Coos County Area Transit is in need of a Transportation Master Plan. We expect this plan will addresses not only local county needs but regional needs as well. With this plan, we hope to establish a vision for transit in Coos County and the Oregon South Coast. We expect it to identify short and long term needs and goals as well as a vision plan for the long term (20 year plan). The four major cities in the county are currently looking at ways to address transportation needs in their respective jurisdictions. The cities of Coos Bay and North Bend are kicking off their Transportation System Plan updates and the city of Bandon is looking to begin a shuttle service in the short term to service tourists and in the long term has asked us to look at increasing service to their area. Project Title: Transit Master Plan

Eligibility Requirements

The following three eligibility requirements are reviewed on a pass/fail basis. Applications found to not meet each of these requirements will not be scored against the award criteria and will not be awarded a grant.

1. Clear Transportation Relationship

A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation of alternative scenarios, development of implementation measures, and public involvement that results in a transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance. 1000 character limit.

For years Coos County and this region have struggled just to provide basis public transportation needs. With the passing of HB 2017, we will be receiving a windfall of funds to increase services to not only our county but our region. Coos County Area Transit is perfectly positioned, timing wise to develop a Transportation Master Plan. Strategic discussions have already begun with all the major cities in the county for increased service and what that would look like; public and private entities to address increased service to their respective demographics and enthusiastic support by all. To date, we have identified a need by the community for increases in service in the forms of extended service hours, additional fixed loop service, additional intercity connections, dedicated shuttles for certain demographics and regional connections to facilitate transportation to larger economic centers in the state. All to be included in this new TMP.

2. Adoption of Products to meet Project Objectives

A proposed project must include preparation of an adoption-ready product or products that lead to a local policy decision and that directly address the project objectives, such as a transportation system plan, comprehensive plan amendment, land use plan, code amendment, implementation program, or intergovernmental agreement. Projects are expected to include adoption hearings or will be part of a larger project to be adopted. 800 character limit.

Coos County Area Transit is a special transportation district of Coos County and has limited resources available. Subcontracting the Transit Master Plan (TMP) process to a consultant will allow for professional research, outreach, and planning design culminating in a professional final product. The TMP process will be conducted in coordination with County staff, city governments, our greater Chamber of Commerce Transportation Committee, community members, passengers, and local business. The final TMP will transform our current coordinated plan and will marry up with Coos Bay and North Bends TSP (currently being updated). This plan will also identify the need for a regional transit hub here in Coos County and will also identify service gaps and improve connectivity.

3. Support of Local Officials

A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. A letter or resolution of support from the governing body of the applying jurisdiction (e.g. City Council, Board of Commissioners, or Transit Board) must be submitted with the application to meet this requirement. 400 character limit.

This project has not only the support of our entire governing body (letter of support signed by all three attached) but also of the cities of Coos Bay, North Bend, Bandon, Coquille; our local, regional hospital; other state and local agencies as well as our local state representative, Rep Caddy McKeown; local tribes and neighboring transit agencies (most with letters attached).

Award Criteria

Applications are scored on a range of criteria and receive up to 100 points. Projects are selected primarily based on the points scored; also considered are the grant amounts requested, the estimated amounts TGM believes may be required to complete a project, the amount of grant dollars available for award within a geographic region, and the balance of grant dollars between Category 1 and Category 2 projects. A scoring consideration is ensuring a fair distribution of grant funds to smaller or economically distressed communities.

1. Proposed project addresses a need and supports TGM objectives (up to 40 points)

The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

This project to develop a Transit Master Plan supports an opportunity and requirement brought about by the passing of HB 2017, the STIF Plan. HB 2017 will provide unprecedented funding and a myriad of possibilities to address/fund objectives noted in our 2016 Coordinated Plan. If granted, this project will help facilitate a host of transportation opportunities already identified and those yet to be identified. It will also support our vision of building a regional transportation hub here in the economic center of the south coast. With larger, regional transportation organizations reducing or eliminating services it is imperative this plan help to identify those gaps in service and recommend fixes for connectivity and additional choices for transportation. It is the desire of not only local officials for the benefit of this area but of state officials for the benefit of this region that this very timely and urgent project be funded. Please find below verbiage in support of each of the TGM objectives. - Providing Transportation Choices: As the main public transportation organization in the county, it is imperative that we provide our community with transportation choices in order to get to whatever destination they need or desire, whether for business or pleasure. It is also incumbent upon us to connect our community with not only local but regional, statewide and intra-state connections. We expect this project will address these short term and long term goals and objectives. This TMP could identify future choices to support that vision of balanced and interconnected transportation networks for mobility, equity and economic growth in the Coos County region. A professional planning effort that considers new and existing development in Coos County as well as regional network potential to identify and manage the efficient movement of people to work, recreation, shopping, medical and social services would build upon and improve an interconnected transportation system available to all communities, including the underserved. - Creating Communities: Recent additions such as our now Nationally renowned Whiskey Run Mountain Biking Trail and the City of Bandon’s Bus Trolley will undoubtedly support a vibrant, lively neighborhood. This project will help us to connect these new communities to the greater regional, state and national community. With the grand opening of this mountain biking trail this weekend, the only mode of transportation lacking in our region is rail. With the introduction of these new attractions, it is vital this project help address connecting as a part of our multi-modal network. Additionally, with recent funding opportunities, we were able to purchase brand new bus stop seating and signage in order to help make our community more amenable and accessible. The incorporation of these amenities and services in the Transit Master Plan could improve upon the livability and physical environment and help create a community linked by convenient and accessible transportation options. - Supporting Economic Vitality and Growth: CCAT is currently undergoing a rebranding initiative that includes a strategic planning component. A core goal for CCAT is to better understand the relationship between the business and tourist community and public transportation. CCAT is currently in the process of uniforming all our drivers in an effort to improve professionalism and our image. We have also recently secured not only the funding but also

