1. EXECUTIVE SUMMARY The purpose of this Facilities Study is to determine the transmission improvements needed to un-designate the study generator as a network generator for Entergy native load. This request from Entergy Services (EMO) is for 1MW of yearly network transmission service. The time period for this transfer is from 1/1/2008 until 1/1/2038. The direction of the transaction is EES to EES. This study was performed on the latest available 2012 summer peak case, using PSS/E and MUST software by Power Technologies Incorporated (PTI). Some of the upgrades detailed in this facility study were identified in a higher queued Transmission Service Request. The OASIS numbers, for those requests, are listed with each upgrade. If that prior request is not Confirmed, responsibility for funding this upgrade (in accordance with Entergy's OATT) will be required under this request. If the prior request is confirmed and the customer enters into a Transmission Service Agreement with Entergy, the responsibility to fund the upgrade will be a requirement under the prior request; however the funding party will have Financial Transmission Rights (FTRs) to any additional capacity created by the upgrade in accordance with Attachment T to Entergy's OATT. Use of any available capacity created as a result of that upgrade will require payment to the funding party for use of those FTRs in accordance with Attachment T. The facilities study identifies any transmission constraints resulting from the requested power transfer. The facilities study also includes cost estimates to correct any transmission constraints.

Under Entergy’s Independent Coordinator of Transmission which became effective on November 17, 2006, Entergy will recover these costs based on the Attachment T to Entergy’s OATT. Based on Attachment T, the ICT has determined these costs to be classified as Base Plan and Supplemental Upgrades.

2. SAFETY AWARENESS

Safety is a priority with Entergy. Safety will be designed into substations and lines. The designs will be done with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment. Should the work contained within this Facility Study be approved, a detailed Safety Plan will be formulated and incorporated within the project plan. All employees working directly or indirectly for Entergy shall adhere to all rules and regulations outlined within the Entergy Safety manual. Entergy requires safety to be the highest priority for all projects. All Entergy and Contract employees must follow all applicable safe work procedures.

3. SCOPE SUMMARY The Facilities Study has identified some transmission constraints. The constraints can be addressed in the following manner:

I. Cabot EHV: Construct 500/115 kV Substation Constraints were identified for this transmission service request which will be upgraded by the 2011 Cabot reliability project in the Entergy Transmission Construction Plan. This project has not yet been approved. If this project is approved, the customer will not be required to fund this upgrade. The addition of the Cabot 500/115kV substation will solve thermal and under voltage constraints in the Little Rock area. The thermal constraints are listed below:

Mabelvale 500/115kV Autotransformers The Mabelvale 500/115kV autotransformer #1 or #2 overloads for the loss of the Mabelvale 500/115kV autotransformer #2 or #1. It is required that either 1) a third Mabelvale 500/115kV autotransformer be added with capacity of 448MVA or 2) two existing Mabelvale 500/115kV autotransformers be upgraded to a capacity of 560MVA. The addition of the 3rd Mabelvale 500/115kV autotransformer or upgrade of the two existing autotransformers also relieves the following thermal constraint:

o Jacksonville North-Cabot 115kV transmission line for the loss of LR 145th Street-Wrightsville 115kV transmission line

1) If the option to add a 3rd 500/115kV Mabelvale autotransformer is chosen, the LR Mann Road-LR Chicot 115kV transmission line must be upgraded as it overloads for the

loss of Mabelvale-LR Alexander 115kV transmission line. The LR Mann Road-LR Chicot 115kV transmission line needs to have a capacity of 332MVA or greater on all components. The line conductor has a rated capacity of 353MVA, but the LR Mann 115kV switch #B4651 and #B6415 and the LR Chicot 115kV switch #B0964 are rated at 1600A or 319MVA. Also, the LR Mann 115kV switch #B4600 is rated at 1200A or 239MVA. These switches need to be upgraded to 2000A.

o Mayflower-Lake Conway-Conway West 115kV transmission line o Conway West 161/115kV autotransformer o Pleasant Hill-Greenbrier-Quitman 161kV transmission line o Gold Creek-Quitman 161kV transmission line o Pleasant Hill-Mayflower 500kV transmission line

It is required that the Morrilton East-Gleason 161kV transmission line be upgraded from a capacity of 223MVA to at least 304MVA.

V. Upgrade the Gleason-Conway West 161kV Transmission Line

The Gleason-Conway West 161kV transmission line overloads for the loss of the Mayflower-Lake Conway 115kV or the Pleasant Hill-Greenbrier 161kV transmission line. It is required that the Gleason-Conway West 161kV transmission line be upgraded from a capacity of 223MVA to at least 284MVA.

VI. Upgrade the LR Rock Creek-LR South 115kV Transmission Line The LR Rock Creek-LR South 115kV transmission line overloads for the loss of the Mabelvale-Kanis 115kV or Kanis-LR W Markham 115kV transmission line. The LR Rock

Creek-LR South 115kV transmission line needs to have a capacity of 344MVA or greater on all components. The line conductor has a rated capacity of 353MVA, but the LR Rock Creek 115kV switch #B3340 and LR South 115kV switch #B3315 are rated at 1600A or 319MVA. These switches need to be upgraded to 2000A.

VII. Upgrade the LR West-LR Boyle Park 115kV Transmission Line The LR West-LR Boyle Park 115kV transmission line overloads for the loss of the Mabelvale-Kanis 115kV or Kanis-LR W Markham 115kV transmission line. The LR West-LR Boyle Park 115kV transmission line needs to have a capacity of 261MVA or greater on all components. The line conductor has a rated capacity of 261MVA, but the LR West 115kV breaker #B3314 and associated switches are rated at 1200A or 239MVA. These breaker and switches need to be upgraded to 1600A.

