The Editor’s Letter Several ‘thank yous’ this month. First, to all you readers who kindly responded to our request for donations – our bank balance is now much healthier and it’s nice to know the job the FTN does is valued. And, secondly, to two new members who have volunteered to join the team: Maureen Ward, co-editor, who will provide cover whilst I am off galavanting, and Lynne Hughes, the Fosse Trinity Advisory Committee representative. Welcome to you both. The Autumn round of local activities is well underway. Alhampton news

We have a final total for the fete - £1434. From that amount it has been agreed that £1000 be paid to the Parish Council to provide funds for the ongoing expenses of the defibrillator for the next four years. A sum of £50 will be given to the FTN as a token of our appreciation for all the publicity and support they give us. Once a small amount has been spent on some plants to go round the phone box, the balance will go the Air Ambulance. Thank you again to all those people who supported the fete this year and a special word of thanks to Stephen for running the train and to Rose for organising the dog show. They are both great draws and both very hard work! It seems to be all change at the pub again. Although Kevin and Maya are leaving the pub itself we were glad to hear that they will be staying in the village for the meantime at least. Thank you to them for all their hard work and good wishes to them for the future and to those who are taking over as well. Hopefully they will continue to make the Alhampton Inn the thriving place that it has become in the last year. Alhamptonians will meet as usual on the first Thursdays – 5th October and 2nd

Alhampton Defibrillator

By the time you read this, the defibrillator in the Alhampton phone box will have been installed and operative. The phone box and surrounds have been transformed, thanks to the generosity of the sponsors, whose logos are below, and our own brilliant team of volunteers who have worked really hard to restore the box to its former glory. We have a little more work to do on the planting. Hopefully,

we can have some before and after photos in a later edition!

There will be a Community Defibrillator Seminar in the Jubilee Hall at 7pm on Tuesday 7th November. As well as specifically demonstrating the use of a defibrillator, this will also cover dealing with the found casualty, breathing/non-breathing, recovery position and CPR. The session will last 2 hours.

This session is open for all in Fosse Trinity and is not just for Alhamptonians! Ditcheat has a public defibrillator which is on the wall outside the entrance to the Barber factory and Castle Cary Rugby Club also has one outside its premises, so there are probably many in our community who would find a refresher course very useful.

The setting up of the Volunteer Emergency Telephone System is the next project and an update will follow……

Ditcheat School

The term has begun well and we have enjoyed welcoming our new Reception children. Fourteen children joined Cherry Class and are attending mornings only until the end of September.

We are also pleased to welcome two new members of staff, Miss Boyce in Cherry Class and Miss Alvis in Maple class. They bring a wealth of skills and experience and seem

to have enjoyed their first few weeks, getting to know children and establishing good routines for their classes. One of the nicest surprises for the children was coming back to find that we now have an 'Open Classroom' built in the corner of our playground. This provides a covered area suitable for different activities away from the hustle and bustle of a busy playtime. It also provides another work area for classes to use throughout the day, with plenty of seating and tables to work at. One World Fair

This is the fourth year for the Wells One World Fair. Over 30 charities will be gathering at the Town Hall to present to visitors (400 came last year) a celebration of solidarity, their own entente cordiale. So there will be plenty of opportunities to buy, to learn, to join. And of course to have a good time!

This year our guest of honour is Jo Frith MBE, 2016 paralympic medal winner in archery. The musical interludes have become a popular feature of the One World Fair. There will be ukuleles, a dulcima and a choir. Lunches will be served at the OWF Café upstairs, while at the bar nearby tea, coffee and homemade cakes will be served throughout the day. Entry to the One World Fair will be by voluntary donation, but MSOG’s primary intention is to attract as many people as possible to come along to visit their favourite charities, and to get to know some new ones.