immense community support for the purchase of a bus trolley to incorporate into our fixed route services. This alone, we hope, will assist in the economic vitality and growth of our region. In addition to a bus trolley for our fixed route service, we have received immense support and interest for a second bus trolley dedicated to seasonal public and tourist transportation to all our regional recreational and tourist locations. Having a dedicated public transportation service to these locations supports not only our economic vitality and growth but also promotes environmental stewardship by reducing the number of individual automobiles that travel to these locations. We currently have plans to expand our service hours and expect to receive some funds through a partnership with the Coquille Tribe to add a third loop to our fixed route service. Public and business owner outreach during the TMP research and outreach will likely identify future routes and policies that further support economic development as well as community needs. - Saving public and private costs: This project will analyze the efficiency of the current service and identify possible collaborations to save public costs through connectivity and service improvements. It will also identify other opportunities for collaboration between transit and private businesses and identify potential funding sources to maintain low fares and low business tax rates. - Promoting environmental stewardship: This project hopes to focus on improving transit services to increase ridership and remove traffic from public roads in our region as well as identifying transit supportive elements such as sidewalks, bus stop amenities and bike access. Through improved transit services, vehicle miles traveled will be greatly reduced thus reducing the rate of greenhouse gas emissions, wear and tear on existing roads, the need to expand existing roads thereby destroying our precious natural resources and provide a healthier environment.

2. Proposed project is timely and urgent (up to 25 points)

The application demonstrates timeliness and urgency. The project is needed now to:address pressing local transportation and land use issues;make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements, or regional plans;make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans including growth or lack of growth, changes in land use patterns, or changes in available fundingbuild on, complement, or take a necessary step toward completing or implementing other high priority community initiatives, including supporting a Governor's Regional Solutions team priority; orresolve transportation- or land use-related issues affecting the project readiness of local, regional, or state transportation projects for which funding is expected to be obligated within the near future.

The fact that Coos County and our adjacent counties in the region are all classified as depressed and all the local and state government officials and the business community are trying to turn this economy around makes this project an urgent need. The passage of HB 2017, the recent update to our coordinated plan, the fact that the cities of Coos Bay and North Bend are updating their TSP, makes this project timely. The collaboration of our TMP with those plans as they develop will be yet another asset to a well planned, connected, future transportation network for our region. New public recreation areas, such as the Whiskey Run Mountain Biking Trail and new tourist attractions such as the City of Bandon's new Bus Trolley are additional reasons why this project is timely and urgent. The sooner we can incorporate into new public recreation locations and economic development projects makes us a more relevant and complementary organization that is proactive instead of reactive in our planning process.

3. Proposed project approach is reasonable (up to 20 points)

The application demonstrates a clear approach to achieving the expected outcome and results in consideration for adoption. Where substantial coordination with other local, regional, and state planning efforts occurs (or will need to occur), the mechanisms and responsibilities for the coordination are clear.

This project will require some study of local and regional connectivity to ensure a comprehensive examination of existing transit services and their connectivity to other transit services. The project will include data and information collection from not only those who have lended support in the form of a letter but also many others who have verbally expressed interest and support for this project. The project will ensure stakeholders collaborate to clarify goals and priorities and compile baseline information. There will be marketing and public outreach for the project as well as CCAT staff time. The selected firm will be expected to identify the following:

demand for in-town service and amenities as well as broader regional connectivity; clarify criteria for future service expansions; a capital needs assessment that includes vehicles, infrastructure, facility, maintenance protocol, and future fuel options; policy direction, examination and determination of any County Code present or necessary to support transit and implement transit projects; potential funding source identification as well as fare research and interconnectivity efficiencies. The selected firm will be expected to provide copies of drafts and final plans in formats agreed upon by all parities during the execution of the consulting contract.

4. Proposed project has community support (up to 5 points)

The application demonstrates that there is local support for the project objectives, a commitment to participate, and a desire to implement the expected outcome.

5. Proposed project sponsor readiness and capacity (up to 10 points)

The application demonstrates that the local government is ready and able to begin the project within the TGM timetable and that there is local commitment and capability to manage the project considering the complexity of the project, the size of the jurisdiction, and performance on previous TGM projects. Where substantial coordination with other local, regional, and state planning efforts will need to occur, all of the partners are ready and able to begin the project within the TGM timetable.

