  • Why does Aerial Cable come to existence ? Several major factors are arising the aerial cable in the telecommunications sector today in Cambodia as below : a). Inadequate OSP infrastructure in place when new carriers are coming. b). A shift in business and commercial telephones to VOIP (Voice Over Internet Protocol) services, that is telephone via the Internet; c). Intense competition between ISPs d).   • Underground Cable Means (Choice 1) The act of burying in underground tube or direct burry are either expensive even if the operators are responsible by their own or rental from CFOCN/TC/Camintel Meet difficulties if we request permission to do cabling work and it is affect to mind set of people, environmental impact (Traffic, Beauty and Safety) during operation. Bury in Underground Tube System and relocate those cables which are crossing along the streets (Choice 2) Spend less if we relocate the cable laying across Blvds and Main Roads to underground system and modify the Cable Aerials System which are laying along the streets.   • Basic Recommendations Minimize or stop laying new aerial cables, especially crossing over the roads and Blvds in Cities, Provinces and Phnom Penh. Should offers two solutions for the network of underground telecom- munication cables infrastructure which is crossing road: in urban areas operators are required to share (conduits, manhole or handhole & cables riser pipe), while other areas operators can work together on the basis of economic relations. All operators should coordinate with EDC and other relevant units to create the plan of arrangement and to compact the bundles aerial cable along the road in metropolitan area. Appoint a single operator/company to coordinate, implement and build the conduit system crossing the street. Specifically in urban areas which are required to be shared.   • Basic Recommendations Management of aerial cable is done by sorting bundle of compact, indicating type sign (cable tag) and maintaining the minimum span. Select proper cable types and accessories suitable with installation method and environment conditions. Promote efficiency in the preventive maintenance ones own OSP network. Modify each span cable along the street by deploying the totally insulated support for all aerial cables together. Suitable poles will be used depending on the particular size and weight of cable.   • Basic Recommendations Telco operators, ISPs and cable TV companies should adopt standards, new technologies, modern techniques for OSP network to intensify coordination and cooperation to ensure successful implementation to preserve the urban landscape for cleaner, safer and fresher atmosphere aimed at gradually moving to "Civilizations Modernization. Encourage Telco operators /ISPs to share the existing underground facilities infrastructure if not, there wont be enough space available for new construction. When constructing the network of underground telecommunication cables which are crossing main streets, we shall offer solutions to promote joint construction of the conduit system (infrastructure).