Ditcheat Weather - July & August 2017 One of the reasons I started writing these reports was because I have always felt that, as time goes by, we end up with memories of what the weather was like that do not actually reflect what happened. This summer would seem to drop into that category quite nicely. I tend to measure how good the weather is by a number of fairly basic indicators. Is it too cold to wear shorts?, does the lawn need mowing a lot?, how often do we need to water the garden and so on… My recollection of July and August is that they combined to make a “not very good summer”. Now, we all know that modern summers are not like those of our childhood memories, but this year (for me) summer never seemed to get started. This July was exceptionally wet (129mm - more than 5’’ old money), oddly this August was the driest (57.1mm) of the 4 years that I have data for. Even so, with 19 days of rain and for the period of the 7th - 23rd there was only one dry day, the overall feel was that it was wet and dismal. Paradoxically August was only the second month this year where my Solar PV output was 100% or better of the predicted total, April being the other month. How that all works out is anyone’s guess! As I write this report Hurricane Irma is about to hit Florida. Family members have a house that is in direct line of the eye of the storm. There are predictions of a 15’ water surge. This will be sufficient to inundate their property. We are glued to CNN News… Closer to home our first storm (Aileen) is due to hit our shores in the next few days, this is VERY early compared to Angus from last year which did not arrive until the 20th November. With trees still in leaf there is every possibility of major damage and disruption. Because there are 2 months worth of data to report I have laid the tables out slightly differently in this issue.

The Wildlife Group Update Share a close encounter with wildlife:

I think the closest encounter will be in the Owl Prowl’s visit notes!! See below. In early September I have had reports of Swallows flocking up; Alan Cary saw 54 Swallows in his yard. What we have done in August and September: (A fuller visit report is available, see contact information). Owl Prowl. We went to Shapwick Moor Nature Reserve TA7 9NW, which is run by the Hawk and Owl Trust, where we introduced ourselves to Chris Sperring MBE who was leading the walk. It is a delightful reserve, very pleasantly sited with the scenic backing of hills and woods. In between are meadows that are in transition from arable crops, to grassland. This is being managed to encourage permanent wet pasture with wildflowers and therefore more insects. This is done by depleting nutrients in the field, by not fertilising and removing grass crops (hence the black bales), giving the wildflowers a chance to compete with grass. Some areas are being left as rough grass margins, to encourage small mammals which are the food of owls and other birds of prey. The site has various nesting boxes and nesting poles suitable for owls and hawks, which are worth noting as this is something you could do at home if you have a suitable site. The Kestrel poles were well used, as were the Barn Owl boxes. As we walked along the drove it was noticeable that there was little in the way of bird evensong apart from some Starlings on the wires, tits were flocking up and the grasshoppers chirruping, all very reminiscent of late Summer. It didn’t take long for Chris to spot our first Barn Owl of the evening, quartering the fields. She wasn’t the only bird of prey gathering a late meal, as we spotted a Hobby and Marsh Harrier too. Having a late munch of the grass was a Brown Hare. We saw several sightings of the Barn Owl and one with her catching, then carrying her prey; this was too much for a nearby Buzzard who tried to relieve her of her hard-won meal. In fact, it was a meal she was taking back to her young. On another occasion, she was mobbed by a Crow; it’s a hard life out on those moors! As the light went, it was time we did too, so we walked back. Close to the Badger Sett hide, I was walking with Jan, when suddenly there was a blur whizzing directly in front of me and a sort of grunting pig sound, the hedge quivering as an animal pushed through the branches. I turned to Jan to compare notes and he said that a Badger had just run over his foot!! Now that’s a close encounter.

Starting the school butterfly area. Tips. Think fattening them up! High fat bird foods, feed hedgehogs, leave seed heads on your plants (good ones for Autumn fattening are Honesty, Allium, Crocosmea) and don’t cut off flowering ivy as it is a late pollen source for insects.

Gardening The nights are drawing in and October will see the clocks going back and the first frosts in colder parts of the country. Never let it be said that autumn is a time of rest for the gardener. Although time might feel curtailed by the shorter sunlight, the days are often the best of the year and there is plenty to do. Collecting leaves, splitting plants, buying new plants and planting and preparing for the spring are just a few of the jobs for the autumn. My bulb order arrived last week and there are all sorts of goodies promising plenty of colour and interest for next year with all sorts of varieties offering to keep the display working from late winter into spring and summer. The earlier you plant bulbs the better as the soil is still warm. The only exception to the rule is tulips which can be planted as late as November. Bulbs should be planted at two and a half times their own depth and if you are planting in drifts, work on the idea that if you threw them in the air, you would plant where they land. Far more naturalistic than neat rows. Bulbs do not have to be restricted to the borders. They look wonderful in pots which can, of course, be moved around the garden and varieties changed each year. As the temperatures plummet some plants will need to be protected or bought inside. Evergreen plants, such as pelargoniums will carry on growing so they will need to go somewhere bright and frost free, such as a greenhouse. Larger, tender plants need to be frost-proofed. Insert canes around the plant. These can support fleece and straw which in turn can be packed around the base of the plant. Rake lawns regularly to prevent browning off the grass. Keep paths and patios free of leaves as they can become dangerously slippery. Make your own leaf mould with the leaves. Bag up into a polythene sack, make a few holes in it for air and then wait for around a year to eighteen months for it to break down. It makes a wonderful mulch for borders. Once all the tomatoes, peppers, cucumbers etc have finished producing fruits it is time to clean the greenhouse to be ready for overwintering tender plants and sowing seeds in the spring. Empty the greenhouse of all foliage and benches. Clear out any rubbish and plant debris. Give everything a really good scrub, getting into all those nooks and crannys. I find a toothbrush and an old credit card really useful. This clean will allow more light in and will flush out pests and diseases. Once clean, you can insulate with bubble wrap. Before overwintering any plants, check them out for disease and space as far apart as possible to give maximum air flow and minimum opportunity for spread of any disease.

