Purpose1. The Auckland Transport Update Orakei Local Board: October 2012 report was considered
at the 4th October 2012 Orakei Local Board Meeting.
Executive Summary2. The Orakei Local Board resolved as follows:

a) That the Auckland Transport Update Orakei Local Board: October 2012 report be
received.
b) That the Orakei Local Board requests that the Transport Committee Auckland Council
urgently requests New Zealand Transport Authority (NZTA) and New Zealand Police
to proceed with introducing red-light intersection cameras at heavily used
intersections as anticipated in the National Land Transport Programme 2009 2012
and report back to the Orakei Local Board at its February 2013 meeting.
c) That the Orakei Local Board expresses extreme concern that the notification around
the opening and closing of public submissions on the Draft Regional Passenger
Transport Programme is only going to be firstly notified in The New Zealand Herald
on 5 October 2012.
d) That the Orakei Local Board notes with extreme concern that the Draft RegionalPassenger Transport Programme will be released on 5th October 2012 and that
submissions are required to be filed by 5th November 2012 which is before the next
scheduled meeting of the Orakei Local Board to be held on 8th November 2012.
e) That the Orakei Local Board Transport Spokesman be authorised to collate responses
from members of the Orakei Local Board and prepare a submission on behalf of the
Orakei Local Board on the Draft Regional Passenger Transport Programme, to be
filed with Auckland Transport before 4pm on Monday 5th November 2012.

Executive SummaryThe purpose of this report is to update the Board on a range of transport related issues in Orakeiarea during September 2012.

b) That the Orakei Local Board requests that Orakei relevant Auckland Transport QuarterlyReporting items be bolded, or at the front of the report, and other areas listed asappendices.
Attachment A of Auckland Transports Quarterly Report consists of two distinct parts Regionalprojects and local board-specific projects. For future Quarterly Reports, this attachment will bedivided into two distinct attachments so that the local board-specific projects are clearly separatedfrom the regional projects.
Resolution number OR/2012/434
b) That the memo from Traffic and Transportation Engineers Ltd regarding Tamaki Drive BusStop Change of Operating Hours be received and that:
i) the Orakei Local Board supports the decision of St Heliers Village Association toaccept the recommendation contained in the memo to change the No Stoppingrestriction on bus stop 7344 from limited hours (6am-10am and 3pm-7pm) to Nostopping at All Times.
ii) that the Orakei Local Board supports the decision of the St Heliers VillageAssociation to explore options for the creation of additional street side car parksoutside the non- operational Police Station and other initiatives as detailed by theManager St Heliers Village Association before agreeing to the bus reroutingscheme outlined in the memo, whilst acknowledging that this change wouldcontribute to improved safety at the corner of Polygon Road and Turua Street byshifting bus parking to the opposite side of Polygon Road and turning the existingbus stop into a No Standing zone.
The Orakei Local Board and St Heliers Village Business Associations support for changing Bus
Stop 7344 from limited hours to No Stopping at All Times is noted and this change will take placeas soon as possible.