VIII. Upgrade the LR Pinnacle-LR Walton Heights 115kV Transmission Line

The LR Pinnacle-LR Walton Heights 115kV transmission line overloads for the loss of Kanis-LR W Markham 115kV or the Mayflower-Morgan 115kV transmission line. The LR Pinnacle-LR Walton Heights 115kV transmission line needs to have a capacity of 168MVA or greater on all components. The line conductor has a rated capacity of 176MVA, but the line trap at LR Pinnacle is rated at 800A or 159MVA. This line trap needs to be upgraded to 1200A.

IX. Upgrade the Mabelvale-LR Mann Road 115kV Transmission Line The Mabelvale-LR Mann Road 115kV transmission line overloads for the loss of the Mabelvale-LR Alexander 115kV transmission line. The Mabelvale-LR Mann Road 115kV transmission line needs to have a capacity of 341MVA or greater on all components. The line conductor has a rated capacity of 353MVA, but the Mabelvale 115kV breaker #B5164, associated switches #B6493, #B5165, and #B5163, and line trap and the LR Mann Road 115kV switch #B6415 are rated at 1600A or 319MVA. These breaker, switches, and line trap need to be upgraded to 2000A.

X. Upgrade the Mabelvale-LR Alexander 115kV Transmission Line

The Mabelvale-LR Alexander 115kV transmission line overloads for the loss of the Mabelvale-LR Mann Road 115kV transmission line. The Mabelvale-LR Alexander 115kV transmission line needs to have a capacity of 337MVA or greater on all components. The line conductor has a rated capacity of 353MVA, but the Mabelvale 115kV switches #B6494, #B3365, and #B3363, and line trap and the LR Alexander 115kV switch #B6433 are rated at 1600A or 319MVA. These switches and line trap need to be upgraded to 2000A.

Substation Work: The existing through bus is 666 MCM Aluminum conductor with a capacity of 885 A. The through bus will need to be upgraded to a minimum capacity of 1,090 A. The upgraded bus will be 1272 MCM Aluminum conductor. All necessary bus, conductor, and connectors will also be upgraded. Relay Work: No relay wok required.

C. Conway West (1020 Amps) Substation: Replace the existing 800A line trap on the A phase of the Gleason line bay with 2000A capacity equipment. Upgrade all necessary bus, conductor, and connectors. Relay: Purchase and install one (1) 161kV, 2000A line trap per Entergy Standard PM0802, latest revision. Line trap to be pre-tuned to 120kHz

D. LR Rock Creek (1729 Amps)

Substation Work: Replace the existing 1600A line switch #B3340 with a 2000A vertical break, horizontal mount, disconnect switch with quick break attachment. This scope assumes that the existing motor operator will be replaced as well. Replace all appropriate bus, conductor, and fittings.

The new switch will be a vertical break, horizontal mount 2,000 A disconnect switch. The through bus will upgraded to bundled 954MC conductor. B. Install a 125MVAR Static VAR Compensator (SVC) at Lynch

Substation Work: The SVC installation will be handled as part of an EPC contract with the selected vendor. Entergy will provide a cleared and graded plot of land approximately 300’ x 200’. In order to connect the SVC to the 115kV yard at Lynch Substation, a new bay will be installed on the West side of the station. This scope assumes that the station will need to be expanded approximately 100’ to the West to accommodate the new bay. The new bay will consist of one 115kV gas circuit breaker connecting the SVC to both the operating and transfer busses. This scope also assumes that the existing control house will be expanded approximately 500 square feet. Major Equipment: (1) 115kV gas circuit breaker (3) 115kV vertical break disconnect switches (20) single phase bus supports (1) SVC – EPC contract with approved vendor 2 acres of expanded site development

Entergy will supply a node to tie into the West bus as well as backup distance protection into the SVC unit.

• Design, purchase and install one (1) Line/Breaker Control Panel referencing the SVC Line Panel installed at Porter Substation in GSU Texas. This panel uses an SEL 421 relay for step distance protection into the SVC as well as all breaker protection and control functions.

• Purchase and install three (3) 115kV Potential Transformers. The SVC protection and control requires potential transformers due to their transient response characteristics.

• Purchase and install one (1) Three Phase Bus Potential Junction Box specially modified for SVC application. Use the SVC node junction box at Porter Substation for reference.

• The new circuit breaker will be incorporated into the existing B-Pro bus differential relaying installed on the 115kV West bus.

• Install approximately 25000 ft of control cable. • Install approximately 2000 ft of ADSS fiber optic cable between the SVC

and substation control houses. • Install any necessary ancillary fiber equipment. • RTU has enough spare points.

VIII. Detailed New Substation Scope

A. Cabot 500/161 kV Substation Substation: Forty (40) acres of property will be required for the Cabot EHV Station. This will be a new switchyard with both a 500kV and 115kV yard. The yards will be connected by a 500/115kV 500MVA autotransformer (3 single phase units and 1 spare). The 500kV yard will be set up as a 3 breaker ring bus with the ability to be expanded to a folded breaker-and-a-half arrangement. The 115kV yard will be set up as an operating and transfer bus arrangement with one bus tie breaker. 5. COSTS The ICT has reviewed and determined the required upgrade associated with the Cabot EHV project is included in the 2008 ICT Base Plan. The remaining upgrades will be considered as Supplemental Upgrades. For more information on cost responsibility for Base Plan and Supplemental Upgrades, see Attachment T to Entergy’s OATT. The costs shown in the table include overheads and AFUDC, but do not include tax gross up. The estimated tax gross-up rate of 32.693% may apply to the project. All cost estimates have been calculated based on the Estimated Completion Year.