Sweet peas can be sown into pots to over winter. Protect clay pots on the patio by raising them off the ground with little terracotta feet – available from garden centres.

Assess the vegetable plot. If you still have plenty of winter crops, keep it weeded. If the plot is empty, now is the time to improve the soil. If it is heavy clay, dig it and leave it untended. The frosts will break down the lumps and create a much finer surface to work on in the spring. Alternatively grow green manures which can be dug in during spring. This is the new cedar strip fencing installed in my garden this year by my son and I. We are well chuffed with our efforts and it looks amazing. The grapes are now turning deep purple.

NATURAL WORLD

This photo was supposed to represent the difference between this year’s honey harvest and last year’s, but I took it before I had fully appreciated how bad this year was for pollinating insects. I have harvested only about 10% of what I had last year. I knew that the weather wasn’t particularly good, but I didn’t realise how devastating the effect would be. Rather sheepishly I have asked around, and I am not alone. In fact several beekeepers I know aren’t taking any honey at all this year. OK, so I won’t be making much money from honey sales, but that’s not the real problem.

Each colony of honey bees needs around 45 lbs of food for their winter victuals. If they haven’t been able to collect that much, they can’t make it through the winter. Provided there is enough food in the bottom box of the hive, which we never take honey from, there will be sufficient food to see the bees through. If there isn’t that much, we top it up, to at least 45 lbs, with a sugar syrup, which is perfectly acceptable to the bees and is as good a food as honey, but this year it’s all different. Because of the bad weather in early August, I had to feed them, and I still am. In total I have given each colony over 60 lbs of syrup – just to ensure that they will live through the winter. ‘It’s not been that bad a summer, has it?’ I’ve lost track of how many times I have heard that this year, but it really hasn’t been great either. January and February were cool, March was mild, but wet, and just as the bees needed it, April was warm and dry. May was warm too, but with a lot of rain which washed the nectar out of blossoms. June, when there are few flowers about, was warm and dry, so no honey came in then. Then it all went downhill. July was cool and wet, followed by the coolest first three weeks of August in over 30 years. We had a blast of hot air in late August, but too late for the bees. My colonies will be alright, but for those beekeepers who consider that the bees can thrive on their own, and for all wild colonies, there is bad news coming down the road. Many will simply not survive the winter. On a totally different note, the Department for Environment, Food and Rural Affairs (DEFRA) determined that as from 1st March 2015 the cutting of hedgerows between 1st March and 31st August inclusive, is not permitted unless they are impeding the highway or public footpaths. This doesn’t apply to private hedges, but is aimed primarily at farm boundaries. There are a couple of other exemptions during August, but otherwise it’s totally illegal. This was brought

about to protect nesting birds, and previously the onus had been on the hedge owner to ensure that no birds were nesting in a hedge before cutting it. That is no longer the case.

I have been completely amazed at the sheer amount of hedge cutting that has gone on throughout this summer in Somerset. A small amount fell within the provisions of keeping roads and footpaths clear, but the vast majority was done, with total disregard for the law. It’s not just one or two cases; it’s everywhere. You don’t have to go far to see many hedges that have been trimmed during the ‘off season’. The simple fact is that there is nobody policing this law. Natural England is the body responsible, but with their budget cut to ribbons, they simply don’t have the resources. However, if reported to them – they have to act. There was an article in Farmers’ Weekly in September 2015 complaining that this law affects the welfare of hedge cutting contractors, with one stating that in August he was kicking his heels, and from September 1st everybody wanted him at the same time. Not so here in Somerset this year. Many, many hedges were cut and trimmed during July and August, but since September 1st when the law permits it, virtually no hedges have been touched. I shall be watching with interest next Spring.