Auckland Transport appreciates the Orakei Local Board and St Heliers Village BusinessAssociations support for re-routing the bus route through St Heliers and moving the bus stop tomake the Turua / Polygon Road intersection safer but acknowledges the concerns expressedabout parking.
Auckland Transport will continue to investigate the options proposed by;
1. Asking the NZ Police to make their reserved parking on Polygon Road available for publicuse; and
2. Investigating options for adding more car parks by making better use of existing spaces.
When these options have been investigated a final discussion will take place with the St HeliersBusiness Association and a decision on whether or not the change will take place will be made.
c) That the Orakei Local Board requests that Auckland Transport complete remaininginvestigations for the Clonbern car park, so it can report specific options to the BoardsDecember meeting, noting what work has been done and the disappointing lack of overallprogress 21 months after Auckland Transport was established.
Auckland Transport notes the Orakei Local Boards resolution and Clonbern Car Park is discussedin more detail later in this report.
Monthly Overview
Remuera Road Operational Improvements
This project continues as planned and since the last Orakei Local Board meeting the following key
points can be reported:
1. T3 lane markings and signage are complete;
2. Tree trimming to ensure that all T3 signs are clearly visible is complete;
3. Auckland Transport has reviewed the intersections that the Orakei Local Board asked tobe studied. The studies have been useful either confirming the operation of currentlayouts or indicating areas in which there are problems such as:
a. Upland Road / Remuera Road It was noted that the Clearway leading to thisintersection was not well utilized and that it reduces the capacity of the intersection
during both the morning and evening peak periods. Illegal parking in the clearwaywas observed and contributes to the under-utilisation of this lane. Parking andEnforcement will target this issue.
Auckland Transport is also investigating operation of the intersection and may re-phase the traffic lights when it has confirmed the effect of the new T3 lanes on theoperation of this intersection.
b. Portland Road / Remuera Road - Study of this intersection suggests that itappears to operate satisfactorily most of the time. However there is somecongestion created when Kings School students are dropped off and picked up inthe area of broken yellow lines on Remuera Road, directly east of the intersection.Auckland Transport plans increased parking enforcement in this area to preventthis problem and improve the operation of Remuera Road.

After notice was given in local newspapers enforcement of the T3 Lanes has started.
Tamaki Drive Action Plan
The following status report can be provided on this project:
1.Intersection of Tamaki Drive and the Strand The construction date is still January-March 2013;
2. Cliff Road Intersection Completed;
3. Averill Street Intersection The work is complete apart from the installation of the smartstuds. Currently the plan is to install them by the end of September dependent onweather, resource consents and other technical issues;
4. Safety Improvements near Kelly Tarltons Will be mostly complete by the re-opening ofKelly Tarltons on 26 September 2012. Auckland Transport has paid for signage andthreshold treatments in this area to support this iconic business. The only thing that
needs to be completed is installation of bollards at the pedestrian crossing and this isplanned to take place after the opening.
5. Watene Street Construction is complete;
6. Auckland Road / Long Drive Intersection Construction is complete;
7. Mission Bay The Mission Bay safety improvement project is now complete including re-surfacing the road.
8. Tamaki Drive / Kohimarama Road Construction works are complete.
Installation of threshold treatments has been delayed and will not now take place until concernsfrom the local community about the noise made by cars running over the treatments can beaddressed.
Re-developing the Ngapipi Road / Tamaki Drive Intersection
This intersection was identified in the 2010 Safety Audit of Tamaki Drive as an area of concernand it is included in the Tamaki Drive Action Plan.
Investigation of the two earlier options and other variations on these is under way. Theinvestigation will provide further information about each option:
1. Relationship with the wider vision for the area expressed in the Tamaki Drive Master Plan
2. Safety Improvements for pedestrians and cyclists
3. Safety improvements for general traffic
4. Likely effects on traffic flow
Auckland Transport is aiming to engage with the Orakei Local Board and other stakeholders todiscuss the recommended option early in November 2012. The investigation is due for completionin December 2012
The next steps in the project are conducting a more detailed investigation of the three currentoptions that will provide detailed information for each option about:

1. Likely effects on traffic flow,
2. Relationship with the wider vision for the area expressed in the Tamaki Drive Master Plan;
3. Technical feasibility of the options; and
4. Predicted improvement to safety.
It is important that this initial work is completed so when Auckland Transport engages with theOrakei Local Board and other stakeholders it has good information about the intersection and howeach proposal will could affect its operation.
Clonbern Car Park
The Clonbern Car Park in Remuera is currently reaching the end of its useful life and will need tobe replaced in the next four years.
Auckland Transport has been working with the Orakei Local Board and Remuera BusinessAssociation to develop a solution to this matter that meets the needs of all parties.
During this reporting period Auckland Transport reported back on progress to both representativesof the Orakei Local Board and the Remuera Business Association. The key points reported were:
1. The car park needs to be replaced within the next four years;
2. The project was not in the Auckland City Councils Long Term Council Community Plan attransition so was not carried through to Auckland Councils Long Term Plan or AucklandTransports budget meaning that replacement will have to be based on a strong businesscase;
3. Since discussions started a number of options for replacing the car park have beenproposed and circulated to some key stakeholders but were based on assumptions aboutcommercial viability that had not been confirmed;
4. A full study of parking occupancy both now and in the future is being undertaken and initialresults were shared with Orakei Local Board members and the Remuera BusinessAssociation;
5. Further long-term development in the area that is captured in Auckland Councils unitaryplan needs to be considered when a decision is made about the final size and type ofreplacement car-park required;
6. When this study is complete it will allow any assumptions that are made about commercialviability to be based on robust research rather than speculation; and
7. Later this year Auckland Transport will be able to put up options for discussion with solidinformation about their commercial viability and how they can be funded.
In summary this process is taking longer than stakeholders would like but it is important that anydecision about this site is made based on good information. Auckland Transport is planning toreport back to the Remuera Business Association by December 2012.

Auckland Transport HOP for trains is getting closer with the installation of ticket machines at trainstations starting in early September 2012. On board ticket sales on trains are being phased outand as the new ticket machines are installed, customers will be able to buy their tickets beforethey board a train.
The type of ticket able to be purchased from the machines will be phased in over time. To start
with, single ride tickets will be sold from the machines but from 28 October 2012, 10 trip tickets,Day Rover and Monthly Passes for trains will be replaced by Auckland Transport HOP. Monthlypasses will be loaded onto the Auckland Transport HOP card and stored value can be added tothe card to pay for single trips.
More detailed information will be available as changes are implemented and Auckland Transportwill keep reminding customers of these changes through a variety of communications channelsincluding;
1. Information on the website www.AT.co.nz/trainchanges
2. Advertising in the media; and
3. Customer service representatives at train stations to help passengers.
The use of HOP on ferries commences in late November, and it is expected that all bus operatorswill be using the new system by mid-2013.
This is a large and transformational project and Local Board members may be questioned by thepublic. If the Orakei Local Board wishes a briefing can be organized to provide information on thisproject.
Implementation Issues
D93 Clonbern Road Carpark The former Auckland City Councilmade preliminary allocation of $3mto upgrade or replace the ClonbernRoad car park. The Orakei LocalBoard is committed to continuingwith the project.
This project is discussed in more detail inthe Monthly Update section of the report.
D221 Proposed Roundabout atShore Road/VictoriaAvenue intersection
Traffic flow at the Shore Road /Victoria Avenue intersection hasbeen highlighted by the board as anissue that needs attention, and anumber of possible solutions,including a roundabout, have beenproposed.
This matter has been discussed at seniorlevels within Auckland Transport and ameeting took place with representatives ofthe local community on 25 September2012.
Any changes to the projects status will bereported as soon as possible.
AT2011/038534 St Heliers BusinessAssociation Aspirations
After discussions with the OrakeiLocal Board it is clear that the StHeliers Business Association has arange of aspirations for the towncentre including:
Modifying intersections(including Turua/PolygonRoad and Polygon / StHeliers) ;
Improving parking;
Developing more efficienttraffic flow; and
Re-positioning a bus stop.
The only extant issue at present is theproposal to re-route buses to alleviate safetyissues at the Turua Street / Polygon Roadintersection.
A meeting was held with the St HeliersBusiness Association on 4 September2012.
Parking and the use of the existing bus stopon the seaward side of Tamaki Drive werediscussed. The St Heliers BusinessAssociation is supportive of the proposedchanges but are concerned about parking in
the area. Auckland Transport is investigatinga couple of options and will report back tothe St Heliers Business Association inOctober or November 2012.

