery of it. Kyle would like to see it on line only. More discussion and our By-Laws say we need a newsletter and it does not say how it is to be sent out. Maybe we need to add a line on

the membership application if you want the newsletter electronically sent check this box. One thing with mailing the Tri-Power, it is a 3rd class mailing and the post office doesn’t have to

deliver it if they have a lot of 1st class of mail to deliver.

Discussion followed and we think we can save a lot of money sending it electronically. Those who need it sent in the US Mail would still get it that way. If we send it by US Mail it will go first

class and the postal people have to deliver it. A motion was made by Gary Harting (Desert Rats) seconded by Cassie Cartwright (Spanaway Moonshiners) that we keep things the way they

are through December and in January go to electronic format allowing people to opt in to receive a hard copy; discussion followed and the motion carried. President Angie will work with

Kyle to get this information out to our membership. We will also have a first class mailing sent to all the members letting them know what’s happening.

TRAIL JAMBOREE – Co-Chairmen Adrian and Melissa Valliere handed out a written report. Adrian said the Jim Sprick Park has been reserved from July 7 – 14, 2019. The date of the

event is July 10 – 14, 2019. Adrian said we are still waiting for some bills to come in, so we don’t have a final count yet. Adrian said this was their last year of chairing the event; he said they

have enjoyed it for the past 3 years. President Angie said Teresa Kosel (Spanaway Moonshiners) will be our new Trail Jamboree Chairman. The 2018 Dash Plaques have all been mailed

out. We had a lot of people attend for the first time. The meals were very good this year. We saved about $10,000 because Frogg McMains got some of her girls who work in food service

to come and help cook and serve the meals on site. They did a great job. We have 2 years left on the permit with the Forest Service. President Angie thanked Adrian and Melissa for their

three years of service. They have said they will still help out. OLD BUSINESS

Winter Convention 2019 information was handed out. It is being hosted by the PNW Board and will be held in Ocean Shores, WA at the Quinault Beach Resort and Casino February

8th – 10th, 2019. Advance orders for meals, shirts etc must be postmarked by January 26th, 2019 and mailed to Grace May 22635 NE Woodinville Duvall Road, Woodinville, WA 98077.

Reservations 1-888-461-2214 (be sure to say you are with the PNW to get the special rates). Registration forms can also be found on line and in Tri-Power. You’ve heard of “Family

Feud” well we are going to have “Club Feud” for our entertainment Saturday night. More information will be coming on this. It should be a lot of fun. Bids will be accepted for Winter

Convention 2020 as this is our 60th Anniversary. We have posted in Tri-Power for several weeks that bids would be accepted and awarded at Fall Delegates giving the hosting group extra

time. So far no bids have been turned in so the first bid we receive will get it, if no bids come in the Board will have to take it on again.

OFF ROAD EXPO September 22nd , 2018 - President Angie reminded the Off Road Expo Chairmen that we had voted to offer a 1 year free membership in the PNW to allow them to

receive an electronic copy of Tri-Power. President Angie said that 99% of the people who attended last year were not PNW Members; if you haven’t attended you are missing a great event.

NEW BUSINESS

We need to elect a Washington State Executive Director. President Angie said that during the break people had said to her that we had some really big shoes to fill and they just couldn’t do

it; her answer to that is, you make it your shoes, it’s whatever you make of the job, you don’t have to do things the way they were, you make it you own as with any job you take on. If anyone

is interested in this position get a hold of her and a temporary appointment will be made to fill the position until February 2019.

Bids are needed for Summer Convention 2019. It will most likely be the third week in August. Submit your bid to Steve Zentner ASAP. If no bids are received the COMP Committee will

host it.

Bids are needed for Fall Delegates September 14, 2019. An individual, club or region can do this. The first bid received will get it.

Gary Harting (Desert Rats) asked about the succession plan for PNW officers that President Angie had spoken about. She responded that she had spoken with Nicole Phillips (El Dorado

Dust Devils) about this; her profession is promotions etc. so she is helping put together a power point presentation that will be given to the Board at the December Board meeting and the

delegates in February. This is something we really need as we’ve been around for 59 years, and it’s shame we didn’t have something already in place.

Reminders if you are hosting an event, please get it on the calendar and use the forum on

Dave McMains said he had received a request for support letters from Grant County for

their E & E (Education and Enforcement programs) as they are up for funding this year.

He also said he thought the Okanogan/Wenatchee National Forest is going to be in the same

boat so write your letters of support to the agencies that provide the places for us to recreate

in, it’s very important that they receive those letters of support.

Has your region or club thought about hosting

Winter Convention 2020? Because this is our 60th, we want to give the hosting

club/region more time to plan. Bids will be accepted un-til Fall Delegates Meeting 2018. At that time delegates will have an opportunity to hear details and a vote will

be taken. Here are a few things that are required to bid:

1) Signed tentative contract with the hotel - to include the ap-proximate registration/food cost and confirmed hotel prices.

They should have a liaison with the Board to answer any ques-tions they might have. 2) Hotel must be handicap accessible.

Distribute meeting information to Tri-Power for printing on the approved form provided by Tri-Power, and/or by direct mail to

each club at least ninety days prior to the meeting date. Meeting detail packet to be distributed to delegates at the

delegates meeting just prior.

2. Ballots are to be mailed to the PNW Competition Chairman or in his/her hands no later than January 31st. To make votes count and remain anonymous, copy or cut ballots out of Tri-Power. Mark the ballots, SEAL the ballots in an unmarked

envelope, place the unmarked envelope in another envelope; address it to the PNW Competition Chairman. Write Comp Tech number on the back of the outside envelope.

All competition vehicles must have a metal roof bolted or welded to the top of the existing cage, not to interfere with driver’s line of sight as applicable when competing.

All competition vehicles are required to have on both front and rear drivelines a minimum of ¼ inch thick by 1 inch wide with a minimum of 2-inch clearance around driveline, securely fastened. Driveline loop is to be center to 2/3 to front of vehicle.

I want to remove this rule and place it into suggestions from the competition committee.

1. AGE: 16 through 20 years ...Obstacle and Barrels. 2. CLASSES:

Short - Through 85” wheelbase three (3) places each class. Medium - 86” through 101” wheelbase three (3) places each class.

Long - 102” and over wheelbase three (3) places each class. 3. Boys and girls shall compete in separate classes.

4. Competitor must designate at time of registration whether they are competing as Adults or Under the Hill Gang. They cannot do both.

5. Competitor must have, and present, Under the Hill Gang membership card at time of registration in order to compete in this class.