DITCHEAT BOOK GROUP Sadie Jones’ The Uninvited Guests

Review by Clare West The story takes place in April 1912, at a beautiful but decaying country house, owned by the charming, rather dysfunctional Torrington family. Their great concern is that lack of funds may soon force them to sell their beloved home. But for the moment they have suspended their anxiety in order to concentrate on celebrating Emerald Torrington’s 20th birthday. Meticulous preparations have been made – the house is sparkling, the candles are lit, the wine is decanted, the cake has been elaborately iced – and the invited guests (a handful of close friends and neighbours) have arrived. But before the celebrations can begin, a group of bedraggled strangers appear at the front door, desperate for assistance. It seems they are the victims of a local railway accident, and they require temporary shelter. From this point on, strange things start to happen. There is an unsettling air of mystery about the travellers, and one of them becomes quite obnoxious. The Torringtons can’t decide whether to treat them as casualties, guests or intruders. By nightfall, a storm has started raging, and things in the house become chaotic. The travellers make complaints and are demanding. The family would much rather forget about them and focus on their own interlocking relationships, but eventually they are compelled to be hospitable and in the process they make some shocking and unwelcome discoveries. This is a cross between a country-house comedy and a locked-room mystery, a ghost story and a horror movie. Sadie Jones writes convincingly and beautifully, evoking period detail, and weaving in layers of the supernatural. She uses a light, comic tone, and is especially good on the conventions of middle-class English politeness. It is fascinating to observe how the unexpected incursion affects the family, their friends and the house itself. The carefully-prepared birthday dinner is wrecked, long evening gowns become besmirched with mud, furniture is used as firewood, unsavoury parlour games are played, and degradation and filth reign where once there was cleanliness and morality. However, there is a satisfying resolution in which the Torringtons finally regain their equilibrium; they are quite a lot wiser, but also considerably humbler. Is this a diatribe against comfortable Edwardian respectability, or a touching parable about the benefits of offering hospitality? Perhaps the message is simply that barriers in relationships and society are not as intact as they once were. In a sense, we are all uninvited guests, and as such we need to be kind to each other.

Harvest Season

Two Harvest Festivals in September and two in October. Seedtime and harvest. There seem to have been a lot of funerals of one sort or another over the summer, as a number of local people have been gathered in the final harvest. Seedtime and harvest. Margaret and I have just been blessed with a second grand-daughter, Rebekkah Iona, born 29th August (8 lbs 1 oz) in Glasgow. So now each of our daughters has a daughter! Seedtime and harvest. Already the ‘Last Night of the Proms’ has taken place and it’s only weeks before the Remembrance Festival, also at the Royal Albert Hall. Those events seem to mark the rapid approach of autumn and then winter. I hope we are going to have an ‘Indian summer’ this year, as the weather already seems cold (mid-September). Activities begin again after (most) people have returned from their holidays and there are plenty in Church and community here in Fosse Trinity. I would draw your special attention to the Harvest Wheelbarrow service at Ditcheat Church displayed elsewhere in FTN. It was an idea of my training vicar and I first came across it 47 years ago – gosh have I been ordained that long! It worked so brilliantly that I have tried in a number of different parishes, urban and rural, with great success. Do come along. Some of you have been asking about Lily: she wasn’t that well back in the summer but with ‘metacam’, a canine miracle medicine if ever there was one, she has her bounce again. As we get older, I think we could all do with a few doses of ‘metacam’! I trust you all have a good harvest of whatever your life produces.

A TIME FOR REFLECTION

Three events in Pylle this summer brought home to us all the significance of our church in the village; the funeral of Peter Thorner, a much loved and respected member of the community, the memorial service for George Barker who, for many years, lived and brought up his family at the Manor, and the short but poignant service organised by the British Legion in July to commemorate the life of Wilfred Ernest White, killed in the Great War a hundred years ago. Those who attended all or some of these gatherings will have obviously been moved by the occasion in question. They may well have also been conscious that in attending they were following in the footsteps of countless others who, since Saxon times, have marked in a similar manner the passing of those fortunate enough to have lived in the village. Regular Sunday worship may have gone out of fashion these days and there are many who have problems with the Church of England as it exists today, but these are difficulties which pale into insignificance when seen in the context of the passage of time. The existence of the Church of St Thomas a Becket as a place of worship, contemplation and peace should also remind us of our place in the grand scheme of things and the fact that we are no more (or less) important and significant than the thousands who have passed this way before.