As illustrated by the letter of support signed by all three members of our governing body, Coos County not only desires but is excited at the opportunity this project will afford the citizens of Coos County and the South Coast. Our Transit Department has budgeted available local matching funds to fulfill its share of obligation related to the grant application and we fully intend to capitalize on the agency and public support we have already received and adopt a TMP should the grant funds be awarded.

6. Up to 10 Bonus Points: Proposed project is innovative

The application demonstrates that the project will be innovative in its subject matter, approach, or expected outcomes. For example, the project will use health impact assessments or economic impact analysis as part of the evaluation of transportation alternatives or will include an innovative multimodal analysis. DO NOT answer criterion #6 separately. Scores will award points based on the entirety of the application. By

the nature of this criterion, most projects will not receive any points.

I am writing to express my support of Coos County Area Transit's (CCAT) TGM grantapplication. CCAT serves as Coos County's only public transit service, and it has beenserving the citizens of Coos Bay and greater Coos County since 2004. The City ofCoos Bay is a long-time advocate of and financial supporter of CCAT and the servicesthe organization provides.

While CCAT has been providing various transportation services for 24 years, its doneso to date without the benefit of a Transportation Plan. A Transportation Plan isessential as it would assist CCAT by providing a countywide vision for CCAT's publictransportation services which is needed to meet current and anticipated future needs.The needed plan will provide a policy foundation to assist CCAT in making servicerelated program and capital investments decisions in the near and long term.

CCAT relies heavily on grants (local, state, and federal) to provide our citizens with thelimited services currently provided. The creation of the much-needed TransportationPlan is contingent upon securing funding such as those provided by the state throughthe TGM grant program.

Any assistance you can provide CCAT in obtaining the necessary funds needed tocreate a Public Transportation Plan for Coos County would be greatly appreciated.

This letter is written in support of a grant request submitted by Coos County Area Transit

(CCAT). I am the Veteran Service Officer for Coos County.

A transportation master plan would be very useful for Coos County Veterans. Since we

are a rural setting, transportation is limited. In addition, many Veterans are not able to

drive themselves and must rely upon friends or family to help them get to appointments.

I believe a long-term plan for Coos County would really support the needs of all of our

citizens and Veterans in particular. CCAT is a reliable organization committed to serving

CCAT is tremendously important to our clients. Most have limited funds making the publictranspoftation system their only option for appointments, services and jobs. Additionally, we offerbus passes on a limited, case-by-case determination.

I am eager to see what the Transportation Master Plan for Coos County would look like. Our clientsfrequently sftuggle to keep jobs when they obtain them, as many of them work non-standard days and

hours, outside of CCAT's current operations on Monday through Friday from 7 am ta Spm. We appreciate

the developments that have come about in the past two years, but we believe that public transportationin Coos County still needs improvement to best serve the entire population of Coos County.

Sam is a recent example of the acute need for extended service dayslhours. Sam found a job at thelocal fishery. He enjoyed his job and was excited to earn a paycheck for the first time in severalyears. Sam shared a ride with his friend. Unfortunately, his friend lost his iob and Sam could nolonger make it to work for the night shifu. He ended up quitting so he wouldn't have a terminationon his record. If CCAT had been available for him, I believe that Sam would be a shift manager bynow because of his strong work ethic and his desire to improve his life.

I would like to take this opportunity to state what a great partner agency CCAT(Coos County Area Transit) is to the T.H.E. House (Temporary Help In Emergency). As an emergency shelter, we see the vital need to our homeless population having access to public transportation. Our clients use the CCAT system on a daily basis to move around town for social service appointments, medical appointments and employment. We are excited to hear from Sergio that he is working on a Transportation Master Plan which we believe is long overdue for our area. There are some gaping needs in our public transportation system that need to be addressed. Hopefully, this study would bring those to light and begin allowing our county to address those concerns to allow for an improved and more functional public transit system in Coos County. It is with great enthusiasm that I write this letter in support of Coos County Area Transit (C-

CAT) and Coos County’s efforts to secure funding for a transportation master plan.

This needed plan is essential to the future of Coos County as it would assist C-CAT in providing

a countywide vision for public transportation services. It would be an important resource in

helping C-CAT make service related program and capital investments decisions in the near and

long term, and it would provide the framework for future service.

This funding would allow the South Coast to chart its path forward, ensuring our citizens have

access to public transportation and ultimately the economic opportunity that comes with

mobility. We are excited at the opportunity this plan would provide for our entire community.

This grant proposal has a unique positive affect on minority populations by ensuring the indicated populations' opportunities to access public transportation services for mobility needs. Our transit policies are reviewed and developed with public input that includes the Transit Advisory Committee (TAC). TAC membership includes women, elderly, disabled and Hispanic representation. The Four Factor Analysis in transits Title VI Policy identifies Spanish as themost frequent foreign language spoken by LEP individuals in our area and should be the focus of any translation or language assistance activities.
