High scores for projects that are near activity centers, transit stations, schools, etc. or on high-priority corridors such as regional thoroughfares and priority bike networks
Evaluation 2
Based on technical merit. Vehicular projects rely heavily on results from the travel demand model. Bicycle & Pedestrian Projects rely heavily on the Bike/Pedestrian Level of Service and Latent Demand

CTP Project Prioritization
Transportation Division
3/3/2016
Atlanta Regional Commission – periodic calls for projects that meet
specific criteria (bike/ped, freight, etc.)
Development of conceptual design for new projects will assist in
project selection.
2015 TIP Solicitation included additional funds for DeKalb County
GDOT – Transportation Funding Act has generated additional state funding
that GDOT can devote to road maintenance and to new transportation
projects
Priorities include bridge rehab/replacement, safety improvements,
improvements to major interchanges and interstate corridors.
Other Sources of Funding
Transportation Division
3/3/2016
Transportation Division
• All major projects currently include federal funding obtained through ARC
or GDOT.
• Limited county funding has prevented the county from taking full advantage
of available federal funding.
• Projects on draft project list currently leverage $34,790,000 in federal
funding.
Leveraging GDOT and ARC Funding
3/3/2016
• Transportation Improvement Program (TIP) - Federally funded project list for 6-year period approved by Atlanta Regional Commission
• Regional Transportation Plan (RTP) – 25-year plan which also includes long range projects that are not funded (still needs to be synched with DeKalb County’s CTP)
• Comprehensive Transportation Plan (CTP) – DeKalb County’s 25 year plan for transportation improvements which includes a prioritized list of desired projects
Transportation Plans
Transportation Division
3/3/2016
• Top priorities are to fund county matches on projects already programmed
in the TIP
• Most other projects are drawn from the priority list in the adopted CTP
with no federal or state funding assumed.
• Seeking federal funding will significantly increase the amount of time
needed to complete projects.
Prioritization of SPLOST Project List

Transportation Division

Development