MURDER IN THE CATHEDRAL

Over twenty people took part in a dramatised reading of the first pages of T. S. Eliot's Murder in the Cathedral in Ditcheat Church on Saturday 2nd September. It is hoped that the reading will be followed up by An Evening with Eliot in the church sometime next year. This will include sections from Murder in the Cathedral together with extracts from works such as The Wasteland, Selected Poems, The Four Quartets and Old Possum's Book of Practical Cats. Choir and Brass Spectacular: St Mary’s Church, Bruton. Sat Oct 14th, 7.30pm

The choirs of St Mary’s Church, both Adult and Children’s Choir, will be joining forces with Bruton Choral Society and soloists David Bertie and Jeff Purtle (trumpets), and organists, Simon Clarkson and David Slater, for an exhilarating evening of music for choir and brass. Music will include movements from Handel’s Messiah, Monteverdi’s Beatus Vir, and a whole variety of lighter pieces as well. International trumpet soloist Jeff Purtle from America will be demonstrating his skills alongside David Bertie in a Concerto by Vivaldi and a Sonata by Franceshini for two trumpets. The Children’s Choir will contribute some items of their own and St Mary’s organist, David Slater, will also perform some solo music.

East Pennard and District Royal British Legion

The Legion has launched a new initiative - ‘Branch Community Support’, or BCS for short, which requires us to supply stats every 3 months - suppression of hysterical giggle - on how many: hospital visits we have made; phone calls as part of a telephone “buddy” initiative; home visits; appearances in public; and social events organised. We believe this is what we have been doing all along. Not

mentioning names, we have made trips to hospital, either with members or to visit members: we’ve been visiting a family in Ditcheat every week for about 2 years; we go to the Rendezvous every month so people can chat to us; we organise an annual dinner and a quiz night; and, since 2014, we’ve been organising centenary services for each of The Fallen from WW1 for our three parishes. We maybe fall down a little in keeping in touch by phone. If you are not aware we did all those things, then “are you paying attention?” or, of course, maybe you don’t read the FTNews… I’ve talked so much recently about recruiting and the Great Pilgrimage 90 that I’ve not kept up to date with research on members of our community killed in the First World War. Since it was last mentioned we have held 5 more services. Those who’ve done family research can appreciate the time which has gone into this. All part of BCS don’t you know……… I’ve had to abbreviate the obituaries we produced otherwise to include here - apologies if you feel we are not paying sufficient respect to each individual. The first in our catch-up list is Henry Rimes. We believe Henry was born in Wraxall in 1898. His Mum and Dad were Louise and Esau Rimes. Henry had 2 older brothers, Reginald and Ralph, a younger sister called Blanche, and a younger brother Bertram. Henry enlisted in Frome and eventually ended up in the 13th Battalion of the Yorkshire Regiment. Henry was Killed in Action on the 2nd May 1917, he was 19 years old. He is Remembered with Honour at the Fins New Cemetery, Sorel-Le-Grand, near The Somme. Our next service was held on the 23rd July 2017 at Pylle for Wilfred Henry Ernest White. Wilfred was born near Frome in 1891, the son of Emily and Joseph White. The family moved about, spending time in Langport and Bagborough, before Wilfred and his elder brother moved in to Bridge Farm at Pylle. It was here that Wilfred met Fanny Harrison who used to live in the Portman Arms. The couple married on the 29th March 1914. Wilfred enlisted in Shepton Mallet and joined the Grenadier Guards in late 1916. Wilfred died of wounds on the 23rd July 1917,

he was 37 years old. He is Remembered with Honour at the Bluet Farm Cemetery. We were fortunate to find relations of our next Fallen who were able to attend our service. This was for Reginald Herbert Billing who was born at Stone on the 9th April 1896. His Mum and Dad were Jane and Herbert Billing and Reginald was part of a very large family, 11 children in all. Reginald joined the 2nd Battalion of the Devonshire Regiment and by 1917 the Regiment was involved in the fighting at Ypres. Reginald was killed in Action on the 29th July 1917, he was 21 years old, and is Remembered with Honour at the Tyne Cot Cemetery. Another “White” next, this time we commemorated the life of Arthur Charles White, born in Alhampton, January 1897.His Mum and Dad were Elizabeth and Charles White. Arthur had an elder brother Walter and two younger brothers, Reginald and Charles. Unfortunately his Mum died in 1905 aged 33. Arthur’s Dad married again in 1910, this time to Minnie Ward who brought two children of her own into the family. Arthur joined the 8th Battalion of the Somerset Light Infantry; he was killed in action on the 31st July 1917, the first day of the Battle of Passchendaele. He was 20 years Old. Arthur is Remembered with Honour on the Ypres (Menin Gate) Memorial. Finally, on the 11th September 2017, we held a service to commemorate the life of John Durston, born in East Pennard on the 15th September 1889. His Mum and Dad were Isabella and John Durston. John’s Mum also died in her 30s, when John was only 3 years old, and John’s Dad also remarried, this time to Mary Brown. They had a child called Hugh, a step brother for John. John enlisted in the Army at Marlborough and eventually ended up in the Oxford and Bucks Light Infantry. John died of wounds on the 11th September 1917, just 4 days before his 28th birthday, and is Remembered with Honour at the Mendinghem Military Cemetery.