N/A Cluny Kindergarten Residents have concerns about thesafety of children being dropped offat this facility.
Although this issue has beendiscussed previously, the Chair hasasked Auckland Transport to re-investigate this matter.
The initial survey has been completed andappears to indicate that a P 10 is unlikely toimprove the situation but AucklandTransport has committed to trailing signsand is aiming to install signs during theschool holidays.
Installation of the signs will enable all partiesto assess their impact and then decide onthe best course of action for the future.
AT2012/007954 Suggestions for newPedestrian Crossinglayouts, Ellerslie TownCentres
Auckland Council Urban Designstaff have suggested options forimproving pedestrian crossings inthese town centres.
Auckland Transport has discussed aproposal for re-modelling the pedestriancrossings in Ellerslie Town Centre to makethem safer.
There was insufficient funding in the 11/12Financial Year to pursue this project but it islikely that this project will be re-started inthe 12/13 Financial Year.
Auckland Transport will inform the OrakeiLocal Board and Ellerslie BusinessAssociation about progress as soon aspossible.
N/A Haast Street Congestion A petition has been presented tothe Orakei Local Board outliningresidents concerns about thecongestion created in Haast Streetwhen the College Rifles sportscomplex is being used.
This matter is currently being investigated.On 10 August 2012 a meeting took placebetween College Rifles, the Orakei LocalBoards Transport Portfolio Leader andAuckland Transport.
A key issue identified was the ability oftraffic to make a left turn from Haast Streetinto Remuera Road because if a car isturning right, it effectively blocks egress into
Remuera Road for left turning traffic.
Auckland Transport traffic engineers havebeen working on the problem but haveencounter concern from residents abouttheir studies not reflecting the high usage ofthe area during the rugby season.
The traffic engineers are working to identifyother high use periods such as touch nightsthat will indicate how traffic problems effectthe intersection.
We aim to report back to the November2012 Orakei Local Board meeting.
N/A Orakei Station Overpass The walkway from the OrakeiRailway Station to the localshopping centre is in a poor state ofrepair.
Kiwi Rail is responsible for this bridge andAuckland Transport has been working withthem to resolve the Orakei Local Boardsconcerns.
AT2012/047568 Ngake Street A resident has reported that thelayout of this road creates anunsafe environment. The residenthas suggested speed bumps andbroken yellow lines to improvesafety.
This matter is currently being investigatedby Auckland Transport.
N/A Chatfield Place The condition of the footpaths inthis street has been reported as
requiring maintenance.

Lower Domain Drive has beenclosed to all vehicle traffic until 7December 2012. This createsconsiderable inconvenience fortraffic moving east/west betweenthe city and Orakei Local Boardarea.
A detailed response outlining the reasonsfor the closure and analysing suggestedtraffic management options was supplied tothe Transport Portfolio Leader on 21September 2012.
Remuera Road Operational Improvements

Currently the High OccupancyVehicle (HOV) Lanes on RemueraRoad are bus lanes. The OrakeiLocal Board and AucklandTransport have agreed theseshould be replaced with Transit 3(T3) lanes.

AT2012/007954 Investigate Barn Dancecrossings
Investigate Barnes Dancepedestrian crossings at theRemuera Rd / Clonbern Rd/Victoria Ave intersection and at theUpland Rd / Remuera Roadintersection.
This has been investigated and anopportunity to discuss the matter with seniormanager was on 27 July 2012 to discussthese proposals.
In September 2012 Auckland Transportreported that this is not currently an optionat this intersection.
This line will be marked completed in thenext report.
N/A Support Orakei LocalBoard urban designinitiatives
Auckland Transport will work withAuckland Councils Urban DesignTeam on the following issues:
1. Creating a boulevard effect byplanting further oak trees onthe north side of Remuera Rdaround the Victoria Ave shops;and
2. Issues relating to the VillageGreen project in respect of
aspects where AucklandTransport has a role.
Planting large trees in the Remuera Villagehas been investigated and it appears to beimpractical.
Auckland Transport continues to work withAuckland Council to support development ofthe Village Green plan.
