Smart Specialisation Platform
Created in 2011 to provide science-basedprofessional advice to EU national and regionalpolicy-makers for the establishment and implementation of their RIS3, make better use of the ESI Funds and thus contribute to the Europe 2020 goals.
Managed by JRC-IPTS in Seville in the frame of a wider EC effort including DG REGIO, RTD, ENTR, EAC, CNECT, ENER, AGRI.
A privileged perspective:
Outside the Commission - Support to countries and regions developing and implementing their RIS3 and to their "triple/quadruple helix" partnershipsInside the Commission - Support to the policy DGs (namely in assessing ESIF programming documents: 28 Partnership Agreements and more than 180 Operational Programmes)In the scientific community - Contribution to the conceptual and methodological debate around smart specialisation
S3 Platform - Some achievements
•Wide membership: 155 regions + 16 countries
•Strong endorsement by policy makers:average 4.5/5 satisfaction rankings(86% rankings at least 4/5; 100% at least 3/5)
•High “fidelisation rate”:> 50% of regions attending workshops come back
•Political endorsement at EU level: EC (Hahn), EP (Winkler), CoR (Markkula), Council (Van Rompuy)
•Scientific impact: 9 published articles + 3 in progress (mainly on: applied network analysis; place-based analysis; peer learning) + 10 policy briefs + 6 working papers
•52 regional and 16 national RIS3 peer-reviewed under own-developed methodology inspired by trans-national mutual learning objective

Benchmarking regional structure
In our methodological proposal, we define as reference regions those that share similar structural conditions relevant for innovation-driven development. That is, characteristics that cannot be easily changed in the short term and that are demonstrated to affect the way innovation and economic evolution take place in a region.
The comparison is not based on performance nor it is aimed to select "best performers" as peers. The idea is rather that (i) policy learning is most likely to be effective if your peers are similar to you, and (ii) you can learn both from others' successes and failures.

Intensity of collaboration?
• Involve information sharing only, on e.g. innovation policy initiatives, research programmes, market intelligence, etc.
• Consist of concrete, ad hoc, projects, limited in time.
• Involve policy coordination, for instance aligning funding programme conditions and other conditions such as mobility incentives for researchers
• Jointly funded programmes or actions addressing common problems
• Adopt the form of joint strategies that are commonly designed, funded and implemented by the partner regions, and which inform a mix of policies and actions.

• S3P ONLINE SURVEY on Examples of Successful Inter-regional and Trans-national R&I Partnerships:
• Following the bottom-up approach, we are looking for examples to set a base for shared learning and to facilitate better connectivity between the R&I partners in different countries and regions.
• This survey is intended to gather information on successful and sustainable R&I collaboration partnerships – between national and/or regional authorities managing R&I policies and EU structural funds, implementing agencies, innovation centres, technology parks, research institutions, cluster organisations, SME networks and other.
• Your proposals will serve for the establishment of a repository of cases which will then allow discussing practices applied in order to find possible supporting instruments and measures tackling the bottle-necks of trans-national R&I cooperation. The most inspiring and relevant examples will be selected by the S3 Platform to be presented at various upcoming events organised by the S3 Platform and collaborating partners.

• The workshop is organised jointly with the international innovation conference in Vilnius - Economy Transformation: Step into the Future.
• The workshop intends to give a frame for cooperation opportunities in the implementation of RIS3, with the objective to maximise the synergies between the RIS3s across the Baltic Sea Region. The workshop should be an arena to meet, network, and start or develop further collaboration within smart specialisation in the Baltic Sea Region.
• The workshop will build on the work already started in the event in Malmöin November 2013 – Get smarter together in the Baltic Sea Region.