Our next Mothers’ Union meeting for this Deanery is on Wednesday 11 October at Croscombe Church at 10.30am. This will be a Communion service followed by coffee and, of course, all are very welcome to attend whether you are a MU member or not! Margaret has been looking into setting up a project which would benefit families in our area, and we look forward to hearing about this at this meeting. We had a very enjoyable Mary Sumner Day celebration in August hosted by St Thomas’ Church in Wells and led by Revd Jan Shellard-James, which was followed by a delicious cream tea at Jane and Anthony’s house. For your diaries: the meeting in December will be on Wednesday 13 December at 11am at St Peter and St Paul, Shepton Mallet. More details to follow. On Wednesday, August 16th St. Dunstan's and District members, with friends, spent a most enjoyable afternoon in the Old Vicarage garden, West Pennard, home of member Mrs. Anne Speirs, not only socially and food-wise but also financially, for the Summer of Hope Appeal. The Raffle, Bring and Buy and donations amounted to £260, a most worthwhile and appreciated contribution. A meeting was held on Thursday 14th September in Baltonsborough Church Room at 2.30pm. Revd. Juliette Hulme, Chaplain at Wells Cathedral School, showed slides of her work as Army Chaplain in Germany and Iraq. Juliette trained at Sandhurst and then went to an army base in Germany. When the Iraq conflict broke out, she was sent to work at the British Military Hospital in Basra in South Iraq near the Kuwait border. Her chapel was a tent, which she called 'Chapel of the Nativity'. When Christmas 2003 came, Juliette (known as Revd. Captain Hulme) produced a Nativity play with one of the doctors. Many slides were shown of this and fully explained. Dozens of soldiers were involved, all showing great enthusiasm, although they normally never went to church. The army hospital was huge, all tented, with three wards with a capacity of seventy two beds, expanding to one hundred and fifty if necessary.

Revd. Juliette left the Army after serving for three years. She found it an enormous privilege and challenge to serve our troops. Currently, Revd. Juliette is at Wells Cathedral School and is the first female chaplain at the school in its 1100 year history. Many questions were asked and Revd. Juliette was thanked for her most interesting, illustrated talk. The October meeting is on Thursday 12th October at Baltonsborough Church Room, with an Organ Recital in the Church at 2.30pm. Our branch is leading Cathedral Prayers on Thursday 19th October at 11.30am. New members and friends very welcome.

Ditcheat Big Screen - 19th October The “Big Screen” film chosen for October is ”The Sense of an Ending”. Finely crafted performances by Jim Broadbent, Charlotte Rampling and Harriet Walter bring class to this restrained adaptation of Julian Barnes’ novel.

There’s the cycle of life: Tony (Jim Broadbent) receives news of a death just as his daughter is about to give birth; then, in a deceptively amiable Werther’s Original narration at the film’s opening, Tony conjures up the image of life as a series of holding patterns and concentric circles that you navigate as you wait for the next stage to start.

This urge for closure – to loop back to a moment in the past – is a common theme in drama featuring older people. In the unexpected ingress to a lost moment of youth, and in the presence of Charlotte Rampling in a key role, the film explores regrets and buried secrets.

REPORT OF EAST PENNARD PARISH COUNCIL MEETING Held on Thursday, 27th July 2017 in the Village Hall

Present Adrian Pearse (Chairman), Kim Beer, Martin Dearden, Roger Cock, Paul Heal, Hilary Tripp (Minute Secretary) and one member of the public.

1. Apologies Audrey Dyson. 2. Minutes The minutes of the last meeting were signed by the

Chairman. 3. Matters Arising

Glastonbury Festival: Generally matters have improved a great deal this year; the traffic especially seemed to work very well. There was a huge difference in Cockmill Lane as the giving out of passes was very tightly controlled. The one way system was generally more efficient with radios being used effectively and parking in the village worked well. Roger Cock pointed out that lorries were coming into Worthy View on the Monday when they were not supposed to; this will be looked into. Also one of the stewards at Little Pennard was not doing his job properly – this was reported. Kim Beer raised the issue of cars arriving without passes. She has talked to Dick Hamilton about this; over 100 cars without passes created confusion at checkpoints in the village. Dick Hamilton was also concerned about rudeness to stewards. Kim reported that the Festival eventually decided to allow anyone through who said they were coming to either the Deardens or the Llewellyns. The breakdown of security needs to be addressed, particularly a plan of action regarding passes for people coming to Pennard Orchard. Martin Dearden said that everyone was sent passes in advance. He made note of all the points raised and will take them to the debriefing meeting, which will be held on 17th October. Flooding: Nothing more has been done. Adrian Pearse will write a letter about drains. Village Hall: Modification plans being considered; these will then need to be discussed and submitted to the PCC for approval. Travellers site in Easton Lane: Nothing has happened here. Tracy Millington re. Cockmill Lane: Nothing further has been done about the potholes.

Signposts: Paul Heal noted that all the signposts in the village have disappeared, possibly to be repainted. Adrian Pearse will look into this. Barrier tape in trees: Paul Heal was concerned that this had not been taken down. Roger Cock is to follow this up.

4. Financial Report

The following payments have been made: Mr. M. Mogg - £40 for internal audit of accounts. Zurich Insurance - £257.60. East Pennard Village Hall – a donation of £500 was made. Further grants will need to be applied for annually. Amanda Reynolds – an unpresented cheque of £50 was repaid.

5. Planning Applications

Pennard Hill Farm (Mr. David Chambers) Application for development of an old animal shelter into holiday accommodation. No comment as this part of the farm is not in East Pennard. The Old Post Office (Mrs. Helen Ablitt) Application to fell various fruit trees. TPO not required (No Objection)

IN ATTENDANCE: Miss P Griffiths – Clerk to the Council. PUBLIC PARTICIPATION – Opportunity for members of the public to address the Parish Council. There were no members of the public present. APOLOGIES FOR ABSENCE. Apologies for absence from Councillors Evans (CE) Clark (HC), Travis (RT), Clifford (SC) and Hughes (LH) – were received and

approved. District Councillor John Greenhalgh (JG) and PCSO Dury had also sent their apologies. COUNTY AND DISTRICT COUNCILLORS REPORTS – The Clerk read out a report on behalf of JG. The District Council has recently published it latest Corporate Plan where it states: Our Vision: Working together to make Mendip a great place to live and work in, helping our communities and businesses thrive. Our priorities: *Transformation*– Finding better ways of working together, and making better use of our assets, resources and skills to deliver the best possible outcomes for our communities *Inclusive Growth*– We want to see positive growth in Mendip. We want to see businesses develop, grow and enjoy great success Other key developments are as follows: The post Grenfell fire safety review confirmed that MDC/affiliated housing associations do not own/operate any buildings higher than four storeys On 31st July, as part of the 5 councils’ partnership, Customer Services and HR moved to Capita and Post & Print to a company called Vinci Whilst no mention of devolution in the Queen’s Speech, all the original counties involved in the Heart of the South West bid have reaffirmed their wish to continue Membership of all committees and boards has been revised and expanded to be more politically balanced. The Scrutiny Board will now meet quarterly and comprise four working parties meeting in between times representing policy & strategy, working with town councils, performance management & project working. For the current year all departments are working within budget. REPORT FROM AVON & SOMERSET CONSTABULARY - The Clerk read out the report which included the following incidents: 18/06/2017 - Broken down vehicle on Wraxall hill, the police received 3 calls regarding this incident. 18/06/2017 - Report of dangerous driving in the Wraxall area. 20/06/2017 - Report of theft of a sign at Wraxall Vineyard. CODE OF CONDUCT – Declarations of interest and dispensations. a) Declarations of interest on items included on the agenda – HH declared an

interest in item 124/17 as Chair of the Friends of Haddon Wood. JD declared an interest in Item 125/17 a) 2) as it is possible to see the Manor House from his property.

b) Requests for dispensation for disclosable pecuniary interests – none. MINUTES - The minutes of the meeting held on 22nd June 2017 were approved and signed by the Chairman. MATTERS ARISING - from the meeting held on 22nd June 2017.

a) Land opposite The Lodge on the A37 – no update available. b) Adoption of telephone kiosk in Alhampton for installation of defibrillator – The

Clerk read out the report from LH, which will be published in the FTN, confirming that the bid for a grant had been successful and the project was progressing well.

c) Co-option of councillor to fill vacancy – The Clerk report that there had been no expressions of interest and requested that Councillors actively look for a volunteer.

d) Cutting of verges in the parish – The Clerk reported that CE had had a meeting with Dr Osmond to establish the areas she considers are most sensitive to the early cutting and proposed to speak with Chris Barber early next year about the possibility of delaying cutting. Dr Osmond was satisfied with this approach.

e) Painting of fingerpost road signs - The Clerk reported that SCC had confirmed that subject to training and risk assessments it would be possible for volunteers to paint the fingerposts. The Clerk will discuss the matter with CE about the best way to progress this matter.

MINUTES - The minutes of the meeting held on 13th July 2017 were approved and signed by the Chairman. HADDON WOOD – leasing of the wood from the Woodland Trust (WT) – HH reported that the Friends of Haddon Wood (F of HW) had decided not to proceed with the proposal to lease the wood from the WT. However, the WT had agreed that first refusal would be given to the F of HW if in future the WT need a lessee. PLANNING a) The following planning applications were considered:

1) Proposed drop kerb and creation of new driveway, 7 Prospect Villas, Ditcheat. Ref: 2017/1719/HSE. Outcome: Recommend that the decision be left to the Planning Officer following consultation responses with the following comments:

The Parish Council supports the application in principle but is concerned about the proposal to use loose gravel which will inevitable spread onto the pavement causing a hazard.

The current design is such that it is likely that vehicles will reverse out on to the highway again causing a hazard.

2) Applications – The Manor House, Ditcheat - for the lawful existing use of The Manor House, Ditcheat as a single dwelling. Ref: 20171883/CLE; for the approval of details reserved by conditions 3, 4 and 5 of planning application 2012/2803. Ref: 2017/1866/APP; and Removal of modern plaster partitions to reinstate the property back to one dwelling, Ref: 2017/1899/LBC. Outcome: Recommend approval - The PC applauds the proposal (retrospective) which indicate that the property has been maintained in good repair and is well looked after.

b) Approval of Parish Council payments and authority to sign cheques. 1) Mr C Evans for materials and fuel for the repair of Ditcheat to Sutton

footpath - £184.89. 2) Miss P Griffiths – Clerk’s expenses 1st April – 30th June 2017 - £22.46.

RESOLVED - that the above expenditure is approved and the cheques signed. c) The donation from the Rendezvous of £100.00 which is donated

specifically as a contribution towards the cost of the replacement of the safety matting in the playground was noted.

d) Receipt of the grant from the Tesco Bags for Life - £1,000.00 – noted. e) The payment to the following was noted:

1) Tony’s Garden Services for grass cutting on 5th, 16th and 26th June 2017 - £195.00.

PLAYGROUND Replacement of safety matting – the Clerk reported that due to an administrative error the work to replace the matting had been postponed until the end of August/beginning of September subject to weather conditions. HIGHWAYS Update on items/matters for repair previously reported – some repairs have been completed on the road from Ditcheat to Arthurs Bridge by Longhill Farm. The road from Ditcheat to Alhampton in very bad condition. The Clerk will report the matter again. New matters for report to the Highways authority: The two sunken gulleys in Smiths Lane – one by South View opposite No 2

Lintern Close and the other opposite Prospect House about half way between the junction and the garages.

FOOTPATHS, BRIDLEWAYS AND RIGHTS OF WAY. Update on matters previously reported: Bridge on SM6/26 – noted that the work has not been completed but is however passable by walkers. The Clerk will ask the Rights of Way team to update the notice confirming that the bridge was impassable by horses and vehicles. Any matters for report – JD reported that a mower had kindly been donated by the family of the late Cyril Riley. JD has thanked the family on behalf of the PC for the donation. FEEDBACK FROM COUNCILLOR ATTENDING ‘THE RENDEZVOUS’ - Concern was expressed about the state of some of the finger posts in the parish which are in urgent need of painting. A parishioner had indicated that funds may be made available if the PC sought and obtained permission from SCC to undertake the work on a self-help basis. CLERK’S REPORT AND CORRESPONDENCE.
